Abstract

This study aims to describe the facts about the level of accommodation of community proposals through data on the proposed realization of the results of the musrenbang in the priority scale of sub-districts in the physical field, in accordance with the mandate of the law, which aims at implementing development planning that is oriented to the interests of the community. (Botoom-up planning). However, the opinion that developed in the community considered that musrenbang was considered merely a formality of the government in carrying out the mandate of the law. Departing from the public opinion, the researcher was interested in raising and researching this problem with the object of musrenbang research in Medan Tuntungan sub-district. This study analyzes the problems related to the implementation with qualitative descriptive methods. From the results of the study, it can be concluded that the concept of regional development planning is appropriate, but the real problem is the implementation of the results of the musrenbang in the Medan Tuntungan sub-district which is less accommodated by the government.

Abstract

Corporate Social Responsibility (CSR) is an acknowledgment of the company that their business activities have an impact on society and the environment, and the impact is used as a reference by management in business decision making (Hughes and Kapoor, 1985). This research will be aimed to reconstruct CSR concept using shari'ate enterprise theory (SET) perspective. The CSR conceptions criticized in this study are the principles of CSR. This principle will be focused on the principles that developed by International Organization for Standardization with the concept made by the institution on CSR, namely ISO 26000. The methodology used in this research is qualitative methodology based on critical paradigm, so this research try to critically examine the concept when viewed from Shari'ate enterprise theory (SET). By using Shari'ate enterprise theory, this study is expected to be able to liberate, change the principles of CSR based on ISO 26000 and seek other alternatives, namely the principles of CSR in shariah construction. Thus, it can be used to reduce the limitations of previous CSR based on ISO 26000 principles and to be able to find solutions to the social problems that are occurring within the principles of CSR base on ISO 26000. These values, including: the value of justice, the value of trust (amanah) and the value of responsibility. The result of reconstruction as the final result in this research is the principles of CSR based on ISO 26000 into CSR in shariah construction.

Abstract

Management of mangrove ecosystems in Langsa City involves various stakeholders who have respectively different interests which encounter various obstacles and challenges in its implementation as well. In order to realize the sustainable management of mangrove forest ecosystems, it needs innovative and effective programs. The programs are expected to  encourage changes to the right direction. This study was designed to formulate the structure and classify the obstacles and policy programs in management of mangrove ecosystems based on their sub-elements. Data analysis used Interpretative Structural Modeling (ISM) method. The result shows that the key to the conservation of mangrove forests in Langsa City is the lack of community understanding about mangrove forest management, low community participation in mangrove forest rehabilitation and lack of government support in mangrove forest management programs. Meanwhile the key to policy program in managing mangrove ecosystems in Langsa City is the integrated management of mangrove forests.

Abstract

The various problems faced by persons with disabilities or commonly referred to as disabled people are not only limited to the label as “the poor” but also their social welfare. Therefore, the problems of persons with disabilities also part of the nation and state development. The focus of this study is to identify, explore, and analyze the implementation of handling policy for persons with disabilities at Bina Grahita Social Care Institution (Panti Sosial Bina Grahita, abbreviated as PSBG) in Nipotowe, Palu through the policy implementation model developed by Edward III which includes several indicators such as communication, resources, disposition, and bureaucratic structure. This study is qualitative research in which the researchers examined the participants’ perspectives with interactive and flexible strategies. The location of the research was at Bina Grahita Social Care Institution of Nipotowe. The results showed that the Implementation of Handling Policy for Persons with Disabilities at Bina Grahita Social Care Institution of Nipotowe significantly influenced the policy-implementers and policy-recipients in accepting the policy. The resources owned by policy-implementers are inadequate staff, inadequate funding, and inadequate facilities and infrastructure. However, the information services are good and there is no misuse of authority. Besides that, in the context of implementing the handling policies for persons with disabilities, the disposition of various programs has been carried out well by the Government and the bureaucratic structure has been running properly such as SOP and fragmentation. The supporting factor for Handling Persons with Disabilities at Bina Grahita Social Care Institution of Nipotowe is the existence of clear regulations whereas the inhibiting factor is the improper system of staff promotion and transfers.

Abstract

It is estimated that the protein consumption in Indonesia will increase up to 90 % in 2030. The objective of this study was to analyze the effect of price, income, and socio-demographic variables on demand for animal food in rural households in Indonesia. The demand estimation is using a Quadratic Almost Ideal Demand System. The research used  Susenas 2016 data from 131,975 households. The results of the study confirmed that animal food is elastic, except the eggs. Beef is more sensitive to the household income changing. The increasing of household income increase beef and milk consumption. When the price of beef increases, the household consume the other protein resource (chicken, fish, and eggs) as substitutions. The increase of 1% beef price increase chicken, fish and milk consumption by  0.17%, 0.13%, 0.05% respectively. The increase of income followed by milk price decreasing increase chicken and fish consumption by 0.14% and 0.04%. The increase of one person household member decrease consumption of egg, meat, and milk for 0.33%,  0.01%, and 0.05 %.

