Abstract

Bert Objectiveof this studyto analyze the Implementation Of the Village Funds Policy forHealth Development in Donggala District.The theory used as the basis of analysis is the theory analysis of van Metter and Van Horn policy, consisting of sixaspects of basic measuresand policy objectives, policy resources, characteristics the executing agency, implementor's disposition, disposition between the organization and activities of the implementing and social, political and economic conditions. Qualitative methodscase study approach in three villages premises with depth interviews with 10 informant. Analysis of the data used is the Miles and Hubberman Models. The results showed that the implementation of the Village Fund Policy for Health Development In Donggala District was not well implemented. This can be seen from the six aspects studied, there are still aspects that have not yet been achieved, namely the Basic Measures and Policy Objectives, Policy Sources, characteristics of Implementing Agents have not fully supported, as well as the Conditions of Social research Environment, Politics and Economics. While the aspects that have been implemented are aspects of Implementor Disposition, and Inter-Organization Communication and Implementing Activities.

Abstract

The reseach intends to identify the permofance of civil servant in the subdistrict office of North Palu in providing public administration service. This is acase study using descriptive qualitative type with 14 informants. Samplewas selected through purpusive sampling.Data were collected through observation , interview , and documentation.The  result of this research shows that the perfomance of civil servant in the sub-district office of North Palu has not optimal yet due to the perfomance theory as stated by TR. Mitchel in Sedamaryanti : work qualtiy , accuracy , initiative , abilty , and comunication generally does not run well. It caused by the lack of facilities and infrastructure and weak coordination of the leader or the opposite , lack of training and discipline caused the non optimal work professionals.

Abstract

This study uses qualitative descriptive research. In these types of research are general, accurate, accurate and accurate, the facts, the properties and relationships of the phenomena investigated from the general to the specific. In this study, the procedure for determining informants was done by purposive sampling. In order to obtain valid and accurate data and information, in-depth interviews are conducted, with informants being used by resource persons. From the research it can be concluded that the results showed that. From these indicators, these indicators are productivity, service quality, and accountability that have not been running well or are still bad. While the factors of responsiveness and responsibility have gone hand in hand with this responsiveness factor in providing capabilities and enabling priority programs to be carried out. As for the responsibility has been going well the program because it has been running based on the existing administrative principles, according to what is expected. Therefore, the results of the study revealed that the performance of the employees of the Regional Government of Donggala in carrying out its functions did not proceed adequately because there were still more indicators in it than the secretariat of the Donggala District Government.

Abstract

Civil Servants Police Unit and Sigi District Fire Department. This research uses descriptive qualitative type, with the number of informants involved as many as 6 informants through purposive sampling technique. In addition, in data collection techniques in this study through observation, interviews, documentation and study of literature. With the method of data analysis with three steps, namely (1) data reduction, (2) data display, and (3) conclusions or verification. From the results of the research researchers note that the implementation of the coordination function of the Civil Service Police Unit and the Sigi District Fire Department still has not been implemented optimally, this is because the coordination of integration aspects is still not going well, this is caused by there are still some officials who do not obey some of the results coordination as agreed upon. Besides that, the communication aspect is still not running well, this is because sometimes there are still miscommunications between apparatus which are divided into several work units in the agency in carrying out their duties. In addition, vertical communication is still not running well, where reciprocal communication between leaders and subordinates is still running poorly, employees sometimes do not coordinate first with their superiors when facing problems on the ground, they take their own actions which ultimately fatal impact on the achievement of the agency in carrying out its work activities.

Abstract

Instrumen penilaian kinerja fungsi pengawasan memperlihatkan beberapa aspek antara lain penentuan standar, ukuran pelaksanaan, perbandingan dengan realita, dan perbaikan penyimpangan. Dinas Pendidikan dan Kebudayaan Kabupaten Tolitoli merupakan lembaga yang mengawasi serta sebagai implementor dari program pemerintah yaitu bantuan operasional sekolah. Tulisan ini tentang fungsi pengawasan bantuan operasional sekolah pada dinas pendidikan dan kebudayaan kabupaten tolitoli. Menggunakan metode kualitatif, dengan teknik sumber data dan informan yakni manajer dana BOS,staf operasional, tim pengawas, kepala sekolah, dan bendahara khusus di sekolah. Penelitian ini menemukan bahwa fungsi pengawasan bantuan operasional sekolah pada dinas pendidikan dan kebudayaan kabupaten tolitoli belum berjalan secara optimal. Beberapa aspek yang belum terpenuhi secara optimal diantaranya : pertama, dari sisi standar bagi pengawasan, buku petunjuk teknis atau juknis adalah tolak ukur dalam melakukan pengawasan tapi masih banyak sekolah yang belum mengerti akan standar pengawasan menurut juknis. Kedua, dari sisi ukuran pelaksanaan yaitu sumber daya manusia sebagai pengelola pelaksanaan program belum maksimal melakukan monitoring. Ketiga, dari sisi perbandingan pelaksanaan dengan standar peneliti menemukan bahwa pengawasan dana BOS yang telah ditentukan berdasarkan juknis bisa dikatakan berat dan belum memenuhi syarat dan tidak sesuai dengan petunjuk teknis. Keempat, dari sisi mekanisme perbaikan penyimpangan kesalahan yang terjadi di sekolah-sekolah di karenakan kurangnya pemahaman tentang prosedur pembuatan LPJ, dan keberhasilan program bantuan operasional sekolah sangat tergantung pada kemampuan sumber daya yang tersedia. Penelitian ini menemukan bahwa fungsi pengawasan belum bantuan operasional sekolah di kabupaten tolitoli belum berfungsi secara baik.

