Abstract

The successful adoption of ICT by local governments still requires evaluation because of several issues related to the use and utilization of the SIKD. The variety of SIKD applications, limited server, and network capacity, limited human resource personnel, and lack of technical guidance because regulatory changes put pressure on user satisfaction and performance. Academic evaluation of SIKD adoption from the user's perspective is needed to explore advanced concepts of e-government development. The research model was analyzed with the Partial Least Square (SEM-PLS) approach. The results showed the perceived usefulness, perceived ease of use, subjective norms, and facilitating conditions influenced user satisfaction and subsequently, user satisfaction affected user performance. The conceptual framework tested in this study was able to show that under conditions of ICT mandatory use by organizations, behavioral beliefs influence user satisfaction and have an important impact on user performance.

Abstract

This study aims to analyze the forms of communication carried out and the media used by the North Aceh District Disaster Management Agency in improving community alertness. This research uses descriptive research type, and qualitative research approaches.  Research data obtained through interviews, observations, and documentation studies. Research informants, namely the Local Government, the Head of the North Aceh District Disaster Management Agency, the District Head of Langkahan, the Head of North Aceh SAR, the Head of RRI Lhokseumawe. The results showed that the communication carried out by the North Aceh District Disaster Management Agency was interpersonal communication and mass communication through socialization and simulation about disasters. While the communication media used, namely the mass media both print media and radio media to inform disaster management policies. It also used traditional media as local wisdom namely kentongan. Kentongan media are considered effective when communication tools that use technology do not function.

Abstract

 This study aims to analyze the role and credibility of preachers as communicators in conveying the message of da'wah to the converted community in the Karomba Mountain Area Pinrang Regency. This research uses qualitative methods to understand and analyze the role and credibility of preachers in conveying the message of da'wah. data collection techniques are carried out with in-depth interviews, direct observations, and documentation. Data analysis techniques in this research are data reduction, data presentation, and conclusion drawing. The results of this study found that the role of preachers in conveying the message of da'wah to the converts, namely preachers as mentors or coaches. preacher as an extension of Islam and preacher as the problem solver. While the credibility of preachers as communicators in conveying the message of da'wah can be seen from communication skills, knowledge related to the values of Islamic religious teachings, attitudes, and socio-cultural systems.

Abstract

Madura is one of the islands located in the Province of East Java, Indonesia, which has a lot of tourism potency but there has been no system to accommodate this. As a result, the tourists have difficulty of getting the official information about tourism objectives within Madura. Therefore, in this study was conducted with the aim of creating a decision support system for tourism object selection in Madura so that the prospective tourists find it easier to choose tourism attractions that that suits their desires. In connection with these objectives, this study applies the Fuzzy Tahani logic method as the decision support model. It is used because its main equipment is a functional hierarchy that its main input is predetermined criteria.  The results of this study are expected to facilitate prospective tourists in making decisions in choosing attractions in Madura. By using the visitor criterias, the distance from the city center, and the reviews of the tourists on the attractions, the decision support system is able to provide recommendations for tourist attractions to be selected. The result of the functionality test showed determined that the system can 100% run.

Abstract

The government needs knowledge management to improve efficiency and effectiveness in the decision-making process. Knowledge management is one of the supporters in Bureaucratic Reform, which aims to encourage the realization of an effective and efficient organization, to make it happen, government agencies must be prepared to utilize the wealth of knowledge they have, by looking at knowledge management maturity level in government. Based on the research results, the maturity level for all LPNK is 133, which is at level 3 or Introduction, with knowledge management strategies: Formalizing knowledge management through regulations; Establish systems for identifying, creating, storing, sharing, applying and inventorying knowledge; Develop a system of providing incentives for employees; Develop measurement methods and indicators to assess the impact of knowledge contributions and initiatives; Form a cross-functional team to assist each work unit in solving problems encountered; Creating a recovery system to ensure operational activities continue despite critical situations, and Creating a systematic induction process for new employees.

Abstract

Communication is an important aspect for Indonesian Migrant Workers' survival (PMI) in Hong Kong during the Covid-19 pandemic. In a crisis and uncertain situation, PMI from Bantul in Hong Kong communicate using the WhatsApp group "Bantul in Hong Kong" to stay connected with their partners. For this reason, this research aims to describe the motives of using the WhatsApp group "Bantul in Hong Kong" by PMI during the Covid-19 pandemic. This research employed qualitative case study approach. The Data was collected using in-depth interviews towards the WhatsApp group members which was selected by snowball sampling. The results showed that the motives of using WhatsApp group "Bantul in Hong Kong" were: social interaction, information seeking, entertainment, relaxation and comfort, sharing information, monitoring the other, and growing of communication empathy. In addition, the use of this platform also has negative effects such a communication irritation to group members.

