Abstract

This study aims to determine how the Quality of Integrated District Administrative Services (PATEN) in Sindue District Office Donggala Regency. This research is a descriptive study with a qualitative approach that is by describing and describing events and phenomena that occur in the field and presents data systematically, factually, and accurately regarding the facts or phenomena that occur in the field. Data collection is done by observation, interview, and documentation techniques. The researcher used triangulation techniques and sources to check the validity of the research data. Data analysis in this study uses four components consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the quality of public services in the Sindue District Office in Donggala Regency uses the dimensions of direct evidence (Tangibles), Realiability, Responsiviness, Assurance and Empathy along with the indicators. Of the five dimensions, there are things that have run optimally, namely responsiveness and Empathy, but there are some indicators that have not been optimal in the quality of services, namely direct evidence Tangibel in this indicator, but it is clear that the availability of facilities and infrastructure to support services still not maximal, Reliability is still constrained by the expertise of officers in this case employees who provide services that are not in accordance with the scientific qualifications possessed and Assurance has not been able to maximize services related to service publishing.

Abstract

The purpose of this study was to find out the Implementation of Public Information Openness at the Public Relations Bureau and the Protocol of the Regional Secretariat of Central Sulawesi Province. The foundation of the theory used is the theory of Richard M. Steers (1985) which states that there are three factors in measuring the effectiveness of an organization, namely the achievement of goals, adaptation and integration. This type of research is Qualitative Descriptive which seeks to interpret and interpret the data that is pleasing to the facts, using purposive methods, data analysis and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with 6 informants. Based on the results of the discussion that the Effectiveness of Public Information Disclosure on the Public Relations Bureau and Protocol of the Central Sulawesi Provincial Secretariat has been running optimally in order to improve socialization activities at the District / City level regarding public information disclosure. However, the capacity of Human Resources still needs to be improved considering the use of technological developments in the Globalization Era which is increasingly sophisticated and efficient.

Abstract

The purpose of this study was to determine the evaluation of the implementation of the School Operational Assistance Program (Bos) at State 2 Madrasah Aliyah in Palu City. The foundation of the theory used is William N. Dunn (2003) which states that there are six factors in evaluating the implementation of the program, namely effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. This type of research is Qualitative Descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data cursing and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with the number of 5 informants. Based on the results of the discussion that the Evaluation of the Implementation of the School Operational Assistance Program (BOS) at the State 2 Madrasah Aliyah in City of Palu for effectiveness, efficiency, alignment, responsiveness, and accuracy has been running optimally. However, for the adequacy factor it has not run optimally because the BOS budget is considered to be insufficient or insufficient to finance all school operational costs in order to improve the quality of education services to the community.

Abstract

Payment Order Issuance Policy is one of the State financial management policies to increase awareness of the use of budgets originating from the State Budget, and is a document issued, used by Budget Users, power of Budget User Officials signing the Payment Order to disburse fund allocation, the source of which is from DIPA or other equivalent documents. The research objective was to analyze the implementation of Payment Order issuance policy sourced from the State Budget (Regulation of the Minister of Finance of the Republic of Indonesia Number 250/PMK.05/2010). Type of the research was descriptive qualitative. Data collection was done through observation, interviews, and documentation. The theory used Rippley and Franklin's policy implementation model theory, because Rippley and Franklin's implementation model emphasizes the content of policy aspect. According to Rippley and Franklin, the success of program policy implementation is viewed from three factors; a) compliance perspective that measures the implementation of the compliance of the implementing apparatus; b) The success of implementation is measured by the smooth running of the routine and the absence of problems, and c) successful implementation leads to satisfactory performance for all parties, especially the program beneficiaries. The results show that the implementation of the Payment Order issuance policy for State Budget finance at the Education and Culture Office of Central Sulawesi Province has been carried out well.

Abstract

The study intends to determine and analyse: 1) financial efficiency of Public Service Agency in Tadulako University; 2) financial effectiveness of Public Service Agency in Tadulako University; 3) financial independency of Public Service Agency in Tadulako University. Type of study is descriptive, which is aimed to comprehensively analyse and describe financial efficiency, effectiveness, and independency of the Public Service Agency in Tadulako University. The study finds that the efficiency ratio indicates that financial management of Tadulako University is less efficient with an average ratio of 105%. Financial management effectiveness ratio of 104% or very effective in average. This is indicate by greater revenue than planned realizations. Financial independence management ratio of Tadulako University in six years is 34% or in the consultative category.

Abstract

The problem of this research is How Lurah leadership in improving employee performance wards. This study analyzed descriptively qualitative. The informant in this research that a number of seven people consisting of a sub-district head, village employees and the public are drawn with purposive sampling technique. Mechanical collection and retrieval of data consists of observation, interviews, and documentation. The theory used in see headman leadership is in Timpe Chapman theory. which consists of means of communication, motivation, leadership skills, decision-making and power positive. The results showed that the Leadership Lurah Mendui in improving employee performance Sub Mendui District of Bungku Middle Morowali consisting of Giving Motivation, Ability Leads, Decision Making, and the power of positive showing leadership Lurah Mendui not maximum, but in the aspect of how to communicate to employees Lurah Mendui already perform well. That is shown by the attitude of village chief who is able to communicate in both directions with employees and give freedom of speech to employees.

