Abstract

Saat ini ASEAN memiliki kebijakan single aviation market yang mengarahkan negara di asia tenggara mengembangkan infrastruktur bandara untuk pemenuhan permintaan transportasi udara. Single aviation market dapat meningkatkan aktivitas bisnis bandara dan daya saing kota dengan akses terintegrasi bandara di Indonesia. Hal tersebut dapat menciptakan Bandara Internasional Soekarno Hatta menjadi airport city dan kota disekitarnya (Kota Tangerang) menjadi aerotropolis. Namun, saat ini kesiapan Pemerintah Kota Tangerang dan dinas terkait untuk mengembangkan Kota Tangerang sebagai aerotropolis belum teridentifikasi. Lalu bagaimana potensi pengembangan Kawasan Bandara Internasional Soekarno Hatta dan Kota Tangerang menjadi aerotropolis?. Penelitian ini bertujuan untuk mengkaji potensi pengembangan Kawasan Bandara Internasional Soekarno Hatta dan Kota Tangerang menjadi aerotropolis dengan menganalisis kondisi eksisting, kebijakan dan penataan ruang, dan kesiapan Pemerintah Kota Tangerang. Pendekatan penelitian yang digunakan adalah kuantitaf. Metode analisis yang digunakan adalah deskriptif, spasial dan AHP. Hasil analisis menunjukan Kota Tangerang berpotensi untuk dikembangkan menjadi aerotropolis.Nowadays ASEAN has single aviation market policy which lead South East Asia  Countries should develop their airport to satisfy the air transportation needs. Single aviation market will increase business activity and  integrated access airport’s city competitiveness in Indonesia. It makes the Soekarno Hatta International Airport become airport city and the city near the airport (Tangerang City) become the aerotropolis. Nevertheless, the readiness of governments to develop Tangerang City become aerotropolis has not identificated. According that problem turn up a question “How the potential development of Soekarno Hatta International Airport area and Tangerang City to be develop into aerotropolis”. Goals of this research is assess the potential development of Soekarno Hatta International Airport area and Tangerang City to be develop into aerotropolis with analyze the existing condition, spatial planning and policy, and the governments readiness of Tangerang City. The research approach is quantitative. The analysis methods used is descriptive, spatial, and AHP. the analysis has been done, it can be said tangerang city has the potential to be developed into aerotropolis.

Abstract

City center plaza of Malang (Alun-alun Merdeka) is a commercial area and public open space that attracts and encourages the movement of the community including the pedestrian in Malang city. A high pedestrian movement should be balanced with the availability of adequate facilities and infrastructure, particularly the pedestrian ways that can provide comfort, safety and sociability for pedestrians or called as the walkable pedestrian ways. The main purpose of the research is providing an input for pedestrian ways planning based on the concept of walkability, particularly for a public square in Malang. This research used guidelines from Permen PU number 03/PRT/M/2014 to identify the level of service of pedestrian-ways and the standard of the US Department Health and Human Service to find out the index of walkability, and Importance Performance Analysis (IPA) to know the priority improvements of pedestrian-ways. The results showed that Merdeka Selatan street and Merdeka Timur street has the worst level of service is B on the weekday while on the weekend, Merdeka Timur street has the worst level of service is E. Pedestrian-ways on Merdeka street has the index of walkability is quite walkable with the score of 40-69. The planning of restructuring pedestrian ways on the City center plaza of Malang City (Alun-alun Merdeka) has different priority for each corridor, in general the priority of restructuring is adding lighting trash bin, as well as the disability paths.

Abstract

Permasalahan pemenuhan rumah bagi masyarakat miskin merupakan hal rumit karena faktor ekonomi, kurangnya partisipasi dan tidak menarik dari sisi bisnis, serta ketidakmampuan berusaha karena usia. Pemerintah sebagai fasilitator penyediaan perumahan yang layak bertanggung jawab atas hal tersebut, sehingga muncul pertanyaan bagaimana penyediaan rumah layak huni bagi masyarakat miskin? Tujuan penelitian adalah mengevaluasi penyediaan rumah layak huni di Kabupaten Belitung. Hal ini penting untuk mengetahui kesesuaian sasaran program dan mekanisme bantuan bagi masyarakat miskin. Metode yang digunakan adalah deskriptif kualitatif, melalui penjelasan suatu fenomena secara mendalam. Hasil penelitian menunjukan bahwa bantuan penyediaan rumah layak huni bagi masyarakat miskin di Kabupaten Belitung sesuai sasaran, namun perlu dilakukan penelitian lanjutan terkait pengelolaan rumah layak huni pasca pembangunan.