Abstract

The pandemic of the Covid-19 Virus was used by hoax producers as momentum to spread false information. It has also happened in Bali Province. All parties must cooperate to stop the spread of hoaxes and additional media were needed to verify the correctness of the information and convey facts to the public. This research examined the category of hoaxes related to Covid-19 and the use of the “Bali Carify” social media account as a medium for publishing fact-checking results as well as educating the public about the 7 categories of hoaxes. This research used two data sources: reports were released by Bali Province Office of Communication, Information, and Statistic (Diskominfos) and social media monitoring results. Data collection techniques use secondary data in the form of journals, books, and mass media that were relevant to the problems in the study. The object of this research was hoaxes related to Covid-19. This research applied the theory of classification hoaxes into seven categories and theory to verify the correctness of the information. Data analysis was performed inductively.  The data period was limited to only from January to June 2020 (six months). From 14 samples of hoax data that content was related to the Covid-19 phenomenon in Bali, one data was taken that can represent the hoax in the specified category. The results found that there were six categories of hoaxes circulating in Bali, namely parody, misleading content, fake content, fake content, false context, and manipulated content.

Abstract

The cultivation of vaname shrimp is a leading commodity because of several advantages. Some shrimp farmers still practice traditional cultivation which is less effective and efficient in terms of labor and costs. This research was conducted as a solution based on current technology to overcome this problem. The goal is as an alternative to combine microcontroller technology and the IoT so that real-time and objective information is produced when monitoring water circulation in the prototype of vannamei shrimp culture is carried out. The design method of water circulation monitoring hardware and software is adjusted to the needs of the input devices for the three sensors (temperature, pH, and salinity). Microcontroller data processing is sent via synchronization between the wireless sensor network and the web. The results obtained show that the speed of data transmission is in accordance with real-time conditions and is not significantly affected by distance problems, because IoT has brought distant ones closer. Monitoring information also shows the circulation process when the water quality changes from normal conditions. This monitoring can be developed on a broader scale so that it can be an alternative technology with direct benefits for vannamei shrimp farmers.

Abstract

To preserve traditional Kolintang musical instruments, originating from Minahasa (North Sulawesi, Indonesia), Aplikasi Musik Kolintang was developed and can be run on web browsers and Android-based smartphones with several controllers to attract users’ attention. This study aims to explore the acceptability and utilization of this application, especially the use of a webcam as a sensor for motion detections, and identify the modifications to make for better user experiences. Technology Acceptance Model (TAM) was adopted to determine user acceptance and behavioral intentions toward the application. The TAM variables used in this study were perceived usefulness, perceived ease of use, attitude towards usage, and behavioral intentions. External variables were also included, namely application design, application design, and expectancy. An online questionnaires-based survey was conducted to collect data from 177 people randomly selected at Universitas Katolik De La Salle Manado. The results suggested that all variables in the proposed framework either directly or indirectly have effects on the overall behavioral intention to use the application as they have statistically significant positive correlations. The respondent propensity to embrace and use the application was high leading to an increase in positive attitude toward usage, which consequently influenced the behavioral intention to use. Several modifications were indeed required to improve the quality of the application and enrich the user experience.

Abstract

This research objective is to describe the process and model of harmonious communication among religious adherents and the supporting and inhibiting factors for the occurrence of harmonious communication in Sorong, West Papua. This research uses a qualitative approach with descriptive research to understand the process and model of communication between religious adherents. The research subject of interfaith leaders in Sorong amounted to 7 informant. The data collection method was done by interview and documentation techniques.  Furthermore, the research result is a description of the process of harmonious communication among religious adherents carried out through the stages of structuring harmony and productivity. While, the stages of structuring harmony are carried out through the process of instilling mutual understanding, tolerance, and mutual respect among the adherents of the religion. The steps have resulted in productivity, namely; the realization of harmony among religious communities, and rised to a harmonious communication model that was built based on peace, tolerance, and cooperation. Supporting factors for harmonious communication are the role of the "Forum on Religious Harmony" (FKUB) and the role of religion and culture.  The factor of inhibiting is the existence of socio-economic inequality and ineffective communication between local leaders and communities and national leaders.
