Abstract

Ibnu Sina Hospital is the Islamic Hospital in Pekanbaru in the field of work processes based on Islamic Shari'a Shari'a. PR Ibnu Sina Hospitals reflect the image and role is to embody the image of the Prima Hospital and Islamic. PR Ibn Sina Hospital Pekanbaru have never had a bad problem in terms of dealing with customers, media, and government. Because according to the hospital management, the PR must maintain a good relationship with these parties.The method used in this study is a qualitative method approach to systems theory. Data were collected through observation, interviews, and documentation. Informants contained in this study consists of four seven people were determined by purposive sampling.Results of research Role of Public Relations of the Ibnu Sina Hospital Pekanabaru in realizing the vision and mission of Ibn Sina Hospital which makes Hospitals are primed and Islami, conducted activities that reflect Houses hurt slam prime and Islamic as well as to maintain the image of Ibn Sina Hospital itself. Abstract

This research describes about Indonesia’s interest on The ratification of Convention On The Rights Of Persons With Disabilities.(CRPD). Even though the UN already has conveotion about human right, but it is not enough to cover all the problems about human rights especially persons with disabilities. As develop country, Indonesia still had problems with disabilites people such as; the accesbility for public facilities, education, and participation on politics. Before Indonesia ratificated the CRPD, Goverment of Indonesia had made several policies about disabilites person, but this policies not enough to fulfill all the disabilities person rights.The theory that applied on this research are theory of foreign policy and national interest. The theory of foreign policy is an intrument of state to reach national interest and the the ideals of state for short/ long term goals. National Interest is a concept that every state that should have where it can give big contribution for establishment point of views the state about the external environmentThe study found that the interest of Indonesia ratified the CRPD is because this convention is represent all of rights for person with disabilites in every aspects, the UN members have concern about this problem. And the capabilities of Indonesia’s policies is not enough to handle about disabilities. Also this convention will give big impact to the right of disabilities person in the world. Further more, because of this convention, Indonesia legitimately made the CRPD as domestic law about disabilities (UU no. 19 tahun 2011), this is will be the foundation of Indonesia’s law about right of disabilites person.Keywords : Indonesia, CRPD, disabilities, and UU no. 19 tahun 2011

Abstract

This study aims to explain the strategy of the Indonesian government in dealing with acts of Illegal, Unregulated and Unreported Fishing (IUU Fishing) by a foreign vessel which occurred in Indonesian waters and the waters of Riau Province in particular. Head of Fisheries and Marine Resources in Riau Province, the number of fishermen from the Province of Riau annually exceeds 94,000 tons per year, but the potential catch is supposed to reach 350,000 tons per year. In this study the authors use Neorealism perspective. In his view the theory of International Relations is best to focus on the structure of the system, the units that interact, continuity and change the system. To bridge the problems to the hypothesis the author uses the analysis of the level of the nation-state (nation-states). To be entered into the case of Illegal, Unregulated, and Unreported Fishing (IUU Fishing) is the author uses the theory of John Lovell strategy. The strategy is a measure used to win a battle. Indonesia conduct national and regional strategies such as the establishment of a task force eradication of illegal fishing drownings even foreign ships that make IUU-Fishing. Indonesia also conducts regional and international cooperation to combat illegal, unregulated and unreported fishing together. This study proves the Indonesian government has a strong commitment to combat IUU-fishing in order to realize Indonesia as Country of maritime axis in the world. Abstract

