Abstract

This research was conducted in Rawang Ogung Village, Kuantan Hilir Sebrang District, Kuantan Singingi Regency. This study aims to determine the use of Village Funds in Rawang Ogung Village, Kuantan Hilir Sebrang Subdistrict, Kuantan Singingi Regency in 2017. In Law Number 6 of 2014 Concerning Villages it is explained that the Village is a legal community unit that has territorial boundaries that are authorized to regulate and take care of Government affairs, the interests of the local community based on community initiatives, original rights, and / or traditional rights that are recognized and respected in the Government system of the Unitary State of the Republic of Indonesia. In the Regulation of the Minister of Village (permendes) for the development of underdeveloped regions and transmigration Number 5 of 2016 and the Regulation of the Minister of Village (permendes) for the development of underdeveloped areas and transmigration Number 22 of 2017 concerning Priorities for the Use of Village Funds in 2016 and 2017, the principle of the Use of Village Funds states that: Article 2 : Village Funds sourced from the APBN are used to fund the implementation of Village authority based on village origin rights and local scale authority that is regulated and managed by the Village. In article 3 that: Village funds are prioritized to finance development spending and empower the village community. In Article 4: The use of Village Funds is stated in the Village expenditure priorities agreed in the Village Conference. The research method used in this study is qualitative. Data collection techniques are interviews and documentation with data analysis done descriptively. This study examines the use of Village Funds by the Rawang Ogung Village government and how the village authorities realize the Village Fund in the use of Village Funds in Rawang Ogung Village in 2017. The results of this study indicate the use of Village Funds in Rawang Ogung Village in 2017 has not been implemented effectively and efficiently, as evidenced in the field of development implementation and the field of village government. The implementation of the village development was not carried out entirely in accordance with the planning carried out causing the roads that could not be used properly by the community, there were also other obstacles such as not understanding the duties and functions of the village government, lack of communication and lack of transparency to the community. Keywords: Use, Village Funds, Use of Village Funds.

Abstract

This research titled ?early marriage in the Bukit Payung village. Then the reseacher in interested this lifting thems because the fhenomena is in society the early occur the teenagersin society in the Bukit Payung village. Data analysis answerthe problems that exsist in this study are analyzed in deskriptive qualitative that analysis how truth , the early that occur wiyhin the next society in analysis theories in the this research. (1) Factors which teenagers at an early age marriage in the Bukit Payung village. (2) How are in the application family function at an early age. In data collection in this is observation, interview, and documentation. As for the respondents in this study is 12 people or 6 pairs of respondents.The research proves that early marriage the caused by economi factor , internal factor one pairs, eksternal factor five pairs for six pairs of this one pairs caused of tradition to marriage teenagers of early age, three pairs for six pairs caused of economi be of the opinion that early marriage can family economi proped and one pairs for six pairs caused education or dropout. Abstract

RASKIN program is one of the government's policy to reduce poverty in Indonesia. In the implementation of the program, based on the general guidelines issued annually RASKIN. The general guidelines of the fact the field has not fully follow the General Guidelines RASKIN. Still found a mismatch either in the process of implementation and the implementor implementing the RASKIN program. This study aims to investigate the implementation of the division of RASKIN in Pekanbaru City Village Maharatu and to identify obstacles encountered in the implementation of the RASKIN program in the Village Maharatu Pekanbaru City.In theory policy evaluation by William N. Dunn, There are six variables that form a link between policy and performance, namely: effectiveness, efficiency, adequacy, alignment, Responsiveness, and Accuracy.The method used in this research is qualitative research. With the technique done of validity of the data by triangulation, the key informant in this study. In this study, an informant who is headman of Maharatu, section head of public welfare, chairman and chief pillars of the residents of the neighborhood, as well as urban communities Pekanbaru. Then analyzes the data and manage.Based on the research and discussion that researchers do in the field, it is found that RASKIN Program Implementation in Village Maharatu not implemented to the fullest. That's because a variety of factors that affect the evaluation of these programs is difficult implemented to the fullest.Keywords: Evaluation, RASKIN Program, Village Maharatu

Abstract

Mangrove Ecotourism in Sebauk Village is one of the programs managed by the Community Nature Care Group or KEMPAS. Management of mangrove ecotourism is a form of public awareness to protect the environment from the damage that occurred in the coastal area of the Sebauk Village. Therefore, this study tries to study the KEMPAS environmental communication strategy, how to develop KEMPAS and how the KEMPAS communication model in the effort to manage mangrove ecotourism in Sebauk Village, Bengkalis Sub-District.             This study uses qualitative research methods using descriptive. The research subjects were 8 informants who were selected using a purposive technique. Data collection is done through in-depth interviews, observation and documentation. To do the data validity, the author uses the technique of extending participation, perseverance monitoring and triangulation. The results of this study indicate that the KEMPAS environmental communication strategy is carried out through several stages. First, the assessment stage includes situation analysis and problem identification. Second, planning discussions that include communication strategies, motivating and community mobilization, media selection. Third, the production stage includes message design, media production. Fourth, the implementation phase which includes dissemination through media, documentation and evaluation. Guidance has been carried out from several government agencies such as the Department of Maritime Affairs and Fisheries and the Office of Environment related to the mangrove ecotourism program, namely by providing socialization, guidance, training, monitoring, facilitators and also providing assistance in the form of mangrove seedlings. The communication model used by KEMPAS is the Kincaid partnership communication model. The convergence communication model is considered more effective and efficient in achieving mutual understanding in a deliberation.   Keywords: Environmental Communication. Abstract

