Abstract

This research was carried out in the city of Pekanbaru. The purpose of this study was to determine the characteristics of liquor dealers in the city of Pekanbaru. The topic of this research focus is the social control measures applied to the circulation of alcohol in the city of Pekanbaru. The technique of determining samples by purposive sampling and setting the number of samples as many as 5 people. The author uses qualitative descriptive methods and data instruments are observation, interviews and documentation. The study found that there are characteristics of liquor dealers in the city of Pekanbaru, as follows: Source of capital to sell liquor, capital to sell liquor on average obtained by the subject of research from personal savings, get a loan from relatives and friends. Distribution of Liquor for Sale, Research conducted also found that the distribution of drinks sold by research subjects came from Singapore. Sales System and Sales Time, the average research subject starts selling from 8:00 p.m. to dawn. The research also found that there were several forms of social control over liquor trade in the city of Pekanbaru, as follows: Supervision by Community Members, The study found that people around Jalan Juanda were not too concerned about alcohol trading activities by the subject of the study, as evidenced by the subject's response research that there is no community who reprimands these prohibited activities. Supervision by the Government, Research subjects said that no one received official information from relevant officials in the prohibited trading activities. Abstract

Implications Allocation village to village institutions in villages west Perawang went well and smoothly it can be seen from the preparation of the Village Fund Allocation in Kampung West Perawang Siak which involve the village in its deliberations.However, achievement of goals Village Fund Allocation has not been optimal.It can be seen from achieving goals Alokasi Dana Desa (ADD), namely the increasing ability of civil society in the village in the planning, implementation and control of development and encourage increased participation of non-governmental mutual aid society.spirasi of village institutions and the public more and more and more also in need of funds.Allocating funds in Kampung Desa Perawang Barat Siak 30% for refreshment village and 70% for development and empowerment of village communities.From the data distribution Alokasi Dana Desa (ADD) Kampung Perawang Barat Siak Rp 2,383,300,000.00 and allocation of village funds for village institutions amounted to 2.79%.This shows the lack of allocation of funds in order to improve institutional Village.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.From the results of research on the implications of the allocation of funds to institutional hometown village in the west of the village Perawang human resources executive revealed uneven skill levels, meaning that their education is so low that affect their ability to identify and resolve problems quickly.So that can affect the performance of the institutional Village.However, this does not affect the implementation of ADD because they have the ability to mobilize the community.While the results of the research support facility revealed that the research results indicate support infrastructure pagedung Beru, motorcycles and ATK.Likewise for communities to provide support for the implementation of ADD through labor and materials.Keywords: ADD, Institutional, Kampung Perawang Barat.

Abstract

ICA is a cat lover organization that integrated under international cat federation, FIFe (Fédération Internationale Féline). According to growth and increasing of people enthusiasm on keeping cat, ICA tries to invite cat lover to join with ICA so they can have a place to learn about treating and caring cat. The recruiting effort can’t be apart from persuasive communication activity so that can arise adorableness, giving stimulus, and convince the cat lover to join with ICA. This research aims to find out persuader credibility, persuasive message, and media that be used on persuasive communication by ICA Branch Pekanbaru on recruiting cat lover in Pekanbaru.This research using qualitative research method with descriptive approach and using persuasive communication model of Applebeum & Anatol and AIDDA theory. The subject of this research was choosen using purposive technique who consists of Chairman, PR, and one member of ICA Branch Pekanbaru, and also three cat lovers in Pekanbaru. Data was collected through observation, interview and documentation. Data was analyst using interactive model of Miles & Huberman. Meanwhile the data validity technique includes extension of participation and triangulation.The result of this research showed first, credibility of ICA Branch Pekanbaru as persuader built through 3 aspects which are competent persuader, Expertness, and Trust Worthiness. Second, message consists of verbal message and nonverbal message. Verbal message is discourse material that delivered on educational training (Diklat), and also education/comprehension information about how to keeping and treating cat. Meanwhile the nonverbal message is uniform using and placing stuff that especially designed with cat picture and also feature ICA and FIFe logo, displayed some type of racial cat, and practiced how to treat and caring cat directly. Third, media utilizing consists of face to face communication that is meet the cat lover directly, and indirect communication through using of mass media which are brocure, banner, billboard, pamphlet, news paper, magazine, radio, television, and social media such facebook and Instagram. Abstract

