<![CDATA[ A research has been conducted to determine the leadership role of village heads in realizing good governance in the village of Koto Taluk. This research is a qualitative research with techniques used in data collection through interviews and documentation. The results showed that 1) the village head of Koto Taluk in running his government was always transparent, both before making a decision, the decision making process and the implementation of the decision, 2) the communication built by the village head with the village community was very intense and intimate, 3) the participation of the village community very high and active in village government, it can be seen from the mutual cooperation that is often done in the village, 4) In realizing good governance, the village head has an active role in increasing the participation of village communities, 5) In formulating a policy the village head always prioritizing deliberations with village communities to implement agreements in order to be implemented, 6) The village head has the authority and delegates to village community leaders to be able to run evenly so as to create good alignment and governance. <![CDATA[This research describes about the United State of America’s Interest towards to Trans Pacfic Partnership (TPP) in Southeast Asia region. Trans Pacific Partnership is an agreement about free trade area and want to make pacific area as the center of international commerce line. In the 2011 the US goverment decided to get involved in TPP agreement, then try to make TPP agreement as priority for enhance their export-import also as a place to protecting their businesses in the foreign states.At the same time, while US government still trying to fixing their economic problems, China already spreads their influences in southeast asia, especially in economic sector. China already made few agreements between Southeast Asia States and China such as ACFTA and RCEP.The theory that applied on this research are neo-liberalism, level analysis of Nations-states, national Interest and concept of economic international politicNational Interest is a concept that every state that should have where it can give big contribution for establishment point of views the state about the external environment.The study found that the reason of US government agreed about TPP agreement is because the US wants to compete with the dominancy of economic China in Souteast Asia. Because the highest dominancy china in Souteast Asia makes the US infulences in Southeast Asia getting low. <![CDATA[This research would explain about Indonesia’s government policy to stop and banned the illegal fishing’s activity after Indonesia’s got many disadvantage in the fishery sector. This policy created a pro and contra for actors has illegal fishing’s activity like foreign fishing vessels and Indonesian’s fishing vessels.To see the problem of Indonesia’s Government Issuing Moratorium of Permit to Fishing Effort in the Fisheries Management Area Republic of Indonesia, the author uses a qualitative research methodology, the data collection techniques by library reseach are derived from sources of literature books, published magazine, journals, and scientific articles. The persepective used is Merchantilism that see the state’s role in regulating its economy. The theory used is Protectionism.Indonesia’s policy became implications for improved utilization of sources from the sea, improvement of fishery management, eradication of illegal fishing and an increase in achieving economic goals such as exports that are beginning to increase again. Art intitution that are mean here are art galleries. There are four kinds of art gallery in Pekanbaru town which is art gallery of dance, music, theater, and painting. If we observe From what has been done by Department of culture and Tourism Pekanbaru town, the guidance that do can not accepted by all gallery , because the Department of culture and Tourism Pekanbaru only look from saveral gallery. Although all kind of studio responsibility of the Department to be given guidance. But as for factor-factor that affects provide guidance on the formulationart performance this weekend Thursday institutions and has been addressed here is the source of the men that are power has risen and other, communication between the Department of Tourism and Culture in Pekanbaru with sanggar who were coached and the budget a mount of money needed for their activities is financed the training is. From this results can be seen that there are still many studio can not guidance. Even though the studio has been registered in Department of Culture and Tourism. <![CDATA[This study discusses "Environmental Movement Efforts in Reducing French Dependence on Nuclear Energy Use". Nuclear energy in France is used for commercial power plants. France's excessive dependence on the use of nuclear energy causes various environmental losses and problems, such as nuclear accidents and dangerous toxic waste. As a result of the problem came the environmental movement that requires that France reduce its dependence on nuclear energy and replace it with renewable energy.The method used in this research is qualitative explanative. This research uses secondary data by using library research. This study uses Pluralism Perspective by Paul R, Viotti and Mark V.Kauppi, Level of Group Behavioral Analysis, and Theory of Social Movement by Robert Misel.The result of this research is the Environmental Movement in France made efforts by conducting campaigns and establishing an international network to rally public opinion so that the French government reduce its dependence on the use of nuclear energy. This effort is quite successful with the declining percentage of French electricity production from nuclear energy and the government's commitment to this problem with the draft law on the decline in electricity production from nuclear power.Keywords : Nuclear Energy, Pluralism, Social Movement, International Network, Environmental Movement]]>

<![CDATA[Pekanbaru as a growing city make pekanbaru as centers of trade in goods and services, almost 80 percent of the people to be around the urban environment as reflected in the crowded urban areas, unlike in the urban suburbs.Especially at night, people do a lot of activities and of course have to use state facilities such as street lighting lamps. This facility would be one of supporting the needs of society, especially in the evenings, because a lot of people who work late night make this area very crowded at night and it happens nearly every day. Therefore, the role of local government is required to maintain and provide public facilities so that people become more secure.The problem is there are plenty of street lighting lamps were extinguished it causes various problems occur such as a crime, a robbery, a motorcycle gang that makes people afraid to pass through the streets of the province of the lights were extinguished.Keywords: Government Oversigh]]>

