Malang tourism industry has the potential to be developed. It is because the potential has not been seriously and optimally managed; the management tends to be implemented partially. The greatest potential of the tourism industry identified so far is shopping tourism in Kota Malang, agro tourism and artificial tourist attractions in Batu, and agro tourism in Kabupaten Malang.Optimization on the development of tourism industry in Malang Raya can be done based on the existing situation. Based on the observations, there are several factors affecting the improvement of the economy of local people namely: natural resources, business climate, culture, public facilities, and access to funding. Optimization on the development of the tourism industry must also be based on synergy concept for the three areas involved; thus, the tourism industry of those three areas can grow sinergically and in mutual manner, and support each other. Based on the statistical analyses, it is known that through the support given by the government, the natural resources, business climate, culture, public facilities, and access to funding have significant impact toward increasing the economy of the local people. The results of the study indicate the needs for the government to play such big and important role in the development of tourism industry and in the effort to increase the economy of the people. This research aims to (1) find out what is the effect of educational and health sector expenditure as well as PDRB per capita on Human Development Index of regencies/cities in East Java Province between 2007 and 2012, (2) to find out which dominant variable has a significant impact on Human Development Index of regencies/cities in East Java province between 2007 and 2012. Variables of expenditures of health and educational sectors used ratios of health and education sector expenditures toward total expenditure. Quantitative method was used in this research, using panel data analysis with Fixed Effect Model approach. Estimation result shows that government expenditure on health and educational sectors as well as PDRB per capita has a positive and significant influence, affecting Human Development Index of cities/regencies of East Java Province during the research period. Variable of educational expenditures with its regression coefficient of 0.112 is a variable having the most dominant effect on Human Development Index, compared to that of health expenditure with its regression coefficient of 0.049 and that of PDRB with its regression coefficient of 0.049. Keywords: Human Development Index, health sector expenditure, educational sector expenditure, PDRB per capita.

The main goal of this research is to investigate the effect of corporate social responsibility disclosure, leverage, return on assets, and growth to real earnings management from discrectionary cost, with political cost as moderating variable. Samples of this research are 94 random listed companies which were selected by purposive method. The results of this research are: corporate social responsibility disclosure and growth have negative effect to real earnings management through discretionary cost, leverage and return on asset have positive effect to real earnings management through discretionary cost, political cost does not affect the relation between corporate social responsibility disclosure and growth to real earnings management through discretionary cost, and political cost may weaken the positive effect of leverage and return on asset to real earnings management through discretionary cost.Keywords: real earnings management, discretionary cost, corporate social responsibility disclosure, leverage, return on asset, and growth

Two-sectors model from Lewis Theory describes the movement of labor who move from agricultural sector to the industrial sector with the assumption that they are moving because the pull of wages. The theory does not consider that the wage problem in the industry sector create movement to the informal sector. This research has two purposes, first, to know the implementation of the industrial sector labor with five variables (GDP growth in the agricultural and industrial sectors, the regional minimum wage rates, labor force and total labor agriculture). Second, the implementation of the small and medium enterprises (SME) labor with five variables (GDP growth in the agricultural and industrial sectors, labor force, agriculture sector labor and industrial sector labor). This research is using quantitative methods with panel regression. Results from this study indicate that the transformation of agricultural labor to industries in East Java, especially the links between agricultural growth and wages on employment in the industrial sector has not been proven. The Lewis theoretical proven is the growth of the industrial sector and the number of workers to the industrial sector employment. There is no correlation between the output agricultural sector and industrial sector of the SME sector. The household waste disposal problem eventuated from poverty wherein people overly exploited their natural environment, and those who suffered the greatest impacts of from it were always women. Therefore, this research was carried out in order to introduce a way to improve healthy living within households whilst also improving household income by implementing household waste management. The research was carried out from May to October 2010 using an action research method with an in-depth interview stage, and documentation study. Household waste management was implemented using the takakura method and the entrenchment method. The results show that, in Probolinggo, only 4 baskets of takakurasuccessfully produced organic compost, while this methodfailed completely in Malang and Tulungagung. In Probolinggo, a local public figure’s role is very vital in determining the technological adoption of takakura and entrenchment. It was established that this was because the research participants in Malang and Tulungagung were not patient enough in looking after the takakura baskets. The entrenchment method was 100% successful in Probolinggo, and the organic compost, as the outcome of the entrenchment method, has been applied to their cornfields. In Malang the entrenchment method failedbecause it was difficult to find the household waste and the respondents were not enthusiactic nor motivated enough to participate in the program. The urban society having an increased public economic activity results in the household difficulty in adopting a new method of dsiposing waste. Tulungagung is a small city having same countryside areas with a dense agricultural activity and adequately available waste disposal area which results in insufficient time for households to change their way of disposing waste.Thus, future programs need awareness and commitment from the citizens to reduce the solid waste pollution of their environment, and there is a clear need to have an environmental cadre who works hard, has high empathy and care to the environment, and communicates well with the citizens; so that the natural resources can be preserved and the poverty within the households can be alleviate.Keywords: household waste management, environment, povertyÂ