Existing programs in shallow river are programs UP2K, Programs UP2K is one form of programs taken by the government that is focused on women and only priority to those who are less able or minimal capital to start or expand their business, so they are not able to increase and resulted in income of those unable to support the domestic economy.The concept of the theory used is the theory that Management Implementation according to Terry, in Manullang which states that the implementation of management functions or mover is the most important and dominant in the management process. So, we need leadership, motivation and communication in practice. These factors are the Human Resources (HR), Technology and Management.This study aims to determine how the implementation and the factors that affect the implementation of the Program to Increase Family Income (UP2K) in Sungai Tohor district. East High Cliff Meranti Islands District. Researchers used a qualitative descriptive approach using purposive sampling method with data collection using interviews, observation, and documentation.The result of this research is the implementation of the Program to Increase Family Income (UP2K) in shallow river district. Abstract

Clean and healthy life behaviors (PHBS) is one of the behaviors that are relatedto the person’s activities or efforts to improve health based on consciousness, sothat it is able to prevent disease as well as play an active role in realizing ahealthy environment by way of regular exercise, not to smoke, enough rest, and apositive lifestyle. The orphanage is a container that accommodate orphans. Whereorphans (or children who deposited by their parents who can not afford) usuallystay, get an education, and also provided a wide range of skills in order to beuseful in their life later. Al-Akbar orphanage is an orphanage that built toaccommodate orphans, orphaned, strays, needy children and abandoned children.The orphanage Al-Akbar is located at Jalan Soekarno Hatta, Arengka Atas,Pekanbaru City. The orphanage Al-Akbar was founded in 2009 and up to now thefoster child in orphanage Al-Akbar Pekanbaru amounts to 40 children. Thepurpose of this research is to know the implementation of the PHBS in theorphanage Al-Akbar Pekanbaru as well as knowing the driving and inhibitingfactors in implementation of the PHBS in the orphanage Al-Akbar Pekanbaru.This research uses descriptive quantitative research methods. From the results ofresearch conducted, the implementation of the PHBS in the orphanage Al-AkbarPekanbaru is included in the medium category, because of the eight indicatorsabout the behavior of clean and healthy life there are some indicators that cannotbe carried out properly. The driving factors of the implementation of the PHBS inthe orphanage Al-Akbar Pekanbaru that is 8 indicators behavior of clean andhealthy lifestyles in school age children that can be applied to children inorphanage Al-Akbar Pekanbaru, as well as the level of knowledge the children inorphanage Al-Akbar Pekanbaru that shows good category. Inhibiting factors ofthe implementation of the PHBS in the orphanage Al-Akbar Pekanbaru that is thelack of infrastructure in the orphanage Al-Akbar Pekanbaru as means ofsupporting the implementation of the PHBS in the orphanage Al-AkbarPekanbaru.Keyword : PHBS, Orphanage

Abstract

Background of the thesis entitled "Community Participation in Legislative Election Year 2014 In Kecamatan Tampan Pekanbaru City" is knowing how much participation of the handsome district community in following the legislative elections in elections in 2014, the purpose of this study is to find out how the participation of the community of handsome district Participate in the success of the legislative election democracy party, the indicators of this research are community participation and political choice. This research uses max waber social action theory in which there is rational action. The location of this study is handsome kecamatan Pekanbaru. Furthermore, the respondents in this study amounted to 20 people, while sampling using purposive sampling technique and data collection techniques using interviews and documentation. The conclusion of this study is the level of public participation in Legislative Election Year 2014 in Kecamatan Tampan is voting, this form of political participation is very enthusiastic because almost 38%. Participation inhibiting factors are the busyness of daily activities, feelings of inadequacy and family ban and the driving factor is: firstly, the curiosity is only as a spectator of the political process now they will become the main actor. Abstract

The cian cui culture festival is a water war festival held at the Lunar New Year celebration thatexisted 20 years ago, its philosophy can be interpreted as wet-basahan can be defined as a shareof sustenance because the water is the source of sustenance so by splashing equally by dividingkesesama. The purpose of this research is to find out (1) Variety of attraction in Cian CuiFestival in Meranti District (2) How to get the Cian Cui Festival (3) How to improve Cian CuiFestival as a tourist attraction. The design of this research is qualitative with deskruptiveapproach. The subjects of this study are key informants namely, Department of Tourism Youthand Sports District Merantidan Additional informants are community leaders Tiong Hoa-MelayuStrait Long and Society around Festiva budayal Cian Cui.Teknik data collection used isobservation, study documentation, and in-depth interview. Technical data analysis refers to theconcept of Milles and Huberman (1992). The results show that the cian cui cultural festival is nota religious event but it is a tradtion that is born from society to all people, and the variety of ciancui festival attraction is the uniqueness, beauty, and the values obtained in cian cui festival,because the festival This is all the tourists participate not participate as the audience only, and thepublic view of the cian cui festival is very good because many benefits are gained such astourism promotion event, trade at the time of the event took place and most important when twocultures melayu and china can unite and other . Abstract

