Abstract

The objectives of the research are to know the completion of ethics code violation of the member of Representatives Council Republic of Indonesia (DPR RI) by Court of Honor Council, case study (Setya Novanto) and to know the provement of violation of ethics code by the member of Representatives Council Republic of Indonesia (DPR RI) in ethic court by court of Honor Council. This research uses normative research method. It elaborates to law approach, conceptual approach, and Setya Novanto’s case. The research analyze juridical qualitatively using deductive-inductive from general description to general based on supporting theory, in order to make easily to interpret in councluding court of  Honor Council solves violation of the member of people’representatives council Republic of Indonesia, namely Setya Novanto. Howefer, in completion process, judges of Court of Honor Council (MKD) is a part of fraction or group as same as complainnant (Setya Novanto). Independence of Court of Honor Council (MKD) is not guarantee intervention from others. And, Court of Honor Council (MKD) can not prove on ethichs code violation of the member of People’ Representatives Council (DPR). Because, the objective of provement is that there is ajudgement issuance by Court of Honor Council (MKD) as a formal fullfilled.

Abstract

This research aims: 1) at finding out and analyzing Staff’s Performance Of Provincial Education Office Of Central Sulawesi In Providing Special Help Of Independent Students At Sma/Smk In Palu, and 2). At identifying what factors that restrict the Staff’s Performance Of Provincial Education Office Of Central Sulawesi In Providing Special Help Of Independent Students At Sma/Smk In Palu. This is a qualitative research, interviews using porpusive sampling, chosen by taking into consideration and specific pupose by the head of secondary education affairs (DIKMENTI), the head of senior high school guidance section, the head of vocational high school guidance section, the staff of secondary education affairs, and the principals of senior high and vocational high school. The writer used the theory (Dwiyanto, 1995:6) of Productivity, quality, responsiveness, responsibility and accounability. The techniques of data collection were observation, interview and documentation. It is found that firstly, the  Productivity, showing the level of each staff”s understanding in providing special aid to the independent students of SMA/SMK at the Provincial Education and instruction office of central sulawesi province, is effective enough; secondly, the quality of service is that there are staff, responsible for providing special aid to the independent students, who often ignore their job or do another job; thirdly, responsiveness shows that there are complaints from the schools relating to the distribution of special aid to the independent student at the Provincial Education and Instruction Office of Central Sulawesi Province, and less optimality of catering for the students’ needs; and fourthly, responsibility is, looking at the ease in forwarding the case and assessing the documents proposed by the school that is going to receice special aid to the independent students, less maximal.

Abstract

The Influence Of Work Motivation, Work Culture, And Communication On Officials’ Performance In The Department Of Transportation, Communication And Informatics Of Palu City. This research aims to determine and analyze simultaneous and partial influences of work motivation, work culture and communication on officials’ performance in the department of transportation, communication and informatics of Palu City. Sample consists of 66 officials in the office. Method of analysis is descriptive with multiple linear regressions. The results find that work motivation, work culture, and communication simultaneously have significant influence of officials’ performance in the department of transportation, communication and informatics of Palu City with Fcount  of 21.618 on sig. 0,000. Motivation has significant infuence on officials’ performance with tcount  4.257 on sig 0,000; work culture has significant influence on officials’ performance with tcount 2,740 on sig 0,000; communication has significant influence on officials performance with tcount 3,210 on sig 0,000

Abstract

This study aims to identify and analyze the performance of the Regional Inspectorate of Central Sulawesi Province. This type of research uses descriptive qualitative approach, to measure performance based on the theory of Schermerhorn, Jr. (1994) in Dwiyanto and Baveola (2001: 3), consisting of: inputs (inputs), outputs (outputs), and outcomes (results). The collection of data through observation, interview, and documentation, dianlisis through the stages of data reduction, data display, and conclusion. The research concludes that, there was an imbalance of the amount of control object (SKPD) and the space scope of the task with the availability of auditors. Extension of the scope of duties and responsibilities of supervision, not offset by the availability of resources auditor apparatus, the availability of an adequate budget, the lack of knowledge, skills, and competence of auditors in the field of supervision, due to a lack of education and training intensity, so that the outputs and outcomes produced less efficiently and effective both in quantity and quality. The ability of the organization to be not optimal resources to improve the quality of supervision, monitoring the regional administration which encourage corruption eradication practices, and especially in realizing the performance accountability of local government, in order to create governance Good governance and clean government.

Abstract

The study is aimed to determine and analyze simultaneous and partial influences of competency, motivation, and work satisfaction on the performance of officials in Public Works Department of Sigi District. The study selects sample of 85 officials with purposive sampling method and is analyzed with multiple linear regressions analysis. The result finds that competency, motivation and work satisfaction simultaneously have significant influence on the performance of officials in Public Works Deparment of Sigi District. Partial test shows that variables of competency, motivation, and work satisfaction have positive ang significant influence on the performance of officials in Public Works Deparment of Sigi District. Determinant coefficient indicates R-square value of 0.558, which means that 55.80% officials’ performance influenced by variables of competency, motivation, and satisfaction, while 44.20% influenced by variables that are not studied.