Abstract

This study aims to examine and analyze and to determine the performance of the State Civil Apparatus at the Human Resources Development and Human Resources Agency in Parigi Moutong District. This study uses Performance theory proposed by Robbins, (2001: 187), which includes aspects of Motivation, Ability, and Opportunity. This research uses research informants totaling 5 (five) people, the determination of informants is done using purposive sampling technique. The types of data used in this study include secondary data and primary data. Data collection techniques used are observation, interviews and documentation. Data analysis carried out is an interactive model which includes Data Collection, Data Reduction, Data Presentation and Interesting Conclusions. The results of the study can be concluded that the performance of the State Civil Apparatus in the Personnel and Human Resource Development Agency of Parigi Moutong District has not been as optimal as expected. It is seen in the aspect of Motivation, it is quite good that the motivation obtained by employees whether through the leadership or from among employees motivates each other. Aspects of ability, employees are not good at understanding the task so that they are unable to work optimally. And on the aspect of opportunity, employees have not evenly been given the flexibility to plan and carry out their duties and obligations and are given the opportunity to be able to participate in each activity and take part in training and education in the form of additional capacity and experience.

Abstract

This study aims to examine and analyze the Effect of Motivation on Employee Performance at the Department of Industry and Trade in Donggala Regency. To measure the motivation variable using David Mc Clelland's motivation theory, it covers the needs of achievement, the need for power, and the need for affiliation. Next to measure the performance variable using the performance theory by Kast and James, which covers the ability, effort, and opportunity. This research is a survey research with a quantitative approach. In data collection carried out using Observation, Questionnaire, Interview, and Documentation methods. Measurement of question items using a Likert scale and conducted Validation Test and Reliability Test on the research instrument. The data analysis of this study used Descriptive Analysis Technique and Inferential Analysis Technique with multiple linear regression model statistical techniques. The results of the study prove that the motivational effect simultaneously on the performance of employees at the Department of Industry and Trade in Donggala Regency is 0.881 or 88.1% with the category of Very Strong relationships. The effect of motivation partially on the performance of employees at the Department of Industry and Trade in Donggala Regency are variables X1, X2, and X3 with regression coefficients of each variable of 1.571, 1.968, and 0.532 this means that there is a significant influence between the need for achievement (X1 ) and the need for power (X2) on the performance of employees in the Department of Industry and Trade of Donggala Regency, while in the Vaiable of Needs for affiliation (X3) there is no significant effect on the performance of employees at the Donggala District Industry and Trade Office.

Abstract

This study is about the Quality of High School Employee Performance at the Education and Culture Office of Central Sulawesi Province. In this study using descriptive qualitative research with a number of 8 informants who were deliberately selected, namely the Head of High School Development Section, Head of High School Facilities and Infrastructure Section, 1 High School Facilities and Infrastructure Section staff, Head of Institutional and Curriculum Section, 1 Institutional Section staff and Curriculum, Head of High School Student Section, and 1 High School Student Section staff, High School PTK Section head. The theory used is the theory of Agus Dwiyanto, namely productivity, service quality, responsiveness, responsibility, and accountability. Observations and documents are also carried out to get the data needed. The results of the study showed that the High School Field Development Performance at the Education and Culture Office of Central Sulawesi Province had not been maximized. This is based on the results of research with 5 aspects that are used as benchmarks in research, only two focus studies are fulfilled, namely the responsibility and accountability indicators. Whereas from productivity indicators, it has not been said to be optimal because of lack of technical human resources and the participation of apparatus is still lacking. While the Service Quality Indicators are said to be not optimal because there is still a lack of facilities and infrastructure to support service activities. Likewise, the Indicator of Responsiveness has not yet been said to be optimal because the facilities and infrastructure have also become obstacles in responding to the world community of education.

Abstract

Based on the results of the discussion that the Performance of the Village Government in Implementing the Village Financial System Application (SISKEUDES) in Mpanau Village, Sigi Biromaru District, Sigi Regency. Basically has not been in line with the community's expectations. This can be seen from 2 indicators, Service Quality and Accountability Mpanau Village Government Sigi Biromaru District Sigi Regency has not run optimally in the application of Siskeudes application due to limited human resources who understand the Siskeudes application, lack of training and Bimtek regarding Siskeudes application to staff / employees other villages, and lack of discipline and responsibility at work. While the other 3 indicators are good, it can be seen from Productivity, Programs and activities and services that have been running effectively, efficiently, and transparently in working for the management of village fund allocations and village funds inputted into the Siskeudes application. Responsiveness, the ability of the Mpanau village government in responding quickly to the wishes and needs of the community in Mpanau and Responsibility Villages, the Mpanau Village Government in carrying out its duties and functions are based on good and proper administration in providing public services.
