Abstract

The number of HIV and AIDS spreading in Pekanbaru city is increasing lately. HIV virus spreading become a social problem when it is caused by individual reasons like free sex, inject drugs, tattoing, and accident in medical world like contaminated blood or organ transfusion. Another problem that should be faced by HIV and AIDS sufferer is the negative stigma and discrimination from society. This situation need to be handled with an adaptation process by the sufferer with the social environment. In this research, writer discuss HIV and AIDS sufferer profile in Pekanbaru city. Writer also discuss the adaptation of the sufferer and NGO’s role in accompanying the sufferer. This is a qualitative descriptive research with purposive sampling technique. There are 5 sufferer as the sample. These 5 sufferer assisted by NGO Sebaya Lancang Kuning. Result shows that adaptation process of HIV and AIDS sufferers is higly influenced by their knowledge about HIV and AIDS. Sufferers will be more easy to adapt if they are supported by family and friends in social environment. In adaptation process, NGO’s role is huge in transferring the knowledge about HIV and giving support for HIV and AIDS sufferer. It is even bigger in sufferer who does not get social suppoert from family and friends.Key word: Adaptation, HIV and AIDS, Social support.

Abstract

The environment of the Indonesian population is not a good settlement, only a smallportion of the population enjoying clean water sanitation facilities. This resulted in a highrate of morbidity and mortality due the various diseases. Improved environmental health areintended to improve the quality of living environmentthat can ensure the health, throught theimprovement of basic sanitation activities as well as prevention and control of physical andbiological condition are not good, including a variety of side effects of development. As wellas environmental sanitation activities and settlements made by Health center staff UPTDshould be implemented by involving the community work together for good result. This studyaims to determine the effectiveness of implementation of the Environmental Health ProgramHealth UPTD Kari Kuantan Singingi District, and the factors that influence the effectivenessof implementation of the Environmental Health Program Health UPTD Kari KuantanSingingi District. Theory used in this study was the effectiveness of the theory put forward bysteers, program, effectiveness of program and environmental health. This study usesqualitative research methods to study descriptive data. In data collection, researchers usingobservation, interviews, documentation, and literature. By using key informan. In thequalitative descriptive data analysis found that the effectiveness of implementation of theEnvironmental Health Program Health UPTD Kari Kuantan Singingi District has not beeneffective. Can be seen from not achieving the objectives and the expected rate of change inthe program. Abstract

Social media evoles with the delopment of technology. The number of social media user have increased every years. As a result, the user got negative and positif impacts from the social media One of the effects of the use of social media is the emergence of cyberbullying behavior. Cyberbullying is behavior intended to humiliate, frighten, injure or cause harm to the weaker party by using the means of information technology, especially social media facebook. The purpose of this study was to determine whether there is any influence using of social media facebook to cyberbullying behavior of the students in SMAN 12 Pekanbaru.The method used in this study is a quantitative method with explanatory survey, researchers collected data using questionnaires. The location of this research is in SMAN 12 Pekanbaru. The number of samples for this study as many 195 respondents, using techniques random sampling. To determine how much influence these two variables, researchers used a simple linear regression analysis. Processing test data questionnaire using Statistic Program Product Of Service Solution (SPSS) windows version 17.The results of this study indicate that the imfluence using of social media facebook to cyberbullying behavior of students in SMAN 12 Pekanbaru, the regression coefficient values obtained in this study is Y = 2.954 +0.267 X with a significance level of 0.035 is less than α = 0.05. This means that there were had influence of social media using facebook to cyberbullying behavior in 2.3% with a very weak category, this means that negative behaviors teens using social media facebook is a bit, because teenagers have entered at a good level and wise in choosing and using social media facebook, the balance o 97.7% influenced by other variables outside in this study.Keywords: social media, facebook, cyberbullying behavior

