Abstract

Objective of the research is to reveal how networks upgrade innovation capacity and to derive policy suggestions necessary for enhancing capa-bilities for process improvements and innovations, including interactions between users and producers in capital goods industry. The case study results showed that: i) the main driver of technological learning in the capital goods companies is the vision of top management; ii) product innovation as the improvement of existing product can be the results of informal learning without doing formal R&D activity; iii) the limited co-operative arrangements among producer, supplier and consultant are sufficient for stimulating lower level of innovations, which is new to the firma innovations - rather than new to the market; and iv) the pro-ducers-users interaction in the forms of exchange in goods and infor-mation as well as cooperation will contribute to stimulate innovation in companies. Knowledge sharing through innovation network has a central role in upgrading innovation capacity. It implies that the necessary poli-cies to intensify the wiring innovation network in capital goods industry are: i) the establishment of bridging institution or network broker for training, facilitating and mobilizing of network formation; ii) government financial assistance for hiring external experts/consultant to upgrade the innovation capacity of industry; iii) incentives (i.e.financial compensa-tion, recognition and career advancement) for university and research institute professors working to upgrade the innovation capacity of indus-try; and iv) government consultancy services and/or subsidized consul-tancy services from universities/research institutions to upgrade innova-tion capacity of industry.

Abstract

It is an accepted view that technological progress is an extremelyimportant, perhaps the most important, determinant in the growth in output per man. Therefore, the governments policies related to the R & D activities to spur the development of the technology in order to enhance economic growth in Indonesia are becoming very important to be analyzed. For this purpose, a process oriented model of technology-economy interactions (Technology-Economy Model) was developed; and through the simulation of the model a clear and distinct understanding of the role of the technology in the Indonesian economy can be obtained. In the model, the capital-labor ratio (KLR) is proposed as an indicator of the technology in an economic system. This implies that the development of technology will be strongly determined by the decisions those related to the development of capital (investment and depreciation) and the growing of labor (hire and fire). The structure of decision making process is naturally consists of the interdependent relationships among some components which constructing causal loops (feedback loops). Based on this thought, the system dynamics methodology is used in this study to develop the Technology-Economy Model. The growth behavior of the technology and the economy is obtained through simulating the model from year 2000 until year 2050 for some scenarios related to the R&D activities and the economic policies. The analysis of the model behavior provides some important policy directions those expected to produce the higher technology and economic growth and also the better performance of the economy, i.e.: policies to manage R&D activities becoming effective, R&D policies should have a linkage with the education and training policies (link and match), have also a linkage with the economic policies (investment, export, and import), and the development of industry (wage policies).

Abstract

The process of organic rice farming system conception initiated by inter-national market demand for organic rice which is drive businessman to create a partnership with farmer to fullfil the demand. In conception stage, it is running effectively substitue convetional farming with organic farming system. However, conception process which has been running will not continue to adoption stage if this process managed not properly. Social factor (farmer behaviour)is a determinant in farmer decision to adopt organic farming system because of interelations with the economic practically. Technology, environment, attitude and belief interaction in adoption stage more complex than canception stage. This model built qualitatively using system thinking method and social fabric matrix (SFM). Causal loop diagram used to analyze causality of elements interalistionship in conception and adoption stage, thus social fabric matrix used to mapping the element interelation involved in organic farming adoption which is consist of social institution, technology, environment, value and belief, and attitude. This research indicates that adoption stage is critical point that have to be passed in an innovation process. The point is innovation should be managed properly since the conception until adoption that involved social, economy and technology elements.

Abstract

Human resources and technology are the greatest capital of a nation at this time. Innovation and technology as a driving force of growth re-quires investment in enormous amount. Studies show that tax incentives and fiscal support contribute significantly to the level of investment in research and development. The varying forms of tax incentives and fiscal support results in different impact on the development of technology and innovation. This study aims to conduct a comparative study of the various forms of tax incentives and fiscal support for research and development as well as provide recommendations on the suitable form of tax incentives and fiscal support to be implemented in Indonesia. Methodology used in this research is literature study by using descriptive analysis. There are broadly three forms of tax incentives and fiscal support given in various countries, namely: (i) super deduction; (ii) tax credit; and (iii) direct subsidy. The results of this study indicate that Indonesia needs to take aggressive measures in encouraging innovation and technology to improve global competitiveness. To support these measures, an aggressive tax incentives formulation is also required in the midst of the competition and to keep pace with other countries in the region. Tax incentives given need to be focused on the areas where Indonesia has comparative advantage.