Abstract

The purpose of this study is to analyze the affect of intellectual capital on performance for SMEs through competitive advantage. This is important, because intellectual capital is a strategic resource for SMEs. The study was conducted on two biggest clusters of batik industry in Central Java namely Pekalongan and Laweyan Solo. The sample consists of 149 SMEs with respond rate 74,5%. The results show that all dimensions of intellectual capital directly affect the competitive advantage, human capital directly affects the performance. Meanwhile structural capital and relational capital indirectly affect the performance. Sobel test shows that the affect of structural capital  and relational capital toward performance through competitive advantage, it means that competitive advantage of perfect mediates. This finding is in line with the Knowledge based view, which states that intellectual capital as an intangible capital that can create value and enhance competitive advantage that will lead to organizational performance. Limitations of this study that the concept of intellectual capital was a relatively new concept, especially for SMEs, so that subjectivity perceptions of respondents are still very strong so it needs to be studied more in the factors that build intellectual capital in order to obtain other capital that characteristic of SMEs. For further research, it is necessary to include another capital such spritual capital and social capital in order to develop a intellectual capital for SMEs

Abstract

Innovation in garbage management becomes one of the adaptation strategies which is responsive to the environmental pollution impact. Regional government’s innovation in garbage management is a city development concept which puts forward sustainable aspects. Sustainable development is a basic principle of garbage management concept, then it demands the presence of society’s participation and the other stakeholders. The research aims to describe and analyze the regional government’s innovation in sustainable development-based garbage management in Badung Regency. The research used descriptive research method with qualitative approach and qualitative data analysis of interactive model. The research results showed that the regional government in garbage management could be formed because the presence of motivation, skill, knowledge and conducive environment. The regional government’s innovation in garbage management was on generating possibilities. On the other hand, the facilities and infrastructure which were not optimal yet became the inhibiting factor of innovation.

Abstract

This study aims to analyze the impact of the implementation of a Complete Systematic Land Registration program (PTSL) in the economy of the Deli Serdang Regency of North Sumatra Province. The study sample consisted of 100 respondents who attended the Complete Systematic Land Registration (PTSL) program. The data collection methods used were Observation, Questionnaire and Documentation. The research method used is Quantitative with Z Test data analysis which is looking at income before and after the Complete Systematic Land Registration Program (PTSL). The results showed that the Complete Systematic Land Registration Program (PTSL) was able to open up opportunities for the community to obtain loans for venture capital. This indicated that there was an increase in business capital before and after the Complete Systematic Land Registration Program (PTSL) in Deli Regency National Land Agency Serdang. The results of the analysis and discussion that have been conducted show a significant increase in income through the Complete Systematic Land Registration program which also affects the regional economy in Deli Serdang.

Abstract

This research is based on background by the influence of entrepreneurial characteristics, entrepreneurial orientation, entrepreneurial competence on organizational capability and business performance in Bajawa District, Ngada Regency, East Nusa Tenggara. Data collection in this study uses a questionnaire method distributed to 122 respondents, using a simple random method with Proportional Random Sampling allocation. While the analysis technique is done using Partial Least Square. The results showed that Entrepreneurial characteristics had a positive influence on Organizational Capability with a path coefficient of 0.2143. Entrepreneurship Orientation has a positive influence on Organizational Capability with a path coefficient of 0.2534. Entrepreneurship Competence has a positive influence on Organizational Capability with a path coefficient of 0.4117. Entrepreneurial characteristics have a positive influence on Business Performance with a path coefficient of 0.2087. Entrepreneurship Orientation has a positive influence on Business Performance with a path coefficient of 0.203. Entrepreneurship competencies have a positive influence on Business Performance with a path coefficient of 0.2061. Organizational capability has an influence on Business Performance with a path coefficient of 0.2932. These results indicate that entrepreneurial characteristics, entrepreneurial orientation, entrepreneurial competencies possessed by MSMEs owners in Bajawa Subdistrict can improve the organizational capabilities and performance ofMSMEs.

Abstract

Policy implementation holds an important position in the public policy cycle, as it determines the success or failure of policies formulated. The defense industrial base is one of the important public policies in many countries because it can play a multi-faceted role function, among which are as a politico-diplomatic status, an economic driver, and a centrifugal force for growth. However, as a public policy, the outputs and outcomes of DIB policy implementation are determined by, among others, key policy issues, policy formation processes, and policy directions or objectives.
