Abstract

This study aims to describe the implementation of digital-based public services through the PANAH SRIKANDI program at the Department of Population and Civil Registration of Bojonegoro Regency, identify and analyze the supporting and inhibiting factors in the program’s implementation, and evaluate the effectiveness and efficiency of PANAH SRIKANDI in improving the accessibility and quality of civil administration services at the village level. Employing a descriptive qualitative case study approach, the research focuses on five key pillars of e-Government by Indrajit (2006): e-Vision, Governance, Strategies and Policies, Resource Commitment, and Service Effectiveness and Efficiency. Data were gathered through interviews with 23 key and supporting informants, passive participatory observation, and document analysis. The results reveal that PANAH SRIKANDI successfully facilitates digital transformation in population administration services at the village level. Political support, skilled human resources, and strategic partnerships emerged as key enablers, while infrastructure and digital literacy barriers are addressed through continuous training and cross-sector collaboration. This study highlights that digital public service implementation at the local level requires adaptive strategies and strong, sustained commitment from all stakeholders involved.

Abstract

The Role of Environmental Awareness in Shaping Public Acceptance of the TPS 3R Waste Management System: A TPB-Based Approach. This study aims to examine the influence of environmental awareness on public acceptance of the TPS 3R community-based waste management system. The research employed a quantitative approach using a survey method with a structured self-administered questionnaire distributed to 120 respondents from Trawas Village, Mojokerto. The findings indicate that environmental awareness significantly influences individuals' attitudes, subjective norms, and perceived behavioral control regarding waste management. These three psychological constructs are positively associated with the intention to support and engage in TPS 3R initiatives. Specifically, attitude and subjective norm were found to significantly predict public acceptance of TPS 3R policies, while perceived behavioral control did not show a significant direct effect. This suggests that structural and resource-related barriers may hinder individuals' ability to act on their intentions. The study confirms the applicability of the Theory of Planned Behavior (TPB) in explaining public behavior in waste management and emphasizes the importance of increasing environmental awareness to foster stronger community engagement.

Abstract

Transformation of Regional Tax Revenue Management Through Smart Tax Governance (Study on Regional Revenue Board Batu City)”). This study aims to analyze the transformation of regional tax management through Smart Tax Governance in Batu City. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, Focus Group Discussions (FGDs), and documentation. The results show that the transformation of regional tax management based on e-governance theory includes efficiency, transparency, interactivity, decision support, and accountability. The impact of implementation includes increased process efficiency, data accuracy and transparency, increased tax revenue, and user satisfaction with an IKM value of 83. Supporting factors include human resources, technology availability, and leadership. Inhibiting factors are limited infrastructure, resistance to change, and lack of digital literacy. Coping strategies include improving infrastructure, adaptability, socialization, human resource capacity development, and continuous innovation

Abstract

Management in the Control and Supervision of Prescription Drug Distribution: A Case Study at the Food and Drug Supervisory Agency (BPOM) Surabaya. This study aims to analyze the implementation of public management in the control and supervision of prescription drug distribution at the Surabaya Regional Office of the Food and Drug Supervisory Agency (BBPOM). The research background is based on the high circulation of illegal prescription drugs, especially those sold online without official distribution permits. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and document analysis. Data analysis is conducted using a historical-comparative method. The findings indicate that BPOM Surabaya has implemented various control and supervision strategies, such as the use of information technology, public education campaigns, and strict enforcement of regulations. Supporting factors include national regulatory support, inter-agency synergy, and the commitment of supervisory personnel. However, challenges remain, including limited human resources, rapid technological advancements exploited by illegal actors, and low public awareness. These findings underscore the importance of strengthening collaborative and adaptive public management in the supervision of prescription drug distribution to protect public health on a broader scale.

Abstract

Implementation of the Regulation of the Special Capital Region of Jakarta Number 2 of 2020 concerning the Implementation of Integrated Entrepreneurship Development. The policy aims to empower micro, small, and medium enterprises (MSMEs) through structured support in the form of training, mentoring, legality facilitation, marketing, financial reporting, and access to financing. Using a qualitative case study method, this journal analyzes the policy content, implementation context, and its impact on MSME development. The findings indicate that the policy implementation has demonstrated success, although challenges remain, such as unequal access to benefits, limited mentoring, and centralized decision-making. Nevertheless, this policy has contributed to improving participants’ skills, legal awareness, and market access.
