Abstract

Factors that influence services in PT. PLN (Persero) Riau Province. The purpose of this research is to find out factors that influence services in PT. PLN (Persero) Riau Province. This research is conducted in area of Pekanbaru city with the PT. PLN (Persero) Riau Province office as analysis unit. The factors are measured in four indicators: organizational structure, the ability of officers, service system, and service infrastructure. This is a qualitative descriptive research. Data collecting technique are observation, interview, and documentation. Result shows that organizational structure of PT. PLN (Persero) meets the standard of Direction Board of PT. PLN (Persero) Riau province. The ability of the officers meet the procedural requirements, the staffs are well behave to the complaining customers. Service system can be seen from the easy access all over the area, services available, and the good order of the services, and infrastructure used so PT. PLN (Persero) can deliver the services faster, easier, and more accurate.Key word: Services factors, organizational structure, ability of officers, services system, and service infrastructure.

Abstract

Lesbians are women who have sex with same-sex love, or commonly referred to homosexual women the emotional relationship that involves love and affection of two men who had sex at the both women. Background this study caused because many women were in a relationship with a woman in a loving relationship that is serious in dating status in Pekanbaru city, but human nature created in pairs. This study aims to investigate the characteristics of lesbians in Pekanbaru city in this case the researchers start with the data in depth informant, lesbian characteristics according to age, education level, religion, ethnicity, labels in the community, and how to distinguish heterokseksual lesbian women, whose activities are often carried out lesbians This collective group of lesbians in Pekanbaru and activities that are often done as a couple lesbinya lesbians at home and outside the home and the factors that cause a person become lesbians. In this study the respondents amounted to ten people from the community KBBP (Large Family Belog Pekanbaru), respondents came from various backgrounds ranging from students to students. Data collection was done by observation study in which researchers took direct participation in the lives of the respondents either at home or in the lesbian community as well as in-depth interviews to the respondents. From the findings of the field can be seen that in terms of age is still old lesbians 15 years to 22 years, the average has a very good education, the majority religion of Islam and the five respondent is a native of Soweto and five other people are migrants, the majority of ethnic Malay and Minang, six respondents in this study is the butch and femme four people are. The cause of these respondents into lesbianism caused because the four-person family unfavorable influence, fourJom FISIP Volume 1 No. 2 – Oktober 2014 2more people because the influence of the environment and the wrong friends thatwent along with trying to be a lesbian, the rest of the respondents were two otherscaused because the desire itself that is being hurt because of trauma factorbecause the former lover and want to be faithful to his male lover who had died.Keywords: Lesbian, Potrait, Sexual Deviations

Abstract

Environment Agency Kampar district is formed through Government Regulation No. 06 of 2008 concerning the organizational structure and working procedures of the area, where local regulations Kampar district number 28 of 2009 on licensing and services business recommendations and / or environmental activities. With regard to environmental sustainability, in Law No. 32 of 2004 on Regional Governance in the 22K article described in organizing autonomous region has an obligation to preserve the environment , so that the existence of the Environment Agency is able to realize the Kampar District Environmental Protection and Management of Quality in the Context of Sustainable Development Environmental Support.In this study the authors use the theory proposed by R. Terry (2004:7) there are four things that a basic principle in management, namely planning, organizing, actuating and controlling. The method that I use in this study is the reduction method, namely the collection of field data from various sources and then processed into ingredients in the explanation/description of the problems studied. Description, namely the exposure results of research conducted in the field in the form of matter, phenomena and concrete data. Conclusion, ie withdrawal of a general viewpoint based on issues that have been presented . From the results of research on the implementation of the duties of the Environment Agency on the Kampar river basin in 2013 is not consistent with the goals and targets set, this is caused by the ability of employees, lack of financial support from local governments, and the lack of adequate facilities and infrastructure at the Environment Agency life Kampar district, resulting in maximal execution of duties and functions of the Environment Agency Kampar district.Keyword : BLH, TUPOKSI, Organisasi dan Manajemen

Abstract

Humans need enough space for day-to- day activities, with so many buildings madespecifically for each different activities, one of which is a Dharma Wanita City Park. Thispark is created to provide an open green space for the city of Pekanbaru, this green space willbe expected to give a sense of calm, relief and socialization media that seem natural for thesociety. In the middle of human dense activity present with a variety of jobs and the numberof events in the society, city parks is expected to also provide a place for other publicactivities that will make this park is always crowded and increasingly famous in the midst ofsociety, so that the function of the garden this can be updated and running properly. Thepurpose of this study was to determine the function of Dharma Wanita city park for thesociety of Pekanbaru city, the less visible any facility that serves the park so as to makevisitors comfortable and want to come back to visit, over time this will help managers andgovernment to renew the facility in case had to be replaced and that should be added. Thetheory that used in this study are functional theory. While the quantitative method used isdescriptive, using accidental sampling technique with the questionnaire data collection andobservation. The number of respondents in this study were as many as 25 people. Based onthe research results of almost all of the respondents were happy in this city park, in additionto making the city more fresh and beautiful, also provide a natural alternative mediasocialization for the Pekanbaru city, visitors coming from the children, adolescents andadults. Average visitor age is 21-30 years old. information about the city park function anddata is obtained from respondents who visited the park and from the agencies that responsibleof this city park.Keywords : Functionalism, Garden City, Society