Abstract

As a sovereign nation, Indonesia has a strategy to defend itself against threats from outside and within the country. That requires a strong defense, both in terms of the number of military personnel and the number of defense equipment. So far, we have mostly the weaponry purchased and hung from abroad. This paper discusses the results of the study several policies and government regulations in defense and securi-ty in Indonesia. The methodology used is the start of data collection both primary data and secondary data, and from these data calculated the ideal number of military personnel and defense equipment. From the analysis of the data can be identified that one of the obstacles faced by Indonesian defense is the ratio of the number of military personnel to the personnel composition of the population as well as Army, Navy, and Air Force are still not ideal as well as the number of defense equipment owned is but below standard. In addition, the documents are not MP3EI clear roadmap on the development, engineering, and purchases of defense equipment and targets each year. Another problem is the absence of good coordination on defense research consortium activities. For that recommended the need for cooperation between military R & D, universities, and other research institutions under one umbrella defense research resulting in better research synergy.

Abstract

Nowadays, surface hydrolic mining on tin alluvial has caused conflict with other interests. Due to a big mining area needed, the activity has conflict with plantation and local people gardens. Furthermore, activity of illegal mining has destroyed tin reserve and environment as well. Once the illegal mining is not managed properly, tin reserve of the company will decrease significantly, in addition, reclamation cost that must be beared by the company will increase significantly. Approach to manage conflict through negotiation on land use has not given a signifi-cant outcome. As the result, the company experiences a very difficult situation to make a mine planning, both short term and long term. Technology of subsurface hydrolic mining offers a mine activity with minimal land clearing and avoid to open overburden. Currently, PT Timah (Persero) Tbk has succeeded to study and examine the technology through operating a pack of equipment named BTM-SR4. Besides aware-ness on environment, due to its ability to mine on spotted tin deposit, the technology is able to increase tin reserve. Other good news are to decrease mining cost due to not opening over burden and to decrease reclamation cost. All of above good points will support sustainability of the company.

Abstract

Dalam hal literatur tentang inovasi, buku ini cukup menambah khasanah pengetahuan kita tentang inovasi yang mana sudah digagas sejak tahun 1930-an oleh ekonom Austria-Amerika Joseph A. Schumpeter. Namun buku ini mengkhususkan pada inovasi dibidang ekonomi dan kesiapan Indonesia dalam menyambut era ekonomi baru. Pertanyaan bagaimana suatuelemen sains, teknologi dan inovasi dapat menjadi darah segar dalam pertumbuhan ekonomi Indonesia merupakan isi dari buku dengan tebal 278 halaman ini. Perlunya pembenahan sistematis mutlak dilakukan melalui penguatan ekosistem inovasi Indonesia yang terdiri atas perbaikan unsur-unsur; pendanaan R&D, kepemimpinan, kebijakan, pendidikan dan budaya inovasi.

Abstract

Inclusive development is a development prioritized to alleviate poverty and to encourage all community groups to contribute in creating opportunities, benefits, and participation in decision-making. Small industry is one of the target groups prioritized in inclusive development, especially in the creation of innovation. This paper aims to map the innovation potential of smallindustry in Indonesia. Potential innovations are represented by several indicators, namely: industrial resources obtained, innovation activities and industrial cooperation with the provider of science and technology. Innovation potential of small industry in Indonesia is still not statistically well identified. Therefore, this paper seeks to provide a preliminary description of the innovation activities in small industry. The data used as the basis of the analysis is synthesized from the innovation survey ofmanufacturing industry in Indonesia conducted in 2011. Total of 1.375 respondents, 556 respondents are identified as small industry. Out of the total, 350 small industry declares innovation activities both technological innovation and nontechnological innovation. Using descriptive analysis, it is known that small industry innovation activities are quite diverse ranging from: the acquisition of knowledge, human resource training, and intramural R & D activities. This indicates that the industry has potential for inclusive development.

Abstract

Regulatory regions as the object of attention of this study are discussed in the content published policies and provide regulation of science technology and innovation in the area. Policy in the area of this study is that the regulation of East Java Province. The method of this research is using the content analysis with frame of innovation system. The results revealed that 64% of science-technology and innovation policy period from 2000 to 2011 in the province of East Java has relevance and significance to the development (research), diffusion and utilization of technology in the area. Generally the regulations in East Java emphasis on institutional strengthening, and supporting of science-technology and innovation program.

Abstract

Incentive programs the Ministry of Research and Technology (KRT) is a stimulant in order to increase collaborative research in Indonesia. Collaborative research to be a bridge of cooperation between researchers and organizations, both in terms of human resources, equipment, funds, ideas, and so forth, all through the funding support of KRT. In order to reveal the research activities financed from the Incentive Program, the research was conducted. Another objective of this research is to see how the level of collaboration/cooperation on research conducted by the researchers conducting incentive. This research is a descriptive study using quantitative data. Source data from KRT incentive program managers. Analysis was performed on all activities financed incentive incentive program KRT during 2008-2010. The results of this study concluded that from 1226 the activities carried out in the years 2008-2010 incentive program KRT greatest activity conducted applied research on the types of incentives (498 events). Meanwhile, according to the focal plane, most activities are in the areas of food security (386 events) and according to science should be in the field of engineering sciences (553 events). Collaboration of researchers at the activity level incentives earned 20.43% done in collaboration by two or more researchers.
