Abstract

The purpose of this study was to determine the implementation of the People's Service for Land Certification (LARASITA) program at the Land Office of Parigi Moutong Regency, Central Sulawesi Province. This type of research is descriptive, with the number of informants involved as many as 6 informants, which for determining the informants using Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews, documentation and literature studies. With the method of data analysis with three steps, data condensation, data display, and conclusion drawing and verification. From the results of the research, it is known that the implementation of the People's Service program for Land Certification (LARASITA) at Parigi Moutong District Office has not been carried out optimally, this can be seen after going through the research process, with many problems occurring, such as policy communication is still running at a minimum, where the distribution of all information related to the program to the target group in this case is that the community is still considered to be running less optimally. Meanwhile, from the aspect of resources it still runs less optimally, this is caused by human resource factors, the implementation of the larasita program policies in Parigi Moutong Regency is indeed in accordance with the set minimum standards of 4 people, but this number is considered less capable of accommodating all Larasita activities in a number of Subdistricts in Parigi Mouotng Regency. In addition, the condition of the resources in the form of supporting facilities for Larasita activities is considered still not feasible.

Abstract

This research aims to find out the leadership style of districkt head of Sarudu districkt of north Mamuju Regency. Data saken were primary and secondary data. The data were collected through observation, interview, and documentation. To complete the data of the research, the researcher used 6 informants. The research used theory adapted from S. Pamudji to measure the leadhership style of the district head at Sarudu district office. The research results reveal that the leadership style of the district head at the district office tends to use motivation style, Seen from the results that overal it is almost maximal but yet have not fulfilled economy needs of the employees  of the office, Besides, there is also a controlling style from the district head to his head is more dominant to situasional than autocratic.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui dan menganalisa Implementasi Kebijakan Pendaftaran Tanah Sistimatis Lengkap di Kabupaten Tolitoli Provinsi Sulawesi Tengah.  Jenis Penelitian ini adalah penelitian kualitatif dengan informan yang dipilih sebanyak enam orang. Pengumpulan data menggunakan teknik pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi Data (3) Penyajian Data (4) Verifikasi (5) Kesimpulan. Teori yang digunakan dalam peneletian ini yaitu teori Van meter dan Van Horn dalam (Subarsono, 2005), yang mengukur implementasi kebijakan dengan: (1) Standar dan Sasaran (2) Sumber Daya (3) Komunikasi (4) Kondisi sosial, ekonomi dan politik (5) Disposisi.  Berdasarkan hasil penelitian dan analisis yang dilakukan peneliti maka disimpulkan bahwa   Implementasi Kebijakan Pendaftaran  Tanah Sistimatis Lengkap di Kabupaten Tolitoli Provinsi Sulawesi Tengah belum terimplementasi secara optimal, dilihat dari faktor sumber daya yang belum memadai yaitu jumlah pegawai di kantor Pertanahan Kabupaten Tolitoli yang masih kurang serta sarana dan prasarana infrastruktur yang juga belum memadai.

Abstract

The purpose of this study was to find out and analyze the implementation of the policy of measuring land parcels at The Palu City Land Office. This research is a qualitative method research with four informants selected. Data collection using observation, interview and documentation techniques. Data analysis techniques used are (1) Data Collection (2) Data Reduction (3) Data Pretentation (4) Data Verivication (5) Conclusion. Theory used in this study are Van Meter dan Van Horn theory that’s on (Subarsono, 2005), that’s theory measures policy implementation with: (1) Standards and targets (2) Resource (3) Comunication (4) Characteristics of implementing agents (5) Social, economic and political conditions (6) Disposition. Based on the results of research and analysis conducted by researchers, it can be concluded that the implementation of a land measurement measurement policy has not gone well. That’s can be described as follows: (1) The implementation of the policy of measuring land parcels in The Palu City Land Office is seen from the standard factors and the policy objectives have been going well. (2) The implementation of the Land Measuring policy at the Palu City Land Office as seen from the Resource factor has not gone well, this can be seen from inadequate facilities and infrastructure and the number of employees who are still lacking in the Palu City Land Office. (3) The implementation of the Land Measurements policy at the Palu City Land Office in terms of merit factors, characteristics, socio-economic and political conditions and disposition factors has not gone well, this can be seen from the inadequate facilities provided and supported by interviews with informants conducted at the research sites.

Abstract

The National Narcotics Agency of Central Sulawesi province with the task of preventing, eradicating, misusing and illicit drug trafficking needs to be addressed throughout the society, addressing this, it is expected that all elements of society will cooperate in prevention, eradication and illicit drug trafficking, so that the vision of the National Narcotics Agency of Central Sulawesi province will be realized to realize the Central Sulawesi net of narcotics in 2017. The objective of this research is to find out the performance of National Narcotics Agency of Central Sulawesi province had not been run effectively and efficiently which was reviewed based on Dwiyanto's organizational performance theory model using variables: 1). Productivity, 2). Quality of Service, 3). Responsibility, 4). Responsiveness, 5). Accountability. The type of research used was qualitatively with the number of informants was 5 people selected by purposive sampling. The data were collected through observation, interview and documentation by analyzing the results of all interviews. The results of the research show that the performance of National Narcotics Agency of Central Sulawesi province has not been fully optimized. Seen from the five performance criteria refers to Dwiyanto, the criteria that run well were productivity, quality of service, responsibility, and accountability. While the criteria is not optimal on the performance of National Narcotics Agency of Central Sulawesi province is responsiveness there are some obstacles faced by the rehabilitation sector where there are still rehabilitation institutions that have been given reinforcement but have not yet operated, while for the target number of abusers, victims of abuse and narcotics addicts who undergo post-rehabilitation services have not yet proceeded properly.

