Abstract

This research aims to find out the quality of public services administration of handling National Identity Card (e-ID) at Ampana Kota district. This research was a descriptive research using a qualitative. approach. The data were collected by observation, interview and documentation. The informants in this research consist of 4 people, 1 person is the head of Ampana Kota district as key informant, 1 section head of government. 2 user community support services as an informant. Data analysis technique used (1) Collection of data, (2) data reduction data presentation, verification conclusion. The theory used in this research is the theory Parasurahman that measure the quality of service, namely (1) reliability, (2) responsiveness, (3) assurance: empathy and direct evidence. The research results show that; (1) part of the public service at Ampana Kota district was not have facilities such as generators that less optimized, when the power fails, the service process will stop, it means people do not get service. This happens because oj limited funds and no funds provided by Touna regency for theprocurement process. (2) people are not satisfied with the services provided by the Ampana Kola district. In the aspect 0.[ reliability about reliable in handling public complaints. reliable in terms oj time and accuracy of the service process, (3) the employees who help people who need the service must communicate well, (4) the security in Ampana Kota district have shown efforts to improve the quality oj services related to providing security for the community by placing the parking attendants to participate in securing the circumstances in the parking, (5) the aspect oj empathy that given of Ampana Kota district is giving a pleasant impression. It can be seen Jrom the attitude of the officer who explain clearly the service procedure and accept criticism or suggestions well as introspection Jor better service.

Abstract

The purpose of this study was to determine the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province. This research uses descriptive qualitative type, with the number of informants involved as many as 5 informants through Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews and documentation. With the method of analyzing data through the stage of condensation of data, presenting data, and drawing conclusions or verification.Judging from the results of the study, it was concluded that the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province was still considered to be not maximal, this is due to the quality aspects of the Archives Department's performance at the Regional Office of the National Land Agency of Central Sulawesi Province. maksimal, this is clearly illustrated in the results of research that show that employees at the archives sometimes still not able to complete several tasks in a timely manner, and employees at the archives at the Regional Office of the National Land Agency of Central Sulawesi Province also sometimes still unable to work carefully. In addition, other causes are also caused by aspects of responsibility that are considered still not running maksimal, where the results of the study show that employee discipline is still low, this is clearly illustrated in research that shows that sometimes employees are still late to the office and sometimes employees do not use appropriate service attributes or clothing, and sometimes employees are too relaxed in dealing with the assigned work completed.

Abstract

The purpose of this study was to find out and analyze the implementation of the policy of measuring land parcels at The Palu City Land Office. This research is a qualitative method research with four informants selected. Data collection using observation, interview and documentation techniques. Data analysis techniques used are (1) Data Collection (2) Data Reduction (3) Data Pretentation (4) Data Verivication (5) Conclusion. Theory used in this study are Van Meter dan Van Horn theory that’s on (Subarsono, 2005), that’s theory measures policy implementation with: (1) Standards and targets (2) Resource (3) Comunication (4) Characteristics of implementing agents (5) Social, economic and political conditions (6) Disposition. Based on the results of research and analysis conducted by researchers, it can be concluded that the implementation of a land measurement measurement policy has not gone well. That’s can be described as follows: (1) The implementation of the policy of measuring land parcels in The Palu City Land Office is seen from the standard factors and the policy objectives have been going well. (2) The implementation of the Land Measuring policy at the Palu City Land Office as seen from the Resource factor has not gone well, this can be seen from inadequate facilities and infrastructure and the number of employees who are still lacking in the Palu City Land Office. (3) The implementation of the Land Measurements policy at the Palu City Land Office in terms of merit factors, characteristics, socio-economic and political conditions and disposition factors has not gone well, this can be seen from the inadequate facilities provided and supported by interviews with informants conducted at the research sites.

