Abstract

This research describes about effort of Indonesia to acquitted Indonesia labours who get death penalty in Saudi Arabia’s (2011-2013). There are some Indonesian labours that have been accused of committing a crime that drags them become a convict of the death penalty by a court of Saudi Arabia’s. There are three kind of the death penalty in Saudi Arabia’s, they are: Qishas, Rajam and Ta’zir. As for the allegations imposed on Indonesian labours that under sentence of death in Saudi Arabia’s are torture, murder, perform of magic and adultery.This research used the theory of diplomacy. As for the kind of diplomacy that used are bilateral diplomacy. Bilateral diplomacy is diplomacy carried out by between two countries. This research used nation-state analysis.This study applies qualitative research method with library. The data sources are from books, journal, and the internet.Finnaly, Indonesian government’s actions in providing protection for Indonesian labours who became convicted of the death penalty in 2011-2013 is considered to be the maximum. As for the efforts that has been made are: do moratorium policy, bilateral diplomacy, forming a special task force, appoint of retainer lawyer and assist in paying (diyat) to the families of victims. Those efforts can help the Indonesian labours who convicted of death penalty and get a lighter punishment like a forgiveness from the victim’s family or pay a fine.Keywords: Bilateral Diplomacy, Death Penalty, Effort, Indonesian Labours

Abstract

A general public service or any form of service, either in the form of public goods and public services are in principle be the responsibility of and implemented by the relevant agencies, in an effort to meet the needs of society as well as in the implementation of the provisions of the legislation. But the services provided by government officials still raises a lot of complaints from the public that result in an adverse impact on government agencies. Types and methods of research used is descriptive research, which can be interpreted as a problem-solving process was investigated by depicting or describing the state of the subject and the object of research at the present time based on the facts that appear or how it is. While the methods used are qualitative research methods to describe the actual situation in detail and by looking at the actual problem and research objectives. The results showed that the presence of some inhibiting factors both from the government and from the public regarding birth certificates. From the government side it can be concluded that there are such constraints on government that takes care of the issuance of birth certificates. So the number of birth certificates in Pematangsiantar was still very low. So is the case of the people in the city itself Pematangsiantar there are several obstacles facing the community include, lack of public understanding about the importance of having a birth certificate, then a low level of education and uncomfortable service provided by the Office of Population and Civil City Pematangsiantar. Abstract

Regent is a very influential person in a district in building a region, it is this that determines the success or failure to develop an area. Performance and how to determine the success of regents leadership in his tenure. The success of the government (the regents) greatly affects to the image that he had, if the regent images is already not good it will affect to the growth and development of a particular area of the district. In his tenure, the Kuansing Regents doing some policies at the beginning of his reign. Kuansing Regents make policy to fired (layoffs) employees salary in the district Kuansing, this policy absolutely makes people feel very aggrieved. People consider that the regent was only concerned with his own interests and his group. This study aims to determine the leadership image of Regents in District Inuman, Kuansing and to determine the factors that affect to Kuansing Regents’s leadership image.This study used a qualitative descriptive method that based on primary data and secondary data source and use data collection techniques of observation, interview and documentation. The informants in this study are 14 people. Analysis technique using Miles and Huberman model of interactive data analysis, where the data obtained was then processed to be reduced, thus resulting presented a general conclusion, and data examination techniques using the extension of participation and triangulation, that used to compared between documentation data and the observation results.The results of this study indicate that the leadership image of Kuansing Regents in Inuman district was formed by stimuli, perception, cognition, attitudes, and by his own leadership style. In addition, the leadership image also formed by impressions, beliefs, and attitudes.Keywords: Imagery, leadership, Regent.