Abstract

The Work effectiveness of an employee is very important because the success ofand organization is measured with the effectiviness concept. The work effectiveness ofInstructor agriculture establishment on pinggir to achieve goal can’t lose fromendorsement input organization they have. Bassicaly to achieve effectivenessorganization will measuring with five indicators, that is Human resources, Fund,Facilities and Infrastruktur, and Standar Operational Procedure. When all the Indicatorseffectiveness of organization fulfilled accordingly the organization will effectiveness onimplementation assignment.The present research seeks to find out the work effectiveness of instructoragriculture establishment and to know the factors affecting the work effectiveness ofemployees at instructor agriculture etablisment. The informants were selected usingpurposing sampling technique and there are five of them who are competent to knowand understand the rearch problems. The data were collected througt and observation,interview and documents and were analyzed using a descriptive approach. The researchindicator is work program, Division of Assigment, Coordination, and Counseling.The results show that work effectiveness of instructor agriculture establisment isstill ineffective. Therefore, it is suggested that increased work effectiveness of instructoragricultur establishment on Pinggir should be considered.Key words: Work effectiveness, Work effectiveness organization, Instructor agriculture

Abstract

The purpose of this study is to find out what forms of violence that often occurs in Opera Van Java (OVJ) Show and find out how adolescent perceptions of violence in Opera Van Java (OVJ) in the North Tangkerang District of Bukit Raya Pekanbaru.This study used a qualitative descriptive approach, namely measurement of certain social phenomena descriptively. In this study, researchers used the informant through key person. The data were analyzed qualitatively is the response of adolescents about violence that occurred in Opera Van Java (OVJ) Show at Trans7 Station.OVJ show can shape the cultures of violence. This means that the television is able to break through into the souls of children and adolescents in applying what they get from television in everyday life. The violence in OVJ Show can influences the behavior of children and adolescents. They can be affected in a positive direction or a negative direction depending on the child or adolescent individually. OVJ Show on Trans 7 affects children and adolescents because of the ability to create the impression and perception that a charge in tv show to becomes more real so they want to try what they see on the television to be referred to as the jocks in their environment.Keywords: Perception, Teen, Violence, OVJ Show

Abstract

Handling is better done by the Department of Social and Pekanbaru City Cemetery to the provision of rehabilitation, providing guidance in the form of mental health counseling, as well as religious guidance. Once the guidance is done, then to every homeless and beggars can be given for the provision of basic skills training, skills which will be used when they are released back into normal society.The purpose of this study is to see how the implementation of the principles of handling vagrants and beggars in the city pekanbaru and to know which one is the dominant factor in this study. To see what factors are the bottlenecks in the implementation of the principles of handling vagrants and beggars in the city of Pekanbaru researchers saw from Gibson's theory (2007). This research was conducted in the social services and burial city of Pekanbaru. In conducting the data collection methods used observation and in-depth interviews to research informants. Once the data is collected and then drawn conclusions based on the laws of inference and analyzed using qualitative descriptive analysis.After a study found that the factors that become barriers to the implementation of the principles of handling vagrants and beggars in the city of Pekanbaru is among other factors the absence of shelter or rehabilitation center, the lack of government funding, social services employees who do not have the understanding and expertise in implementing the principle of The treatment principles, and the ineffectiveness of regulation ni 12 of 2008 on the social order in the city of Pekanbaru.Keywords: implementation, management principles, vagrants and beggars.

Abstract

This research aims to understand the role of Court of Arbitration for Sport(CAS) in mediating racist dispute and discrimination in European football.Racism and discrimination is a classic concern in the universe., FIFA thenarranged to punish racism violence in statute. This also followed by UEFA’sdisciplinary regulations. According to UEFA statutes, every action done by eitherplayers, team official, or supporter is responsibility of the club, including racismconduct. However, member association and team do not necessarily accept thesanction imposed. To resolve the dispute, UEFA should make Alternative DisputeResolution (ADR) especially mediation and arbitration provided for professionalplayer. UEFA should address the dispute about racism to CAS to protect UEFAinterest in keeping partnership with member association.This research applies descriptive qualitative method and literature tounderstand the role of Court of Arbitration for Sport.Moreover, this also usepluralism perspective which states that non governmental actor is the mostinfluential in international relations. Besides, in pluralism, race is part ofplurality.Court of Arbitration for Sport roles to adjudicate and punish racismconduct and discriminative behavior in European footballusing arbitration withinthe family of sport. This can be seen from the following indicators such as role ofCAS in adjudicating racism violence done by supporter of PSV Eindhoven fromNetherland towards Arsenal FC player, Thierry Henry that took place in PhilipsStadium in UEFA Champions League 2002, moreover, Court of Arbitratin forSport also adjudicated racism violence between Hungarian Football Federationwith FIFA, where Hungarian national team supporter was singing anti-Semitismchants during the match against Israel national team.Keyword : Racism, sanction, ADR, interest, pluralism, adjudicative