Abstract

The Research aimed to analyze the employee effectiveness of Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu. The main theories that become the reference in this research are the effectiveness theory by Richard M. Steers (1980: 192), in measuring the effectiveness of employee's work includes 3 aspects: 1) adaptability; (2) work performance; and (3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the Staffing Agency and Human Resource Development of Palu with informants amounting to 5 people who were selected purposively. The data collection was conducted through interview, observation, and documentation. The data analysis techniques used the Interactive model of Miles and Huberman. Based on the results of the research by looking at the effectiveness of the performance of employee in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu can be seen from 3 aspects, it was adaptability, work performance and job satisfaction aspects, in which the overall performance of employees in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu has been effective.

Abstract

This research aims to know how to fund Management village (DD) in the framework of community empowerment in Palintuma village in Pinembani District district of Donggala This research uses a qualitative method of descriptive. Data obtained from interviews with the sub-district, village government. Village Institution and village community (primary data source) and from observation, documentation, and data from Palintuma Village (secondary data source). Data collection techniques are conducted with observations and interviews. The sampling technique used is purposive sampling. Data validity using triangulation techniques. The form of data analysis used is an interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation and withdrawal of conclusions  From the results of the study showed that: 1) Community empowerment in the planning phase is still very low this is due to the still lack of community involved in the decision-making in the planning of development programs, 2) Community Empowerment has not been involved in the management team of development activities formed in the village, the community in this case is still involved in the form of approving and as a witness in the formation of the team. 3) Community Empowerment in the implementation of activities has been active this can be seen from community involvement in the implementation of development activities and the impact that produced from the development for the basic social services has been Fulfilled, 4) in the supervision phase of village Funds management has been active, at the time of planning, organizing, implementation and supervision itself, but the society in this stage is still in the consultation stage, so it is necessary to give the understanding Continuyu to the public about the importance of engaging in all stages of Village development program.

Abstract

This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field.

Abstract

Faktor budaya (kearifan lokal) merupakan suatu istilah yang mencuat kepermukaan dengan mengadopsi prinsip, nasehat, tatanan, norma/nilai dan perilaku leluhur kita masa lampau yang masih sangat urgen untuk diaplikasikan dalam menata berbagai fenomena yang muncul, utamanya dalam implementasi kebijakan publik oleh birokrasi yang sering menimbulkan kesan yang kurang bagus dalam upaya menciptakan good governance. Sinergitas nilai-nilai dasar dari kesadaran kosmologis dengan tujuan Undang-Undang Nomor: 41 Tahun 2009 tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan sebagaimana diungkapkan di atas, pada dasarnya juga bersinergi dengan nilai-nilai tradisional yang merupakan wujud kearifan lokal Kabupaten Bantaeng. Sinergitas kearifan lokal, nilai-nilai dasar dari kesadaran kosmologis dalam pembangunan pertanian berkelanjutan, khususnya dalam implementasi kebijakan perlindungan lahan pertanian pangan berkelanjutan adalah konsep budaya siri, pacce dan lambusu. Ketiga konsep ini menjadi dasar dari budaya sikacidongan, sipakalabbiri dan sipakatau.

Abstract

Penelitian ini bertujuan untuk mengetahui Kualitas Pelayanan Kenaikan Pangkat Guru Sekolah Dasar di Kota Palu, khususnya Pada Kantor Unit Pelaksana Teknis Daerah Kecamatan Mantikulore . Jenis penelitian adalah kualitatif, Teori yang digunakan adalah Parasuraman dan Berry, yaitu tangibles, reliability, responsiveness, assurance dan empathy. iforman penelitian ini adalah Keppala UPTD dan Staf serta Guru Sekolah Dasar.. Tahnik pengumpulan data dilakukan melaalui observasi, wawancaraa dan dokumentasi. Teknik analisis data meliputi data collection, data condezation, data display dan conclusions drawing. Hasil penelitian menujukkan bahwa Kualitas Pelayanan UPTD dalam proses kenaikan pangkat PNS guru menunjukkan bahwa tiga dimensi kualitas pelayanan yang mendapat kategori baik, yaitu Reliability, Responsivenss dan Assurance disebabkan oleh pelayanan yang diberikan UPTD Pendidikan Kecamatan Mantikulore telah memenuhi syarat atau telah sesuai dengan standar pelayanan yang memiliki arti bahwa meskipun terjadi beberapa masalah dalam proses pemberian pelayanan tersebut, sedikitpun tidak memberikan arti yang besar dalam kualitas pelayanan yang diberikan. Namun, lain halnya dengan dua dimensi kualitas pelayanan yang mendapatkan kategori kurang baik yaitu Tangibles dan Empathy disebabkan oleh tingkat kualitas pelayanan yang kurang memuaskan atau dianggap kurang layak

