Abstract

This study aims to determine how the structural victimization of workers through an outsourcing system. The study was conducted by using a qualitative approach. Field results showed that the employment relationship through this outsourcing system has presented a balanced treatment that leads to discrimination and exploitation of basic labor rights such outsourcing concerns: overtime pay, basic wages, cost of renewal, social security as well as a ban on joining the union. This is a consequence of incomplete provisions in labor regulations set firmly and definitely involves limiting the field of employment and criminal and administrative penalties to employers in the case violated the actual provisions have been written in the regulation of labor itself. In addition, structural components such as Manpower employment law which actually serve to action surveillance for prevention, did not run due to legal reasons and work priorities. As a result, labor regulations that come with the component structure (disnakertrans) is impressed solely limited to filling completeness of the state administration in the field of labor alone. At that point, the structural victimization of labor outsourcing has occurred.

Abstract

The State plays a role and is responsible for the provision of protection in children, including the fulfillment of childrens rights. But organizers of both Government and state, local governments still lack the attention and protection of the child. In the province of Lampung, children who work under is still very high, the national team is the acceleration of poverty reduction (TNP2K) released the number of child workers in Lampung until 2012 reached 4 thousand. That problem was interesting to do research with regard to how the legal instruments sitting in protecting child workers, what efforts are undertaken by local authorities in Lampung province to protect child workers and the challenges faced in giving protection against child labor. Based on research conducted with the normative approach which is done by examining the legal aspects relating to the legal protection of child workers suggest that many settings have legal protection against child labor in Indonesia and in particular in the province of Lampung is set in Regulation No. 4 Lampung Provinces in 2008 About the service of the rights of the child. Protective measures against child labor include the aspects of legal protection, the protection of economic, social and technical protection. The efforts that have been undertaken by the regional Government of the province of Lampung in protecting child workers is by pulling the child workers in the province of Lampung from environmental work to return was educated at the school. Obstacles that occur in the field more because many workers children scattered in remote areas that are difficult to do logging, monitoring, and coaching for child workers. So it is recommended that local government existing regulations optimize and conduct cooperation with all the parties to carry out protection and address the problem of child workers in the area.

Abstract

Bandar Lampung member parliament in political socialization and political communication needs to be audited. This is to determine the extent to which members of the parliament provide political education and the community in, especially constituents. Is the board members have been doing public aspirations and provide effective political education? Is the board members have been fighting for peoples aspirations, and adapt them to the government program, that is pro-poor, pro-growth, pro-jobs and pro-environment?. This study was conducted by interviewing do persons, namely Bandar Lampung city councils of the Democratic Party of the tenure 2009-2014. Both speakers are selected, with the consideration that the Democratic Party is the party of government, so it is likely to be consistently fought for government programs. The party supports the government is assumed to provide a briefing to its cadres on these government programs. The results of this study indicate that, although the Democratic Party is the party of government, not necessarily consistently championed the concept of the development of pro-poor, pro-growth, pro-jobs and pro environment. The development concept is not disseminated to the public, especially the constituency. Background, the political interests of the ruling constraints, funding, scale ruler priorities in perspective, it is often an obstacle to implement the aspirations of the people.

Abstract

Government Regulation No. 68 of 2002 on food security stated that food needs fulfillment is not only the matter of production, but also distribution issues, which cause many problems. The objectives of the research were to describe a strengthening program of food community distribution, institutional (P-PLDPM), analyze forms of communication of Joint Farmer’s Groups (Gapoktan) in the program and analyze communication effectiveness of in the program. The research was designed as a descriptive and correlational survey research. The study site selection was purposively selected, namely Gapoktan Maju Bersama of Bumiharjo Village, Batanghari Subdistrict, East Lampung District. Primary data collection and field observations were carried out during April to June 2012. Respondents of this study amounted to 83 farmers who know the P-PLDPM. The data used in this research consisted of primary data and secondary data. Data analysis applied descriptive statistics and Spearman Rank Correlation Analysis using Excel and SPSS 15.0 program for Windows. Gapoktan Maju Bersama have been implementing the strengthening community food distribution institutional program since 2010 up to date. The most frequent communication forms, which were performed by Gapoktan Maju Bersama management was a group meeting with the field companion and farmer members.  In the group meeting, a discussion  always takes place.  Farmers level of understanding of the P-PLDPM activities determined the communication effectiveness, because it could significantly change knowledge  and behavior levels.

Abstract

The research about the analysis of internal and external environments was done in PT. Perkebunan Nusantara VII (Persero) which is one of public enterprises, focusing its business in plantations in Lampung, Indonesia. The aims of the research are to describe and analyze the internal and external environments towards the achievement of corporation’s goals. The research used a qualitative approach with descriptive type. Meanwhile the data collection used the documentation and observation. The data analysis technique used some kind of procedures such as the reduction data, the display of data and the conclusion. The conclusions from this research were shown that based on the analysis technique using internal and external evaluation factors matrix, the corporation was still unable to cover its weakness and still unable to use the opportunity to overcome the threats. Based on that conclusion, the writer has suggested some advices such as the corporation should work together with the third party to create the survey in order to examine the internal and external factors or to maximize the role of research and development division of its own.

