Abstract

On the Medium Term Development Plan 2010-2015 Bengkalis regency, set Grand Strategy development of four areas, one of which is the development of regional education centers. In its development until the term of office of Regent of Bengkalis period 2010-2015, a number of programs and activities in realizing Bengkalis as a center of education can not be realized with the maximum. The purpose of the study is to examine the implementation of regional development policy education center and the factors that affect the implementation of the policy of regional development center for education research method is qualitative descriptive research data collection is by interview and documentation. The theory used in this research is the policy and implementation of policies according to Van Meter and Van Horn.From the results of the field studies showed that some programs and activities in the development of the central area of education is not achieved by maksmimal not even be possible. It can be seen from the projects was State Health Polytechnic and State University who is an excellent program, it was not implemented because of the limited authority, the authority of the organization of Higher Education where it is still in the center. Further Development of High School Boarding School can not be realized with the maximum due to budget constraints and not professional tenders. The factors that affect the implementation of regional development policy education center in Bengkalis based theory of policy implementation, namely: basic measures and policy objectives, policy resources, communication between the organization and implementation of activities, the characteristics of the implementing agencies, conditions- economic, social and political, executive attitudes. In this study the authors concluded that the Education Department has tried to realize the regional development policy education center although in the end there are some problems that cause programs and activities can not be achieved with the maximum. Bengkalis District Government should still continue the programs and activities in the development of the central area of education and must evaluate the programs that can not be done.Keywords: Policy, Development Education Center Region

Abstract

Goverment’s competence is the important aspect for the rural development of Surya Indah. Training which is done by the Goverment of Surya Indah must be fit to the general training in order to produce the quality human resources. But the budgetary funds for the training is too low. Informations which is gotten from villagers said that the goverment is not good enough for the administration services.This research used theory of Badan Kepegawaian Negara says that competence is defined by indicators of knowledge,skill, and attitude. This research is classified as qualitative descriptive, the technique of collecting data in this research through observation and interview from everyone who are involved as informen.The result of this research shows that the competence of goverment in the Surya Indah village runs well. This is proved from the result of interviews and observation data about aspects knowledge, skills and attitude of govermnet to improve rural development. Factors which influences of the competence of the rural goverment are formal education, training and working experience. Development in Surya Indah are good enough proved from facilities and infrastructures are complete for community life.Key words: Competence, Goverment, Development

Abstract

This study aimed to analyze the organizational culture and work environt and its employee jobsatisfaction.. organizational culture as a variable (X1), work environtas a variable (X2), and employee jobsatisfaction as a variable (Y). The method in this research is descriptive and quantitative using SPSS 16, wherein the samples used are employees of the is 95 done by census and data collection through questionnaires. The results of the analysis using the validity, reliability, determination test, simple linear regression, multiple linear regression test, t test and F. It can be concluded that the organizational culture have a significant effect on employee jobsatifaction of the hotel mutiara merdeka ,pekanbaru work environt significantly influence employee jobsatisfaction of thehotel mutiara merdeka pekanbaru and organizational culture and, work environt significant employee jobsatisfaction the hotel mutiara merdeka pekanbaru.Keywords:, Organizational culture , work environt and Employee jobsatisfaction

Abstract

Rescuer's work in every search and rescue operation is a high-risk job. Working as a Rescuer can endanger their own lives and require them in continuous preparedness. The high humanity and strong mental of Rescuer play a role in saving the lives of those whose bodies are incomplete. In their work, Rescuer always interacts well with fellow Rescuer as well as with the community in every search and rescue operation. This study aims to determine the meaning of Rescuer’s self and the meaning of humanity for Rescuer at National SAR Agency of Pekanbaru SAR Office.This research uses descriptive qualitative research type with phenomenology approach. Research subjects consist of four Rescuer at National SAR Agency of Pekanbaru SAR Office selected by using purposive technique. This study uses data collection techniques through in-depth interviews, observation, and documentation. To achieve the validity of the data in this study, researchers used extension of participation, triangulation, and reference adequacy.The results show that the first, the meaning given by the Rescuer at the National SAR Agency of Pekanbaru SAR Office to himself as a Rescuer that is as a humanity worker, helper in any case, and servant of the state. Second, the meaning of humanity for a Rescuer at the National Rescue Agency of Pekanbaru SAR Office in his work as Rescuer is helping others, as the basis of work, and the task of every human being.Keywords: Rescuer, Self meaning, Humanity

Abstract

This study aims to determine how much influence relationship marketing and brand trust to consumer loyality. Samples in this study were taken as many as 100 respondents and techniques used Accidental Sampling approach. The data used in this study using primary data obtained from the answers of the respondents who had buyed in KFC Sudirman Pekanbaru branch. The method of analysis used in this study using multiple linear regression analysis consisting of the t test, F test, determination test and multiple linear regression equation. The results of this study show that Relationship marketing has a positive and significant impact on Consumer Loyality. Brand Trust has a positive and significant impact on Consumer Loyality. And then simultaneously relationship marketing and brand trust have a positive and significant impact on Consumer Loyality. There is an influence on the determination test of 57,8% which affects Consumer Loyality is explained by the variable relationship marketing and brand trust, while the remaining 42,2% is influenced by other variables and are not included in the regression analysis.Keywords: Relationship Marketing, Brand Trust, and Consumer Loyality

