Abstract

Service quality is an important market differentiator and is an instrument that has strong competitiveness. The purpose of this research was to test and to analyze the influence of service quality towards customer trust and customer loyalty, especially in the retail industry. In such an industry, service quality is the key to improve competitiveness. The research was carried out in North Sulawesi with 135 supermarket customer as the sample. The sampling technique was purposive sampling. The research result showed that service quality had significantly positive influence either on the customer trust or customer loyalty. Besides, on the relationship between customer trust and customer loyalty, it also had significant positive finding. Such finding was in line with the concept of SERVQUAL and The Commitment-Trust Theory, stating that service quality interaction would minimize the gap between the expectation and the service received so that it would improve customer trust and eventually they would be back to shop more. The implication of such managerial research was that the supermarket leader in North Sulawesi must focus more and emphasize more on the dimension of service quality especially in terms of reliability, empathy, and warranty. The limitation of this research was the limited area of research, therefore, the area scope should be broader for the next research so that the conceptual model could be generalized.

Abstract

The government has issued career development policies since 1988, until the issuance of Permenpan-RB Number 9 of 2014, but implementation of Permenpan-RB Number 9 of 2014 still leaves some challenges. The objectives of this study are:  (1) to explain the implementation of Permenpan-RB Number  9  of  2014  at  Malang  State  University  (UM);  and  (2)  knowing the supporting and inhibiting factors. This study uses descriptive qualitative methods. Data collection techniques used in this study were interviews, observation, and documentation. The data analysis used in this study is the  Miles, Huberman and Saldana  analysis models. Research findings:  (1)  the  reluctance  of  a  small  number  of  librarians  to  take  part  in  the  librarianship competency test and carry out professional development activities, (2) the placement of general functional personnel who do not have competence in the library sector to carry out librarians activities due to the lack of librarians and (3) submission cancellations promotion of UM librarians to Main Librarian Position due to limitation of librarianship career paths to positions of middle librarians at Kemenristekdikti. The inhibiting factors for the implementation of Permenpan-RB Number 9 of 2014 in UM are (1) the lack of responsiveness of the Kemenristekdikti in processing proposals for promotion/rank of librarians, and (2) the limited number of competent civil servants to follow in passing the position of librarians. The implementation of Permenpan-RB Number 9 of 2014 in MUs has not been going well, therefore, a fast response from both librarians and UM leaders is needed to minimize the gap.

Abstract

The purpose of this research was to test and to analyze the influence of job insecurity towards organizational commitment and the intention to leave especially for employees working in notary offices. This was caused by the very strategic position of such Notary employees especially in the process of deed writing, with what had been designed by the Notary, of course, would not be done along with the planning. The study was implemented in the province of DKI Jakarta, more precisely in Southern Jakarta. The number of samples was 191, taken using a multy-stage sampling technique. The result shows that job insecurity significantly influence the organizational commitment and the intention to leave, besides, the organizational commitment has become a partial mediation variable from the relationship channel between job insecurity and intention to leave. Such finding was along with the conservation of resources theory (COR theory), saying that employees try to collect and maintain many sources and if they lost their resources in one particular area, it would easily cause other loss of resources in other areas. When insecurity in working is sensed by employees, it would trigger the feeling of reluctant to work and intention to leave becomes higher. Therefore, the managerial implication is that the leader must focus on developing security towards employees within the notary office environment. When the employees are protected, the positive attitude would grow and they would gather and maintain such an attitude. Therefore, for future research, the commitment measurement using other source enables variable control related to the specific working context.

Abstract

Social class and income are related to purchasing behavior. This research utilized a quantitative survey with an ex-post-facto approach, which is aimed to find out the relationship and difference between social class and income with the purchase of consumer goods and services in Jawa Timur. Respondents were classified by social classes and income levels using the Index of Social Position (ISP); the respondents then filled out a questionnaire on 18 items of purchase grouped into five types, which are food and beverages, clothing, durable goods, investment services, and other products. The data analysis was conducted with the chi-square technique. Analysis results showed that social class is linked with the purchase of 17 items, while income level correlates with all items of products and services that are used. Social class is more linked to milk, fast food, owned and the price of personal and household electronic equipment, and the type of investments and finances. Meanwhile, income is more related to meat, soft drink, clothing, type and price of the utilized vehicle.

Abstract

Being a superior, world class and active in developing the nation through the tri dharma process of higher education is UB's hope to improve service, transparency and accountability so as to create campus life with academic nuances which will eventually bring UB towards entrepreneurial university, (UB 2008 Governance Pattern ) The writing of this thesis aims to find out, identify and analyze the Workload and Needs of Educational Personnel Using the Total Quality Management Method (Study at the Faculty of Engineering, Universitas Brawijaya) by analyzing the data using Miles and Hubermen theory using descriptive qualitative research methods. The results of the study show that the workload of government institutions, especially also in the diving university environment, is still not considered enough so that the problems that arise in terms of providing services are often only associated with low work motivation and lack of work incentives. certain periods and no work appears in other periods. Therefore a step is needed to find out the workload for each position and the lowest work unit through workload analysis. With the analysis of workload, it will be known that the volume of work charged to a service unit and planning of human resource needs, including interpreting strategic policies in the future, especially for organizations in higher education so that they are in line with what has been defined in Resource Management Human College.