Abstract

The study aims to find out the implementation of human resource development at the Office of the Regional Development Planning Board of the Palu City. The main theory in this study was the theory of Human Resource Development by Hasibuan (2011: 72-73) by looking at two aspects namely informal and formal development. The research method use the Qualitative-descriptive. The location in this study was carried out at the Regional Development Planning Agency (BAPPEDA) with as many as 5 informants selected purposively. Data collection is done by conducting interviews, observation, and documentation. Data analysis techniques use the Interactive model of Miles and Huberman. Based on the results of the research on human resource apparatus development at the Bappeda Office of the Palu City in the previous discussion, it can be concluded that from the two aspects namely informal development and overall formal development is adequate, there are still some things that need to be improved in order to improve the quality of resource development can be more maximal.

Abstract

The research is focused on the implementation of gender mainstreaming policy on gender responsive planning and budgeting framework, specifically on the utilization of gender analysis pathway and gender budget statement, in Central Sulawesi’s Provincial Government Organization. It is a descriptive qualitative research gender analysis pathway and gender budget statement, utilizing Van Meter and Van Horn’s theory on policy implementation, which include standard factors and policy aim, resource, interorganizational communication and activity enhancement, agent characteristics, socioeconomic situations and implementator disposisition. The reasearch shows that gender mainstreaming policy has not been fully implemented, as seen from the large number of government organization in Central Sulawesi’s government that haven’t utilized both. This results in overall lack of gender sensitivity in planned activities and budget alocated, which in turn leads to lower gender development index and gender empowerment measure in Central Sulawesi. The lo wer value subsequently marks an unreached goal in 2011-2016 Mid Term Development Plan of Central Sulawesi

Abstract

This research aims at examining and analyzing The Effect of Budgeting, Transparency of Public Policy and Public Accountability on Regional Financial Supervision (Survey at The Office of The People’s Representative council in Central Sulawesi Province), either simultaneously or partially. The method used is saturated or census sampling. The respondents of this study amounted to 39 members of the people’s representative council in the province of central Sulawesi who were sampled. The technique of Data collection was survey technique by distributing questionnaires. The analytical toll used is multiple linear regression analysis with the help of Statistical Package for Social Science (SPSS). The results of this study indicate that the Budgeting, Transparency of Public Policy and Public Accountability on Regional Financial Supervision simultaneously contributes positive and significant influence Regional Financial Supervision. While partially Budgeting, Transparency of Public Policy and Public Accountability exccution contributes positive and significant influence Regional Financial Supervision at The Office of The People’s Representative council in Central Sulawesi Province.

Abstract

In an effort to limit a person's smoking activities in Parigi Moutong District, the Parigi Moutong District Government issued Regulation No. 2 of 2015 by the Regent of Parigi Moutong on Non-Smoking Areas. This study aims to find out how the implementation of the No Smoking Area Policy and the inhibiting aspects of the implementation of the No Smoking Area Policy in the Parigi Health Center. This study uses descriptive qualitative methods and informant selection techniques using purposive sampling technique. The research information was 9 people, the theory used was a model of policy implementation by George C. Edward III (1980). The data in this study were obtained from interviews and documentation. The results of this study indicate that the implementation of the Non-Smoking Area Policy in Parigi Health Center, Parigi Moutong District is still lacking. In the communication aspect there are still people who do not understand the boundaries in the area without smoking area. In terms of resources, the Parigi Community Health Center has a shortage of security personnel and the absence of funds for non-smoking areas. In the disposition aspect, many employees have understood well but there is still an indifferent attitude to reprimand or prohibit smokers who smoke in the community health center. Then, the aspects of Puskesmas Structure Bureaucracy do not yet have a clear SOP regarding smoking bans and the absence of a special team to manage them. The conclusion of this study is that the implementation of the No Smoking Area policy cannot work well due to several inhibiting aspects, namely communication, resources, disposition and the Structure of the Bureaucracy. The advice given is that a special team is needed to be able to control and stop smoking activities. Establish a Standard Operating Procedure (SOP) on the implementation of the Non-Smoking Zone Rules in the Puskesmas Working Area. Cigarettes at Parigi Puskesmas Parigi Moutong district so people can quickly understand about Non-Smoking Areas.

Abstract

This research is about the implementation of livestock control program policies in Sigi Regency, Central Sulawesi Province. This type of research is descriptive, with the number of informants as many as 7 people, whose determination uses the Purposive technique. In addition, in the data collection technique in this study through observation, interviews, and documentation. With the method of data analysis with three steps, data condensation, data display, and conclusion drawing and verification. Based on the results of the study using the Edward III theory, it was concluded that the livestock control program policy in Sigi District, Central Sulawesi Province had not been carried out optimally. This is caused by several aspects that are still not working well, such as in the aspect of communication which shows that the distribution of all information related to policies to the community is still considered to be running less optimally. In the aspect of resources, it is also not going well because the number of policy implementers is still minimal, with relatively minimal human resources, of course it is very difficult to accommodate all livestock control activities in a number of sub-districts in Sigi Regency. In addition, the condition of the resources in the form of supporting facilities for Livestock Control activities is still considered to be inadequate. But besides that also in the other two aspects namely disposition and bureaucratic structure has been running quite well, where the implementers of the policy have a high commitment in carrying out their duties, implementing policies which in this case are the Civil Service Police Unit of Sigi Regency guided by clear regulations namely Perda Number 1 of 2017 concerning Animal Control, in the dissemination or distribution of responsibilities of this policy has also been running well and according to their respective duties and functions in implementing this policy.