Using ethnographic as qualitative approach in extracting data, the aim of this study is to reveal the causing factors of high-rate of HIV/AIDS epidemic in Gondanglegi District of Malang. It is also to disclose the extent of Malang regency administration has sought to overcome this social phenomenon. Thus, the depth information about the cause of high-rate HIV/AIDS and preventive efforts can be used to conduct mitigation measures in the future. The results showed two points. First, the causing factors of high HIV/AIDS epidemic in Gondanglegi District of Malang are the low levels of economy, high levels of migration, and the growing influence of lifestyle among the younger generation. Secondly, with the Regional AIDS Commissions (KPAD), Malang Regency Government has made prevention efforts in cooperation with NGO Paramitra and NGO Sadar Hati. One of the main programs is Warga Peduli AIDS (WPA). Through this program, the Local Government is responsible to provide the medical facilities at the health centers that have been appointed. Meanwhile, the NGO responsibility is to build the awareness of treatment and check-up, especially for the high risk communities. Keywords: good governance, anthropology, hiv/aids preventive efforts

AbstractThe purpose of study is to give empirical evidence the financial capability based on the share, growth, Financial Capability Index (IKK) regional, local revenue and expenditure districts/cities in North Kalimantan before and after expansion of the province. This study uses a mixed method with secondary data of local government budget (APBD) and Gros Domestic Product (GDP) budget 5 (five) districts/cities in North Kalimantan by time series 2010 to 2015 for quantitative analysis. There are 6 samples of informants from 3 districts/cities for the analysis of qualitative descriptive with interviews methods. T-test results of share, growth index and IKK aren’t difference before and after expansion of the province. Based on the results of qualitative analysis has found an average decrease in share, growth index and IKK. Share index down because of local own source revenue (PAD) is not designed as a primary source of APBD, growth index down because of district/city uses deposits to increase PAD so after expansion of the province, the deposit is used to cover the APBD deficit. IKK decrease occurred because the district/city tends to depend on the balancing of funds after the expansion of the province. The result of t-test local revenue and expenditure had better difference after expansion of the province. The results of qualitative analysis, indicate an increase in local revenue and expenditure that is occurred only two years early expansion because of political reasons and after the third years APBD had decrease is due to DBH Migas dropped dramatically. Differences results of this analysis are influenced by political interests of each province.This study proves that the expansion of the province is not short-term solutions for the acceleration of development in the district / city in North Kalimantan. Keywords: Financial Capability Index; local revenue; local expenditure; expansion of province

 This study aims to examine the trade of Indonesia with 10 top export partner using the gravity model of trade. The panel regression analysis with fixed effect model was conducted in order to acknowledge the relationship among the variables Constant Gross Domestic Product, Per Capita Gross Domestic Product, transportation cost, and Real Effective Exchange Rate on export of Indonesia with 10 partners. This study using secondary data with panel regression analysis and research instruments were tested using chow test, hausman test and classical assumption test. The panel regression result showed that simultaneously and partially Constant Gross Domestic Product, Per Capita Gross Domestic Product, transportation cost and Real Effective Exchange Rate had significant effect on export of Indonesia.   Â

The purpose of this research is to create a model program to improve the marital conjugal harmony of different cultures (Flores husband - Javanese wife) with an age range of 1-10 years of marriage which is the age range of marriage prone to divorce. Participants in this study were members of Flobamora who married women from the Javanese, so the participants are married couples of different cultures to the age of 1-10 years of marriage. This study was an experimental study-kuasi Locally-particular. The experimental group will receive treatment Enneagram Modified Program in each weekend (Saturday-Sunday) for approximately 6 weeks, while the control group remained participate week-end program, but not given treatment Enneagram Modified Program. Data analysis technique used is the Mixed-Anova or Anava A mix B.

A research about ‘good governance’ implementation of Indonesian Women Worker- housemaid ( in Indonesia TKI-PRT) placement process, focused on the transparency application issue to develop the governance of online information management system of TKI-PRT placement process. The main issues being examined were such as whether the substance of laws and regulations and practices applied in the migrant workers placement process is relevant so far to the need for developing online information management system to become more transparent and may strengthen protective support to TKI-PRT. The research was in the form of case study and analyzed by using content analysis technique.Protection to TKI-PRT, as it is defined in the Law No. 39/2004 that “the first and best opportunity of protection should arise from the workers themselvesâ€. The implication, strengthening transparency and protection of TKI are by nature urgent and require the development of information management system governance of TKI placement based on self-governance model. One governance model with citizen centricity character grows through the mechanism of governance from the ground-up, closely focused and centralized based on the continuous strengthening of the TKI-PRT autonomous capacity to be more proactive to become active agent of change, especially as an active evaluator and creator of information in the whole implementation process of migrant worker placement abroad. The autonomous capacity of these TKI is likely collective created, meaning the success depends on the commitment of all stakeholders who are synergic proliferating and strengthening the autonomy and integrity of all actor practices. In particular, they should conduct ‘tri-automization’ of TKI independence and self-reliance in terms of cultural, economic and political aspects. Based on the result of the research, it can be summarized that the substance of the management and implementation of TKI placement process in Malaysia so far is likely bureaucrtaic centricity rather than citizen centricity. It was indicated by seven dominant tendencies which made transparency and protection functions not effective and even may cause TKI-PRT vulnerability potential in all stages of the placement implementation processes abroad. Therefore, renewal of the regulations substance about TKI-PRT placement process, including the information management system, is really urgent. The regulations and impelementation substance should be consistent and rely on the need of the emancipatory information management system development, in the form of self-governance model which is to urge the government as enabler to the strengthening and institutionalizing the autonomy and integrity of all actor practices.
