Abstract

This study aims to find out how the quality of public services in Siwongi Village, Kulawi Subdistrict, Sigi Regency, is more specifically regarding Population Administration services. The basis of the research used is qualitative, while the type of research used is descriptive. The informants used in this study were determined purposively, with a total of 7 (seven) informants. Data collection techniques used were observation, interviews and documentation. This study uses the Parasuraman theory where there are 5 (five) dimensions to measure service quality, namely Tangibles, Realiability, Responsiveenes, Asurance, and Empathy. The results of this study indicate that the Quality of Public Services at Siwongi Village office is from dimension (i). tangibles (direct evidence) are in the bad category; (ii). seen from the dimensions of reliability (reliability) are in the less good category; (iii) Responsiveness (responsiveness) is in the good category; (iv) seen from the dimension of insurance (guarantee) in the category of poor (v) seen from the dimension of Empathy in the good category; Based on the results of the study it can be concluded that from the 5 (five) dimensions studied the category is not good, so it needs to be improved, it is expected that the Siwongi Village Government will make continuous improvements to the 5 service dimensions, so that in the future the service will be at Siwongi District Sigi, can satisfy the community.

Abstract

The research aims to analyze the Implementation of the Program Keluarga Harapan  for empowering beneficiary families   in Central Bungku sub-district, Morowali district. The research method used is descriptive qualitative method and data collection techniques by means of observation, interviews, and documentation. The main theory as the reference in this research was adopted from George C. Edward III with four dimension, namely communication, resources, disposition, and bureaucratic  structure. The selection of informants with a purposive technique. by following procedures namely data reduction, data presentation and conclusion (verification). The results showed that the Implementation of the Program keluarga Harapan for empowering beneficiary families in Bungku Tengah Subdistrict, Morowali District was not optimal, where from the Communication aspect, the PKH Implementer in Bungku Tengah Subdistrict, Morowali District had established communication between the parties, however socialization was not routinely carried out to StakeHolders, especially cross officials agencies that need that information. Where officials often change personnel because of the transfer of positions at a certain time, or when the distribution of information is carried out is unable to attend. From the aspect of resources (Resouces), PKH Human Resources (SDM) are sufficient in terms of quantity and capability and knowledge but have not yet been supported by the amount of sharing funds that should be provided by the Regional Government at least 5 (five) percent according to the Social Minister's circulation of PKH facilities and infrastructure. in Morowali district. As for the aspect of the Implementing Attitude, from the Loyalty side, the Commitment and honesty of the implementer in implementing the Family Hope Program has been carried out in accordance with the code of ethics established by the institution, and from the aspect of the Bureaucratic Structure. , also the distribution of authority and hierarchy has been running quite synergistically between the unit of government units involved.

Abstract

This research was conducted to describe the Implementation Policy for Issuance of Building Construction Permits in Donggala District whether it was in accordance with the expectations to be achieved based on the facts and facts in the field. By using a qualitative descriptive research method and based on the theory of Van Meter and Van Horn, the results obtained from the standard aspects and policy objectives already have Regional Regulations and Regents Regulations and Standard Operating Procedures (SOP) as guidelines for implementation. From the aspect of resources not yet optimal where there is still a lack of competent human resources and facilities and infrastructure in its operations. From the aspect of implementation activities carried out socialization by both the Investment and One-Stop Services and the PUPR Office by coordinating with other relevant agencies. From the characteristic aspects of implementing agents, they have a commitment and responsibility for their respective functions. From the social, economic and political aspects in general it has not fully supported the implementation of the policy. And from the disposition aspect where the trend of the implementor is not optimal where the response and understanding of the agent of the implementor is not maximal. In general, the implementation of the issuance policy has not been maximized because several aspects studied have not been optimal in its implementation. The six aspects studied are related to each other and cannot be separated so that to maximize the implementation of a policy all aspects must be in line. It is expected that theoretically this research can contribute to development. Where the results of this study are expected to provide feedback to the Donggala District Government along with related elements, so that the Donggala District Government and various parties, both researchers from universities, DPRDs, community leaders, NGOs, and Entrepreneurs are looking for the policy format needed to become a reference government activities in the service of issuing building permits that are more efficient, responsive and accountable.

