Abstract

Cooperative is a type of business entity consisting of people or legal entity, based its activities based on the principle of people's economic movement based on the principle of kinship. The cooperative is a pillar of Indonesian economy, but in reality the cooperative has not been able to locate the position. Establishment of cooperatives is expected to improve the welfare of members but the visible inactive cooperatives more dominate than the growth of new cooperatives. In Dumai City the number of cooperatives of 273 units of 94 cooperatives is declared inactive and recommended for dissolution.This research was conducted in district Dumai City, Dumai City. The purpose of this study was to analyze the factors causing inactive cooperatives and to analyze the impact of inactive cooperatives on members of the cooperative. This study uses quantitative research methods, from the number of inactive cooperatives gained a population of 676 people. The sample of respondents in this study was determined based on Slovin formula of 87 people. The sampling technique using simple random sampling. Technique Data analysis is done by observation, interview and spread the questionnaire.The conclusion of the factors causing the cooperative is not active is the role of cooperative benefit is less felt for the members and the community because the cooperative has not been able to maximize the service and its business, the lack of cooperative management, the performance of the cooperative movers are still low, not RAT implementation as a form of responsibility of the board and supervisor, little capital, non-current business management. Inactive cooperatives have an impact on the congestion of cooperative enterprises, decreased co-operative income, collected capital and the disruption of social relationships among employees, officers and members. Abstract

 The government must provide public services to the public, this is because the best service is the right of the community. one of the services at the Office of Population and Civil Registration of Pekanbaru City which often experience problems is in making birth certificates of children. Child birth certificate service is made by some people who complain because of the long settlement time and mistake in writing the name in issuing birth certificate.The concept of theory that researchers use is public service according to Surjadi (2009) where using standard indicator of public service, service procedure, completion time, service cost, service product, facilities and infrastructure, and competence of officer and factors influencing service of birth certificate, This research is a qualitative research with descriptive method. The selection of informants of this study using purposive sampling technique in which this informant is predetermined and the determination of informants based on the consideration that the selected informant is the people who know and get involved. Techniques of collecting data through interviews, documentation, and observation.The result of this research is that the service of making birth certificate of children at the Office of Population and Civil Registration of Pekanbaru City has not been accordingly seen from the indicators of public service standards covering the completion time, product service, facilities and infrastructure, and competence of officers and factors that influence service of making birth certificate of child to include lack of public awareness and poor staff response. Keywords: Public Service, Birth Certificate, Population Administration

Abstract

Street and bridge are the main transportation access to support the society in doing daily activity. The street and bridge construction could be done in all areas, thereby the infrastructure  contstruction especially in Siak Regency could be balanced. Riau Province infrastructure construction has not optimal yet for the province’s street and bridge in Siak regency because there found worse in 2017.  That is why the function of Dinas Bina Marga of Riau Province is important to collaborate optimaly in their job description and function for keeping the street and the bridge in Siak regency, in order to increase economy development in Riau province.Hopefully, this research could be able to evaluate the duty of Dinas Bina Marga of Riau province in looking after the street and the bridge in Siak Regency. In doing this research, researcher used qualitative research method. Primary and secondary data are used in this research. Besides, researcher used interview and documentation for the data collection. The result is the function of Dinas Bina Marga has not optimal yet in taking care the street and the bridge, for the proof of it, the two programmes which are the rehabilitation for the street and the bridge also the inspection of the street are not well done yet. There are only two of six programmes has be done from rehabilitation, on the other side for the inspection that is only one a year finished in all of Riau provice area.  Keywords : the function of Dinas Bina Marga, Taking care of Street and bridge, street and bridge rehabilitation and inspection.