Abstract

This research aims to determine community participation in physical development through the Development Planning Consultation and the role of the Village Consultative Board in Increasing community participation in physical development through the Development Planning Consultation in Tangkura Village, South Coastal Poso District, Poso Regency. This researchwas descriptive qualitative method with purposive determination of informants. The data was taken through primary and secondary data. The  technique of collecting data was done through observation, interviews, and documentation. The data analysis technique used refers to Miles and Huberman's theory, namely data collection, data reduction, data presentation, and verification and conclusion. To find out the involvement of community in physical development through Development Planning Consultation in Tangkura Village, Abe (2002) used the theory of planning stages, namely participant identification, village problems identification, priority problem analysis, objective analysis, choosing objectives, analysis of strengths and weaknesses, and formulating program results. Then to find out the level of community participation in the planning stage the eight steps of participation theory ware used according to Arstein (2002). The results show that community participation in physical development through the Development Planning Consultation in Tangkura Village, South Coastal Poso District, Poso Regency is at the level of false participation (tokenism). Community involvement in providing information is only inviting interest and legitimacy from the community and reducting public unrest. The role of The Village Consultative Board to increase community participation in physical development through Development Planning Consultation was not optimal. The Village Consultative Board does not conduct aspiration screening other than through the Village Consultation. The presence of the Village Consultative Board in Development Planning Consultation is only as a resource and ratification of the results of the program formulation, so that the role of the Village Consultative Board is categorized in the level of apparent participation (tokenism).

Abstract

This study aims to: 1). Seek and analyze simultaneous influnce of murabahah financing operational cost, and cost of credits on profit at PT. Mega Syariah Bank Sulawesi Area; 2). Seek and analyze partial influnce of murabahah financing, oparational cost, and cost of credit on profits at PT. Mega Syariah Bank Sulawesi area. The study is conducted in 20 KC and KCP offices in Sulawesi Area by focusing on their financial report in 3 years. The result of multiple linear regressions indicates that: 1). Murabahah finance, oparational cost, cost of credit simultanneously influence the profit gained by PT. Mega Syariah bank Sulawesi Area; 2). Murabahah finance positively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area; 3). Operational cost negatively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area; 4). Cost Of credit negatively and significantly influence the profit of PT. Mega Syariah Bank Sulawesi Area.

This Research aim to to know Implementation Policy Of Allocation Fund Countryside [in] Countryside of Ako District Of Pasangkayu Sub-Province of Mamuju. Especial Theory [of] policy implementation taken as reference [is] Edwards III including; (1) communications, (2) resource, (3) disposition, (4) bureaucracy structure. Research method use descriptive approach qualitative. Research place [in] Countryside of Ako District Of Pasangkayu Sub-Province of Mamuju North with informan 10 one who [is] selected by purposive, data collecting by interview, observation, and documentation. Technique analyse data use model of interaktif Miles and of Huberman. Pursuant to result of research that implementation policy of countryside fund alokadi [in] Countryside of Ako District of Pasangkayu if seen from aspect ( 1) communications, (2) resource, (3) disposition, (4) bureaucracy structure result of research prove that implementation policy of countryside fund allocation [in] Countryside of Ako District of its Pasangkayu result not yet is optimal, like: (1) communications to socialize to policy of countryside fund allocation to society there is no, (2) still lower him knowledge of countryside aparatur and lack of support of finansial in execution of policy, (3) lack of respon [all] executor of countryside fund allocation assuming policy of countryside fund allocation [is] a policy of mere routine, (4) resistor factor in bureaucracy structure [is] there is no him of[is division of duty among team organizer of activity and lack of team coordination organizer of activity of countryside fund allocation

Abstract

This study analyze perceptions of beneficiaries to direct cash assistance program in Alo’o and Ogolugus village in Ampibabo District in Parigi Moutong Regency. In addition, goal of this research is to acknowledge   the implementation of fund utilization in direct cash assistance programs that have been distributed to the target households in those village. This methodology apply tabulation of frequency distribution technique. This study found that there are fourthy nine respondents claim that the program has positive impact on them. It means that the program can help the poor income level families. Also, the study found that this program had been implemented based on the government’s initiative. However, there are still many poor families have not have the positive impact of this program.  In other words, there is an existing invalid data related to poor families so that other poor families could not obtain the benefit of the program.

Abstract

The study is aimed to: 1) determine and analyze simultaneous influence of training, discipline, and motivation on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 2) determine and analyze the influence of training on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 3) determine and analyze the influence of discipline on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 4) determine and analyze the influence of motivation on the performance of officials in The Agency of Financial And Local Asset Administrator in Central Sulawesi. Sample consists of 79 officials who were selected through disproportionate stratified random sampling by which sample is randomly selected proportionally. Technique of analysis uses multiple linear regressions has shown that training, discipline, and motivation simultaneously have significant influence on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi with Sig F of 0.000 < α 0.05. Training has positive and significant influence on official’s performance with sig-t (X1) of 0.000 < α 0.05; discipline has positive and significant influence on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi with Sig-t (X2) of 0.035 < α 0.05; and motivation has positive and significant influence on the performance of officials with sig-t (X3) of 0.017 < α 0.05.