Abstract

The performance Achievement of is a process that requires of resources) Thus is performance the level of achievement of the policy, program, activity by using a number of resources in achieving organizational goals that have been set previously. Performance can also be regarded as a work (output) of a process (conversion) perpetrated by all components of the organization of resources (resources) of data and information, policies and time used is referred to as input (input)The purpose of this research was examining the factors that affect the employee performance at the coffee Shop Hotel Pangeran Pekanbaru. The factors tested in this study were the factor leadership, the factor communication, the factor compensation, and the Factor districThe population in this study were staff coffee shop Hotel Pangeran Pekanbaru , while the samples in this study amounted to 58 respondents. The research data was obtained by questionnaire. Techniques used in this study was purposive sampling . The data used are primary and secondary data. The data were analyzed with Importance Performance Analysis.The results of this study indicate variable leadership affect positive signification of employye performance. The Coffee Shop Hotel Pangeran Pekanbaru has factors that affect the performance of is Leadership with sub variables: Leaders clear in giving orders to employees, clever read the situation and sensitive to employees with feedback. Abstract

Tourism is a composite of activities, services, and industries that deliver a travel experience: transportation, accommodations, eating and drinking establishments, shops, entertainment, activity facilities and other hospitality services available for individuals or groups that are traveling away from home. Hotel is a species of accommodations that use a building or part of its, available: accomodation service, food and beverage service and also another services for public and managed for commercial goal. Food and beverage sales has been one of revenue source. Food and beverage sales can not be separeted of product section or we called “Kitchen”. The material will handle by Purchasing Section. Purchasing will purchase to some Supplier.The purpose of this reseacrch is to give a product procurement overview by Grand Jatra Hotel Pekanbaru Purchasing Section to get quality food product and revenue optimizing of food sales. This reserach will be describe about materials of food product procurement (from request process until delivery process), Purchasing Section’s responsibility and matters. Focus on cycle of procurement, requesting process, pre-purchase activity, delivery process and quality of product. Use some theory by Andrew Hale Feinstein & John M. Stefanelli, John. R Walker, Bartono PH & Ruffino aboout cycle, responsibiility of Purchasing Section and quality of Perishable product. Design by qualitative method, interview, observation and documentations. Give some statement to request informant’s rating and held observation. The indicators that want to present and and analyze by interval size as the type of measurement, while the formula used is the Likert Scale i = .Purchasing Grand Jatra Hotel Pekanbaru responsibility when requesting process rated by “Netral” (3, 38). Pre-purchase activity (2, 46) with “Less Good” category. Responsibilty when delivery process (2, 01) with “Less Good” category. There are matters and constraits in every process. Abstract

This study is based on the sales promotion airlines ticket activity at “ PT. Hamka Giat Tour and Travel Pekanbaru”. In marketing its companyproduct needs to haves media between consumer and company that is through promotion as the communication media between company and consumer. In order the promotion can interest the attention and influence consumer in buying, so the company does promotional mix that implies several variables those are personal selling, sales promotion, and wind of mouth. Aims to spread information, influence or persuade and remind the target market of the company and its products to be willing to accept, purchase, and loyal to the products offered by the company concerned.The sampel is this research is influential consumer about purchasing airlines ticket. In this study the authors used descriptive quantitative analysis techniques, that describe the real situation, particularly on the aspects studied, and the techniquedata collection is with questioner method and interview .The study design by means of descriptive analysis is intended to explain to describe specifically how the implementation of the sales promotion airlines ticket in PT. Hamka Giat Tour and Travel Pekanbaru in order to increase sales through promotion. The research funding indicates that can be seen PT. Abstract

In the recruitment process of Housekeeping department at Grand Jatra Hotel Pekanbaru is prefer to the age and experience without think about the background of education, so the recruitment of the employees have quality in terms of its skill of housekeeping. Because Grand Jatra Hotel Pekanbaru is a 5-star hotel which is employees especially in the housekeeping department must has skill in the make up room, also another skill in Tata Graha, that skill is needed to has profesional and competence housekeeping employees with other hotels in Pekanbaru.The purpose of this research was to analyze recruitment process of Housekeeping department at Grand Jatra Hotel Pekanbaru. The research’s design used is descriptive qualitative method approach, this research to describe the real phenomenon. The indicators that want to present and and analyze by interval size as the type of measurement, while the formula used is the Likert Scale i = . The indicators of houskeeping recruitment at Grand Jatra Hotel Pekanbaru is the basic of recruitment, the recruitment’s sources, recruitment’s method, and recruitment’s constraints.Grand Jatra Hotel Pekanbaru itself has already implemented most of the criteria for indicators that have been specified, based on the respondents results’ recapitulation said "Strongly agree", with the recruitment process conducted by the Human Resources Department and based on the participannts who has responsiblity for the recruitment process. Abstract

