Abstract

This research describes Russia's interest in the 2018 FIFA World Cup. The World Cup is a sporting event that is highly awaited by many people because football is a popular sport around the world. Many countries are reaping the pros and cons of the 2018 FIFA World Cup held by Russia, especially the ability of Russia to become the host mega sports events.  This research was conducted by using a library research method where data and information were obtained from relevant sources of the problems by this research. The study will be analyzed with the perspective of realism, the theory of Jackson & Sorensen. The concept of national interest was brought by Donald E. Nuechterlein. The results of the research show that Russia has a national interest to be achieved by hosting the 2018 FIFA World Cup.   In terms of economy, The Russian government hopes that Russia will achieve the interests of either profit or revenue from tourist visits during the world cup and make Russia be a tourist destination of the country. In terms of politics, the government wants to increase the prestige of the country successfully. This opportunity was also used by the President of Russia, Vladimir Putin to improve his good image during his tenure in Russia.  Keywords : National Interest, World Cup, FIFA, Russia

Abstract

 This study describes the process and path of Indonesia’s diplomacy towards UNESCO to formalize Pencak Silat as an Intangible Cultural Heritage of Indonesia. The discussion includes a description of the activities carried out by the actors since the process of preparing the dossier, until it was determined by UNESCO. The nomination process is carried out through the Secretariat of Intangible Cultural Heritage and is included in the category of a representative list, because this tradition is still alive and thriving in the lives of Indonesian people.The Constructivism perspective used in this study views that identity and culture are relevant categories in understanding contemporary international relations, as well as being the main factor in understanding the relations and policies at the international level with their dynamic nature. This study uses the theory of Multi-track diplomacy and the concept of Intangible Culture. Descriptive qualitative method is used to examine various government and non-government efforts that collaborate together in the success of the official determination of the tradition of pencak silat by UNESCO. The data was collected through a review of related documents, websites, literature studies, and videos.From 9 to 14 December 2019, the UNESCO Intangible Cultural Heritage Committee held a meeting located in Bogota, Colombia. A total of 24 member countries of the committee discussed about six nominations in the Need of Urgent Safeguarding nominations, 42 Representative List nominations and three Register of Good Safeguarding Practices proposals in the session. In its effort to nominate pencak silat to UNESCO, there are two diplomatic channels used by Indonesia, namely the government route (track one) and the non-government route (track two). The collaboration between the government, the community or local communities is the key to the success of proposing the tradition of pencak silat as a UNESCO Intangible Cultural Heritage. Keywords: Tradition of Pencak Silat, Intangible Culture, Multi Track Diplomacy

Abstract

Clean water is an important element in human daily life. The fulfillment of clean water is one of indicator of the level of quality of life humans in an area. The problem of this research is inability PDAM Dumai City in providing clean water services in Dumai City as a service providers that are given the authority of the Dumai City Government to selve the problem of clean water in Dumai City. One of the efforts to overcome the problem of clean water in Dumai City by means public private partnership.            This study aims to determine the process of implementing public private partnership to overcome the problem of providing clean water in Dumai City, the impact of public private partnership in improving clean water services and factors what are the obstacles to public private partnership (PPP) in providing clean water in Dumai City in 2019. Approach this research that used is a qualitative approach and this type of research is descriptive. The location of this research was carried out at the Tirta Bersemai Regional Drinking Water Company Dumai City, Dumai City Public Works amd Spatial Planning Service, and PT. Dumai Tirta Persada. Data collection techniques were carried out by interview and documentation.            The results of this study in the application of public private partnership in the provision of clean water in Dumai City has been going quite well, it can be seen from service coverage, quality, quantity and continuity of cleawn water enhancement. The construction of clean water supply system in Dumai city has become a consideration for PDAM Dumai City because of ots inability to provide clean water service in Dumai City. And become an inhibiting factor in implementation of public private partnership in the provision of clean water in the City of Dumai is that it takes a long ti,e in terms of abtaining a building permit buildings and from the quality of raw water which is very difficukt to treat. Keywords : Service, Public Private Partnership, PDAM.

Abstract

This research analyzes the role of UNICEF towards Rohingya children in refugee camps in Bangladesh related to violations of children's rights committed by Myanmar. Through this paper, the author describes the background of the conflict between ethnic Rohingya and Myanmar until the crossing to Bangladesh, seeing the number of children who are neglected and in need of help, the international organization UNICEF helps in realizing the rights of ethnic Rohingya children. Some of the roles played by UNICEF to help the Rohingya, especially children, are to show the fulfillment of children's rights such as providing nutrition, health, water, sanitation, child protection and education. This research uses qualitative methods and descriptive analysis. With data collection techniques through literature study sourced from several e-books, e-thesis, journals, reports, websites, and email correspondance. This research uses the perspective of pluralism and the theory of International Organization developed by Clive Archer. The results of this paper indicate what UNICEF (United Nation International Children's Fund) has done to Rohingya ethnic children in refugee camps in Bangladesh. Keywords: UNICEF, Rohingya Ethnic, International Organizations.