Providing social education assistance provided by the Riau Province government for students who cannot afford higher education costs, which are channeled through the Riau Province Regional Secretariat for People's Welfare Administration Bureau. This result can be seen from the still not optimal implementation carried out by the People's Welfare Administration Bureau. Researchers here discuss about education development policies in Riau Province (case study of providing social education assistance to students). The implementation of providing social education assistance has several problems in the distribution process at the People's Welfare Administration Bureau. The purpose of this study was to determine the implementation of educational development policies through the provision of educational assistance for students in Riau Province. This research uses a qualitative method using a phenomenological approach. This study uses the theory of Van Metter and Van Horn policy implementation in MeyziHeriyanto, Adianto and HasimAs'ari with indicators of policy size and objectives, policy sources, characteristics or characteristics of implementing agencies/agencies, communication between organizations related to activities implementing activities, implementing attitudes, and the economic, social and political environment. The results showed that the implementation of education development policies through the provision of social education assistance was not optimal. Because it is not in accordance with the criteria that are set and the stated objective ofthe policy, the lack of information from the government in the implementation of the provision of social education assistance to student applicants who took part in the process of implementation assistance, and the limited ability of the organization to carry out the tasks that had to be done in providing rocks. social education for underprivileged students in Riau Province.   Keywords: Policy, Educational Development, Education Socil Assistance

Abstract

Herba Penawar Alwahida Indonesia (HPAI) Company is one of Multi Level Marketing (MLM) company used Halal Network concept where Pekanbaru City Region is the one of the branch company. This research entitled “Persuasif Communication Of PT Herba Penawar Alwahida Indonesia (HPAI) In Develop The Network At The City Of Pekanbaru”. The purpose of this research is determine the credibility of HPAI communicators, delivered message, persuasive communications channels used, feedback from persuasive communication, and persuasive communication strategies conducted by HPAI Partners in building the network in Pekanbaru City.This research was conducted by using qualitative method. There are 5 people be research subjects/informants consisting of HPAI Partners from various levels of agency ranging from Business City Leaders Pekanbaru City to new partners join HPAI. To validity of data used source of triangulation that is Chairman of the Board of Sharia HPAI. To obtain data in this research used interview technique, observation and documentation.The results show that the credibility of HPAI communicators includes expertise supported by the education and training that are followed during the HPAI partnership as well as trust worthiness given by the community as communicators show a harmony between speech and action. Sending massage include verbal and nonverbal messages by using communication channels in the form of offline media, online, electronic media and direct communication. Feedback from persuasive communication obtained communicator by way of evaluating own activities that have been done (internal) and ask for a response from the communicant (external). Persuasive communication strategies used by HPAI partners include: Psychodynamic strategy that is Preparing communication with da'wah; Sociocultural Persuasion Strategy that is by avoiding the use of the term upline and downline in communicating; The Meaning Contuction is by prioritizing on health education rather than selling products.Keyword: HPAI, persuasive communication, network

Abstract

In the era of globalization and reformation, one of the farm of services needed by the community is the service can provide convenence to get the service quickly, easily, and safely. Therefore, Polresta Pekanbaru makes facility to get driving license or SIM more easily, fastly and comfortably by using the mobile SIM car.In this study, the researcher wants to know how the service extention of a driver’s license that provided by Polresta Pekanbaru. The aim of this research are to know and describe about the service of SIM car in Pekanbaru. This research uses Widodo theory, (2001: 270-271), that is: (1) service procedures, (2) completion time, (3) service charge, (4) product service, (5) facilities and infrastructure, and (6) competence officer. The research uses qualitative descriptive approach, data collection technique is by interview, observation and documentation. The informant in this research is one of the head of unit reg ident, one part of the reg ident, and some people. The results of this research are one of the procedure is very easy and fast, understanding and implementation has been running well which is the applicants have no trouble in the management of the driver’s license. The resolution time is considered very quickly which is about 10-15 minutes. As for the cost that is in accordance with the Non Tax State Revenue (PNBP). The product service and competence of police officers ready considered good enough, but only in terms of facilities and infrastructure are still inadequate. The factors that affect the driver’s license in the city of pekanbaru, namely: often in internet network, still a lack of socialization the pekanbaru police to the public against the schedule and the driver’s license around, as well as less friendly officers in providing services to the community.Keywords: Public Services, Extention of Driver’s License, and Mobile SIM Car