Abstract

The field of non-medical support is one of the fields of health care support at Anutapura general hospital which oversees several installations or service units including Installation of Hospital Facilities and Infrastructure Maintenance (IPSRS), Nutrition Installation, Central Suply Sterilization Department (CSSD) Installation, Sanitation Installation, Laundry Installation. The focus of this research is on laundry installations. The purpose of this thesis research is to find out how the performance of employees and contract workers in carrying out their duties. To find out the performance of employees and contract workers in this thesis research using the theory of Robbins, (2006:260) with performance indicators including the quality of work, quantity of work, timeliness of work, effectiveness, independence and work commitment. Using descriptive research methods with a qualitative approach. The source of the data is obtained through primary data which is the result of interviews with several heads of rooms and supporting attendees at anutapura hammer general hospital. The results of the performance research are based on the quality of work, there are still some jobs that cannot always be carried out, the quantity of work that the entire work volume can be completed properly, the timeliness of the work of the employee still needs to be repaired, coming in on time or more often late while the timeliness of contract labor according to work time, work effectiveness that almost all contract workers can use machines and laundry facilities while employees are still there who cannot use it, independence in carrying out work can do the work it is responsible for, while work commitments that there are still employees and contract workers work commitment needs to be improved.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Kebijakan Program Larasita di Kota Palu.  Jenis Penelitian ini adalah penelitian kualitatif dengan  informan yang dipilih sebanyak enam orang. Pengumpulan data menggunakan teknik pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi Data (3) Penyajian Data (4) Verifikasi (5) Kesimpulan. Teori yang digunakan dalam peneletian ini yaitu teori Van meter dan Van  Horn dalam  (Subarsono, 2005), yang mengukur kinerja implementasi kebijakan dengan fariabel: (1) Standar dan Sasaran (2) Sumber Daya (3) Komunikasi (4) Kondisi sosial, ekonomi dan politik (5) Disposisi.  Berdasarkan hasil penelitian dan analisis yang dilakukan peneliti maka disimpulkan bahwa  implementasi kebijakan Program Larasita belum berjalan dengan baik, yang diuraikan sebagai berikut: Implementasi kebijakan Program Larasita di Kota Palu dilihat dari faktor: (1) faktor standar dan sasaran kebijakan  belum berjalan dengan baik  (2) faktor Sumber Daya  belum berjalan dengan baik hal ini terlihat dari sarana dan prasarana belum memadai serta jumlah pegawai yang masih kurang pada Kantor Pertanahan Kota Palu. (3) faktor kamunikasi,  karakteristik, kondisi sosial ekonomi dan politik serta faktor disposisi belum berjalan dengan baik,  hal ini terlihat dari  fasilitas yang disediakan belum memadai serta  didukung hasil wawancara dengan informan yang dilakukan di lokasi penelitian.

Abstract

This research aims to analyze the service quality of Funeral Home of the Member of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province. He informants of the research were 6 people. The data were gathered through observation, interview, and documentation. The data were analyzed qualitatively through Miles and Huberman  and Saldana approach namely data collection, data condensation, and drawing conclusion. The research results show that 1. Physical evidence indicates that physical facilities at Employee Corps of the Republic of Indonesia in Central Sulawesi Province are not sufficient. 2. The reliability of the ability of the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to provide service as promised in accurate and accountable way with punctuality parameter, the same service for everything without mistakes have not been running well, the Employee Corps of the Republic of Indonesia in Central Sulawesi Province will show a symphatetic, and a high accuracy in providing funeral home service. 3. Responsiveness is a quick and accurate response given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Province have not been implemented well although there is already clear information. 4. Assurance covers knowledge, politeness, and ability of  the Employee Corps of the Republic of Indonesia in Central Sulawesi Province to create trust has been running well. 5. Empathy is by providing sincerity attention individually or personally given by the Employee Corps of the Republic of Indonesia in Central Sulawesi Provincen and trying to understand the desire. By having understand and knowledge, understand specifically, and have a comfortable time have been implemented properly.