Abstract

Movement in Semarang City has dependence on motorcycle, evidenced by the domination of motorcycle that reach 79%. It causes the highest percentage of accident rates by motorcycle users, reaching 66% of 5,378 incidents and 18.4% of them are high school students. Based on that problem, conducted research that aims to understand travel behavior of high school students motorcycle users in Semarang Central City and understand how dependence on motorcycles and safety riding awareness on the student. This research is use mix approach research to combine quantitative and qualitative method. The method of data analysis used in this study are descriptive statistics, network analysis and phenomenology analysis. The results show that social demographic aspects as measured by student participation in additional activities after school affect the student's travel behavior. Schedule and location of activities after school will form student travel pattern and then shaping the student travel behavior. It causes the motorcycle become the main mode of student travel. Besides travel behaviour, motorcycle dependence is caused by accumulation negligence by various parties. Such negligence is the provision of school parking following the demand growth, lack of integration of public transportation modes, and the permission of students to use motorcycles without driver license. Unfortunately, motorcycle dependence has not been accompanied by safety riding, it is evidenced by the percentage of causes of the highest accidents caused by driver factor, which reached 96%. 98% of students had committed traffic violations and 96% of them were deliberate. This is happened because students feel tired due to increased hours of activity from full day school system and additional activities after school so that students become unaware and not obey. These problems cause both well-informed and uninformed students ignore smart riding method.

Abstract

Human settlements supply has always been a problem in urban areas, particularly for the low-earners. There are few aspects to do in house procurement, such as location that will determine the cost of housing. Hence, this research aims to determine potential location to be developed as affordable housing for low-income people in Semarang. This research applied spatial analysis method based on Geographic Information System (GIS). The analysis results that only around 5,85% of allocated human settlement area in Semarang City is potential to be developed as affordable housing. In this study, the result show that in terms of location for affordable housing development, accessibility factor can determine the location with considering the particular planning standards.

Abstract

The development of the city is influenced by the growth on the physical, economic, and social activities in the city. In the case of Semarang Regency, this development is included in the category fairly fast, particularly after the opening of toll road Semarang-Bawen. By utilizing remote sensing technology and satellite imagery, the pattern of these developments can be mapped and analyzed. The purpose of this study was to identify the pattern of development of space in Semarang Regency by using multitemporal Landsat images. The application of these images can be a mean of monitoring and controlling mechanism of the urban growth in the fast growing city in Central Java, such as in Semarang Regency. Hence, the focus of this analysis is on data of built up area. During the period of 43 years (1972 - 2015) land use change that occurred in the district of Semarang had increased for about 13,000 Ha or an average of 300 ha/year. The biggest changes are located in the Tengaran, Susukan and Bergas sub district that grow more than 20 ha / year.

Abstract

PPIP merupakan salah satu program pembangunan infrastruktur berbasis pemberdayaan masyarakat. Meskipun dalam setiap program berbasis pemberdayaan sudah ada pedoman pelaksanaannya, namun pada pelaksanaan kegiatan PPIP di Kabupaten Tegal, terdapat perbedaan proses pemberdayaan antardesa satu dengan lainnya. Penelitian ini bertujuan untuk mengkaji proses pemberdayaan dikaitkan dengan proses pemberdayaan model EPE (Engagement–Participation–Empowerment) pada PPIP di Kabupaten Tegal. Metode penelitian yang digunakan adalah metode penelitian kualitatif, dengan pendekatan studi multi kasus. Peneliti mengambil dua kasus pada dua lokasi berdasarkan topografi wilayahnya yaitu lokasi di daerah perdesaan di pegunungan (Desa Dukuhbenda) dan daerah perkotaan di daerah dataran rendah (Desa Slawi Kulon). Hasil dari penelitian ini menunjukkan bahwa berdasarkan analisis dengan model EPE diketahui pada Desa Dukuhbenda (perdesaan) proses pemberdayaan berproses secara linier sesuai tahapannya. Sedangkan pada Desa Slawi Kulon (perkotaan) proses pemberdayaan berproses tidak sesuai dengan tahapannya, fase pemberdayaan terputus pada fase partisipasi.

