Abstract

The procurement of goods and services is the one of important factors for supporting the establishment of government’s rod and development, which is written in the Rule of President Number 54 Year 2010. The procurement of government’s goods and services cannot been separated from the struggle of the government to achieve their vision and mission. This struggle is implemented by doing this action according to the Rule of President Number 54 Year 2010. The procurement of government’s good and services are easily influenced by corruption, colution, and nepotism that commonly found in birocracy. Those actions will give bad effects to the government’s finance, because only few people consumes the money, but the others do not. Consummating of rules, training of understanding for the whole commitee of the procurement of government’s goods and services, and fixing the process of government’s good and services procurement which can be applied to reduce the leak of budget may be an important aspect to reform government’s finance in these years. One of the strategies to reduce corruption, collusion, and nepotism, the government shall choose the staff according to President Rules Number 54 Year 2010, in order to make this condition better. Which are the strategies: 1. The recruitment of the staffs still influenced by the structural position, so the procurement of government’s goods and services can be held without any corruption, transparently, and independently. 2. Mechanism of Direct Procurement as a new method of mechanism according to President Rule Number 54  Year 2010, which is the reform of President Decrit Number 80 Year 2003, is still needed to understand and implement. According to those problems, the writer will have some research to find out the conformity of the real procurement of goods and services in BPK-RI East Java province and the President Rule Number 54 Year 2010. Abstract

The existence of the PDAM is one of the things that must be observed because it is one of the Regional Owned Enterprises that provides public services. The urgency of regional business entities in the form of PDAMs becomes increasingly important, considering that as a business entity, the PDAM does not only function to provide services to the community in the form of clean water. But it is also required to be able to contribute economically to the region, so that the area is able to be independent as the essence of autonomy given to the area. This study was designed using a qualitative and quantitative approach. A qualitative approach was developed in order to provide a comprehensive picture of the cooperation built by the PDAM with other parties. Cooperation is built by basing on the vision, mission and objectives of the PDAM to provide better service. The focus of the research was developed from the stages of collaborative governance proposed by Ratner. While the quantitative approach was developed to explore customer responses related to cooperation established by PDAMs to improve services. The purpose of this study is to create a customer service model based on customer recommendations. This goal is based on a shift in the practice of public services that must be able to respond to customer needs satisfactorily, without violating rules and application of applicable service ethics. In addition, there is also a theoretical shift from government to governance.

Abstract

The purpose of this study is to describe and analyze the low level of political participation of state border communities as an evaluation of the implementation of the elections held by the Malinau Regional Election Commission in 2015. There is a tendency that border communities do not care about democratic parties (elections) being held, because they feel ostracized by the government, even most of their basic needs depend on neighboring countries, namely Malaysia. While the Indonesian government seems to be ignoring border communities with high living costs and low welfare levels. Giving the impression that the election results also did not have an impact on the lives of the people of the country's borders. Whereas one of the objectives of the implementation of the elections is to produce elections that have clean, honest and fair integrity in order to be able to produce qualified leaders to develop community welfare. The results showed that social, economic, geographical, administrative and community apathy conditions affected the level of political participation of people at the border. Community apathy and geographical conditions have a considerable impact, so the development of border communities needs to be an important concern of the government so that the people trust the government. Thus, the awareness of the people of the national borders to build their participation in determining their leaders in the future elections.

Abstract

Penelitian “memahami kebijakan pembinaan pedagang kaki lima Surabaya, kajian terhadap Perda Kota Surabaya no. 17 tahun 2003 menghasilkan kesimpulan bahwa a) PKL binaan Pemerintah Kota Surabaya memiliki karakter yang unik, disatu sisi mendapat bantuan pembinaan dari Pemerintah Kota Surabaya namun di sisi lain sebagai pihak yang melawan kebijakan Pemerintah Kota Surabaya mengenai berbagai kebijakan yang menyentuh kepentingan PKL, namun secara umum karakter PKL binaan ini memiliki ketenangan di dalam berusaha sehingga menjadi mitra usaha Pemerintah Kota Surabaya, b) PKL binaan Pemerintah Kota Surabaya telah meningkat kesejahteraannya baik finansial maupun sosial, c) Pemerintah Kota Surabaya telah merealisisasikan berbagai usaha pembinaan PKL sehingga tercipta suatu keadaan kota Surabaya yang bersih, tertib, indah dan aman.  Penelitian ini dilakukan terhadap pedagang kaki lima dan pemkot Surabaya ini menggunakan penelitian kualitatif dengan membuka kemungkinan terhadap berbagai bahan informasi dari semua sumber.Kata Kunci: Kebijakan, Pembinaan, Realisasi Pembinaan.