Abstract

The countermeasures carried out by the Indonesian National Police in this study focused on the task of the Central Sulawesi Regional Police Narcotics Investigation Directorate specifically dealing with the problem of drug abuse, which requires further steps in the process of combating drug abuse based on an implementation of public policy. The results showed. Communication is very influential on policy implementers, based on the communication variables of transmission, clarity, consistency, it can be described the communication has been running well, in supporting the implementation of drug abuse prevention policy at the Directorate of Police Drugs Detention Central Sulawesi. Resources owned by policy implementers that are adequate staff, authority, budget that supports the fulfillment of facilities and infrastructure in the category has not been adequate. Disposition. There are several programs that have been conducted by observations and interviews indicating that the disposition has worked as it should, because the character of the policy implementer who is one of the keys to success in a policy has been in good category. Bureaucratic Structure implemented in the implementation of drug abuse prevention policy at the Directorate of Narcotics Drugs Police of Central Sulawesi has been running well because it has been supported such as SOP and Fragmentation.

Abstract

This research aims to know how to fund Management village (DD) in the framework of community empowerment in Palintuma village in Pinembani District district of Donggala This research uses a qualitative method of descriptive. Data obtained from interviews with the sub-district, village government. Village Institution and village community (primary data source) and from observation, documentation, and data from Palintuma Village (secondary data source). Data collection techniques are conducted with observations and interviews. The sampling technique used is purposive sampling. Data validity using triangulation techniques. The form of data analysis used is an interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation and withdrawal of conclusions  From the results of the study showed that: 1) Community empowerment in the planning phase is still very low this is due to the still lack of community involved in the decision-making in the planning of development programs, 2) Community Empowerment has not been involved in the management team of development activities formed in the village, the community in this case is still involved in the form of approving and as a witness in the formation of the team. 3) Community Empowerment in the implementation of activities has been active this can be seen from community involvement in the implementation of development activities and the impact that produced from the development for the basic social services has been Fulfilled, 4) in the supervision phase of village Funds management has been active, at the time of planning, organizing, implementation and supervision itself, but the society in this stage is still in the consultation stage, so it is necessary to give the understanding Continuyu to the public about the importance of engaging in all stages of Village development program.

Abstract

The objective of this research is to find out the implementation of outpatient rehabilitation services policy atclinicof National Narcotics Central Sulawesi agency. Theresearch type used was qualitative research. The informants determinate by purposive method with certain consideration by set 6 informants. The type of data used was primary and secondary data. The data were collected through interview and documentation techniques. Data analysis used were data collection, data reduction, data presentation and conclusion. The theory used was the theory from Edward III, namely policy implementation, outpatient rehabilitation services for drug consumption.The results of the research show that the implementation of outpatient rehabilitation services policy at clinicof National Narcotics Central Sulawesiagency is: communication insocialization to the community has been organized. Medical and social human resources has been implemented. Facilities and infrastructure become a major support for the implementation of the activities of each field. Disposition is sufficient. The bureaucrachy structure has been implemented well. therefore it is recommended that outpatient rehabilitation services be maintained.

Abstract

This research intends to identify the management process of villagen fund allocation in Sumber Agung Villagen Mepanga Sub-district Parigi Moutong Regency. This is a case study research using qualitative approach. The location and key informant were determined using purposive sampling. Data collected were analyzed is phases based on data information from informant through observation, document, and interview. Based on research conducted it can be concluded that the application of management functions of village fund allocation in Sumber Agung Village Mepanga Sub-district Parigi Moutong Regency have not fully optimum yet. It can be seen through planning administration that has not rum well because it does not match to planning the implementation of programs and activities. Organization doing by the government in Sumber Agung village has not run based on its function and principle due to the inadequate of humann resource completence. Those problrms become main factor in affecting the implementation of management of village fund allocation. Supervising conducted by the head of village continually of periodically to this village fund has not optimally implementd.
