Abstract

The aim of this study is to identify and to analyze the implementation of The Internal Quality Assurance System Policy (SPMI), the advantage factors and the obstacles of the systems and to identify the model of implementation which is appropriate for the Health Education Institutions in The Province of DIY. This study used qualitative approach with qualitative descriptive format. This study finds some results. They are; (1) The implementation of The Internal Quality Assurance System Policy (SPMI) in Health Education Institutions in The Province of DIY are vary. However, most institutions have been implementing the system which is in accordance with the regulation, although there are some shortcomings of completeness of the data. (2) Commitment and good communication between institutions are the advantages while the poor in the implementation of good quality culture, high load of work, and the incompleteness of documents of quality are the obstacles. (3) The appropriate system implementation for the Health Education Institutions in The Province of DIY is the one which is integrated with Controlling Integrated Education System (CIES).

Abstract

The study aims to answer the question of how: (1) political configuration that puts Indonesia in 1971-1997 Golkar as a single force (2) political configuration in 1998 that caused the New Order government fell, and (3) the political configuration in 1999-2009 resulting Golkar political disorientation.The results: (1) the political configuration of Indonesia in 1971-1997 accidentally put Golkar as a single force on the grounds that the government can carry out the construction with smooth and stable. Sekber-military form with the government, Golkar then follow the 1971 general election and won an absolute acquire 62.82% of the vote. Thanks to that victory, Golkar and the military dominated parliament. Various attempts were made by the government in order to Golkar remains a singular force that harm the PPP and PDI, the result, until the 1997 election Golkar always wins absolute; (2) As a result of the New Order regime always manipulate the order absolute win Golkar, the public is not satisfied, the scent of corruption in the preparation of Development Cabinet VII concurrent multi-dimensional crisis of 1997 to encourage people demanded a change in many lives. The insistence of the President submit his cause to BJ Habibie to date. May 21, 1998. Since then New Order, (3) After the fall of the New Order, Golkar as also fell. With the remnants of the existing resources can Golkar following the 1999 elections, the results dropped dramatically compared to the 1997 election due to: (1) Chairman of the Board of Trustees of the New Order era Golkar political structure intact bequeath to future generations, (2) the Golkar elite divisions; (3) the loss of support of the military and civil servants, (4) a more competitive electoral policies, (5) the division of voters into 47 political parties, (6) the emergence of a new reformist parties. The success of the Golkar Party in the 2004 elections resulting from the internal side: (1) the Golkar Party fought a modern and independent party, (2) political machine that has formed revived; (3) more democratic, (4) the persistence of traditional voters, and (5 ) personal factors Akbar. Of external factors as: (1) some people miss the New Order government and re-select the Golkar Party, (2) Some supporters of the PDI-P in the 1999 elections Golkar.Faktor Party switched its support to the cause of decreased Golkar election ballot back in 2009 from an internal include: (1) culture convention in the selection of candidates for President are not followed, the image of Golkar party as the party of democratic aspirations in a leadership cadre that has been built to fade back, (2) is controlled by Golkar non reformist leadership, encouraging party elite oligarchic; (3) efforts build the party into a modern party that has been initiated prior periods become dormant due to the busy Chairman stints as Vice President. On the external side: (1) magnetic figure Susilo Bambang Yodoyono lead Golkar voters switched its support to the Democrats in the 2009 election, and (2) The release of some of the Golkar Party elite.Keywords: State, Golkar, Political Configuration.

Abstract

Implementation of Otoda, demands increased competence and motivation of government officials, whether from central government employees or the smallest local government officials (kelurahan). Changes to these human resources, ultimately expected to affect the performance of officials, as well as consumer satisfaction so that the good name (corporate image) of governance in this case the local government also increased. If it goes according to expectations, will create consumer satisfaction (people who enjoy public service (government). Problem Formulation: Is there a significant influence between employee competence and motivation on Service quality, customer satisfaction and organization image in Health Training Center of South Kalimantan Province. This type of research is explanatory research, ie this study will be examined the relationship or causal influence between variables through testing the hypothesis set previously. According to Neuman (1999: 22) Explanatory Research departs from the state of a phenomenon known and described, but it is necessary to do more in-depth study. Why the phenomenon occurs and how the phenomenon occurs. The study population is employees in the scope of the Health Service that utilizes the Training of Bapelkes of South Kalimantan province during 2010 until 2014.