Abstract

Limited ability of society both economically and managing space cause slum condition in Tambakrejo Urban Village. In the year 2015-2017 then done slum arrangement, but not yet reached livable settlement as environment condition which still not support based on condition and perception of society. Many found garbage that pollute the community environment. The purpose of this research is to know the effect of settlement arrangement to reach livable settlement in Tambakrejo Urban Village Semarang. The research method used in the form of quantitative approach, with descriptive analysis tool, likert scale and simple linear regression. Based on the research, founds that slum regulation in Tambakrejo Village has not reached livable, from 3 components that must be realized it only affect 2 aspects that is physical and social, while the economic aspect is still not influenced by the arrangement. Furthermore, people's assessment of 17 criteria of human settlement as convenience parameters, obtained 6 criteria influenced, among others, ease of access, satisfaction of infrastructure, infrastructure support activities, small home improvement costs, the role of socializing institutions, and guaranteed cooperation of government, private, and community.

Abstract

Pantai Air Manis merupakan salah satu wisata yang sedang dikembangkan oleh pengelola wisata, Dinas Kebudayaan dan Pariwisata Kota Padang. Kondisi dan ketersediaan atraksi maupun fasilitas wisata yang tersedia masih kurang. Penelitian ini bertujuan untuk mengetahui peran stakeholder dalam pengelolaan  wisata Pantai Air Manis. Penelitian dilakukan dengan metode deskriptif kualitatif. Data diperoleh melalui wawancara, observasi, dan telaah dokumen. Hasil dari penelitian menunjukkan bahwa terdapat dua kategori stakeholder yang terlibat dalam pengelolaan wisata yaitu Dinas Kebudayaan dan Pariwisata, Dinas PU, dan Dishub sebagai stakeholder kunci dan masyarakat lokal sebagai stakeholder primer. Stakeholder kunci berperan sebagai koordinator dan fasilitator dalam mengelola atraksi, akomodasi, aksesibilitas serta informasi dan promosi wisata. stakeholder primer berperan sebagai fasilitator dan pelaksana dalam atraksi, akomodasi serta aksesibilitas wisata. Disbudpar memiliki kapasitas yang rendah karena belum mampu mengcover pengelolaan wisata. Oleh karena itu wisata dicover oleh masyarakat lokal sehingga menyebabkan kondisi atraksi serta fasilitas wisata kurang baik dan kurang terawat.

Abstract

Kabupaten Wonosobo menjadi Kota Ramah Hak Asasi Manusia pada tahun 2014. Hal tersebut mengacu pada Deklarasi Gwangju guna mewujudkan kovenan HAM internasional. Bentuk implementasinya adalah melalui pembangunan taman kota ramah HAM yaitu Taman Kartini dan Taman Fatmawati. Permasalahan yang terjadi pada kedua taman adalah belum optimalnya tata kelola taman kota pada beberapa aspek seperti minimnya sosialisasi taman ramah HAM kepada masyarakat dan minimnya perawatan fasilitas taman yang rusak. Tujuan penelitian yaitu untuk mengkaji tata kelola taman kota di Kabupaten Wonosobo. Tata kelola yang dimaksud adalah bentuk manajemen pembangunan dengan kerjasama dan pelibatan sluruh stakeholder. Metode yang digunakan adalah metode penelitian kuantitatif. Data diperoleh melalui kegiatan telaah dokumen, observasi, kuisioner, dan wawancara terstuktur. Analisis yang digunakan yaitu analisis deskriptif kuantitatif dan analisis skoring data. Hasil dari penelitian ini menunjukkan terdapat perbedaan tata kelola antara Taman Kartini dan Taman Fatmawati pada tahap pemeliharaan khususnya pada pihak yang bertanggung jawab. Tata kelola taman kota ramah hak asasi manusia yang baik dapat diwujudkan melalui pemenuhan prinsip-prinsip pada tiap tahapan pembangunan meliputi tahap perencanaan, implementasi dan pemeliharaan. Prinsip utama yang harus diakomodir adalah prinsip partisipatif, prinsip akuntabilitas dan prinsip transparansi.
