Abstract

E-Government is an information technology system developed by the Government to improve public services by providing options for the public to gain access to public information. The Riau Provincial Government has innovated to assess civil servants online through the legal basis of the Riau Governor Regulation Number 8 of 2018 concerning the Electronic Apparatus Performance Assessment System (E-SIKAP) in the Riau Province Government Environment. Electronic Performance Appraisal System, hereinafter referred to as e-SIKAP, is a bold-based system (in network) that can record and store data on targets and achievements of SKP PNS or CPNS connected to the PNS database. The assessment is used as the basis for payment of the salary system or it can be known as Additional Employee Income (TPP). The application of e-SIKAP helps to facilitate inputting and documenting elements of work performance. However, in reality many employees complained about the lack of socialization resulting in a lack of understanding of the employees of the new employee appraisal system.            This study seeks to answer the following research questions, namely: what is the form of e-government application in the employee performance appraisal carried out by the Riau Province Regional Personnel Agency in 2018-2019, what factors affect the application of e-government in employee performance in the year 2018-2019. This study also aims to describe the application of e-government in employee performance appraisals in 2018-2019, then also to describe the factors that affect the application of e-government in employee performance appraisals in 2018-2019.This type of research used by the author in this study is descriptive. Data techniques are interviews, literature study and documentation. The data analysis technique in this study was conducted qualitatively. The results of this study explain that the application of E-Government in employee performance reports conducted by the Regional Personnel Agency of Riau Province is not optimal, because there are still complaints such as lack of socialization delivered by employees.Keywords: E-govt, E-govt to Employees, E-sikap.

Abstract

DHF (Dengue Hemorrhagic Fever) is a contagious disease caused by the dengue virus and transmitted by the Aedes aegypti mosquito, which is characterized by sudden fever for 2-7 days without a clear cause accompanied by weakness / lethargy, restlessness, heartburn accompanied by signs on the skin in the form of red spots, bruises (echymosis) or rash (purpura). Pekanbaru City is the region with the highest DHF (Dengue Hemorrhagic Fever) rate in Riau Province. The Pekanbaru City Government itself through the Pekanbaru City Health Office and Cross sectors continues to strive to eradicate this disease. Efforts to eradicate DHF (Dengue Hemorrhagic Fever) are described in the Decree of the Minister of Health of the Republic of Indonesia Number 581 / Menkes / SK / VII / 1992 concerning the Eradication of Dengue Hemorrhagic Fever. The purpose of this study was to determine how the implementation of the DHF (Dengue Fever) Eradication Policy in Pekanbaru City and its inhibiting factors. This research uses a case study method with a descriptive qualitative approach. Cases and data required both primary data and secondary data obtained through observation, interviews and documentation then analyzed based on research problems. The results of this study indicate that the implementation of Dengue Hemorrhagic Fever (Dengue) Eradication Policy in Pekanbaru City has not been going well with inhibiting factors, namely Resources, Commitment of implementing agents, Communication and Coordination. Keywords: Implementation, Eradication, DHF (Dengue Hemorrhagic Fever)

Abstract

Developments in communication  technologies today is very rapidly. The birth of digital media that uses Internet technology has affected the print media, where the number of circulation continues to decline from year to year. Print media that are still surviving are required to convergence by preparing digital-based media, one of wich is Riau Pos. As the purpose of this research is to find out the media convergence strategy carried out by Riau Pos.This study uses a qualitative method using media convergence teory, with the presentation of descriptive analisys by describing the state of the subject and object of research based on the existing facst. The data colection techniques were carried out trhough intervies with five informants using purposive sampling, documentation and observation. The data analysis techniques in this study used and interactive model by Miles and Huberman with the data analysis unit in the form of text/ sentence/ dialogue. To achieve the validity of the data in this study the authors used two data checking techniques, namely by extention of practicipation and triangulation techniques.The results showed that the convergence strategy of the daily Riau Pos industry has been ncarried out well. Planning and evaluation carried out by Riau Pos is decided be leadership of Riau Pos, besides that, the implementation of media convergence carried out by the Riau Pos daily is by unifying the newsroom. so that it can describe the Riaupos  convergence strategy using the management function of media planning, organitation, actuating and controling. In addition, will describe how implementation of media convergence carried out by Riaupos daily is by providing  a digital media platform in the from of e-paper, and providing social media such as Intragram, Facebook, Twitter and its Youtube channel, Raiupos.co for a young consumer audience. However, there are a number of things that need to be improved so the in the future Riaupos daily will still exist as a media company. Keyword : Convergence Strategy, Print Media Newspaper, Riau Pos Daily