Abstract

ABSTRACTOne example of the administration of education which involves the role and function of the School Committee can be observed in the city of Banjarmasin. Banjarmasin City Education Office seeks to change so that each school has facilities and infrastructure that can support teaching and learning activities outside of school through the School Committee. Good facilities and infrastructure facilities can support teaching and learning activities outside of school so that it is expected that each student can gain additional skills and knowledge from teaching and learning processes outside of school. Through community school committees can carry out various roles in the implementation and quality control of education services through the role of individuals, groups, families, professional organizations, employers, and social organizations. The study of strategies for developing community participation in education funding at State Vocational Schools in Banjarmasin as a result of the implementation of Permendikbud Nomor 75 Tahun 2016 and analyzing what factors make the implementation of Permendikbud Nomor 75 Tahun 2016 difficult to implement uses qualitative methods based on George C Edward's theory III produced findings that funding in schools that were previously with a collection system with the amount of payment that has been determined and agreed based on the school committee meeting, then with the implementation of the Permendikbud, it could no longer be done because the community meant that the contribution was voluntary, may contribute and may not. Based on these problems, the school is trying to find new breakthroughs to increase community participation in education funding to support funding in schools by developing Production Units (UP) and the community is expected to be directly involved in utilizing products produced by vocational students so that the problem of lack of funding at school can be overcome.

Abstract

Leadership is very role in society life, organization or government A leader as a movement motor or the main success of organization’s goals, moreoter in state and government life. A leader is an initiator, motivator, stimulator. dynamist and innoator in his or her organization. A good leader should reflect of good image and based on the commitment principles, credibility, integrity. consistent, not arrogant, sincere and consequent.The research design used survey method. The population consist of officers and lecturers at IPDN Subdistrict of Jatinangor Sumedang Regency. Sum of officers and lecturers samples were 62 people which consist of group IVwas as many as 8 people, group III was as many as 36 people and group II was as many as l8 people.The research  result showed that :1.    The leadership aspect showed good category, a leader always work on time and dong job with full of responsibility2.    Working motivation aspect showed excellent. The result of respondents showed that the working spirit for public servants is very high. This case stimulates by the giving of wage, provisions, pension insurance, get higher positition, etc.3.    The peroformace aspect showed excellent. In doing the job by good planning, clear working division, opened, using the cost in appropriate time, also regular controlling.Key words : that the leadership and working motivation positive influence to the public servants. Abstract

Providing education and training of civil servants is always based on a system which is a series of 3 (three) stages, namely 1) determination of educational and training needs;2) the education and training; and3) evaluation of post education and training.The ineffectiveness of the implementation of policy determination of the needs of education and technical training as well as functional is affected by 4 (four) factors: a lack of effective communication, inadequate resources, disposition or necessary tendency of the parties concerned still needs to be improved and the bureaucratic structure of Board of Education and Training East Java Province who have not specified the task of identifying the needs of education and training into staff duties.Based on the results of the study as stated, so that the implementation of policy determination of the needs of education and technical training as well as functional can achieve maximum results compared with the current, then the determination of need for education and training would need to be addressed more effectively based on needs analysis and any organization providing education and technical and functional training should be based on educational needs and appropriate training. Model analysis of the corresponding need at the moment is T-NAT that can be tested and adapted to conditions of Board of Education and Training of East Java province at this time.

Abstract

The Implementation for application of information technology in higher education is one form of change in the process of academic administration services to students so that the student registration process is more effective and efficient. In relation to the use of information technology for the management of student administrative academic documents, IKIP PGRI Bojonegoro has made changes to the academic administration system from a manual document management system to an online-based student administration management system, namely management of information technology-based document administration through the internet. This study focuses on the problem of how the effectiveness of online academic administration services of IKIP PGRI Bojonegoro students and what factors influence the effectiveness of online academic administration services of IKIP PGRI Bojonegoro students with descriptive qualitative research methods, and theory used is e-government and information systems. The findings of this study obtained that the online academic administration services of IKIP PGRI Bojonegoro students are actually very good for meeting the academic needs of students. Students also understand the ways or steps to access the online academic administration portal.