Abstract

Increasing the news about crimes committed in the province of Lampung, consciously or not, affect the pattern of community life. Many aspects (activities) productive hampered by fear are caused. The real implications of the rise of the news that is the limited / inhibition of community activities in public spaces or simply to mobilize someplace. This study illustrates the differences in the level of perceived risk, fear of crime, and community coping mechanisms that move in the two regions with the highest crime rate in the province of Lampung. The approach used in this research is quantitative, while the research method used is described and an explanatory. The number of samples in this study amounted to 80 people who are living and active communities in two districts / cities in Lampung province that has the highest crime rate. The results of different test (two independent samples test - Mann Whitney) were conducted on three variables show that that there are differences in the level of perceived risk, fear of crime, and significant coping mechanism between perceptional respondents who move in North Lampung and in Bandar Lampung (the calculation in three variables Asymp Sig <0.05). Referring to the descriptive overview of the response variable in all three assessments indicates that respondents who move in North Lampung give a higher assessment category compared with respondents who move in Bandar Lampung. In this case, the circumstances in Bandar Lampung tend to be more favorable in terms of safety aspects when compared with North Lampung.

Abstract

Eksistensi media sosial bagi individu menjadi sangat signifikan bila telah melibatkan domain personal dan professional dalam kehidupannya. Mengatur keseimbangan di antara penampilan dua dimensi tersebut jelas bukanlah hal yang mudah bila individu tidak memiliki strategi tersendiri. Tulisan ini menyajikan betapa peliknya apabila kehidupan personal dan professional individu bercampur aduk dalam dunia maya, terutama di media sosial. Tulisan ini juga mendiskusikan kegunaan pemisahan profil sebagai pilihan yang lebih baik dalam mengatur identitas personal dan professional di media sosial. Pemisahan profil menjamin privasi individu dengan tingkat kegunaan yang lebih tinggi. Selain itu pula, pemisahan profil dapat mempertahankan kepantasan dalam mempertukarkan informasi di media sosial. Tulisan ini juga menjelaskan beberapa kelemahan dalam pemisahan profil, diantaranya tertukarnya informasi dan kendala teknis. Sebagai penutup, tulisan ini menawarkan dua solusi alternatif bagi pengguna pemisahan profil, yakni pemanfaatan alat yang berbeda serta pengaplikasian fitur pemisah profil.Keywords: Media sosial, identitas, pemisah profil

Abstract

Public service is a citizens constitutional right guaranteed by the constitution that must be organized as well as possible and should be monitored. The existence of the Ombudsman oversight agencies that have oversight of the public service to be important in keeping the public administration remains in the observance of law and general principles of good governance. The problem in this research is how the existence of the institution of the Ombudsman in delivering public service in the province of Lampung. Based on research conducted using normative legal research methods and to approach the problem using the statue approach and the conceptual approach, it can be seen that the existence of the Ombudsman oversight agencies are not can be released from the increasing practice of maladministration committed by the state officials both at the central and regional levels. Normatively, the existence of the Ombudsman strengthened by setting it in the Law 37 of 2008 on the Ombudsman of the Republic of Indonesia, Law No. 25 of 2009 on Public Services and Law 23 Year 2014 on Regional Government. In the implementation of its oversight function of public service, Ombudsman in Lampung province has implemented monitoring functions involving various stakeholders, including Provincial Information Commission and Various Institutions/Government Agencies both central and local levels. Nevertheless, Ombudsman in Lampung Province has not optimally performed its function and socialization of the community over its functions oversee public services in the province of Lampung. So expect Ombudsman in Lampung province more socializing existence with all its functions to the broader community and conduct surveillance activities more actively in solving the cases of maladministration that occur without having to wait for a report.Keywords: The existence of the Ombudsman, public service

Abstract

Media newborn to give hope for the democratization of information, which means that there is hope of discourse domination free communication. But in practice, social media is also not free from the domination because of differences in ideology and social status of the participants in it. This study discusses the symbolic power that occurs in social media Twitter account owner Indonesian President Susilo Bambang Yudhoyono, through a series of tweets, he responded to criticism of political observers in the same social media. Using the method of Roland Barthes semiotic and symbolic power of the concept of Pierre Bourdieu, the results of this study show that the text of Twitter revealed the existence of Symbolic Power in the form of stigma to the opposition or non-executives who heavily criticized the governments policy.Keywords: Social media, symbolic power, stigma

Abstract

The research problem is how the dynamics of cooperation between Indonesia and Malaysia on the placement and protection of labor? The results of the study with qualitative descriptive method is to answer how the dynamics of cooperation between Indonesia and Malaysia on the placement and protection of labor. Usefulness theoretically is enriching contemporary studies in the field of government and international relations. Practical usefulness, can provide useful information for the government as the frontline public services. Bilateral relations between Indonesia and Malaysia regarding labor can not be separated from each destination to fulfill the realization of national interests. The results of the study is the first, migrant workers in Malaysia is a rational economic phenomenon which is based interests of the two countries, the demand for high-Malaysia on migrant workers, Indonesia also benefit the economy as the biggest source of foreign exchange and help the national economy. Secondly, the dynamics of cooperation efforts the placement and the protection of migrant workers in Malaysia from time to time is influenced by 2 states internal constraints that the employment system of each country. Malaysia and Indonesia has not ratified the Migrant Workers Convention. Malaysia did not have laws that specifically deal with the informal sector workers. Malaysia is also opposed to the concept of legally binding and illegal migrant worker protection standards based on human rights. Third, Indonesia bargaining power is weak because of the bad image of workforce management that will work overseas, including the presence of illegal workers, migrant workers without the expertise and understanding of the culture of the recipient country, unclear contract of employment, the existence of extortion against migrant workers in the country.Keywords: Dynamics, cooperation, placement and protection of labor
