Abstract

This study aims to explore the crisis communication strategy of West Java Provincial Government on handling Covid-19 through the @pikobar_jabar Instagram account. According to SCCT, there are two functions of crisis communication, namely to ensure public safety and manage the reputation of the organization. This research was conducted using a qualitative content analysis method, where the researcher examined the content of Instagram @pikobar_jabar in the period of March-April 2020. The results showed that The West Java Regional Government used the Instagram account @pikobar_jabar to disseminate instructions on handling Covid-19 and at the same time publish their performance in overcoming the crisis. However, there are more posts contained instruction than performance publication. Hence, the West Java Regional Government prioritize public’s safety, rather than managing the image of their institution. In addition, researchers also found that in providing instructive messages, @pikobar_jabar used a persuasive strategy, which combines logical, emotional, and emotional aspects to create behavior changes.

Abstract

Digital literacy as an ability to understand and use information from various digital sources is not only related to reading characters, but also the process of thinking and evaluating information found in digital sources. There are various issues related to this, such as hoaxes, privacy violations, cyberbullying, violent content, and pornography. This study aims to determine the digital literacy index of adolescents in Indonesia. In this study, the population taken is part of the new millennial generation, namely young people of high school age in four cities in Indonesia, namely Bandung, Surabaya, Pontianak, and Denpasar, with a sample size of 500 people each. With a quantitative approach and survey research methods, the results show that the digital literacy level of adolescents in the four cities is at an advanced level. The dimension of the ability to find and select information is the dimension with the highest value in each of these cities. The dimension of creativity, namely the ability of youth to produce and share creative content in digital media, is the dimension with the lowest value, but is still at an advanced level. With these results, it can be seen that teenagers in four cities can use technology and digital media quite well to communicate, be creative, and find and choose the right information.

Digital era forced public relations to manage the images in new ways. As a result, they could not rely only on the management of mass media. The impulse of media convergence influences a shift in political communication. Ganjar Pranowo became one of the governors who manage their image with all the changes from this era of convergence. Even though Ganjar is the head of government, his image is not only managed by government public relations. Bagian Humas Provinsi Jawa Tengah is one of the section which takes the smallest part in managing the image of Ganjar Prabowo. There are two other teams formed at the initiation of Ganjar to manage its image. A qualitative research with case study method will conducted in this research. The aim of this research is to describe the image management of Ganjar Pranowo in the digital era.  The results show clearly that government public relations is still unable to work alone. But if you look at the collaboration performance of the three teams, this image manager is at the ideal level. In addition, the role of data is the main key in its management.

Abstract

The Awareness for managing information technology (IT) as the responsibility of various parties has emerged, supported by improving in the quality of the Electronic Based Government System (SPBE), made IT cannot be considered as support only, but its strategic function is going started to be reviewed. This aims to realize the availability of data that is accurate, up-to-date, integrated, accountable, and easily accessible and shared by the public. Geospatial data and information (IG) are strategic because they are included in the implementation of the Presidential Decree One Data Indonesia together with statistical and financial data. GI that is generated and reprocessed from service systems and equipment sensors, requires operational management support, performance, and ease of addition, as well as interoperability with other systems. It is necessary to measure user satisfaction with GI services, namely in nine mapping applications, using the Application Performance Index (APDEX) Score using JMeter, identifying user behavior with Google Analytics, and recommending application performance improvements from the GT Metrix test results. From the results, the total number of application users is quite high. The APDEX score results show a range of 0.516 to 0.945, so improvements are needed for scripts, server utilization (CPU, memory, and storage), and available bandwidth. Furthermore, it is necessary to use a CDN or proxy to cache js, CSS scripts, and base maps (images), as well as optimize according to the recommendations of GT Metrix.

The results of the pairwise comparison matrix calculation show that the weights obtained are acceptable and consistent. This application generates alternative customer data from the highest preference value (feasible to get a loan) to the lowest (not feasible).
