Abstract

This research analyzes the synergy between the agrarian reform program and a conducive investment climate in Indonesia, focusing on implementing agrarian reform in South Sulawesi Province. Agrarian reform is essential in reducing inequality in land tenure, resolving agrarian conflicts, and improving community welfare through fair land redistribution. Apart from that, legal certainty over land through the legalization of assets is considered capable of increasing the interest of domestic and foreign investors. This research uses a qualitative approach with data collection methods: in-depth interviews, direct observation, and study of documents related to agrarian reform. Data analysis was carried out descriptively and narratively to understand the relationship between agrarian reform and the investment climate. The research results show that agrarian reform is essential in creating social justice through land redistribution and improving the investment climate by providing legal certainty. However, synergy between the Government, society, and the private sector is necessary to implement agrarian reform effectively. Sound Governance principles, such as transparency and accountability, are essential for preventing agrarian conflicts and building investor confidence. In conclusion, the synergy between agrarian reform and investment policy can catalyze inclusive and sustainable economic growth. Collaboration between parties is the key to creating social stability and investment in Indonesia.

Abstract

Weak technology and lack of human resources caused global e-government to show that Indonesia is below the world average. It is challenging for Indonesia to have an E-Government initiative program towards Good Governance, one of which is Smart City innovation. The community economy is crucial in determining community welfare in moving towards a Smart City. With a Smart Village in Ketapang Village, Banyuwangi Regency, it is hoped that it can create community welfare through a Smart Economy. This research aims to determine the success of Smart Economy in implementing Smart Village in Ketapang Village, Banyuwangi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques were carried out using observation, interviews and documentation. If the previous research only discussed Smart Cities in general, then in this research, the author examines one of the success factors of smart cities, namely, the Smart Economy. This update discusses the Smart Economy in depth. The study was carried out based on seven Smart Economy indicators using the Giffinger approach. The research results obtained show that the Smart Economy in Ketapang Village has not been maximized due to several obstacles, such as the uneven distribution of facilities provided by the regional government, the lack of ability of the Ketapang Village community to utilize technology, and the lack of government support for technology weak responsibility towards society. However, in general, its implementation is exemplary, manifested in developing technological innovations for the community and government facilities that continue to be built.

Abstract

Consequences in implementing Law no. 32 of 2004 of course also has an impact on implementation at the village government level, which in article 206 is regarding government affairs which are the authority of the village. This research is about village funds sourced from the district/city APBN budget which are channeled to support village improvement which includes governance, development implementation, guidance and empowerment. Along with this, community concerns also arise regarding the accountability, quality and effectiveness of Village Fund management which is often considered less effective. Law Number 6 of 2014 concerning Villages provides a strong basic foundation regarding the implementation of village government. Meanwhile, the research approach is qualitative - descriptive, emphasizing the results of interview data analysis, observation and also literature reviews. Since 2015, villages in Indonesia have received funding from the State Revenue and Expenditure Budget. Thus, each village is required to be accountable for managing village funds to the community. This research aims to evaluate the availability of adequate information regarding the use of Village Funds including the determination of the APBD and the extent of community knowledge regarding village government administration. This research uses qualitative data analysis by connecting one source with other sources, then drawing conclusions at various stages. This research found that the increasing public trust in village government and increasing community participation in village development means that village funds have become a means of providing trust for village administrators and the apparatus within them.

Abstract

In achieving academic success, students need to understand the academic requirements, policies, extracurricular activities, internship or career opportunities, and procedures that apply at the college. Effective and regular information helps academics gather the necessary information and maximize their experience in higher education. This not only enriches the community experience but also builds social, academic, and professional ties. This research is a qualitative descriptive study that aims to determine the effectiveness of UNM Public Relations in disseminating information to the academic community. So that this goal can be achieved, researchers use data collection techniques through interviews, observation, and documentation. There were nine informants in this study. The data analysis technique in this research consists of four activity flows, namely: data collection, data presentation, data condensation, and drawing conclusions. The results of research using five indicators show that UNM Public Relations is declared effective in providing information because the academic community has confidence in the competence of UNM Public Relations and the veracity of the information published. However, there are deficiencies in indicators of consistency and sustainability of UNM Public Relations in providing information. The content of the information presented does not fully meet the needs of the academic community. Therefore, UNM Public Relations needs to increase the use of various channels in disseminating information. This research highlights the use of new communication methods that have not yet been used by UNM Public Relations. For example, the use of social media, digital platforms, or other communication tools that can expand the reach of information. This research provides data regarding the extent to which the information conveyed by UNM Public Relations reaches the academic community. This can provide deeper insight into how effective PR efforts are in disseminating information. This research can identify inhibiting and encouraging factors. Based on the findings of this research, recommendations were produced for improving and developing UNM Public Relations

Abstract

KTP-EL aims to simplify the community identification process, but in its implementation, there are still several technical and administrative obstacles that must be overcome by the relevant agencies. This research aims to determine the effectiveness of KTP-EL services at the Bone Regency Population and Civil Registry Service. This type of research is qualitative using a descriptive approach. Data collection techniques were carried out by means of observation, interviews, and documentation. The data analysis technique used consists of data collection, data presentation, data condensation, and drawing conclusions. The results of the research show that the KTP-EL service at the Population and Civil Registry Service of Bone Regency is running effectively, this can be seen from 1) the existence of KTP-EL service procedures which are a reference in providing services to the community; 2) discipline of service officers, such as attendance, use of uniforms, work ethics and use of service tools; 3) provide services in Population Administration matters without charging fees; and 4) provision of adequate facilities and infrastructure, such as a large service area, sufficient chairs, and other facilities such as parking and toilets to provide comfort to the public