Abstract

Tujuan penelitian ini adalah untuk mengetahui efektivitas percetakan sawah baru dengan menekankan pada konektivitasnya dengan daerah irigasi di Kabupaten Parigi Moutong. Jenis penelitian ini adalah kualitatif. Adapun informan penelitian ini adalah berjumlah empat orang, masing 2 orang dari Dinas Pertanian dan Dinas Pekerjaan Umum. Selanjunya untuk mengecek keabsahan data dilakukan Fokus Group Discusion (FGD) dari instansi dan kelompok masyarakat yang terlibat. Adapun teori yang digunakan sebagai pisau analisis dalam penelitian ini adalah teori efektifitas dari Duncan dalam Steers, Richard M. (1977), yang terdiri dari empat asspek, yaitu Integrasi, Adaptasi dan Pencapaian Tujuan. Hasil penelitian ini menunjukkan bahwa dari aspek integrasi konektivitas percetakan sawah baru dan daerah irigasi belum efektif karena sosialisasi tentang Pedoman Percetakan Sawah Baru belum optimal dilakukan kepada stakeholders yang terlibat sehingga menimbulkan persepsi yang berbeda diantara mereka yang terlibat. Selanjutnya dari aspek-aspek adaptasi menunjukkan bahwa karena adanya persepsi yang berbeda dari beberapa stakeholders yang terlibat maka kemampuan adaptasi untuk mensinergikan aturan-aturan yang berkaitan dengan percetakan sawah baru dan konektivitas dengan daerah irigasi untuk intansi yang terkait belum efektif dilakukan. Kemudian dari aspek pencapaian tujuan menunjukkan bahwa dari empat tahun pelaksanaan percetakan sawah baru, sasaran utama percetakan sawah baru, yaitu konektivitas dengan daerah irigasi, baik irigasi teknis maupun tadah hujan belum efektif sesuai harapan.

Abstract

Pengabdian ini merupakan salah satu model penerapan pengetahuan tentang digitalisasi dalam pelayanan publik. Era saat ini menuntut seluruh pelayanan publik harus menggunakan internet, sehingga digitalisasi pelayanan publik sangat mendesak untuk diterapkan yang outputnya adalah kepuasan masyarakat terhadap pelayanan yang diberikan, yang dalam hal ini kelurahan Martajaya Kabupaten Pasangkayu. Untuk itu, melalui kegiatan pengabdian masyarakat ini, kegiatan sosialisasi tentang peran digitalisasi dalam pelayanan publik sangat penting untuk dilakukan. Terdapat beberapa tahapan pengabdian ini yang terdiri dari pra dan pelaksanaan kegiatan pengabdian. Hasil pengabdian menunjukkan bahwa peserta pengabdian telah memahami maksud dan tujuan dari pelaksanaan kegiatan pengabdian, karena sebelumnya peserta kurang memahami dan kurang menyadari arti penting dari digitalisasi dalam pelayanan publik. Hasil pengabdian menunjukkan bahwa aparat dan masyarakat Kelurahan Martajaya sangat antusian dan berharap kedepan pelayanan publik yang dilakukan berbasis digital sebagaimana materi yang diberikan.