This study aims to determinine cash management, receivable management and inventory management in increasing economic profitability at Cv Prima Motor, Pasir Pengaraian, Riau for the Period 2013-2017. The subjects in this study were CV Prima Motor and the 2013-2017 financial statement research object which included items in the balance sheet and income statement. The data collection method used in this study is documentation. The data analysis method used in this study is financial ratio analysis. Based on the results of the study note that cash management (cash turnover) is categorized as good because it is above the industry standard 10 times. Management of accounts receivable (accounts receivable turnover) is categorized as good because it is above the industry standard 15 times. Inventory management (inventory turnover) is considered bad because it is still below the industry standard. Abstract

Payakumbuh city is one of the that is in the province of West Sumatra who also service is realize good governance in his reign. Any one principle in the concept of good governance namely freedom of information. Public relations is bridge in the delivery of information from the government to community. In any activity public relations need is done a the management of whether at a job that is conventional or have used media based the internet. The purpose of this research is to see how the process of planning , the implementation of up to the stage evaluation of programs and activities cyber technologies public relations which was carried out by city payakumbuh public relations .This study using methods the qualitative study .The study is done at the office of public relations agency of communication and informatic payakumbuh city , the province of west sumatera .The selection of informants done with purposive technique .Data collection techniques used during carry out research is by means of observation , interviews and documentation .While examination technique the validity of the data researchers used was a long of the participation, triangulation and sufficiency reference.The research results show that public relations using three its stages on the process of the management of cyber public relations namely the planning stages , the implementation of the , and evaluation .At the planning public relations do planning related planning activity management cyber public relations , planning people , planning time and planning media .In the implementation stage public relations do some main activities which were management process of information , election process media , the process of monitoring and communication , and the last was the role of related parties activities cyber public relations .At the evaluation public relations doing a variety of things that is evaluation target targets cyber public relations , time evaluation , and also evaluating people.Keywords: management, cyber public relations, public relations, good governance

Abstract

This research explains the effect of current labor as a form of a blueprint strategy schedule for a scheme against the ASEAN Economic Community (AEC) on Indonesian labor to Singapore. ASEAN Economic Community (AEC) 2015 will open more opportunities to liberate the flow of goods, services, investment, working capital through the ASEAN region. On the one hand, the impact of the free flow of the ASEAN Economic Community (AEC) will provide an opportunity to facilitate the performance of Indonesia's labor competitiveness. Efforts to increase competitiveness to the ASEAN market will provide optimal results if accompanied by promoting cooperation among foreign workers in ASEAN through a regional production network. On the other hand, the ASEAN Economic Community (AEC) labor flows will also pose a threat to Indonesia and the domestic market if entrepreneurs and governments have not yet prepared for this new era of competition in ASEAN. As ASEAN member countries generate more skilled foreign workers, the challenge for Indonesia is to generate competitive and productive labor based on differentiation, efficiency and innovation.This research uses a liberal perspective that supports the international economy based on free trade, because it involves cooperation in trade between Indonesia and Singapore. Abstract

This study attempts to outline anything ATF (ASEAN Tourism Forum) programs in an effort to promote Wonderful Indonesia. And also will explain how ATF programs in an effort to promote Wonderful Indonesia. The methodology used is qualitative study. This study focused to talk the efforts of ATF to promote Wonderful Indonesia. Second, researchers feel the need to give time limit to phenomena or problem to check such as in 2011-2017.This research use a pluralism perspective and international organizations theory. The level analysis is international organizations, this reseach also includes the concept of tourism as the point of views this research.The study concluded that ATF has done his role as international forums in an effort to promote Wonderful Indonesia. Abstract

Tourist Attraction give more visitation opportunities and needed. A tourist attractionshould be able to develop potential tourist attraction and can increasing the flow of touristvisits. The research proposed to get known how the tourists responses about tourist attractionTaman Rekreasi Stanum Bangkinang Kabupaten Kampar. The research used qualitativedesciptive method to analyze the problems. Samples on the research are 100 samples decidedby slovin. Whereas data collection tecniques took by observation, interview, questionaire, anddocumentacion. And measurement data it was using likert scale to know the length of shortintervals. Based on the research results, tourist responses about tourist attraction with subvariable are uniqueness, authenticity, scarcity, and value of tourist attraction. Abstract

Regional assets are an important resource for local government as the main pillar of original income, therefore it is important for local governments to adequately manage local assets. In this study the authors limit the assets of the regions in question are movable assets in the form of transportation equipment and heavy equipment of the public works and spatial planning, moving assets in the form of equipment and heavy equipment needs special attention in the governance or management, related to the asset management according to Sugiama (2013:15) interpreted as a science and art to guide wealth management that includes the process of planning the asset needs, obtaining inventory, performing legal audits, appraising, operating, maintaining, renewing or eliminating to transfer assets effectively and efficiently. This study aims to describe the management of moving assets in the form of transportation equipment and heavy equipment at the office work general and spatial planning of kuantan singing regency as well as factors affecting the governance of assets. The method used is qualitative descriptive data collection by observation, interview and documentation. The result of the study describe that the governance of moving assets on the public works department and spatial planning of kabupaten kuantan singing regency there are weaknesses in the planning for budget maintenance and maintenance of asset and standard operating procedures in the implementation of asset governance. Factual factors that influence the governance of assets, human resources, budgeting and standard operating procedures in asset asset settlement.Keywords: Management, Asset, Assets Management