Abstract

Instagram is a popuIar sociaI media appIication among people of all ages, including students. Instagram social media has raised important issues related to freedom of expression. Another interesting phenomenon to study regarding Instagram is how its users interact and treat their accounts differently. This study aims to find out how the five students presented themselves on the front stage and back stage from the first account and the second Instagram account using Ervin Goffman's Dramaturgy theory. The author uses qualitative research methods and uses purposive sampling technique. Instrument data are observation, interviews, and documentation. The results of this study can be concIuded that the reason why students use account two is to minimize their followers on the first account so that they use two special followers accounts that are allowed by the account owner.                                                                                                                         Keywords : Self Presentation, Instagram, Two Accounts, Student

Abstract

In order to improve the quality of life and welfare of the public through residential and healthy settlements, harmonious and safe to be needed the improvement of quality to slum and self 2018-reliance housing through the Ministry of Public Assisted housing stimulant assistance is the government facilitation of stimulant aid for low-income communities for the development/improvement of home quality to low-income communities. The phenomenon in this study is yet to in fact the beneficiaries of stimulant self-help housing, has not appropriately targeted the beneficiaries and lack of supervision of a self-help stimulant aid program. The purpose of this research is to know how the effectiveness of a self-help stimulant assistance Program in District XIII Koto Kampar and to know the inhibitory factor of the effectiveness of these self-housing stimulant aid programs. This research was conducted in the district XIII Koto Kampar using qualitative descriptive methods, collected data collected through observation and interviews. The research was conducted using the theory of effectiveness by Makmur, consisting of timeliness, accuracy of cost calculations, accuracy of measurement, accuracy in determining options, accuracy of thinking, accuracy of doing orders, precision determining the objectives and accuracy of determining the target. The conclusion of this research is, the independent housing stimulant assistance Program in District XIII Koto Kampar is still not effective. It is shown that there are still many people who support self-help on the program. This is because the effort done in the program is not maximal in terms of supervision and authority. Keywords : Effectiveness, Self-reliance Programs

Abstract

This research aims to find out the reason about why Indonesia government has not yet elevate their political pressure (act) to China in the case of Uighur ethnic cleansing in Xinjiang. This is unique for sure pondering that Indonesia quite being active in criticize the Israel colonialism towards Palestine, but nothing for Uighur, or here is means getting stagnancy. Even on the one side, the Israel–Palestine conflict is about colonialism, but it also same towards Uighur case that need the acknowledgment of human rights.  The Uyghur conflict which absolutely can be seen by the news scattered in the international media, said that millions Uyghur have been detained in camps build by the Chinese government in Xinjiang province. Xinjiang itself has been known as the strategic location and rich by its oil, while Uyghur is an ethnic that origins from Proto–Turkey, they dwelled the autonomous region of Xinjiang in the Middle Asia. Uyghur have some similarities in history, culture, and religion with Turkey, also often mentioned having clash with Han as the majority ethnic in China.The Uyghur case has been un–directly summoning Indonesia citizen’s sympathy, notably those in the religious groups who demand the Indonesia government to take the strict pressure towards China. Their demands explained side by side against the other religious groups, include those commonly looks as nationalist in the government level, which further this intended to illustrate the most dominant influence in Indonesia’s foreign policy.This research uses the perspective of behavioralism which is intended to depict the situation of Indonesia’s foreign policy made by a group of decision makers which is further the product of policy itself would be based the thought of those decision makers. This research also uses the theory of adaptive–strategic foreign policy, intended to create a balance either the external or the internal pressure that Indonesia has been facing since this issue was emerged. The other relatable stuff also comes from the usage of the analysis level of group, which this one used to explain the situation and the strategic decision ignited as a product of Indonesia’s foreign policy, made based the consideration of group in the government level. Abstract