Abstract

Fire protection system is a system consisting of completeness equipment and facilities, both installed and built in buildings that are used for active, passive protection systems and management methods in order to protect buildings and the environment against fire hazards (Regulation of the Minister of Public Works Number 26 / PRT/ M/ 2008). Fire protection systems can be grouped into two parts, namely active and passive. An active fire protection system is a complete fire protection system consisting of manual and automatic fire detection systems, water-based fire extinguishing systems such as sprinklers, standpipes and fire hoses, as well as chemical-based fire extinguishing systems such as small fire extinguishers and special extinguishers (Regulation). Minister of Public Works Number 26/PRT/M/2008 Meanwhile, a passive protection system is a means, system or design that is part of the system so that it does not need to be actively driven. This research was conducted at the Pekanbaru City Fire and Rescue Service. The purpose of this study is to describe and analyze the Evaluation of the Fire Protection System Policy at the Pekanbaru City Fire and Rescue Service. The theory used is the theory of Dunn, 1998: 405 in Subarsono Ag, 2006:126. The research method used is descriptive qualitative with interview and documentation data collection techniques, the type of data used is secondary data and primary data. The results of this study are that every building is required to have a fire protection device that is useful to ensure the safety and comfort of building occupants. Keywords: Policy Evaluation, Fire Protection System.

Abstract

Pekanbaru City Regional Regulation Number 9 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets in article 20 paragraph 1 explains that the location of the establishment of shopping centers and supermarkets must refer to the RTRW, RDTRK, including the Pekanbaru City zoning regulations. The purpose of this study is to explain and explore the evaluation of Indomaret and Alfamart supermarket management policies in Pekanbaru City.The theory used in this study is based on 6 policy evaluation indicators from William Dunn, namely effectiveness, efficiency, adequacy, fairness, responsiveness and feasibility. The research method used in this study is a qualitative research method. Data collection techniques through interviews, observations, and documentation studies. The results of this study indicate that the Indomaret and Alfamart supermarket management policies in Pekanbaru City have not achieved the output of the Indomaret and Alfamart supermarket management policies in accordance with their objectives, namely to provide protection, organize and regulate the existence and establishment of people's markets, shopping centers and supermarkets in order to be able to compete globally. healthy, synergistic, mutually reinforcing and mutually beneficial. Keywords: Effectiveness and Efficiency, Adequacy and equity, Responsiveness, Appropriateness

Abstract

This study aims to determine the strengthening of food security towards food independence in Pekanbaru City and to determine the factors that influence in strengthening food security towards food independence in Pekanbaru City. This research is a study that uses a qualitative methodology. This research is descriptive, describing the reality correctly regarding strengthening food security towards food independence in Pekanbaru City. The results of this study are strengthening food security towards food self-sufficiency in Pekanbaru City carried out by optimizing the yard of the house by the Women Farmers Group (WFG), optimizing idle land by the Farmer Group (FG), providing seeds and fertilizer assistance to WFG and FG. Also institutional and community empowerment, monitoring information on basic food prices. Encouraging non-rice local food processing into processed food products while still paying attention to safety and nutritional quality, planting corn with women farmer groups. Keywords : Strengthening, food security, food independence

Abstract

The effectiveness of the program with us, the Rokan health tracking officer at the Rokan IV Koto Health Center, Rokan Hulu Regency is an innovation activity of the Rokan IV Koto Health Center in overcoming the problem of the lack of community visits to check their health regularly at the Puskesmas and the lack of public awareness to behave in a clean and healthy life. This study aims to determine the effectiveness of the program with us Rokan health tracking officers at the Rokan IV Koto Health Center, and to determine the factors that hinder the effectiveness of the program with us Rokan health tracking officers at the Rokan IV Koto Health Center. This study uses a purposive sampling technique with a qualitative research type with a descriptive case study approach and the required data, both primary and secondary data obtained through observation, interviews and documentation, are then analyzed based on the research problem. The results of the study showed that the effectiveness of the program with us, the Rokan health tracking officer at the Rokan IV Koto Health Center, Rokan Hulu Regency was not optimal, this was due to several inhibiting factors such as the lack of facilities and infrastructure, and the low awareness of the community to carry out the program with us the Rokan health tracking officer in Rokan IV Koto Health Center. Keyword: Effectiveness, Program, Puskesmas

Abstract

This study aims to determine the prediction of financial distress as an analysis of the financial performance of PT. Jamkrida Riau Pekanbaru in 2015 to 2020 using the ratio of net working capital to total assets, retained earnings to total assets, earnings before interest and tax to total assets, book value of equity to book value liabilities and z-score. The type of research conducted in the form of secondary data which is data from financial statements. Data collection techniques used are interviews and documentation studies. The data analysis technique used is to calculate the ratios contained in the z-score method. Based on the results of the financial data analysis of PT. Jamkrida Riau that the level of net working capital to total assets from 2015 to 2020 has decreased every year. The level of retained earnings to total assets in 2015 to 2020 has increased and decreased every year. The level of earning before interest and tax to total assets in 2015 to 2020 also increases and decreases every year. The level of book value of equity to book value of liabilities in 2015 to 2020 has decreased every year. The results of the analysis of the z-score calculation in 2015 to 2020 can be categorized that PT. Jamkrida Riau Pekanbaru has a very good financial condition and is far from financial distress. Keywords: Financial Performance, Z-Score and Financial Distress

Abstract

This study aims to determine the level of community participation in the development of Okura Tourism Village and to determine the factors that influence community participation in the development of Okura Tourism Village, high cliffs Okura village, Rumbai East District, Pekanbaru City. The method in this researc is descriptive quantitative. The population in this study amounted to 72 families and the sample obtained using the Slovin formula amounted to 61 respondents. Data collection techniques and questionnaires. The data analysis technique uss Validity test, Reliabiliti test, then uses the interval formula to determine the level of community participation and to determine the factors that influence community participation in the development of Okura Tourism Village. The conclusion is that the level of community participation in the development of tourist villages is high with an average score of 68,64% and the factors that influence community participation in the development of tourist villages are supporting factors, inhibiting factors, and tourism village development.  Keywords: Participation Rate, Community, Tourism Village