Abstract

To determine the factors that influence in creating a safe harbor master control, security, and order the passengers at the port of Tembilahan researchers saw Griffrin theory (2004). This research was conducted at the harbor master's office Tembilahan. In conducting the data collection methods used observation and in-depth interviews to research informants. Once the data is collected and then drawn conclusions based on the laws of inference and analysis using qualitative descriptive analysis.After doing research, it was found that the factors affecting supervision Syahbandar in realizing the safety, security, and order the passengers at the port Tembilahan are, among others, in terms of measuring performance in overseeing kelaiklautan Syahbandar ships, safety, and order passengers in ports Tembilahan not maximized because of the persistence of passengers who complained in safety, security and order passengers.Keywords: Monitoring, efforts to achieve safety, security, and order passengers, port Tembilahan.

Abstract

The need for LPG gas, nowadays, being a very important needs in life, whether in the household or in the bisnis development. Besides decrease in economical, LPG also become one of these targets the government to replace the use of kerosene in society, namely by conversion program of kerosene to LPG 3 kg. for people who low levels of economic and micro businesses. Pekanbaru City, since in 2009, including the carrying out of the program. This distribution of LPG 3 kg gas requires a clear and explicit coordination. The purpose of this research is to find out how coordination in distributing gas LPG 3 kg in the city of Pekanbaru and to know what factors affect coordination in distributing gas LPG 3 kg.In theory Hasibuan, there are 4 (four) indicator of coordination, namely: the division of work, discipline, communication and unity of action.Research method used in this research is research qualitative. With technique done; namely snowball sampling, to key informer on this research is dept. of industry and trade and pertamina and informer appendages is agent LPG 3 kg. And this research result analysis and managed with techniques used.Based on the research that has been conducted, the results of this study indicate that coordination in distributing gas LPG 3 kg has done is still not going well. There are some indicators that are still not walking by the unity which shows that there is coordination. Factors that affect coordination in distributing this is a managerial hierarchy in the distribution mechanisms, procedures and applicable rules and plan and purpose that have been made in the distribution of gas LPG 3 kg.Keywords: Coordination, Distribution, Liquefied Petroleum Gas

Abstract

This research was conducted in Indragiri Hulu. Indragiri Hulu District Government through the Regent's decision No. 17 of 2008 has established the Regional Water Company with the goal of providing clean water for people, especially in the District Rengat Indragiri Hulu. It is to know the role of the Regional Water Company (PDAM) to provide services in water supply in the district Rengat Indragiri Hulu, this research using qualitative methods. Data collection techniques in this study were interviews and tracking documentation. PDAM as a drinking water service facilities have a strategic role in the effort to accelerate the improvement of public health degree Kab.Indragiri Hulu .. In this study determined that as many as 9 people informant Director of PDAM Tirta Indra, Head of Section subscriptions, and while the Head of Account Creator customer care of and has been assigned to take care of 6 people each perform data collection and documentation obtained depth interviews with informants. Based on the research that the provision of clean water in Sub Rengat particular, but in exercising their ministry there are several inhibiting factors, such as lack of budget to cope with the scale of the damage or kebocoraan pipe, the shortage of personnel in the field, lack of repair tools, human resources employees who do not fit and specialized training in the field of customer service that are not implemented, the PDAM Tirta For Indra should build a good management information systems and monitoring systems and integrated services sisitem and implement standards of service. Thus the government Indragiri Hulu should be an evaluation of the management of PDAM Tirta Indra. According Ratminto (2010: 24), the public service must have a standard of service that is a measure of providing services. The standard of the services include: set settling time from the time of application until the completion of the service, including complaints, namely the service fee rate services including the details set out in the service delivery process, service product that is the result of service that will be accepted in accordance with the conditions set, standardized procedures for service providers and service recipients, including complaints, facilities and infrastructureinclude the provision of adequate services and infrastructure by public service providers, and personnel competence service providers should be set appropriately based on the knowledge, expertise, skills, attitudes, and behavior .
