Abstract

New media is the future of communication. This statement underlines the potential contribution of new media, as the development of communication technology promises. Some who worry about the negative impacts of new media, lead to reactive instead of proactive and minimize the usage. Others, who are convinced by the potential power of new media in enhancing democracy keen to make the best use of it. This article highlights this controversy.

Abstract

The notion of paradigmatic change lus been widely oversimplified. Thc closes look at policy-making process on water resources issue reveals that the change is culturally-bound, within which conflicts of interest take place. Unless the image of the normality is thoroughly scrutinized and altered by the public, paradigmatic change would unlikely to take place.

Abstract

As an agrarian country, Indonesia needs to develop its agricultural products. Related to this, the Indonesian farmers have signifcant roles on the development of agriculture in Indonesia. Nonetheless, previous agricultural policies have failed to obtain the goals. Another consequence befell to the farmers that have been marginalized. To respond the problems, a new agricultural policy needs to be created. This article show important considerations to establish the new pro-farmer agricultural policy in Indonesia

Abstract

Small medium enterprises can be used as a strategy to overcome problem of poverty in Indonesia. Howeaer, due to the lack of New Order government intervention and attention to this sector and the New Order regime preferences of big companies, this sector has been under-developed. This article discuses how and what steps government should take in order to maximize the potency of small medium enterprises in Indonesia.

Abstract

Despite the advantages of sending manual labours overseas, Indonesia fails to set up a relinble scheme to protect them from abuse. Improvement of the quality of the labours, tightening control over the brokery agencies as well as legal and administrative reform are required to do so.

Abstract

Paradigm of social poticy is shifted from welfare state to welfare pluralism. The state, as the primary agency responsible in providing social welfare to the people has to allow the market to function in doing so, as neo-liberalism swift the world govemance. Corporate Social Responsibility (CSR) is meant to be practical showcase of welfare pluralism, aims to demonstrate that reliability of the state to deliver the sosical service. Four cases of community development programs within the banner of CSR show that was not the case. There are at least three predicaments. First, the companys engagement community development due to political pressure, as oppose to expressing their social responsibility. Second, the motive in carrying out the program is to get public trust, as some form of investment. Third, the program cannot empower local people. Welfare pluraliem lead us to a paradox. On the one hand pivate sector transform itself to be an agency for delivering social welfare, but on the other hand, their engagement essentially to secure their own wealth.

Abstract

Decentralization represents a good opportunity to improve health services. Specifically, decentralization and related steps can lead to conditions in which district institutions have many discretionary authorities and choices to offer high quality services, and people have the information, financial means, and bargaining power required to elicit appropriate responses. Howeaer, the overall impacts of decentralization on health service depends on its design and institutional arrangements. These need to be supported by appropriate policy instruments and mechanisms.

This article is in line which idea, nonetheless instituional capacity building should serve as prerequirement. Unless the institution is institutionally competent granting it with more power is risky.

Abstract

Direct elections of the regional head of 2005-2006 were widely criticized due to the persistence of money politics practices and elites dominance in the electoral processes. To minimize the problems, there are strong pressures to open opportunity for independent candidates to provide an alternative for the party proposed candidates. This article argues that the possible impact of independent candidacy for reforming electoral processes and democratizing political party institution will be very limited. Deeply rooted internal conflicts and pragmatic coalition between political parties will be significant constraints for reform. Initiation of independent candidate will be meaningless unless to be integrated into a wider electoral and party reform.

Abstract

This article is ment to be the introduction to the special edition of this Journal. It outlines the discussion on the issue of violent and empowerment within the context of institutionalising a democratic governance in Indonesia. It envisioned a more indirect style of governance through a systematic reform inspired by the working of market mechanism. Institutionalisation of democratic governance requires not only empowered people but also capability for systematically transforms the energy for winning a conflict into a healthy competition