Abstract

This study aims to find out about The International Society of Aesthetic Plastic Surgery (ISAPS) efforts to promoting aesthetic plastic surgery in South Korea. Compared to other countries, South Korea has the highest desire to achieve the ideal appearance. It is estimated that at least 1 out of 5 woman in South Korea have plastic surgery. According to data of the International Society of Aesthetic Plastic Surgery (ISAPS) also shows that South Korea as the country has the highest per capita level of expenditure in the world in terms of plastic surgery.The data used in this study a secondary data. Secondary data was obtained through library research, and search online media research. The writer uses of the pluralism prespective, and organization level of analysis. Theories used in this study based on the role of international organization theory by Clive Archer.The research result is the effort of International Society of Aesthetic Plastic Surgery (ISAPS) to promoting plastic surgery in South Korea through a branding, “A Commitment to Safer Aesthetic Plastic Surgery Worldwide”, realization of that is ISAPS do Surgeon qualifications, Surgeon training, Facility accreditation, Patient education, Consumer protection, and create ISAPS Global Alliance Participating Societies.Keywords: International Society of Aesthetic Plastic Surgery (ISAPS), effort, aesthetic plastic surgery, patient safety

Abstract

Electronic Word of Mouth becomes a vanue or a place that is very important for consumers to give their opinions and is considered more effective than word of mouth because of the level of accessibility and wider range than traditional word of mouth offline. In communication theory using computer intermediaries or usually called Computer Mediated Communication theory examines how human behavior is maintained and changed by exchanging information through machines This study aims to find out how much influence the electronic word of mouth on the online forum Female Daily to the decision of purchasing Purbasari products among women.This research uses explanatory quantitative research method. Data collection was done by distributing questionnaires to 200 respondents of the online forum Female online online who have used matte lipstick Purbasari. Data analysis using simple linear regression on SPSS 23 for windows program.The result of the research shows the influence of electronic word of mouth with indicator of Platform Assistancel, Concern for Other, Expressing Positive Emotions, Advice Seeking, and Venting Negative Feeling on Female Daily online forum to purchase decision with Stability indicator on Product, Habit in Buying Product, Recommendations to Others and Repurchase Purbasari products among young women. This can be seen from the coefficient value in the research that is Y = 2.487 + 0.837 X. The coefficient of determination (Rsquare) is 0.643, meaning the contribution of electronic word of mouth influence to the purchase decision is 64.3% with strong category. While the rest of 35.7% influenced by other variables. The highest indicator of the Venting Negative Feeling indicator of the electronic word of mouth variables amounted to 146 or 73 percent. While the lowest indicator is the Stability indicator on a product of the purchase decision variable as much as 86 or 43 percent.Keywords: Electronic Word of Mouth, Purchase Decision

Abstract

The title of this research is Government Policy in Waste Management with the 3R Concept in Pekanbaru in 2017. The dynamics of the development of the city of Pekanbaru which is quite rapid and accompanied by rapid population growth has brought consequences on increasing the volume of waste by the community. society, included in the category of complex cleaning problems. This means that it needs a fast, precise, careful, advanced and directed handler from the regional government through related policies. Based on Pekanbaru City Regulation No 08 of 2014 concerning waste management. It is mandated that cleanliness management is the responsibility of the local government, in this case carried out by the Pekanbaru City Environment and Hygiene Office (DLHK). In this study the authors used qualitative. Jhon W. Creswell (2010) who explained that qualitative research are methods of exploring and understanding meaning by a number of individuals and groups of people ascribed to social or humanitarian problems. In this research the writer tries to explain the description of government policy in waste management with the 3R concept and the factors that influence government policy in waste management with the 3R concept in Pekanbaru City. The results of this study concluded that the waste management process with the 3R concept was needed through several stages, first, the government conducted socialization to the community carried out by the Pekanbaru environment and cleanliness department in reducing waste with the 3R concept. The second stage socializes how to use waste that is still in use and recycles waste that can be recycled, so that it has a sale value. Keywords: Restrictions on the Use of Waste, Reuse, Waste Recycling.