Public Relations basically serves to establish relationships with the public, especially in creating, building and maintaining a positive image to boost the company's image. Public relations position in establishing good relations with the community is very important, especially for getting a positive image. This study aims to find out how to use media in building a positive image of Abdurrab University and how the implementation of public relations events in building a positive image of Abdurrab University pekanbaru.This research uses qualitative methods by using Lasswell Communication Model. Subject of this research consisted of 7 informants selected through snowball technique. Data collected through observation, interview and documentation. To test the validity of the data the author uses an extension of participation and triangulation.The results of this study show the public relations of Abdurrab University chose the media as an effort to introduce the Abdurrab University to the public by using online media, print media and broadcast media used by the public relations Of the Abdurrab University in building a positive image. Online media and print media is a medium that is quite effective in disseminating information to the public. While broadcasting media only as a supporting media in socializing Abdurrab University. The second implementation is a socialization event, talkshow, seminars and milad of Abdurrab University. In the implementation of the socialization of Abdurrab University welcomed by the recipient of the information. Talkshows and seminars as a public relations effort in the introduction of Abdurrab University . While the milad of Abdurrab University is quite an impact in spreading the information. Word of mouth communication is quite effective considering the information given directly by others.Key words : Implementation, Public Relations, Abdurrab University

Abstract

The purpose of this study is to illustrate and analyze party coalition's strategy on the victory of Haris-Zardewan pair in the election of Pelalawan Regency head of the year 2015. And to illustrate and analyze the factors that cause political parties wanting to be coalition for the victory of the Haris-Zardewan pair in the election Head of the district of Pelalawan Regency in 2015. The type of research used is qualitative research. In defining informants using snowball sampling technique. The informant in this study is taken by purposive sampling, where selecting competent informants in the field and can provide the information needed by the coalition party to support / win the Haris-Zardewan pair in Pelalawan Regency Data collection methods are interviews and documentation. The method of data analysis is qualitative, which is by describing the data in the form of detailed and complete sentences (intact) to answer all the problems studied.Keywords: strategy, party coalition

Abstract

This study aims to explain how defense cooperation is established between Thailand and Indonesia in 2015-2018. This collaboration is established because of threats that disturbed the stability of national security which were trans-national. To fulfill this matter then, Thailand is trying to strengthen its defense by cooperating with countries that have defense power like Indonesia. It is known that Indonesia is the strongest country in Southeast Asia, according to Global Fire Power source that presents the data that related to the strength and defense of countries in the world Thailand making Indonesia a partner in defense cooperation.The research data is obtained from books, journals, official documents, and websites that support the hypothesis, the researcher uses the neorealism approach of Kenneth Waltz and nation-state analysis. The theory used in this research is international cooperation from K.J. Holsti.The result of the research shows that the relationship between Thailand and Indonesia so far has been running well which can be seen from the implementation of the cooperation contained in the MoU and by holding work visits and honorary visits conducted by the two countries. The exchange of delegates or officers and joint training which is the scope of cooperation stated in the memorandum of understanding on increasing cooperation between Thailand-Indonesian defense officials and related defense activities was signed on May 21, 2015. keywords: Defense Cooperation, National Interest, Transnational Crime, Regional Sovereignty.

Abstract

This research discusses about the finishing process of dumping dispute of Indonesia’s export fotocopy paper to Japan in 2012. In May 10th 2012, The Economy Minister of Trade and Industry and Japan Financial department accepted the petition of anti-dumping obligation from eight paper manufacture companies in Japan toward cut sheet paper with HS No. 4802.62 Indonesia with Margin Dumping 7,55%-15,78%. In discussing the finishing process of dumping dispute of Indonesia’s fotocopy to Japan in 201, the writer uses qualitative research method with library research that comes from literature sources such as book, journal, magazine, and various science article. The prespective that is used is merchantilism. The analyze level that is used is Nation-State. The theory that is used is the dispute finishing theory. In June 26th 2013, The Anti-dumping authority of Japan announces that the result of the dispute of Indonesia’s fotocopy paper eksport dumping to Japan is negative, with dumping marginhj, namely as big -4,03% for PT Anugrah Kertas Utama (AKU) and -4,99% for PT Indah Kiat Pulp and Paper Tbk. And OAD of Japan doesn’t put import duty of Anti Dumping into effect toward Indonesia’s fotocopy paper.Key words : Trade Dispute, Cut Sheet Paper, Merchantilsm