Abstract

The Roles of End Child Prostitution in Asian Tourims (ECPAT) in Overcoming Child Trafficking in Indonesia.  Child trafficking in Indonesia is still developing. Second position of Indonesia shown that there was lack of  government efforts in overcoming child trafficking. Some of the factors of child trafficking are; the lack of awareness of the dangers of trafficking, poverty that caused immigration, sham occupations, lack of education, fake marriages and romances. And then governmentproved by working with ECPAT in overcoming child trafficking in Indonesia.  This study shown the efforts of ECPAT assist Indonesian government in overcoming child trafficking. Koalisi Nasional Penghapusan Eksploitasi Seksual Komersial Anak (KONAS PESKA) is a assembly of activists who care about child trafficking issues. PreviouslyKONAS PESKA was an Affiliate member of ECPAT International and thenit became ECPAT Indonesia. Advocacy is a program that is often done by ECPAT Indonesia and some organizations of child trafficking eradication for commercial sexual exploitation. Cooperation with The Body Shop in campaign „Stop Sexual Children Trafficking and Youth Trafficking‟, an important advocacy component of the campaign is the Country Progress Card  system is created by ECPAT and The Body Shop will evaluate the progress of the countries‟ action in wiping out of child trafficking in their countries.Key Word:  Child Trafficking, Routine Activity theory, ECPAT Indonesia, Stop Sexual and Children trafficking and Youth Trafficking Campaign

Abstract

This  research will focus on the Australian Policy in the implementation of the Framework Convention on Tobacco Control (FCTC) in the era of the Prime Minister Julia Gillard.  The FCTC which provides a framework for international cooperation to address the global health crisis caused by tobacco,The period time used in this research is within 2010 until 2013 that is period Julia Gillard served as Prime Minister of Australian. This study used a qualitative research method that the source data is taken from books, journals, newspapers, the internet, and previous research. Perspectives and levels of analysis used in this study is that the individual as the main actor. By using a perspective behavioralism, the theory of  decision making in  foreign policy analysis by James N. Rosenau, will describe the direction of the object of analysis.  The result of this research is the implementation of the Australian tobacco control policy relevant treaty obligations undertaken by Parties to the WHO FCTC, with finds out the things which causes Australian tobacco control policy under the of the Prime Minister Julia Gillard to be aggressive in world, like  Julia Gillard  success  makes  the Tobacco  Plain  Packaging  lawsis  the first  policy  in the history of  the world. Although  major  tobacco companies  refuse  the Tobacco Plain Packaging  policy,  Julia Gillard  is committed to implement  measures of the Australian tobacco control policy to be progressive have been made by the states and territories of Australia.Keywords : Australian Tobacco control Policy, FCTC, Behavioralism

Abstract

After the disintegration  of the Soviet Union, Russia had begun some major transformation in its political  and economic structure. One of the biggest change in the transformation was the effort of Russian accesion into the World Trade Organization. Overview of Russian energy policy in view of it‟s WTO accession.  This study used qualitative research methods that the source data is taken from books, journals, newspapers, internet, and previous research has relevant data with the title.Perspectives and levels of analysis used in this study is that the state and NGO as the main actor.  By using the concept national interest and theory of theory of international cooperation, will describe the direction of the object of analysis. This study will explain the factors that led  the Russia accession in WTO.  The transition from the Soviet Union to the Russian Federation reinforced the influence of energy resources on Russia‟s economic growth. Regional economic integration and WTO accession have been treated as complementary strategies by the Russian government since the early 2000s. The emergence of Eurasian Economic Community (EurasEC) has created challenges for Russia‟s integration into the world economy given Gazprom‟s market dominance in the Russian economy. Abstract

