Abstract

Analysis Of Community Satisfaction Index In Receipt Of Administrative Services At The District Tampan Office Pekanbaru. This study aims to determine how the Community Satisfaction Index in receipt of services and what are the factors that influence people's satisfaction Tampan District Office in the city of Pekanbaru. The method used in this study is a quantitative and qualitative research method. Researchers using accidental sampling technique (by chance) To meet the accuracy of indexing, set at a minimum of 150 respondents was selected out of a population of service recipients. Data collection was conducted by means of questionnaires, interviews, and observations. In this study indicators of community satisfaction refers to the Decree of the Minister of State for Administrative Reform Number : Kep/25/M.PAN/2/2004 on Guidelines for Preparation General Public Satisfaction Index Services Unit Government Agencies, and the factors that influence people's satisfaction of the writer grab theory of management service by Ratminto. The results showed that the Customer Satisfaction Index in receipt of services in the city of Pekanbaru categorized District Office has been good with the value 77.6 (Good). While the factors that affect people's satisfaction at Tampan Head Office is the organization's culture, systems services, human resources and service users.Key words: Public service, quality of service, community satisfaction

Abstract

Investmentandpromotion ofan important partineconomic growth in both the local and national scale. Efforts investment activity in the regionis one of support acceleration of economic development. Riau economic growth above the national economic growth of 7.55 percent, it encouraged foreign investment and improving the investment climate in the country in Riau 1304.90 Million US$ in 2013 and Rp 4.8 trillion 2013. In connection with that, investment and promotion agency of the province of Riau has the authority to continue to increase promotion and investment in Riau. This study aims to determine the message communication planning, media planning and communication purposes BPMPD communication strategies in attracting foreign investors.This study uses qualitative research methods with a presentation of the descriptive analysisis to illustrate and describe the state of the subject or the object of research, at the present time based on the facts that appear. This study uses amodel interactive data analysis of Hubermen and Miles, using the technique of checking the validity of the data through the extension of participation and triangulation.The resultsofthis studyshow; first, planning communication message BPMPD of Riau Province is khlayak analysis, create a message with emphasison the basic or messages, organize messages and make callson the style and message. Second, communication media planning BPMPD of Riau Province, selecting media and determine the budget of the media to be used. Third, the purpose of the strategy BPMPD of Riau Province provide information about potential and investment opportunities in the province of Riau to domestic investors and foreign investors through promotional efforts, to foster the implementation of capital investment through data collection, evaluation, and monitoring, as well as increase the facilitation efforts and cooperation with potential investors and stakeholders.Key Words : Communication Strategy, BPMPD Provinsi Riau, Foreign Investors

Abstract

This reseacrh is aimed to figure out how is the role of Riau Province Local Governmenton Siak Watershed Management (known as Daerah Aliran Sungai, DAS). It is focused to thedownstream watershed of Siak River area considering to the most complex problem exists on it.Those problems consist of domestic waste, industry waste, residential issue. The role of localgovernment on DAS management especially for downstream area is based on main duty and thefunction of each related government Departement. On this management there are no specificregulation in DAS management area. Based on this background, the research is aimed toanalyze the role of Local Government in the Province of Riau on DAS management that isfocused on the downstream of DAS.The type of this reseacrh is description, which means the researcher gives a descriptionor illustration about related phenomenon or social symptom which is analyzed by describingindependent variable systematicly and accurately. Data collection method is done by IndepthInterview and documnetation study.The result of analysis shows that the role of local government on DAS management ofdownstream is based on “TUPOKSI (Tugas Pokok dan Fungsi)” of each Departement.Departement of Living Environment (known as Badan Lingkungan Hidup, BLH) has a role onmanaging industry waste, domestic waste, Departement of Public Project (known as DinasPekerja Umum, PU) Riau Province Resicence Division has a role on resident management.While cooperation of each Departement is needed on DAS management.Keywords: Role, Local Government, River Stream District