Abstract

Elephant Flying Squad is a conflict mitigation team consisting of four elephants, two males, two females and 8 mahouts . This team has been operated since 26 April 2004 and placed in Lubuk Kembang Bunga Village, Ukui District, Pelalawan Regency, Riau Province. In carrying out its duties and functions, the team uses persuasive communication to the public by providing information, socialization, and giving examples to minimize conflict with elephants. This research goal is knowing the credibility of persuader, persuasive messages, communication channels, and effects of persuasive communication which done by the Elephant Flying Squad to minimizing conflict between human and Sumatran elephants in Tesso Nilo National Park.This research uses descriptive qualitative research method. The subjects involved in this research are chosen based on purposive sampling technique consist of Communication Module Leader of WWF Indonesia Central Sumatra, Elephant Flying Squad Mahout, and people of Lubuk Kembang Bunga Village. Data collection techniques include in-depth interviews, observation and documentation. Data analysis techniques using interactive data Miles model and Huberman with the validity checking of the data is done by using extension participation techniques and triangulation.The results shows that Elephant Flying Squad has credibility as a persuader which is expertness with 6 months training, experience discussion about conflict mitigation, being responsible and dedicating to work and care with elephant existence. Second, it is trust worthiness, the team always do routine patrols for conflict mitigation and drive away the wild elephants and also have quick response if there is report from people. Persuasive messages that used is verbal messages including clarity, assignment and accuracy. While the nonverbal messages by giving some lessons of conflict mitigation, expulsion and practice the way of making a mitigation tool. Communication channels used is personal channels (direct communication) and non personal (mass media). Abstract

Crisis can be minimized with good crisis management from company management. Crisis management is one aspect that must be prepared and owned by the company to face a crisis that is usually unexpected or sudden, such as the crisis experienced by PT. Pertamina RU II Dumai is the company's exploding refinery that also disturbs the community and repeated and unpredictable since 2001, 2009, 2014 and 2017. Crisis management will succeed if supported by a good strategy from the company so that can maintain the company’s image. Therefore, the purpose of this study is to determine the steps of crisis management and crisis management strategies undertaken division Hupmas PT. Pertamina Refinery Unit II Dumai.The research method used is descriptive qualitative research. Data collection techniques used are in-depth interview techniques and documentation with six informants selected using purposive techniques. In this study the researcher uses grounded research methods or Miles and Huberman models for data analysis that is through the data reduction flow, data presentation and conclusion. To test the validity of the data obtained, the researchers used the triangulation technique.The results of this research Hupmas crisis management PT. Pertamina Refinery Unit II Dumai has been good through five steps: identification, analysis, isolation, choosing strategy and implementation of crisis control and responsible to society through ongoing social responsibility. The step is supported by the existing strategy is to determine the potential crisis of the company that is refineries that can not function properly; identify affected audiences ie companies, communities, and local governments; as well as having the procedure followed.Keywords: PT. Abstract

Village Allocation Funds are funds allocated by the district / city for the village derived from the financial balance between the central and local governments received by Regency / City. Thus the Siak district government issued regulations of Regions No. 9 of 2010 on Village Fund Allocation. The purpose of this Regulation is such as to alleviate poverty and reduce inequality, improve development planning and budgeting and Improving rural incomes and rural communities through village-owned enterprises. This study aims to determine the Village Fund Allocation Policy Implementation in the village of Banjar Seminai 2015 and to determine the factors that influence the Village Fund Allocation Policy Implementation in the village of Banjar Seminai Year 2015. In theory the implementation model by Van Meter and Van Horn, there are six variables which forms the link between policy and performance, namely: the sizes of the basic and policy objectives, policy resources, communication between the organization and activities of implementers, implementing body characteristics, economic conditions, social and political, as well as the tendency executor.The method used in this research is qualitative research. With the technique performed is purposive sampling, to key informants in this study. In this study, the informant is the village headman in the village Banjar Seminai, Secretary of the village in the village Banjar Seminai, Treasurer of the Village in the village Banjar Seminai, chairman of the village in the Village Consultative Body Banjar Seminai and Society in the village of Banjar Seminai. Then analyzes the data and manage.Based on the research and discussion that researchers do in the field, it was found that the Village Fund Allocation Policy Implementation in the village of Banjar Seminai 2015 have not been implemented to the fullest.