Abstract

The uniqueness of this research is the efforts of the Kendari City Government to realize public trust and information disclosure based on the principles of good governance. the purpose of this study is to describe the use of the Kendari City Government website as a means of providing public information. The research method is by observation and interviews with users of the Kendari city website.the results showed that the kendari city website is an online public information forum related to transparency, the government's official agenda, data banks, and news covering the performance of the Kendari City Government's performance. In addition, the commitment of the Mayor of Kendari's commitment to support the availability of online services to realize good governance and accountability. limitations in the use of online services are the lack of experts or human resources in the IT field who are placed to manage the website, have not maximized the performance of PPID in formulating and stating information that causes information flow to the website and the absence of legal instruments both in the text and context regulate the existence of the Kendari City Government website.

Abstract

Penyerapan anggaran merupakan salah satu indikator yang dapat menunjukkan berhasilnya program atau kebijakan yang dilakukan pemerintah. Rasio realisasi terhadap anggaran mencerminkan terserapnya anggaran dalam melakukan berbagai program yang telah ditetapkan. Dengan pertimbangan ini maka kemampuan menyerap anggaran oleh pemerintah daerah dapat menjadi indikator kinerja pemerintah kota/kabupaten. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan penyerapan angggaran  di Kabupaten Tuban pada triwulan III tahun 2015. Penelitian ini menggunakan metode deskriptif kualitatif dan data yang dianalisis terdiri dari data primer dan data sekunder. Data primer diperoleh dengan bentuk wawancara dan kuesioner terhadap pihak-pihak yang berhubungan langsung dengan proses penyerapan anggaran belanja seperti , Pejabat Pembuat Komitmen, Pejabat pelaksana teknis Kegiatan, Panitia Pengadaan Barang dan Jasa dan Bendahara Pengeluaran. Data sekunder diperoleh dari Laporan realisasi pelaksanaan kegiatan pembangunan di kabupaten Tuban triwulan III tahun 2015. Hasil penelitian menunjukkan bahwa penyebab dominan rendahnya penyerapan anggaran pada SKPD kabupaten Tuban triwulan III tahun 2015 adalah faktor Sumber Daya Manusia dengan presentasi sebesar 54,64%. sedangkan faktor utama dalam Sumber Daya Manusia yang menyebabkan rendahnya penyerapan anggaran pada triwulan III tahun 2015 adalah Jumlah SDM yang memiliki sertifikat terbatas sebesar 62,5%,, PPK/PPTK melakukan rangkap tugas dalam kegiatan pengadaan barang jasa sebesar 61,8% dan  kurangnya perlindungan hukum bagi pelaku pengadaan sebesar 61,4%.Kata Kunci : Penyerapan Anggaran Belanja, Sumber Daya Manusia

Abstract

Interregional cooperation is an important consequence of the implementation of decentralization and regional autonomy policy in Indonesia. Cooperation is the government’s effort to overcome the limitedness and to optimize their potentials in order to implement regional development efficiently and effectively to realize society welfare. The cooperation effort is done by six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri) around Mount Wilis - East Java to be able to mutually strengthen the process of development. The study aimed to review the implementation of regional development cooperation of the regions around Mount Wilis from the perspective of applicable statutory regulations. The result of review was used to find the opportunities and challenges in the implementation of interregional cooperation of the regions around Mount Wilis. The study used content analysis with descriptive qualitative approach to elaborate how the context of interregional cooperation according to statutory regulations was articulated in the cooperation performed. From the result of review, were found some opportunities and challenges in the implementation of interregional cooperation of the regions around Mount Wilis. The commitment of the regional governments of the six regencies, the Government of East Java, and the Central Government was an opportunity for cooperation. While the challenges faced were the implementation of institutional context and cooperation funding. The opportunity and challenge findings are expected to be a material for evaluation of implementation of interregional cooperation of the regions around Mount Wilis for future improvement of cooperation
