Abstract

The Implementation of the Pre-service education and training program by Badan Pengembangan Sumber Daya Manusia (BPSDM) of Riau Province in Kuantan Singingi Regency in 2018 is  still not effective. This is indicated by the large number of government employees who have not optimally carried out their duties and roles as community servants. This study aims to find out: (1) material on national insights, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service provided by BPSDM Riau Province; (2) the ability of participants in education and pre-service training in Kuantan Singing Regency related to national insight, the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants, and the mindset of ASN as a community service; and (3) effectiveness of the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques used were interview and documentation techniques. The results of the study can be concluded that: (1) material national insight provided by the political concept of the Indonesian nation which views Indonesia as an inseparable region (land-sea-air), which unites the nation and state as a whole in all areas of life including: politics , economic, socio-cultural and defense and security. Material on the role and function of the State Civil Apparatus (ASN) and the position, obligations and rights of civil servants is contained in Law Number 5 of 2014 concerning State Civil Apparatus. While the ASN mindset material as a community service is in the form of an ASN or PNS self concept; (2) the ability of the participants in the education and training of Kuantan Singing pre-service is in accordance with the material provided by BPSDM, but only a small portion of the material; and (3) the implementation of pre-service education and training programs by BPSDM Riau Province in Kuantan Singingi Regency is considered to be effective. Because the aspects given are considered appropriate for the needs of newly appointed civil servants.    Keywords: Implementation, Pre-service Education and Training Program, BPSDM

Abstract

This research has been held in Sungai Paku Village, with case study Junior High School 4th Kampar Kiri in Kampar resident. The problem was examined is the cause of juvenile delinquency whom made social unrest in people society, the kind of juvenile delinquency. The goal is to know the cause of juvenile delinquency and to know the kind of it. Researcher the 5 (five) persons into research as samples, they are is the actor of the juvenile delinquency and also as provocateur. The researcher use deviation theory, social act theory, and social control theory. The writer use qualitative descriptive, that describe the phenomenon in the field who matching with actual events using procedure problem solving base on reality. And also use Accidental sampling technique, that is take the samples with considerations who will be give the maximal information. From the result of research the kind of juvenile delinquency are steal, drug users, crystal meth, liqour, and free sex.They are together steal and the money use for buy drugs, crystal meth and liqour then the rest they devide. The cause of juvenile delinquency is lack of supervision and attention from their parents and environment impact to their grow up process, they have no relion values and decency where they are being grow up.Keyword: juvenile delinquency, teenager, Deviation

Abstract

PT. PLN (Persero)Unit Layanan Pelanggan Simpang Tiga (ULP) is a branch office of PT. PLN (Persero) which has the most industrial customers in the Pekanbaru area. Throughout 2017, PT. PLN (Persero) ULP Simpang Tiga has experienced a decline in revenues earned from industrial customers. In addition, since the enactment of Law No. 30 of 2009 concerning Electricity, PT. PLN (Persero) has competitors from the private sector. This makes PT. PLN (Persero) ULP Simpang Tiga carries out marketing communication strategies that can maintain and increase its revenue. The purpose of this study was to determine the marketing communication strategies used by PT. PLN (Persero) ULP Simpang Tiga.This study uses a qualitative method with a descriptive approach, with data collection techniques namely through interviews, observations, and documentation, with the number of informants totaling 8 people who fit the criteria determined through purposive sampling. The data analysis technique used in this study is the model Miles and Huberman, and the data validity checking technique is the extension of participation and triangulation. The results of the study indicate that to increase revenue from industrial customers PT. PLN (Persero) ULP Simpang Tiga uses marketing communication strategies direct marketing, sales promotion, and personal selling. In the strategy of direct marketing PT. PLN (Persero) ULP Simpang Tiga carries out marketing through social media and print media. Social media used in the form of Facebook, Instagram, E-mail, and WhatsApp as well as telephone lines then printed media used in the form of letters used to offer programs from PLN. Marketing communication strategy in the form of sales promotion carried out by PT. PLN (Persero) ULP Simpang Tiga in the form of discounts or discounts, product warranties and patronage awards for industrial customers who use the program from PLN. And the last marketing communication strategy is personal selling  conducted by PT. PLN (Persero) ULP Simpang Tiga in the form of direct visits to the offices of industrial customers and PT. PLN (Persero) ULP Simpang Tiga also provides services for industrial customers who come directly to the office of PT. PLN (Persero) ULP Simpang Tiga or make a meeting at the cafe. In addition, PT. PLN (Persero) ULP Simpang Tiga also held a customer gathering to conduct marketing directly to the leadership of the company.

