Abstract

The purpose of this study is to analyze the policy change of village regulation and the implementation of Law No 6/2014 on the Village as new village policy. The method of this research was qualitative. It was conduct in two locations, i.e: Kairane village of Kupang Regency and Dringu village of Probolinggo Regency. The result indicates that although the policies used are the same, but they produce different outputs. In isolated villages, the dominant output is village infrastructure. This is due to inadequate water and transportation facilities. Whereas in the developed villages, there are more administrative services. Thus village funds are difficult to absorb in infrastructure activities, but disbursed for village apparatus honorarium fees. On the other hand, policy change is more on political process and always do when village government ineffective. In conclusion, the implementation of village policy in Indonesia has different results. Let’s focus on managerial approach to make policy robust not only political: the advanced village focus on better public services, while the isolated focus on village development.

In addition, potatoes are also a high quality commodity of vegetable that have high-value and until now potatoes have the potential value to be developed as a source of carbohydrate in supporting food diversification program, increasing farmers' income, non-oil export commodities and raw materials of processed industries. After harvesting potatoes it is common happen the respiration and the transpiration process on the potato tubers, this is due to the high water content of potato, so that at one time the quality will experience a decline due to metabolic processes and cannot be stored a long time in fresh form. However, the development of potato commodities is still faced with several problems, some examples are on the low participation of farmers in the role of Gapoktan development and the empowerment of farmers in terms of mastery in potatoes products processing that require the varieties and also the special cultivation in order to produce potato tubers that available with special requirements.

Abstract

Realizing food security in Indonesia is facing multidimensional problems and challenges in terms of economic aspects. Meanwhile, the challenges to achieve food security at the macro level are becoming increasingly difficult as the trend of food supply and demand is moving towards the opposite direction. In terms of supply, food supply is predicted to be increasingly difficult due to the physical, economical and environmental constraints on its growth. On the other hand, in terms of demand, it is predicted that food demand will continue to grow in line with the population growth, economic development, and the dynamics of the strategic environment.East Java has a great potential for supporting national food security due to its relative extent of agricultural land. In addition, the overflow of production factors in the form of land is the capital for East Java to develop the agricultural sector for improving food security. This study aims to describe the potential of food security and its relation to the efforts for reducing poverty in Lamongan. The results showed that rice, corn, and soybean commodities are the main commodities of agricultural food crop sector in Lamongan. These three commodities contribute and generate high productivity, in fact, does not affect the rate of poverty. Despite the various efforts performed, however, the increase in productivity has not been encouraging. Further, the Poverty Depth Index in Lamongan is precisely increasing. Therefore, Adult Equivalent (AE) method was used as a method to equalize child consumption needs with adult population by calculating the economic scale for calculating poverty rate. The results of the AE method revealed that the economic scale in adult categories needs to be prioritized on corn and soybean farmers.

Abstract

This study aims to examine the effect of perceived of ease of use, perceived usefulness, compatibility and perceived risk toward the attitude of e-Village Budgeting (EVB) system user. The use of the mandatory EVB system, as well as the obligation to use information systems in village budgeting, make research on user attitudes appealing to be researched. Data analysis using Partial Least Square (PLS) with warpPLS software version 3.0. The results showed that 1) Perceived Usefulness becomes the determinant factor of user attitude in using EVB system. 2) Perceived ease of use does not affect the attitude of users of EVB system. 3) Compatibility does not affect the attitude of users of EVB system and 4) Perceived risk does not affect the attitude of users of EVB system. This is because the perceived ease of use as a threshold variable and past users who previously used the manual budgeting system also affect the fit or not the EVB.