Abstract

Penelitian ini dilakukan dengan melihat Keberadaan Kawasan Strategis Nasional (KSN) di Kabupaten Bangkalan merupakan salah satu potensi yang dapat digunakan sebagai senjata dalam pengembangan daerah. Keberadaan KSN di Kabupaten Bangkalan tersebut ternyata masih belum mampu mendongkrak kondisi pembangunan sesuai yang diharapkan dan berkelanjutan. Penelitian ini dilaksanakan untuk melihat pola koordinasi dalam pengembangan kawasan jembatan suramadu serta pelaksanaan pembangunan berkelanjutannya. Penelitian ini menggunakan Pendekatan kualitatif yang berguna untuk menguraikan masalah secara komprehensif. Hasil dari penelitian adalah 1. Pola koordinasi pengembangan kawasan jembatan suramadu terdiri dari Pemerintah Kabupaten Bangkalan, pemerintah provinsi Jawa Timur, dan Badan Pengembangan Wilayah Surabaya-Madura (BPWS). Sedangkan koordinasi antar aktor masih belum terlaksana dengan baik. 2. Pembangunan berkelanjutan jembatan suramadu pada aspek ekonomi masih belum dirasakan oleh masyarakat, sisi sosial, masih belum menunjukkan dampak yang signifikan, dan sektor lingkungan, masih belum ditunjukkan dengan nyata.

Abstract

The establishment of Village-Owned Enterprises (Badan Usaha Milik Desa/BUMDes) in Trenggalek Regency was carried out simultaneously in the 2001 Budget Year throughout the village with 152 pieces still not in accordance with Law Number 22 of 1999 concerning Regional Government. This Village Decree was made by the Village Head and Village Deliberation Institution (Lembaga Masyarakat Desa/LMD) and for its approval by the Regent's decision. It was supposed that after the Village Representative Body was formed in 2002, then the legal product of the establishment of a Village Owned Business Entity in the form of a Village Decree was changed to a Village Regulation. Facts in the field of Village-Owned Enterprises in Trenggalek Regency have only changed the legal product of its establishment in 2011 and 2012 after 39th Minister of Home Affairs Regulation concerning Village-Owned Enterprises and Regional Regulations of Trenggalek Regency that regulate Village-Owned Enterprises in 2010. the implementation of the policy on the development of village income sources through Village-Owned Enterprises in Trenggalek Regency? This research approach uses qualitative. Using the Goerge C. Edward III Theory, there are 4 variables that influence the implementation of the policy, namely (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure, it is felt that there are 1 (one) variables namely the public support variable. The result is that the implementation of the Village income source development policy through Village Owned Enterprises in Trenggalek Regency can be declared successful, with categories namely 67 BUMDesa good, 24 BUMDes moderate and 61 BUMDes less and until the study was carried out no BUMDes was dissolved.

Abstract

Many studies related to the policy of street vendors relocation in various cities in Indonesia, even in the world. However, there is still limited research examining the cultural variability of government and street vendors. Culture is not the only variable which can influence the behaviour of street vendors in responding the policies, but omnipresent cultural existence becomes a major factor in communication of government policies. The research was carried out in a qualitative explanatorywith the main focus on the implementation of street vendor policy relocation in Yogyakarta City, Indonesia. Data collection techniques were carried out through in-depth interviews with the actors or communicators in the communication of relocation policies to street vendors. The success or failure of the public policy implementation has many determinants. In a system perspective, a policy is in the frame of the environment which requires the integration of all elements which can influence it. This research has found that culture is the main determinant whichcan be one of the determinants of successful communication, creating compliance, forming positive opinions, conformity, and building consensus on the policy of street vendors relocation in Yogyakarta City, Indonesia.