Abstract

The development of information technology especially e-business must be responded to by the company's internal environment in order to compete with competitors and survive the changes in the external environment. The resource-based approach, namely resource based view with VRIO analysis, is one tool to measure the ability of company resources to become a competitive advantage, the automotive industry as a part of the transportation industry must also be able to respond to changes in existing external environments such as electronic ticketing systems. it has been used by trains and airplanes. The results of the research at two autobus companies show that this company already has a sustainable competitive advantage and other companies do not have a sustainable competitive advantage, while in terms of readiness, the two companies are still not ready to implement e-business. In addition, the results of this study can only provide an overview of the readiness of the auto industry in using e-business, this is due to the nature of the company that is closed from research activities so that only two companies can be used as research objects.

Abstract

Service planning is needed as a guideline to achieve service goals. The contribution of bureaucrats in agencies and communities as service owners is needed in planning public services to find out public needs. The involvement of bureaucrats and citizens for the public interest is the principle of the New Public Service. However, this plan has been dominated by a top-down approach and inefficient implementation of public services. This research aims to analyze in the New Public Service perspective. This research method is descriptive qualitative research by describing service conditions, planning processes and analyzing the planning in the New Public Service perspective. The results of this study are that in the planning process, other bureaucrats in the agency were not involved, coordination and communication between employees was weak. Then the activities carried out in the implementation of the plan are socialization and shuttle service as an effort to provide equal service. However, infrastructure and human resources are inadequate so that services are inefficient and targets are not achieved. The recommendation of this study is that public service planning requires the application of the principles of the New Public Service so that the government knows what the public needs are. thus the public services provided can satisfy citizens in accordance with the values in the New Public Service.Keywords: Planning, Public Service, New Public Service

Abstract

Cost and time deviation gives indication that construction project management is poor. In the reality shows that project completion time varies, as result the estimated time of project completion cannot be ensured. The research objectives include (1) Obtaining estimation of time needed to complete the renovation work, (2) Obtaining estimation  of final project cost to the work contract value for renovating, (3) Gaining profit or loss in doing the work renovation of Badegan Market. The research method used CPM and Earned Value methods. The results showed that (1) Using the Earned Value method, the work performance of market renovation project was as expected and reached the work target and experienced acceleration, the estimated time of project completion was 79.09 days. By using the critical path determination to the CPM, the time it takes to complete the renovation project was 80 days, can be accelerated 40 days from initial planning 120 days, (2) The estimated cost of renovation project was equal to the contract value, amounting to IDR 3,673 Billion, (3) Based on the Cost Variance value, in the Market Renovation project, the contractor earns profit or costs incurred by the contractor less than the available budget of IDR 283,494 Million.

Abstract

This study aims to analyze the policy formulation model of space utilization in the cultural preservation area in Mojokerto Regency as a form of protection and preservation of cultural heritage. The author analyzes the policy formulation using a comprehensive rational model, which includes knowing the choices that people want, finding policy choices that can be implemented, assessing the consequences of each policy, assessing the comparison of the profit and loss calculations that will be obtained if the policy is implemented. The type of research used is a type of descriptive and historical research with a qualitative approach. The results showed that in the determination and decision making, the government made several considerations with a long period of time, starting from formulating the problem, advocating to the local community, choosing alternative policies using forecasting policies by taking into consideration several consequences of the policy of space utilization in the cultural heritage area if the policy is implemented. Some aspects that are taken into consideration are losses and benefits if the policy is implemented, the budget of the funds, the impact of the policy and efficiency of the policy.

Abstract

Taxes are one source of state revenue derived from public participation. In Indonesia, the government in conducting tax collection will be in direct contact with the interests of the community. Implementation of tax collection in the middle of the community that is not in accordance with the balance of rights and obligations as well as tax laws will occur injustice for the taxpayer community, so that it can cause tax disputes between the taxpayer and the Director General of Taxes or the tax apparatus (tax authorities). Tax disputes between taxpayers and the Director General of Taxes or tax officials (tax authorities) are caused by differences in understanding of taxation provisions, differences in interpretation of taxation provisions, differences in viewpoints in evaluating facts, and may also be due to disagreements in the evidentiary process. This study aims to analyze the fulfillment of the principles of justice and equality in terms of administrative fines and interest rewards in the tax dispute process. This type of research is normative with a post positivism approach. The results of this study reveal that the rules regarding administrative sanctions in tax disputes as regulated in the 2007 KUP Law are unfair because taxpayers feel afraid to exercise or maintain their constitutional rights, so that the taxpayer's constitutional rights have been impaired when attempts to maintain their rights. Not fully the rules regarding administrative sanctions in tax disputes in accordance with the principle of equality or fairplay can be seen from Equality achieved only at the technical level and Equality not achieved at the substantive level.