The program  Fast video television of course there is a process transmission greetings from communicator to audiensnya. Message through the program Fast or television show  its inherent value contained value/, the  values that television station as an effective communicator tried to can convey to audience or komunikannya. Various kinds of program presented by television stations. They compete to present can program  is interesting and liked by many people. One of the mushrooming in Indonesia this program is Fast  -  Let's keep Smile (YKS) in Trans TV.  This research uses qualitative tried to understand and interpret the meaning of an event interaction appearance man in certain situations in the perspectives researchers itself. Technical  data collection  in a way observation, interview and documentation. Data that was recieved by then processed for reduced, served to produce a general conclusions. Informant in this research method  12  person based on  snowbal  sampling. While for the investigation validity  data  therefore use techniques for the extended the inclusion and triangulation.Results of these studies  showing a public perception on the performance Fast YKS in  Trans TV according to informers interesting and different with entertainment events that are on  television stations such as Pesbuker in  ANTV  and Extravaganza in Trans 7, and YKS willing to accept criticism and suggestions from other people to improve the motivating and Fast YKS  since launching until this time less comfort, and the social control in the event this can be seen from the performance of the players who are  less influence over children.Keyword : Persepsi Masyarakat, YKS, Program Televisi

Abstract

This research was conducted in Desa Sungai Kuning  Kecamatan  SingingiKabupaten  Kuantan  Singingi. The purpose of this research is to find out the early marriage factors and what is people’s perception about  it. This research entitled “people’s perception about early marriage (aacase study in Desa Sungai Kuning  Kecamatan  Singing  iKabupaten  Kuantan  Singingi)”.  The focus topic of this research is what factors cause the early marriage and what are people’s perception about it. Subject of this research is KepalaDesa, SekretarisDesa, Religion figure, Ketua RT, Imam masjid, and respected people in Sungai Kuning. Sampling was done by purposive technique. Subject was contain of 6 people. Writer used qualitative descriptive method and data are analysed qualitatively. Data instruments are observation and interview. Result shows that the dominant factors of early marriage  are internal factor (the actors wants to marry) and external factors; economic and social factors (ex: unwanted pregnancy before marriage). The dominant perception is from the religion point of view, that religion says it is good to marry early to avoid any sexual activity outside marriage. From social point of view, people think that teenagers today have relationship outside out permitted norms. From economic point of view, people think that marriage will solve economic problems. Key word: people’s perception, teenagers, early marriage

Abstract

Organization is a means or instrument achieving  goals . Therefore, the organization is said to be a container or vehicle , the activities of people who work together to achieve goals . In container activity that everyone had clear goals and objectives to be achieved . Furthermore, the organization is the Village and Community Institutions that exist in urban districts Air Tiris Kampar Kampar district is one element of governance at the village , which has a role to implement the program block grant / allocation of rural / urban village development in order to realize the physical and nonphysical effective . Allocation Fund , hereinafter referred to as ADD village are funds allocated by local government to the village , which is sourced from the financial balance and regional distribution center for each village fair and proportionate manner in which the principles of the use and management is also listed therein . There are several objectives and targets to be achieved from assistance Assistance Fund ( block grant ) allocation village / kelurahanini , diantaranyaadalah : ( 1 ) . ability to empower rural communities in accordance with the characteristics of its people , especially its ability in leading sectors that can boost rural incomes / village ; ( 2 ) . improve the implementation of the Government in  the village government services , community development and in accordance with the authority ; ( 3 ) . enhance the ability of an association of villages in the planning and implementation of development control in accordance with the potential of participatory village ; ( 4 ) . improve the distribution of income , employment and business opportunities for rural communities ; ( 5 ) . encourage self-help mutual aid society . The purpose of this study is based on research problems is to determine whether sufficient effective implementation of the Programme Aid Fund ( block grant ) allocation of rural / urban districts dikelurahan Air Tiris Kampar Kampar district and anything what factors that influence the effectiveness of the program pelanksanaan bantauan the  block grant .  The concept of the theory is the theory of implementation that is used in Nugroho Grindle (2003 : 174 ) said about the success of policy implementation , namely : after the policy is transformed , then the policy implementation done . Its success is determined by the degree Implementabiliti of the policy. In this case viewed from the implementation of block grant program proficiency level in accordance with the goals and objectives that have been set . With descriptive qualitative research methods , and research sites in urban districts Air Tiris Kampar Kampar district is the village chief informant and devices ,  Kasi  Empowerment  Village Community / Village in the district of Kampar , Chairman of the LPM , and Chairman of the BPD , as well as several community leaders .  From the results, it can be concluded Jom FISIP Volume 1 No. 2 – Oktober 2014  2that the implementation of the block grant program grat / allocation in the village of village water districts Tiris Kampar Kampar district has not been effective in accordance with the goals and objectives of the block grant program itself. As in katakana Grindle in Nugroho ( 2003) after the policy is transformed , then the policy implementation done . Its success is determined by the degree Implementabiliti of the policy. However implemetabiliti of the block grant program has not been run in accordance with the goals and objectives that have been set.Kata Kunci:  Efektifitas, Pelaksanaan, Program Bantuan Dana (block grant)Alokasi Desa