Abstract

Poverty is one of development problems in developed and developing country like Indonesia. Poverty is complex problem that impacts negatively toward many aspects of people themselves, society and nation. Therefore, government has main duty to solve poverty problem comprehensively and holistically.  Poverty occurs in Indonesia both in urban and rural area especially in Surabaya. There are many program of poverty alleviation that have been implemented or being implemented by government and community. One of poverty alleviation programs in Surabaya is poor people empowerment which it has been implemented by Community Empowerment Board-Family Planning and Posko 100. Those programs emphasize on firstly human capital development which is harmonized with other empowerments and participatory development (partnership). Poor people empowerment in Surabaya that has been implemented by Community Empowerment Board-Family Planning and Posko 100 is one way of public service namely providing training service, providing facilities, and developing partnership. Theoretically, public service relates to main ideas of Denhardt and Denhardt (2000) about new public service, human capital approach relates to concept of Theodore W. Schultz (Fagerlind and Saha, 1983) and Gary S. Becker (Seo, 2005; Lauri, 2004), and non-formal training relates to Philip H. Combs and Manzoor Ahmed (1973). Empowerment dimensions relate to concepts of Rappaport (Suharto, 2007:59; Nawawi, 2007:176), and concept of the World Bank (Narayan, 2002). The purposes of the study are to identify (1) the process of poor people empowerment, (2) participation of private sector, society, and trainee in poor people empowerment program, (3) the roles of government in empowering poor people, (4) the result of poor people empowerment, and (5) models of poor people empowerment that have been implemented by Community Empowerment Board-Family Planning and Posko 100 in Surabaya. Abstract

This study aims to analyze the influence of the Total Quality Management to Good Governance through the organizational Commitment. There are six elements on Total Quality Management, which are Leadership, Education and Training, Support Structure, Efective Communication, Reward and Performance Measurement especially in state senior high school and vocational school in the city of Surabaya. To achieve those objectives the survey was conducted by collecting data with the instrument of questionnaires, the data were analyzed by using Structural Equation Modeling with using Amos software version 21 in order to test a model that has been collated in a framework based on the theory and empirical studies. The results showed that (1) the Total quality management is implemented by educational institutions through Leadership, Training, Support Structure, Communication, Reward and Performance Measurement. The improvement of each element in an total quality management may affect to the implementation of good governance in educational institutions in the city of Surabaya through organizational commitment, unless the elements of leadership and training did not affect significantly to the implementation of Good Governance or which have legal certainty, responsive, open, manage budgets, accountable, effective, efficient and ethical. Implementation of Good Governance can be embodied either by increasing the commitment of government actors in this case were the perpetrators of education that will create public service in the field of education in accordance with desired by the community. (2) Management Model of integrated quality in state senior high school and vocational school need to realize some of the necessary elements are Leadership, Training, Structural Support, Communications, Choice and Performance Measurement for the elements of the educational institutions can support the implementation of good governance. Although the organizational commitment also affects directly or indirectly to the good governance in accordance with the principles of Good Governance.Keywords:Leadership, Training, Support Structure, Communication, Award, Performance measurement, organizational commitment and Good Governance.

Abstract

This study aims to identify and describe the development of an effective Suroboyo Bus management strategy. This research uses a qualitative approach. Data collection is done by interviews, documentation, and questionnaires. Informants in this study were the public as Suroboyo Bus passengers, the Head of Operations Manager at Suroboyo Bus in Surabaya Transportation Department and the Head of Trash Management on Suroboyo Bus in the Surabaya City Green Cleaning and Open Space Office, and the Suroboyo Bus Organizer. Data analysis techniques using SWOT. The results in this study indicate that there are weaknesses and threats that can be overcome by using the strengths and opportunities that Suroboyo Bus has to develop. In this case, future strategies based on digital technology are formulated by implementing Excellent Public Service based on Digital Technology. In implementing the strategy, the focus is more on the use of digital technology to provide satisfying services to Suroboyo Bus users.