Abstract

Based on the data that researchers get from mall SKA Pekanbaru, the number ofvisitors who came into SKA Family Card decreased each year. From the year 2010,there were 1167 people joined in SKA Family Card. Then in 2011 decreased up to 972people who joined in SKA Family Card next year, up to 607 people who had gatheredin SKA Family Card. Objective of this study was to determine the strategy message, thestrategy of public and media strategies used in the dissemination of Mal SKAPekanbaru cards for family visitors.This research uses descriptive qualitative, and techniques of data collection areclassified through observation, interviews, and documentation. Informans in this studytotaled 9 people taken based on accidental and purposive sampling. Models ofinteractve data analysis researchers use to decribe research results in technical dataanalysis to verify the validity of data and research using participatory extensiontechniques and triangulation.The result about the communication strategy of mall SKA Pekanbaru aboutstrategy audience is people at Pekanbaru with middle class and above. Media used byMall SKA Pekanbaru is print media like Riau Pos, Tribun Pekanbaru, Pekanbaru Posdan Metro Riau, social media like facebook and twitter, sms broadcast and print mediacampaign like banner and flyer. Contents of the messages used in the publishing SKAfamily Card is informative and persuasive messages. Several contributing factors is thecompany’s commitment in all promotional programs, many visitors who come everydayand many are conducting transactions at the mall SKA Pekanbaru. Factor that do notsupport is the very low level of tenant participation in promotional programs.Keywords : Strategy, Communication, Publication

Abstract

Local election is a form of democracy in the region in choosing the head area that is set in the law number 22 of 2007, and it is an embodiment of people’s sovereignty. Election practice is usually characterized by the appearance of some problems as in the district of Kuantan Singingi was held on 7 April 2011. There were some problems happened in this research such as the lack of coordination among committee, budget, facilities and human resources, socialization election and logistics.The data in this reasearch obtained with qualitative approach of primary and secondary data. The primary data was obtained by means of a literature study in the form of archives, data, documentation, and literature. While the secondary data obtained by field studies in the form of observations and interviews with selected key informants based on elements of the election, supervisor election, participants and the public, with the aim to achieve the informations for this research. This study aims to investigate the performance of the election Commission in preparing, implementing, managing conflict and determining the constraints experienced by the election commission in the implementation of the election in Kuantan Singingi in 2011.The results showed that the election commission in Kuantan Singingi had conducted the implementation optimally in accordance with the rules applicable, but there were obstacles or problems happened that caused confusion in the election process in Kuantan Singingi regency in 2011.Keywords: The Performance, Local Elections, Regional Elections Commission (KPUD)

Abstract

This research was conducted at Muara Takus Village, district of XIII KotoKampar. This research aims to know any conflict actors in the development of thetourism attractions and causes of the conflict. This research entitled “SocialConflict in the Development of Tourism Attractions of Muara Takus Temple atMuara Takus Village District of XIII Koto Kampar, Kampar District”. The mainissue in this research is what are the factors in causing the conflict in thedevelopment of tourism attractions of muara takus temple and any actors involvedin it. Subjects in this research are: Kampar District Government (Department ofTourism, Youth, and Sport of Kampar District), The BPN office of Kampar(National Land Agency), The PLTA office of Koto Panjang, The District office ofXIII Koto Kampar, The Village Head, People who own land in the area of tourismattractions of muara takus temple, Traditional Leaders, and People who receiveland compensation. The sample in this research is in taken by Random Technique,with the number of subject research as 50 people.The method used was a qualitative descriptive method with qualitative dataanalysis. Data filtering instruments used are observation and interviews.Generally, through the result obtained from this research the researcherconclude: the conflicts in the development of tourism attractions of muara takustemple are vertical and horizontal conflict, between local ellites, instancy togovernment agency, the differences in mission development, while the verticalconflict between the community and government. Conflict factors in thedevelopment of tourism attractions of muara takus temple: From the research thatthe problem of social conflict in the development of muara takus temple is due toland compensation issue which is still floating and is caused by unclear landownership.Kata Kunci : Konflik Sosial, Candi Muara Takus, Kecamatan XIII Koto Kampar

