Abstract

Abstract: analysis behavior information students tunarungu in fulfilling academic duty. Since 2012 brawijaya university students with disability receive through cooperation named PSLD (The Center Services And With Disability). One college student can receive at brawijaya university is deaf. Students deaf eligible to receive a well informed to meet the needs of information in the fulfillment of duty academic in do on a campus university brawijaya. There are 30 students deaf from year 2012-2015, the evaluation results PSLD deaf students seen of the value of academic have the average get ipk every year >2.75 pounds .This a feat of the limited deaf students who is unable to hear and speak .This research assessed according to its theory model search information from David Ellis for example through stage starting, chaining, browsing, differentating, monitoring, extracting. By the use of research deskripstif with a qualitative approach. This research aims to understand, to analyse and described the behavior of information and the factors that affect a student tunarungu in fulfillment of a duty .From the research , student deaf in the neighborhood brawijaya univeristy undertakes a quest well informed according to a model search information from the theory David Ellis , however differences in factors both supporters and factors that hampers. Sejak tahun 2012 Universitas Brawijaya menerima mahasiswa disabilitas melalui lembaga yang bernama PSLD (Pusat Studi Layanan dan Disabilitas). Salah satu mahasiwa yang diterima di Universitas Brawijaya adalah tunarungu. Mahasiswa tunarungu berhak mendapatkan suatu informasi dengan baik untuk memenuhi kebutuhan informasi dalam pemenuhan tugas akademik yang di lakukan di lingkungan Universitas Brawijaya. Terdapat 30 mahasiswa tunarungu dari tahun 2012-2015, hasil evaluasi PSLD mahasiswa tunarungu dilihat dari nilai akademik mempunyai rata-rata IPK setiap tahun >2,75. Ini suatu prestasi dengan keterbatasan mahasiswa tunarungu yang tidak mampu mendengar dan berbicara. Penelitian ini dikaji berdasarkan teori model pencarian informasi dari David Ellis yaitu melalui tahap starting, chaining, browsing, differentating, monitoring, extracting. Dengan menggunakan penelitiaan deskripstif dengan pendekatan kuaalitatif. Penelitian bertujuan untuk mengetahui, menganalisis dan mendeskripsikan perilaku informasi mahasiswa tunarungu. Serta faktor penghambat serta faktor pendukung  yang mempengaruhi mahasiswa tunarungu dalam pemenuhan tugas akademik. Dari hasil penelitian, mahasiswa tunarungu di lingkungan Univeristas Brawijaya melakukan pencarian informasi dengan baik sesuai dengan model pencarian informasi dari teori David Ellis, akan tetapi terjadi perbedaan di faktor pendukung dan faktor penghambat.   Kata kunci: model Pencarian Informasi, perilaku informasi, tunarungu

Abstract

The plan to establish a traditional market in Tulungagung Regency done with a purpose to maintain the existence of traditional markets as well as to enhance the economy. The finding shows that the focus of the traditional market development in Tulungagung regency is only on the physical aspects, aspects are being ignored, namely the human (seller) resources, zonation, sanitation, and accessibility. Government, non-governmental organizations, and local people were all involved in making the plan. However, in designing the traditional market development plan, the local people were not given enough space to give their aspirations. Some other contributing factors are the policy of prioritizing the development, the reinforcement of budget, and the condition of the locals of Tulungagung regency. Meanwhile, some obstacles are the low quality of the sellers, just focus on infrastructure development, inconsistency of implementation zoning policy between modern and traditional market, and the loss of the rental rights and the high rental prices for new stores.

Abstract

The result of this research is dedicated for see the policies of Sidoarjo Government in improving the participation of the community to manage waste become economically valuable goods and can be reused effectively. However, the policy have not been able to fix the number of the volume of trash in sidoarjo because the barriers follow up the process of the implementation. That barriers is come from internal and eksternal of the government agencies.  Internal barriers is about there’s no strict sanctions for people who littering. Eksternal barriers is about  a lack of awareness of each society about the importance of environmental issues and the high level of urbanization people come to Sidoarjo.

Abstract

Implementation of Million Houses Program Through Housing Finance Liquidity Facility. This study discusses the implementation of Million Houses Programme through the Housing Finance Liquidity Facility (FLPP) in Banyuwangi regency. This program aims to provide affordable housing finance for the society. The target group of the program are low income communities (MBR). This research uses Edward III implementation model to analyze the implementation of the Million Houses Programme in Banyuwangi regency. This research uses qualitative research with descriptive approach. The finding revealed that the implementation of the Million Houses Programme has been implemented properly. Some problems occurs in resources and communication aspects, such as the lack of officer in duty and the scope still around the urban area.

Abstract

Lecturers as professional workers are required to improve their productivity through four aspects, they are: (1) implement leadership and teaching, (2) conduct research, (3) carry out community service and (4) lecturers’ activities support. Empowerment implies that the potential within every lecturer can be used optimally. This research is conducted with 107 lecturers in University of Brawijaya. Data is analyzed through path analysis to prove the correlation between the leadership with the productivity of lecturers mediated by empowering of lecturer. The results of this research is the leadership and empowerment significantly effect the productivity of lecturers. Lecturers’ empowerment proven able to mediate between leadership with lecturers’ productivity.