<![CDATA[The study was backed by the village chief elections simultaneously by 2015 in accordance with the law number 6 Year 2014 Of the village. The election of village heads simultaneously also held in the village of Tarai Bangun subdistrict of Tambang Kampar districts. However, at the time of the election did not choose the behavior of the community is very high. Based on the background of the problem, then this research aims to find out the cause of the villagers did not choose the Tarai Bangun Subdistrict of Kampar Regency Tambang on the election of village heads simultaneously by 2015. Research methods used in the writing of this thesis is descriptive quantitative methods. The type of data in this study is the primary data and secondary data. Data collection techniques in the study is a questionnaire, interview and documentation. Data analysis technique used is descriptive quantitative.The results of this study indicate that the majority of the community does not choose behavior at the time of the election of village heads simultaneously in Tarai Bangun Village woke up feeling no fortunately and prefer the bustle of other or commonly called by a rational pragmatist. In addition most of the community does not choose is also caused by a lack of information or dissemination by Election Committee head of the village. Then other factors causing the high's behavior did not choose the public because most people do not know the candidates or candidate village head. It can be seen from the answers to the questionnaire the villagers Bangun Tarai. In this study the authors conclude that the rational factors of the community is the biggest factor that led to the community not to vote on the election of the village chief in the village of Tarai Bangun. In addition to this factor because the lack of socialization and psychological factors also became the cause of behavior did not choose people in the village of Tarai Bangun subdistrict of Tambang Kampar districts.Key Words: Behavior Not To Vote, The Election Of The Head Of The Village]]>

<![CDATA[This research is aimed at,first,identifying the actors involvedin either directly or indirectlyas well as the actors’ interests in the effort of establishing Kepulauan Kundur District. Second,it is also aimed at identifyingthe actors dynamics that occur in the processof Kepulauan Kundur District’s establishment. The main problem in this research wasthe discrepancy between what had been planned and the implementation in reality in which it caused movementsthataffectedoneanother. It means that there were pros and conssituations regarding the territorial reform of Kundur District that causedsome dynamics. The writer used actor theory, politics elite, and dynamics concept as the literature reviews. The research used a qualitative method of a descriptive research. The data gathered in this research were primary and secondary data that were collected through interviews(with the informan who know and understand about thesubject matters), documentations, and observations.The result showed that:first, there were actors involved in the agenda with diffference interests regarding the establishment of Kepulauan Kundur District, including the ones who supportedthe territorial reform of Kepulauan Kundur District and the ones who did not. Second, the actors dynamics began when Moro Sub-district stated to stay in Karimun District territory hence caused the movements between the actors thataffected each other’s actions. The carried outactions taken by the actors were in different ways so that it seemed that the effort of Kundur’s territorial reform did not work well.Key words: Actor, Politics Elite, Actors Dynamics]]>

<![CDATA[Jemur Island with the beautiful panorama and the potency of Jemur Island has promised can become as a natural tourism but in this case is still not handled optimally because it is still not the availability of infrastructure (such as infrastructure) that can support and be used as natural tourism of the Jemur Island that can be enjoyed by tourists and can improve APBD of Rokan Hilir Regency. The purpose of this research to know the efforts of development infrastructure of Jemur Island as a travel object of Rokan Hilir Regency and factors that inhibit in the conduct of development efforts. Theory in this research is Suwantoro’s theory that the principal elements supporting the development of tourism, tourism object and tourism attraction, tourism infrastructure, tourism facilities, governance or infrastructure and communities or the environment. This research has used descriptive qualitative research method. The data collected through interview, documentation and observation. Result of this research has showed that the infrastructure in Jemur Island still in the development stage and therefore still need cooperation between the department related to continue these activities. <![CDATA[The research present describe the optimalization collect of rent tariff Puan Maimun Market in Karimun Regency. After the reformation so district government has gived a authority to acclerate the development in their territory. One of the effort by district government are tax and retributions. In Karimun Regecy the government have implemented a district regulation number 9 in 2011 about the retributions and Markets are one op potentions source of retributions likes Puan Maimun Markets. In order that since 2015-2016 the collections of rent tariff on Puan Maimun Markets didn’t get a targets from the realizations.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Karimun city and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of Market Business Unit, Secretary of Market Business Unit, staff of collect rent tariff in Puan Maimun Markets and seller in Puan Maimun Markets.The research shows that describe the optimalization collect of rent tariff Puan Maimun Market in Karimun Regency are have done since 2015 and until 2016 the realization of collect retributions market are 21,42%. Some factors cause low of coordinations between goverment with the seller, low of staff that have job to collect the rent tariif of Puan Maimun Market, low of attention seller to pay the market retributions and the minims of some facilities in Markets that support the activity in Markets so many seller in Karimun City that not payed the retributions.Keywords: Optimalizations, Collect, Rent Tariff and Market.]]>