Abstract

The village head as the head of government in the scope of the village should be able to perform optimum duties, either as a public servant or as an intermediary who can provide solutions to problems that exist within the community that includes the area of authority. The aspirations conveyed by the community must be heard by a village head so that what is the goal can be achieved in accordance with expectations. But in the reality of the field is still a lot of problems, this is due to lack of implementation of the head of the Lead Countryside tupoksi.The purpose of this research is to know the implementation of tupoksi village head in koto cengar village in creating peace and order as well as what factors hamper the implementation of tupoksi village head in creating peace and order in koto cengar village. To analyze the phenomenon in this study the authors use Winardi theory with appropriate time utilization indicators, the amount of output, willingness to cooperate, quality of work. The method used in this research is descriptive with qualitative approach.Results of this study show the implementation of the tupoksi village head in creating peace and order in the village koto cengar kuantan mudik district Kuantan singingi district has not been done well with the existence of several cases that disturb the peace and order of society. The inhibiting factors found were communication, human resource placement, facilities and infrastructure, factors of society.Keyword : Implementation of Tupoksi, Lead countryside, peace and order

Abstract

The As-Shohwah orphanage is a social welfare enterprise for orphans, orphans, orphans and the poor. As the social welfare institutions of As-Shohwah orphanage have a purpose to keep and save children to avoid ignorance. this study aims to determine the behavior of violations of regulations violated by As-shohwah orphanage children, and how socialization and social supervision in the orphanage. The population of 34 authors did not take samples because all the populations were sampel. This research uses quantitative descriptive research. Data collection techniques to determine the behavior of violations of regulations and socialization and social supervision is using a questionnaire. From the results of the study, the behavior of violation of the rules in the As-Shohwah orphanage is in the medium category (53.20%), because of the 11 indicators on the behavior of violations of the regulations there are some indicators that are still violated. Socialization and social monitoring at As-Shohwah orphanage consist of 14 indicators included in good category (78%).Keywords: Violation Behavior, Socialization, As-Shohwah Orphanage, Tampan,Pekanbaru

Abstract

City of Bukittinggi is one of the cities that were targeted urban people to create jobs in the informal street vendors (PKL). Street vendors who sell in locations forbidden lead the market becomes well ordered. The problem in this research is how the arrangement of street vendors by the Market Management Department in coordination with municipal police in the market above and below market Bukittinggi and the factors that influence the arrangement of street vendors in the market up and down markets such Bukittinggi. The purpose of this study was to find out how the arrangement of street vendors by the Market Management Department in coordination with municipal police in Upper and Lower Market Markets Bukittinggi and to determine the factors that influence the arrangement by the Department of Market Management in Bukittinggi The concept used is the management theory, proposed by George R. Terry who see management policies based on four criteria, namely: planning, organizing, actuating, and controlling. The purpose of this study was to review the structuring of street vendors in the Market Up and Down Markets Bukittinggi, as well as any factors that influence it. This study uses a qualitative assessment of descriptive data. In the data collection researchers use interviewing techniques, observation and documentation using snowball sampling method as sources of information and data analysis with triangulation techniques. The results show that the arrangement of street vendors in the city of Bukittinggi is still not running well, but in application implementation has begun to appear visible, but nonetheless it still took the development of the parties concerned how should this arrangement could go better, in order to attain a uncomfortable for the visitors in the Upper and Lower Market Markets Bukittinggi. But in this case, we recommend that the government should provide special land and special time for vendors in both the Upper and Lower Market Markets Bukittinggi, so it is expected to be efforts in achieving the desire of all parties. Abstract

This research conducted at PT.Silver Silk Tour &Travel Pekanbaru where located in Jl. Aharuddin Nasution No.77 Simpang Tiga Pekanbaru. The problem in this study is the failure of the company’s sales target has not been achieved in the last 5 years and the percentage of sales target achievement has fluctuated, this study aims to determine the influence of service quality and price determination on customer satisfaction Umroh service users at PT. Silver Silk tour & travel Pekanbaru. In this study use quantitative descriptive with SPSS program. The population in this study are consumers who used the umrah service which amount to 4217 persons. The sampling technique chosen is slovin Formula with a sample of 100 respondents.Hypothesis testing uses a simple linear analysis method and multiple linear analysis with results showing that service quality and price determination have a positive and significant effect on customer satisfaction at PT. Silver Silk Tour & Travel Pekanbaru With the calculation of the coefficient of determination (R2 ) service quality on customer satisfaction the value of R square is 0,565 or 56,5% and price determination on customer satisfaction the value of R square is 0,339 or 33,9% and coefficient of determination (R2) service quality and price determination on customer satisfaction the value of R Square is 0.584. This shows that the quality of service and pricing gives an influence of 58.4% on customer satisfaction of Umrah service users at PT. Silver Silk Tour & Travel Pekanbaru, while the remaining 41.6% is influenced by other variables that are not examined in this study.Key words: Service quality, price determination, Customer satisfaction