The purpose of this study was to determine the quality of food in Mona Plaza HotelPekanbaru and what efforts are being made to determine quality of food at Restaurant MonaPlaza Hotel Pekanbaru.The method used in this research is descriptive quantitative approach, which is a process ofresearch by classifying the data in the form of numbers processed by statistical methods.Essentially quantitative approach to this type of research and realize inferansial conclusion of thestudy at an error probability of rejection is nil. With quantitative research will be acquiredsignificance or significance of group differences in the relationship between the variablesstudied. In general, quantitative research with a study using a large amount. (Sasmita, 2013: 14).This study uses the concept of theoretical concepts by (Bartono PH, EM Ruffino 2005) regardingthe quality of the food this study used a Likert scale in every process of getting information frominformants.This research is getting good response from management prior to the guests about thequality of food at Restaurant Mona Plaza Hotel Pekanbaru. Abstract

Research purpose of this is to know what are the values Indomaret applied by the company and the factors that influence employees Indomaret to comply with the values that have been applied by the company Indomaret. Research using quantitative methods by using data retrieval in Indomaret in the District Handsome. To determine the number of employees in Indomaret in the District Handsome and to know clearly the number of respondents in the field use the method with simple random sampling technique to assign respondents involved in this research. Field data into numbered population sample of 121 employees, it is set at 67,7% of the total population of 82 employees (respondents). To collect data from respondents used direct observation methods, interviews and documentation, to the processing of data in use quantitative methods. This research is to see human beings always have a variety of needs. Respondents who joined as an employee Indomaret generally have middle and upper income, and rarely encountered troubled employees with salary because it has an adequate income. As creatures who are never satisfied, they have a variety of ways to meet their needs with the income they receive commensurate. They affect the revenue against discipline employees in complying with the values that have been applied by the company Indomaret. Employees strongly adhere to the rules applied by the company Indomaret, the values applied by Indomaret always be a benchmark for employees. Honesty employees are very in demand in the company so that all the work Indomaret Indomaret always be honest and are also responsible with specialization work they have lived. Concordance between fellow co-workers are also set in Indomaret values thus enjoined all employees work together always get along well among fellow employees. The relationship between employees and the leadership is very limited because leaders tend to have an authoritarian type of leadership so that all the wishes or commands that have been instructed to be done by employees of this case which resulted in restrictions between employees and leadership.Keywords: pattern, rate, rate of compliance.

Abstract

Advertisement is media that used to convey a message to another people. Advertisement is used in order to promote a product to consumers. Either delivered orally, visually, or a combination of both. The aim of advertisement is to show the customer what product we want to sold. Advertisement itself has a major contribution to the visual impression of an environment. In addition, it has contributions as Pendapatan Asli Daerah (PAD). Thus, in this time, advertisement aims is more often concerned with retribution than the beauty of city, the security of citizen and safety of the environment.The concept theory that used is the theory of implementation of the policy according to Edward III. The indicators in this study, namely communication, resources, disposition, bureaucratic structure. The informant of this study is the Head of Pamon Praja Unit Dumai, Head of Licensing Agency and the Integrated Services Investment town of Dumai, Dumai Head of the Department of Revenue. The complement informants were staff Administrative Civil Pamong Praja Unit Dumai, Owner of advertisement. This research is a qualitative descriptive study using data collection techniques by observation and interviews were obtained from informants study.Based on the research that has been done and based on the data analysis process has been known, it can be showed that controlling advertisement in Dumai running less good or less than optimal. This condition influenced by many things, whether it is a barrier effect of enforcement rules themselves, from the advertisement owner and the citizen in Dumai. Moreover, it is affected by the communication and coordination is among the official parties themselves.Keywords: Implementation, Control, Advertising