Abstract

This research aims to explain the policy of Indonesian government in protected domestic farmer from the threat of soybean import by United State of America in 2012-2016. The aims of Indonesia government made a policy to protected domestic farming a result of dependence on imported soybean, the high of domestic soybean prices. And increase production of domestic soybean so consumption of domestic soybean can be fulfilled.The theory used in this research is Theory of import policy by Alexander Hamilton, concept national interest by Hans J. Morgenthau, and concept of food security. The author used Merchantilism approach from Friedrich List and nation-state level analyze. Data of this research was obtained from books, journals, articles, official documents and websites that support the hypothesis.The result of this research shows that there is an economic politic interest in the policy of Indonesian government for soybean import by United State of America. The made for give protection to domestic farmer from dependence on imported soybean, fluctuation of domestic soybean price have been increasingly and to increase the production of domestic. Because whit the presence of that policy, domestic farmer will pushed in increasing of domestic soybean production and soybean import no longer flooded the national market.Keywords: Policy, Import, National Interest, Dependence of Import

Abstract

There are still many violations of discipline of Civil Servants that have been processed by BKD Riau Province during 2013 until July 2018 there were 48 cases. In general, the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province has run quite well. Meanwhile enforcement PP. 53 of 2010 has also been implemented with strategies adopted by each SKPD, BKD, and Inspectorate. Supervision of the implementation of PP No.53 of 2010 has also been carried out in Riau Province to reduce the occurrence of disciplinary violations. Supervision is carried out by direct superiors in collaboration with BKD and Inspectorate of Riau Province. There are 4 (four) factors that influence the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province namely; 1). Cultural factors that influence the implementation of PP No. 53 Tahun 2010 on civil servant discipline are culture and will become an obstacle if there is no effort to arouse and increase community awareness and participation in social control. 2). Communication factors that support the implementation of PP No. 53 Tahun 2010 such as with general socialization to all SKPDs and with consistency in delivering messages and can hamper the implementation of PP No. 53 Tahun 2010 such as the implementers and civil servants who have just joined the government in Riau Province who have not mastered information about PP No. 53 Tahun 2010. 3). The supporting resource factor is the presence of PP No. 53 Tahun 2010 staff or implementers who have quite high education in the Riau Province government and the obstacle is the availability of PP No. 53 Tahun 2010 implementers whose numbers are still lacking to enforce PNS discipline in Riau Province. 4). Abstract

The purpose of conducting this research was to know Kabupaten Kepulauan Meranti local government coordination of tidal flood prevention in Desa Alahair, Kecamatan Tebing Tinggi in 2011-2015. The main problem found in this research was less of communication that occured in the handling of tidal flood prevention in Desa Alahair meanwhile the area affected by tidal flood was getting worse due to the abrasion. The theory used in this research was government management, government coordination and disaster management. This research used analytical descriptive method with qualitative research type. The type of data used in this research was primary data and secondary data generated through the results of direct interviews with informants who knew and understood the problems in the field, documentation and observation.Based on the explanation above, it can be concluded that the relationship affected the implementation of tidal flood prevention were several interrelated functions namely planning and coordination, organizing and coordinating, directing and coordinating which included human behavior, human relations, communication, and leadership. Position and coordination, control and coordination.In addition, there were factors hampered tidal flood prevention in Desa Alahair such were unrealized planning, unharmonious communication, and lack of budget of local government of Kabupaten Kepulauan Meranti.Keywords: Coordination, Prevention, Flood.

Abstract

Indonesia is an archipelagic state composed of 1/3 of the land region and 2/3 oceans region. Indonesia has realized that it is an opportunity for Indonesia to improve its state’s economy through the realization of Indonesia as a maritime axis of the wolrd. On October 13, 2014, Indonesia represented by PT Pelindo I and Netherland represented by Port of Rotterdam signed a cooperation agreement in developing port Kuala Tanjung to become an International Hub Port. On August 25, 2015, Indonesia signed a follow-up cooperation. And on November 23, 2016, Indonesia signed a cooperation agreement and formed a joint venture in developing Port Kuala Tanjung to become International Hub Port. This research uses a neo-liberalism perspective which is the supported by the international cooperation theory and foreign direct investment concept. This study also used a nation-state analysis level with a research focus on the factors that caused Indonesia in collaboration with Netherland in developing Kuala Tanjung Port, and all of data, arguments, fact in this research afterwards using a qualitative explanation method. This research then formulates answer of the research question related to the factors which influence cooperation Indonesia-Netherland in developing port of Kuala Tanjung. There are five important points that led to the cooperation, first, Global shipping condition, second, Indonesia’s vision to be world maritime axis, third, Inadequate maritime infrastructures of Indonesia, forth, the potency of Kuala Tanjung Port to become International Hub Port, and Indonesia’s interest for information and technology transfer, foreign direct investment and strategic partnership. Abstract

This study aims to identify and analyze the influence of Capital Structure of the Company Value. The period used in this study was 5 years, from 2010 to 2014. The data used in this research is secondary data, financial highlights (annual report) and performance summary. This study used purposive samplingmethodinorder tocollectthesample. Samples used are the 4 company of Food and Beverages. Analysis of data using simple linear regression analysisAnalysis of data using multiple linear regression analysis with SPSS 19.The results showed that the capital structure simultaneously not significantly affect the Company Value. The results of this study indicate that the variable X no affect variable Y.Keywords : Capital Structure, and Value of The Company.