Abstract

Halal tourism is a new tourism concept applied by the West Lombok Regency to provide products, services and management of tourism that meet the values of Islam/Sharia. However, the development of halal tourism in West Lombok Regency still  not optimal because stakeholders are still not cooperating well, so it takes good planning to analyse and provide an overview (scenario) condition of halal tourism in the future. The method used to compile the scenario planning in this research is a method of T-A-I-D. It produces a scenario planning ranging from best to worst in halal tourism development and its impact on PEST aspects that is Politic, Economic, Social and Technology. This research is expected to provide an overview of the development of halal tourism in West Lombok Regency and minimize the impacts and effects that may arise from the development of halal tourism and to sharpen a strategy.

Abstract

This paper attempts to investigate the community development and sustainable livelihoods of Artisanal and Small-Scale Mining (ASM) community under the Law No.4/2009 on Mineral Mining and Coal in West Bangka Regency. Qualitative method was used as research method with interviews, observations and document analysis were used in data collection stage. This results has confirmed some important facts about community development and sustainable livelihoods of ASM. Firstly, the existing condition of Sustainable Livelihood Capitals of ASM are poverty-driven and weaker long-term economic growth. Secondly , it is divided into three categories why community development of tin miners are not successful until now – social, governance, and economic constraints. To conclude, different levels of government are trying to meet the demands of ASM community’s interest, but a coordinated response has not been formulated.

The research was carried out of the demands of the information society that demands government to provide public services that fit their needs.To cope with the demand, the government adopted the use of information and communication technology called e-Government. PSB Real Time Online is a form of electronic services (e-Services) in the field of education in the city of Malang. This researchusesa qualitativemethod with focuses on the problem :  How is the implementation of e-Service in the PSB program Real Time Online? How the result of the implementation of e-Service program PSB Real Time Online in Good Governance perspective?.Results from the study showed that the implementation of the program PSB Real Time Online is successful in carrying out public services to adopt the application of information and communication technologies and realizing the principles of Good Governance especially transparency, efficiency, and simplicity.Sustained socializationto the communitythrough bothprint and electronic media has done before the implementation so that the implementation of Real Time Online PSB community understands the mechanisms that must be implemented ift hey follow the registration and data collectionat the school so there is no procedural error. Abstract

By the presence of  regional autonomy and  also by the presence of Act No. 32 of 2004 as amended by Act No. 12 of 2008 About local governance, bureaucracy at the expected can provide services as maximum as possible according to the wants and needs of society, no exception  in bureaucratic licensing, especially a building permit ( IMB ). The problem that often arises at the time the building permit process (IMB) is about a process that is reasonably slow, tend to be convoluted and the rise of the practice of the extortion. This indicates that services public that is performed bureaucrats so far not been shown progress toward better quite the contraryThe research method used was qualitative research with a descriptive approach.KPPT performance in improving the quality of service the building Permit (IMB) already can be said to be good, it can be seen from the apparatus competency of service providers (HR), facilities and infrastructure, a mechanism consisting of the procedure of service, time of completion of the service, and the cost of service, accompanied by the attainment of performance targets, objectives, vision and mission of the organization. The quality of service at KPPT Batu city, basically good and already has achieved what quality services. Abstract

Abstract The Research on development efforts of the flowers tourism of the local economy development (case studies in Sidomulyo Village Batu City). The descriptive nature of the research with qualitative approaches. It is meant that benefits of development can be felt directly either from the government or the community through increasing revenue and job creation as well as establishing an independent and creative community. The focus of this research, the first development of Department of tourism efforts of the flowers tourism in the Sidomulyo Village Batu City; second The impact of arising from the development of flowers tourism in Sidomulyo Village towards the development of the local economy in Sidomulyo Village Batu City; third enabling and inhibiting factors in developing flowers tourism in sidomulyo village towards the development of the local economy in Sidomulyo Village Batu City. From the research results above, it can be noted that the role of Government in the development of tourism as a coordinator and facilitator to involve communities directly could be said to be doing well by implementing local economic development. The villagers are given the freedom to innovate in managing and accentuates potency that is known to the wider community as a new tourist destination in the Batu City.   Keyword: Development Efforts, Flowers Tourism, Local Economic Development Abstrak Penelitian yang dibahas adalah mengenai upaya pengembangan obyek wisata bunga dalam pembangunan ekonomi lokal (studi kasus di Desa Sidomulyo Kota Batu). Hal ini bertujuan  agar manfaat pembangunan dapat dirasakan langsung baik dari sisi pemerintah maupun masyarakat yaitu melalui peningkatan pendapatan dan penciptaan lapangan pekerjaan serta membentuk masyarakat yang mandiri dan kreatif. Fokus penelitian ini, pertama upaya Dinas Pariwisata dalam pengembangan obyek wisata bunga di Desa Sidomulyo Kota Batu; kedua,  dampak  pengembangan obyek wisata bunga  dalam pembangunan ekonomi lokal di Desa Sidomulyo Kota Batu; ketiga, faktor pendukung dan penghambat dalam mengembangkan obyek wisata bunga terhadap pembangunan ekonomi lokal di Desa Sidomulyo Kota Batu. Dari hasil penelitian di atas, dapat diketahui bahwa peran pemerintah dalam pengembangan obyek wisata sebagai koordinator dan fasilitator dengan melibatkan masyarakat langsung dapat dikatakan berjalan dengan baik dengan menerapkan pembangunan ekonomi lokal. Masyarakat desa diberikan kebebasan untuk berinovasi dalam mengelola dan menonjolkan potensi yang dimiliki agar dikenal masyarakat luas sebagai daerah tujuan wisata yang baru di Kota Batu.   Kata Kunci: Upaya Pengembangan, Obyek Wisata Bunga, Pembangunan Ekonomi Lokal