Village development is one of the programs that has a big impact on the life of the community in the village, especially in the environmental, economic and social sectors. With the village development program, it is hoped that it can provide support for improving the quality of the environment, improving the economy and social community in the village. However, in reality the development program that has been carried out has not fully been able to have a maximum impact on the lives of the people in Muara Mais Village, both on the environment, economy and society. This study aims to find the impact of village development on community life both on the environment, economy and social of rural communities and to find the inhibiting factors of this development. The theory used in this research is to see the impact of a program or activity (Samudera Wibawa, 1994: 4-5) by using indicators of environmental impact, economic impact and social impact. This type of research is qualitative research with a case study approach. The results of this study found that the impact of the village development program on the environment, economy and social society in Muara Mais Village was good, because there were more positive impacts than negative side effects, although there were still factors inhibiting the development program. that is, limited land for development and human resources that are not responsive to development. Abstract

Tourism is a trend that is growing quite rapidly and is considered a promising industry, because tourism has many benefits for society in terms of economy, culture, environment, science, and others. Historical potential is one of Tanah Datar's great assets in developing its tourism. The fort vandercapellen fort is a relic of the Dutch era, now this fort has changed its function to become a tourism, youth and sports office and is used as a fort vandercapellen traditional market that sells typical MinangKabau food / drinks. Therefore, the Tanah Datar community must work together and work together to promote the authentic Minangkabau flatland as a branding in the Tanah datar district, so that it continues to increase economic growth and the welfare of the community. This study aims to determine the background of the van der capellen creative market as a creative tourism destination in Tanah Datar district and to find out the GenPi tourism communication strategy in developing the van der capellen creative market as a creative tourist destination.   This study used a qualitative research method, the research subjects were 3 people who were selected using purposive technique, the main informants in this study were 2 people from the tourism, youth and sports offices, the GenPi (GenerasiPesona Indonesia) and the manager of promotion and tourism information at tourism promotion section as well as from the community as supporters. Data collection was carried out through interviews, observation and documentation. Data analysis techniques are data reduction, data collection, data presentation, drawing conclusions and evaluation using data validity checking techniques, namely participation extension and triangulation.   The results of this study indicate that to determine the background of the van der capellen market as a creative tourist destination for flatland regencies, to determine the tourism communication strategy in developing the van der capellen creative market is to promote the van der capellen creative market in various media, both print and media. no, building a shop / stall that will be used by merchants to sell is done to improve the standard of living of the surrounding community, create photo spots with the MinangKabau concept in the past, to transact visitors using a special coin of one coin worth Rp. 2,500

Abstract

This research examines the role of Community Empowerment Institutions in improving welfare in Karya Indah village, Tapung sub-district, Kampar district. Community Empowerment Institution (LPM) is one vehicle for community participation formed with the aim of empowering the community in a village which in this case is focused on the economy. The program from (LPM) itself which is related to empowering the community in the economic sector is a waste bank and also sewing. The research method used is descriptive quantitative method, the authors conducted a questionnaire to obtain data on the role of community empowerment institutions (LPM) in improving welfare in the village of indah indah tapung sub-district Kampar district with a sample of 62 people with a sampling technique that is simple random sampling. The results of this study indicate that the Community Empowerment Institution has formed two programs to improve the community's economy, namely garbage banks and sewing, and currently (LPM) Desa Karya Indah has not been able to provide its role to the maximum, which is seen as no increase in the economy or the provision of income for the affected villages. share existing aspects. Keyword : Community Empowerment Institutions, Program, Role

Abstract

Facilitity is a component which can support the course of activities in a tourist destination. This study was conducted at Cipogas Lake Tourist Attraction which is located in the village of Sialang Jaya and Rambah Tengah Barat, District of Rokan Hulu. Cipogas Lake Tourist Attraction is a dam which has large rocks with a river flow from the foot of haorpit hill which is steep and rocky. Cipogas Lake as one of the tourist objects which has quite complete facilities, therefore it is necessary to assess the existing facilities in Cipogas Lake to determine visitior satisfaction and increase tourist visits. The goal of this study is to determine how the visitor’s assessment of the facilities of the Cipogas Lake Tourist Attraction in the District of Rokan Hulu. This study uses a quantitative descriptive method to explain the problems raised. As for the sample, it was 99 people who were taken using accidental sampling method. While the data collection techniques in this study are observation, questionnaires, and documentation using a Likers Scale as a measuring tool. Based on the results of this study, the facilities for the Cipogas Lake Tourist Attraction in the District of Rokan Hulu is in the fairly good category.Keywords : Tourism, Facility, Visitor, Tourist Attraction.