Abstract

The establishment of a sustainable village development policy in 2020 has changed the role of village development to become a pillar of sustainable national development. The success of implementing sustainable development in villages is the hope of the government to accelerate the achievement of sustainable development goals at the national level. The key to success in changing the development order in the village lies in adaptive village institutions. This research aims to describe and analyze existing village institutions in Jeneponto Regency in carrying out sustainable village development, using qualitative methods. Sources of research data come from informant information, results of document reviews and various articles related to the research topic. Each data obtained was triangulated and analyzed before being presented in narrative and table form. From the research that has been done, it is known that village institutions in implementing sustainable village development still have deficiencies. Existing formal policies are not in line with the concept of sustainable village development, which shows benefits and reduces the impact of development. Development activities in the development plan have not supported the achievement of sustainable village development. The organizational structure is not directly proportional to the burden of achieving sustainable Village development goals, there is still a lack of human resource capacity, and village partnerships do not create sustainable benefits in improving the village economy

Abstract

Digipos Aja Telkomsel, in carrying out digital transformation, also makes innovations in the digital world, one of which is creating Digipos Aja. Based on Telkomsel's internal data for 2021, there are 532,538 Digipos Aja Telkomsel registrations. This study explores Digipos Aja application product quality, prices, and promotions impact on consumer satisfaction in Makassar City. Methodology, This study employs correlational research that utilizes statistical correlations to describe and measure the relationship between two or more variables with multiple regression method. Finding: This study suggests that all variables have valid values. While the results of hypothesis testing show that partially each variable has a significant influence and simultaneously the variable quality of the Digipos Aja application product, price, and promotion on consumer satisfaction in Makassar City. Which means that the three X variables have a significant influence to variable Y. Conclusion: Product quality, price, and promotion simultaneously affects consumer satisfaction in Makassar City and all of them are statistically significant. The higher quality level of  Digipos Aja product subsequently elevate consumer confidence level towards the product. Additionally, with high level of trust for Digipos Aja products, therefore consumers are able to select and create purchasing decisions for these products.

Abstract

The implementation of government bureaucratic services in various sectors is the external face of the performance of the government in power, it can reflect how leadership practices are implemented. This study was conducted with the aim of uncovering the processes, obstacles, and problems encountered in the implementation of bureaucratic simplification in Salatiga City Government and the role of high-ranking officials in each regional apparatus in its implementation. This research is a qualitative research using phenomenological study. The data used are primary and secondary data. Primary data was collected through interviews with twelve participants consisting of heads of work units (high-ranking officials) and functional officials resulting from the simplification of the bureaucracy in the relevant work units in Salatiga city government, while secondary data was collected through observation, and documentation on Salatiga city government documents during a certain period. The data analysis technique used was Interpretative Phenomenological Analysis (IPA). Based on the analysis, it is found that bureaucratic simplification still faces many obstacles, especially in the adaptation and technological knowledge of officials. In addition, the simplification of bureaucracy in Salatiga city government raises concerns about career paths coupled with a decrease in employee performance, the head of the field or leader in Salatiga city government plays an important role in dealing with bureaucratic simplification policies to maintain a conducive atmosphere in the organisation and encourage increased employee competence, but the competency improvement program has not been implemented optimally.

Abstract

Implementing the school budget work plan application is closely related to implementing School Operational Assistance Funds in education.. This research aims to determine the effectiveness of the School Budget Work Plan Application in reporting accountability for School Operational Assistance funds at the West Java Provincial Education Service. The research method uses a qualitative approach with descriptive analysis. Research informants using a purposive sampling technique. Data collection techniques use observation and interviews based on primary and secondary data, then credibility, transferability, dependability, and confirmability tests are carried out to validate the data. The research shows that the School Operational Assistance funds management through the School Budget Work Plan Application system can be effective based on the concept of effectiveness theory. This is demonstrated by an understanding of the School Operational Assistance funds program so that successful management of School Operational Assistance funds is achieved in an appropriate, timely manner, achieving goals and achieving absolute truth through technical guidelines at the West Java Provincial Education Office. Thus, the novelty of this research is to look at the effectiveness of transitioning the management and reporting of school operational assistance funds through the School Budget Work Plan Application system so that it can guarantee accountability in reporting funds.

Abstract

This research aims to determine the implementation of E-Kinerja in increasing work productivity at the Borong Village office, Manggala District, Makassar City. This type of research is qualitative using a descriptive approach. Data collection techniques were carried out by means of observation, interviews, and documentation. The data analysis technique used consists of data collection, data display, data condensation, and drawing conclusions. The results of the research show that the implementation of E-Kinerja in increasing employee work productivity at the Brong Subdistrict Office, Manggala District, Makassar City is good and has experienced improvement using indicators from the theory put forward by George C Edward III, namely Communication, Resources, Disposition and Bureaucratic Structure, although the disposition indicators are still not going well. This can be seen from the communication process carried out by users at the Borong Subdistrict office, both fellow employees at the Subdistrict office and the BKPSDMD during the socialization held at a hotel by the BKPSDMD to all civil servant in Borong Subdistrict. The existing resources at the Borong Subdistrict office have begun to increase from the previous year seen from the availability of employees at the Borong Subdistrict office, they are ready to run the E-Kinerja program because E-Kinerja is an application for assessing performance which is the basis for calculating the provision of TPP  to all ASN in Borong Village. The disposition to carry out bureaucratic arrangements at the Borong Subdistrict office has not been implemented well because there are still several employees who have been absent and disappeared or have not remained in the office during working hours. The bureaucratic structure at the Borong Subdistrict office has  been running well, as seen from the responsibilities in carrying out their duties, employees have carried them out in accordance with applicable SOPs, as seen from the division of responsibilities between each superior who validates the work of their subordinates.