Abstract

AIDS Commission as the implementer of AIDS prevention coordination based on Pekanbaru Mayor Regulation No. 32 of 2013 on Prevention and Response of HIV and AIDS in Pekanbaru City. In coordinating the implementation of AIDS prevention, the symptoms of lack of participation of leaders between the AIDS Prevention Committee and other institutions in Pekanbaru City either formally or through coordination meetings and the delegation of authority in the implementation of coordination. Based on these matters, the researcher wishes to conduct qualitative descriptive research about how the implementation of AIDS prevention coordination and the factors that hinder the coordination of AIDS prevention in Pekanbaru City. This study aims to find out and analyze the coordination of AIDS prevention and to know and analyze the factors that hinder the coordination of AIDS prevention in Pekabaru City. This study uses theoretical concepts according to Hasibuan (2011) about coordination tools that use 4 ways: Division of Tasks, Discipline, Meeting, and Unity of Action. Then for the factors that hamper based on the author's observation in lapngan that is less supportive facilities and infrastructure, insufficient budget, poor community participation, and the participation of the coordinating leaders of the institution which is an obstacle in coordinating AIDS management in Pekanbaru City so that the optimal response has not yet been manifested.Keywords: Coordination, AIDS Prevention

Abstract

In act No. 2 of 2011 on political parties mention one of the functions of political parties is as a means of political education for members dan the public to become Indonesian citizens who are aware of their rights and obligations in society, nation and state. This means that all political parties in Indonesia have an obligation to educate the whole society, with materials that have been provided for in Act No. 2 of 2011 on political parties.This study aimed to describe the role of DPD NasDem Party in providing political education to the people in Pekanbaru city, and the factors inhibiting for political education. The method used is descriptive qualitative, data collection was done by interview and documentation. Sources of data obtained from DPD NasDem Party Pekanbaru, and futhermore, the data obtained from study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.The results showed that DPD NasDem Party Pekanbaru had done political education to the general public, however, given the political education is not maximized. The several things that affect the political education so that political education was to be not optimal. The study recommends the need for change in providing political education to the people, good change of form of communication, material, and methods of implementation, in order to achieve the real goal of providing political education to the community.Keyword : political parties, Partai Nasional Demokrat (NasDem), and Political education

Abstract

This study aims to determine the Tourist Response to the natural tourist attraction of the Sultan Syarif Hasyim Forest Park in Siak Regency. This research uses descriptive quantitative research method. There are 70 samples taken and determined by the researchers themselves based on Masri Singarimbun's Theory. Data collection techniques in this study used Observation, questionnaires and documentation. Likert scale is used to measure intervals in quantitative data. This research uses Marpaung's Theory. The results of the study showed that the Tourist Response to the Natural Tourist Attraction of Sultan Syarif Hasyim Forest Park in Siak Regency was very good.  Keywords: Tourist Responses, Nature Attractions

Abstract

SMART is the implementation of e-Government in improving service in the field of staffing within the Riau Provincial Government. The purpose of this study is to find out and analyze the application of the Integrated and Responsive (SMART) Apparatus Management System at the Riau Province Regional Personnel Agency. The theoretical concept used is E-Government Implementation that uses the Rianto & Lestari theory with indicators of Hardware and Software, Data and Information, HR and Attitude, and Communication. This study uses qualitative research methods with descriptive. Data collection about this program researchers used observation, interview and documentation techniques. In selecting informants as sources of information researchers used the Snowball Sampling technique. In the implementation of E-Government through SMART at the Riau Province Regional Personnel Agency the situation in the field shows that there are still many civil servants who still do not know the mechanism and workflow from SMART, limited infrastructure and SMART have not been connected with BKN's application. The results of the study show that the implementation of E-Government has been carried out as well as possible but in the implementation phase can not be separated from the factors that influence in the form of facilities and infrastructure, socialization and availability of legal basis. Keywords : Implementation, E-Government, SMART.