Abstract

This research aims to find out the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi. This was a descriptive qualitative research. Data used were primary and secondary data. Data collection was conducted through observation, interview, documentation and triangulation.  Informants were selected using purposive sampling technique. Data analysis used was adopted from Miles and Huberman model, namely data reduction, data display, and drawing conclusion. Theory used was from Parasuraman et al, consisted of five aspects, such as: 1) Tangibles, 2) Reliability, 3) Responsiveness, 4) Assurance, and Empathy. Based on the research findings, the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi is not effective yet. The reason is as follow: first, tangibles aspect, which have insufficient facilities. Second is, reliability aspect, the quick response of the officers in giving service is not maximal yet because of limited personnel owned by the Regional Police Department in Central Sulawesi. Third, responsiveness aspect, that is the member of police personnel who received complaints by applicant have been good already, but the quick response in solving the complaints is not maximal yet, because the internet connection in several areas is not good. Fourth, assurance aspect, which is security assurance given by the police officers to the public is maximal already. Fifth, empathy aspect, where service given by the members of the police is not discriminative and they always provide service politely. Therefore, the researcher drawn conclusion that the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi have not been maximal because of two aspects  have been fulfilled, while the other ones have not been fulfilled.

Abstract

The research aims to analyze the implementation of the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province. The main theory as the reference in this research was adopted from George C. Edward III with four dimensions, namely communication, resources, disposition, and bureaucratic structure. The research method used a descriptive qualitative approach. The research setting was located at Regional Secretariat General Bureau of Central Sulawesi Province with five informants. Data were gathered through interview, observation, and documentation. Data analysis was done using several stages such as data reduction, data display, drawing conclusion and verification. The research findings reveal that the implementation of  the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province have not run well because three cut of four dimensions do not run as expected. The dimensions are communication, mainly socialization aspect is not maximal yet; then, resources which human resources still lack in quantity, funding, facilities showing results that do not support the implementation of the policy. The third aspect is disposition where support and attitude of the implementer covering honesty, democratic and commitment have been run by the implementer but still not maximal, so it is ineffective yet while bureaucratic structure namely main duty and function are already clear so no fragmentation and be flexible.

Abstract

The purpose of this study was to determine the Secretariat Performance of the Regional Revenue Agency of Central Sulawesi Province in the Provision of Additional Employee Income (TPP). The foundation of the theory used is the Theory of Agus Dwiyanto (2006) which states that there are four factors in evaluating performance, namely productivity, service quality, responsiveness, responsibility, and accountability. This type of research is Qualitative Descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data cursing and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with the number of 6 informants. Based on the results of the discussion that the Secretariat Performance of the Regional Revenue of Central Sulawesi Province for Productivity, Service Quality, and Responsiveness has been maximized in the Provision of Additional Employee Income (TPP). However, for responsibility and accountability it has not run optimally in the Provision of Additional Employee Income (TPP) in the Regional Revenue Agency of Central Sulawesi Province due to the discipline of employees who have not gone well.

Abstract

The objective of the research is to find out the factors that are considered by consumers in using whatsapp social media in Palu City. The number of samples in is 95 respondents. The techniques of data are interviews, questionnaires, and documentation. The research method uses a purposive sampling technique; besides the measurement scale of the research is a factor analysis. The result of the research is formed 4 factors that are considered by consumers in using whatsapp social media in Palu City, namely the factor of Service features, Cost, Security and Social.

Abstract

KUR which is one of the government's efforts in encouraging banks to channel capital credit to UMKM and Giving Cooperatives. People's Business Credit (KUR) aims to accelerate the development of economic activities in the real sector in the context of poverty alleviation and expansion as well as the expansion of employment opportunities, especially for UMKM around the working area of BRI Manonda unit. This research is analyzed descriptively qualitative. The informants in this study are Head of Marketing, Head of Credit, 2 Marketing, and 3 People small and medium entrepreneurs. The number of informants in the study ie 7 people who were withdrawn with the technique of purposive sampling.Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used in looking at the effectiveness criteria of an organization is determined by the five elements put forward by Gibson. The results showed that the Distribution of People's Business Credit (KUR) in Improving Small and Medium Enterprises in Bank Rakyat Indonesia ManondaPalu Unit effective, it can be seen from five aspects namely; first, the results of production achieved. Second, efficiency, because it can improve business.Third, satisfaction, namely improving the welfare of entrepreneurs. Fourth, the adjustment, which UMKM can adjust to other business competition. And the fifth, continuity, namely UMKM can run and develop in accordance with the potential that exists.