Abstract

Self presentation is usually done by people with certain professions who are required to have a positive self-image, including Bujang and Dara Riau. Although derived from the ethnic Malay, Bujang and Dara Riau must be able to perform as Tourism Ambassadors who carry out their duties in open, friendly, responsible, and courteous. In other words, when performing in front stage as Bujang and Dara Riau, both have an identity and self-presentation whose are different when in the back stage just like other social beings. Both stages is known as Dramaturgy. This study aim to learn the life in front stage and back stage of Bujang and Dara Riau 2013 as the Riau province of Indonesia Tourism Ambassador and Riau province of Indonesia Miss Tourism.This study use qualitative research methods with phenomenological approach and data collection techniques that are grouped through participant observation, in-depth interviews, and documentation. This study use Miles and Hubermen’s interactive Data Analysis model, using examination technique of data validation through extension of participation and triangulation.Results of this study shows; front stage’s life of Bujang and Dara Riau 2013 is that always feel pleased and proud in their duties which appeared wearing traditional dress or formal dress which wrapped with a cloth sling, along with smile to guest. Back stage’s life of Bujang and Dara Riau 2013 did not have any demands, they can act with their own style when they with close friends and also doesn' want status and fabric sling change their nature and character. Self Presentation of Bujang and Dara Riau 2013 can be a figure with hospitability and not to show off when being in front stage with self presentation also a demand from tasks and status as Bujang and Dara Riau 2013. Summary of front stage’s life from interviewees with status as Bujang and Dara Riau 2013 is a process of image’s management which done in order to meet the expectations, demands and existence. Back stage’s life of interviewees as "social beings" is an appreciation in showing their true self. Iinterviewees self-presentation as Bujang and Dara Riau 2013 shows that demand is the driving factor for them to manage role and impression.Keywords: Self Presentation, Dramaturgy, Bujang and Dara Riau, Front Stage, Back Stage, Phenomenology.

Abstract

Nusa Lima Hospital is one of hospital in Pekanbaru, which engaged health care services. It is a hospital that built by PT. Perkebunan Nusatara Lima. It has purpose to assist and improve the achievement for corporate’s goals. The others function of this hospital are forhealth care employees and their families, and the other patients too.The purpose of this study is for analyze the relationship between the achievement assessments and employee performance. This study uses quantitative descriptive method with correlationak techniques. In which the data was collected by questioners method for was us respondent. After that, it was done by using spearman analysis for the data that been gottenThe result of this study and hypothesis testing showed hat there is a significant positive relationship between democratic leadershipand employees loyalty working in Nusa Lima hospital Pekanbaru. Through correlation analysis by Spearman Rank know that the assessmen of leadership and working loyalty have coefficient value. It is 0,647, here coefficient interpretation correlation valu to identify the relationship between democratic leadership employee’s loyalty is strong categorized.Key words : Democratic Leadership, Loyalty Working, Hospital.

Abstract

Indonesia is a developing country, characterized by the development of cities in Indonesia in quick time. Agriculture is very important to people's lives in the continued existence of life in achieving a better life, but in meet the needs of all people can not reach it without the help of others. this study aimed to analyze the relationship between patron and palm farmers in the village of Petai baru of Singingi District, Kuantan Singingi with population of 1501 people and as many as 417 families in the village of Petai baru has 3 tatron and each patron have an accomplice as a customer permanent. The relationship between farmer with palm patron can be said as a patron-client relationship. Revenues were slightly farmer can not meet the needs of daily life so that the head of the family must come up with a debt to palm tatron, not only owe patron but owed others also done by farmer in order meet their needs even though most of the farmers oil has a second job sometimes it is also not sufficient for their lives. With the high rate of loan accounts payable will be undertaken by farmers to patron palm, farmers always have ties continued dependence. This makes tauke happy with farmer who always relies on patron, the farmers often owe the greater the benefits received by patron palm crop growers.Keywords: socio-economic relations, patron palm, palm far

Abstract

The purpose of this research is to analyze fishermans'response about funding programm from government and the influencing factors of the funding programm in Desa Tanjung Lumba-lumba Kecamatan Kubu Kabupaten Rokan Hilir. Population o this research is people work as fisherman. There are 30 fishermans in Desa Tanjung Lumba-lumba Kecamatan Kubu Kabupaten Rokan Hilir. 15 of them receive government's funding. All population member become sample. Data is analyzed descriptive quantitatively. Result shows that factors influence respondents who do not receive the fund are: low level education, lack of knowledge, and fishermans' age. There are 12 respondents (40%) do not know about the fund, 18 respondents (60%) know about it. The most dominant factor is lack of knowledge and mostly of them already have a home.Keyword: response, fisherman,government's funding programm.
