Abstract

Old ways die hard. Why? Old ways which we use to build the future of organization die hard because we are not bold enough to question the fitness of our philosophies underlying them. Planning used in the traditional management is based on the following philosophies: (1) creating the future from the past, (2) leverage is placed on tangible assets, (3) planning is rule keeping efforts, (4) planning is a single-scenario planning, (5) planning is executed ad hoc, especially at strategic level. In this article, I discussed the shift of philosophies underlying the ways management used to plan the future in order for their organization to survive and prosper in facing a competitive and turbulent environment. The new environment demands a radical change of the ways they use to plan the future of their organization.Key words: planning; strategic planning

Abstract

The “turbulence” that becomes a characteristic in business environment now hasleaded the business to the very tight competition (known as hypercompetition), and it also influenced banking industry. With that situation, efficient and effective at cost structure and operational performancewill determine the bank performance either survive or not. For that reason, the study willbe conducted to analyze the cost structure and bank performance in Indonesia using twoapproaches: (1) Parametric approach based on translog cost function framework toanalyze cost structure in banking industry in Indonesia; (2) Non-Parametric approachbased on linear programming framework to evaluate the operational performance inIndonesian banking that shown by efficiency index. The study used data from 50 banks that have the biggest assets in Indonesia during1998-2002 periods. According to the analysis, it showed “the red line” that strictly stated:(1) Using parametric approach, it showed that cost structure in Indonesian banking hasfulfilled translog cost function. Indonesian banking industry is now facing “scale ofeconomies” and “scope of economies” conditions. The research has shown that banks with the bigger assets showed higher level of scale of economies. (2) Based on non-parametric approach, it indicated that banking in Indonesia could reduce their operational cost up to 89,40% comparing with their present operational cost. Cost inefficiency mainly caused by inappropriate technical efficiency that can be eliminated if only banking industry in Indonesia have used input components optimally. Keywords: Cost Structure, Operational Performance, Parametric Approach, Non-Parametric Approach.

Abstract

The goals of this research are to examine factors affecting the Loan to Deposit Ratio(LDR) raising which is based on supply and demand, to examine the impact the decline ofLDR to small business credit, to identity the appropriate scheme for the small business and then to make recommendation in optimalizing LDR in Bali’s economy.Based on Slovin approach, the sample size of small business chosen as respondent were100 units. To reach the overall perception, 15 commercial banks (Bank Umum) and 16Secondary Banks (Bank Perkreditan Rakyat/BPR) were selected also as respondents.Multiple regression analysis supported by stepwise regression was used to test factorsaffecting LDR. To examine factors affecting LDR based on demand, the tools used wasdescriptive statistics. This is expected to support regression analysis, especially to makeintegrated decision making. This research finding indicated that, first, actors that simultaneously affected LDR-BPRwere core capital, supplementary capital, saving in other bank, saving interest rate, timedeposit in other bank, time deposit interest rate, fund from society at previous period, credit at previous period, PPAP to PPAPWD ratio and cover guarantee. Partially, there wereseven variables significantly contribute to LDR including supplementary capital, savinginterest rate, time deposit in other bank, time deposit interest rate, credit at previousperiod, PPAP to PPAPWD ratio and cover guarantee.Second, factors that simultaneously affected LDR-BU were cash in other bank, clearingaccount interest rate, saving in other bank, saving interest rate, time deposit in other bank, time deposit interest rate, Bank Indonesia Certificat (SBI), SBI interest rate, fund from society at previous period, invested bank fund, credit at previous period, credit interest rate, PPAP to PPAPWD ratio and cover guarantee. Partially, there were nine variables that significantly contribute to LDR-BU including clearing interest rate, saving in other bank, time deposit interest rate, SBI interest rate, invested bank fund, credit at previous period, credit interest rate, PPAP to PPAPWD ratio and cover guaranteee. Third, an average LDR of BPRs in Bali for the five period (quarterly) was 91, 75% which mean BPR were in healty condition from the liquidity point of view. But, for LDR-BU an average LDR was 46, 23% that indicated less healty conditon. Forth, although BPR in good condition, it can be optimalized through four variables. Fifth, for LDR-BU there were six variables that can be optimalized to increase LDR. Sixth, the low average of LDR-BU from demand side point of view were because of lack of information about the opportunity for small business.Another finding, of this research was that an innovative credit scema for small business isnot based on low rate of credit interest, but the small business need a competitive creditscema. Keywords: Loan Deposit Ratio (LDR); small business; Commercial Bank, Secondary Bank.

Abstract

This paper attempts to evaluate government policy to classify a region as a key region (kawasan andalan) with special reference to South Kalimantan province. Using location quotient and logistic regression, we showed that the policy designed and based merely on regional income per capita and key subsector. The policy seems, to ignore the growth of regional income and regional specialisation. Our analysis also suggests that regional classification based on Klassen Typology is a better alternative than that of the ad-hoc “key region”. Key words: kawasan andalan, LQ, logistic regression, Klassen Typology

Abstract

Hasil model struktural akhir didukung oleh nilai X2/df, GFI, AGFI, CFI, RMR, RMSEA, P, ECVIyang secara simultan menunjukkan the best fit to the data. Keywords: Quality Management Practices, Supply-Chain Practices, Demand-Chain Practices, Value Gain Performance, and Monetary Gain Performance

Abstract

This research is a “snapshot” of the people’s economic problems especially of the socio-economic and cultural institutions in the villages in Kecamatan Ambarawa. The research has identified institutions and the so-called micro-finance institutions in the villages as initiated by both the people in the villages and by the village government. The government policies to mobilize the micro-finance institutions through top-down planning were carried out by various government institutions with limited success. It is now realized that it will be more effective and successful if it is implemented by the village people themselves in the form of self-reliance movement on micro finance. Keywords: micro-finance institution, ekonomi rakyat, participative development