Abstract

The research to describe the communication and coordination of the department oftransportation made in improving service in the field of urban transportation. The focus ofthis issue see how the mechanisms that have been carried out the transportation departmentand the traffic unit in communication and coordination. Are there any barriers incommunication and coordination that has been done, can be searched appropriaterecommendations to address these issues. In Pekanbaru mayor regulation number 17 of 2008about the details of functions and working procedures of the Department of Communicationand Information neighbor explained that where the public service, especially for the field ofpublic transport. One of the points of Mayor Regulation Number 17 of 2008 which lead andcoordinate all activities of the officers and staff offices. That in conducting the affairs ofgovernment in serving the public need for communication and coordination between theDepartment of Transportation is Information Communication and Traffic unit pekanbarucity.This research using Fayol, Koontz and O'Donnell theory, where in it there are fourindicators: 1. Communication. 2. Cooperation. 3. Division of tasks. 4. Conference andmeeting. The type of research is qualitative research with descriptive methods, its purpose isto analyze and describe the communication and coordination of transport sector provision ofpublic services.The results of research in the field stating that the communication and coordinationhas been carried out the transportation department and the traffic unit has not been optimal.In coordinating the transportation department should pay more attention to implementationof the objectives, so that meeting participants receive appropriate guidance to the creation oftwo-way communication. Coordination is still constrained by problems such ascommunications made ineffective, coordination has not been implemented, so that betweenthose who give and receive the policy are not well coordinated.Key words: Communication, Coordination, Public Service

Abstract

This research on a the emergence of such entertainment karaoke in the city pekanbaru that provide services and facilities interesting .The problems emerging from the study is whether motivation visitors to karaoke in the city pekanbaru. This problem student got the quantitative approach by using statistical product service solution ( spss ) version 17.0. Sample in this research was visitors karaoke and the people in around the location karaoke as many as 97. This study was conducted in two karaoke namely karaoke centers in panam and jalan. nangka , reason writer chose a karaoke is because every day visitors in karaoke is very crowded , so writer interested to have a research in karaoke this. Data analysis technique used is product moment correlation ( ppm ) with the format likert scale .The analysis of test data using validity .Reliability test , correlation and test the hypothesis. Based on approach above , we found that the public perception positive on entertainment karaoke facilities , The more crowded visitors performs karaoke with correlation value 0.972 with a significance 0.000 with the provisions of value probability sig or 0.05 ≥ 0.000, So the hypothesis accepted the public perception is perception that positive on entertainment karaoke facilities.Keywords: perception , the community , motivation and karaoke

Abstract

This research was conducted at the Kabupaten Kepulauan Meranti, exactly at the officeDPRD Kabupaten Kepulauan Meranti . This study aims to determine the things thatencourage and inhibit the participation of women in political parties and legislative aswell as the contribution of party and legislative members as well as their efforts inrealizing gender equality. This study is titled “Partisipasi Politik Perempuan DiKabupaten Kepulauan Meranti”. The main issue of this study is how women canchoose to participate in politics with the various barriers that occur and makecontributions and realize gender equality. Sampling in this research is by purposivesampling. samples is 5 people. The method used is Kualitatif Descriptive method withKualitatif data analysis. The data filtering instruments used are observation, interviewand documentation. The results of this study indicate: women who participated inpolitics were generally first encouraged by their husbands and after getting to know thepolitics deeper there was an incentive in them to do more for the community and alsobecause women's representation in political participation was very small. Barriers thatoccur when they participate in political activities include from culture, environment,and education. As long as they are members of the party and the legislature theyperform their duties well and make efforts such as freedom of expression, persistence inpolitics, political sausageization and forming a special women organization so that theposition of women and men in the same political participation.Key Word: Political participation, Women, Gender Equality
