Abstract

The Registration Responsivitas Switchover of Land right Sales in Land Ground Office  Sigi Regency of Central Sulawesi Province This Research Target is to know and analyse the Registration Responsivitas of Switchover  Land right Sales Office Land; Ground Sigi Regency of  Central Sulawesi Province. Theory used by that is theory of Agus Dwiyanto (2006) consisted of: (1) Service User Sigh, (2) Officer Attitude (3) Repair Reference (4) Officer action and (5) Service User Location. This Research Type is research qualitative with the informan selected  by the five of people. Data collecting use the technique interview and documentation. Technique analyse the data used by that is (1) Data Collecting  (2) Data Reduction  (3) Data Presentation (4) Verification and  (5) Conclusion.  Result  Research is:   Responsivitas in registration  Switchover of Land right  Sales in office  Land;Ground Sigi Regency of  Central Sulawesi Province.not yet walked better, with the detail: Responsivitas in registration Switchover  Land right Sales in office  Land Ground  Sigi Regency of  Central Sulawesi Province. seen from factor of service user sigh, officer attitude, reference of repair and officer action not yet walked better. This matter is seen from time duration still in getting land;ground certificate and result of interview with the informan. Later;Then Responsivitas in registration of Switchover  Land right Sales in office  Land;Ground Sigi Regency of  Central Sulawesi Province.  seen from factor of location  service user have walked better. This matter is seen from medium and prasarana which is reserved for by location of service user and also from result interview with informan.

Abstract

This research aims at providing an overview of: the performance of educational personnel at STIA Panca Marga Palu in completing their work which the results of such work can be related to the quality, quantity, effectiveness, timeliness and independence that emphasize the outcome obtained in carrying out work activities as educational staff. These five elements of the characteristics performance are associated with the field of job as an educational staff is generally already applied in the application of their respective duties of educational personnel. But two elements namely quality and timeliness are not optimally applied by half od the educational staff. Informants in this research consist of 10 people. Data analysis techniques as commonly used in a qualitative research are data reduction, data presentation, and conclusion. Results of the research show that all five elements of performance have been relatively carried out, although there are two elements which are still not optimally run. This means that it needs a policy to promote discipline of educational personnel to carry out tasks that emphasizes on enhancing the quality of staffs’ performance, also in performing the task they should do it on time.

Abstract

The purpose of this research are; 1) to determine the effectiveness of the internal control unit, organizational commitment and good university governance at Tadulako University Palu, 2) to know and analyze the simultaneous effect of the effectiveness of the internal control unit, organizational commitment to good university governance at Tadulako University Palu, 3) to know and analyze the effectiveness of the internal control unit of the good university governance at Tadulako University Palu, 4) to know and analyze the influence of organizational commitment to good university governance at Tadulako University Palu. This research was a quantitative research with explanatory research approach. The sampling teqnique used incidental sampilng with 88 respondents. The research results showed that 1) the effectiveness of the internal control unit and organizational commitmenthave significant effect simultaneously towards the achievement of good university governance, 2) the effectiveness of the internal control uni have significant effect partially to the achievement of good university governance, 3) the organizational commitment have significant effect partially to the achievement of good university governance at Tadulako Universitas Palu.

Abstract

This research aims to find out the impact of land conversion on social and economic life, in relation to land ownership, type of work, social relationship, and society’s income levels at One Pute Jaya and Bahomoahi villages Bungku Timur district, Morowali regency. This was a qualitative descriptive research. The results showed that (1) Land conversion gives impact on the society’s land ownership. (2) Land conversion does not give impact on the society’s work types. (3) Land conversion gives significant impact on  the social relationship among the society. (4) Land conversion gives impact on the income levels of the society, particularly at Bahomoahi and One Pute jaya villages. In other words, the income of the farmers and fishermen’s decline after the land conversion.

Abstract

This study aimed at finding out the implementation of the Regional Government Policy of the coping with HIV/AIDS Disease in Palu City. This study was a qualitative study. Informant of this study consisted of the commission of coping with AIDS of Palu city, Health Office Staff, Indonesia Family Planning Club and the people who are infected by HIV/AIDS in Palu city. Informant was determined purposively. Method of data collection was done through interview, observation, study of reference and documents. Technique of data analysis entailed data reduction, data presentation and drawing conclusion. The result of study showed that the implementation of the coping with HIV/AIDS policy in Palu city had not yet worked well as seen from all aspects investigated: communication, recourses, disposition, and bureaucracy structure; these aspects were not well implemented maximally. The communication was only conducted through mass media/electronic and when the activity was being taken place; it was not done clearly and consistenly with related party. The recources had low ability in communicating the policy and budget recource compounded with limited facility and infrastructures. The disposition also did not show good result. Although the policy implementers demonstrated responsive and supportive manner, in the implementation of the policy they had not performed maximally. In relation to bureaucracy structure, the implementers had not yet possessed good understanding toward their task of the policy as well as no guidance of the implementation to the policy, that inhibiting the policy implementation of the coping with HIV/AID disease in Palu city.

Abstract

This article aims to analyze the: 1) the effect of utilization of primary historical sources and utilization of secondary historical sources against the results of student learning on subjects of history in class X SMA Negeri 6 Sigi; 2) the effect of the ability of thinking historically high and low historical thinking ability against the results of student learning on subjects of history in class X SMA Negeri 6 Sigi. Experimental research using factorial design research. The population in this research is the grade X SMA Negeri 6 Sigi, namely: class X B as class experiments and class X A class as the control. Class assignment technique using random sampling. The independent variable in this study is a model of historical sources and historical thinking and the dependent variable is the score results study subjects history. Data collection is done with the test results of the study. Validation and reabilitas are calculated using excel. Test requirements using the help of SPSS 19 that includes a test of normality by wearing a Kolmogorov Smirnov test of its homogeneity and wear the Levene Test. Hypothesis testing using anova on ranks the significance of 0.05. The results of the research and testing of the first hypothesis shows F calculate 277.920 with probability of 0.000. Therefore the probability of 0.05, then < H0 is rejected. Thus summed up:1) affect the utilization of primary historical sources and utilization of secondary historical sources against the results of student learning on subjects of history in class X SMA Negeri 6 Sigi;2) there is the effect of historical thinking ability of high and low historical thinking ability against the results of student learning on subjects of history in class X SMA Negeri 6 Sigi; 3) there is the effect of the interaction between the learning that utilizes primary source and secondary source that utilizes learning towards the learning outcomes of students in the subjects of history in class X SMA Negeri 6 Sigi.

Abstract

The reesearch aims to analyze simultanneous and partial impacts of competency, motivation, discipline and working environment on employees’ performance in The of Social Service, Labor, and Transmigration, Sigi Regency. The respondents consisit of 41 employees of the Office of Social Service, Labor, and Transmigration, Sigi Regency. Method of analysis used is multiple linear regression. The result concludes that competency, motivation, discipline and working environment simultaneuosly and partially have impacts on employees’ performance in The Office of Social Servive, Labor, And Transmigration, Sigi Regency.

Abstract

The Research aimed was to determine and analyze the policy Implementation of the  minimum service standards in Health Service in Palu City Study of Birobuli health center. The main theory in this study is Policy Implementation theory of Edward III that includes; (1) communication, (2) resources, (3) disposition, (4) Structure of Bureaucracy. The research methods using descriptive qualitative descriptive approach. The research location is in Health Centre Birobuli, informant as much as 5 people were selected purposively. Data collection was done by interviewing, observation, and documentation. Data analysis methode using the Interactive Miles and Huberman models. Based on the research result, policy implementationn of Minimum Service Standards of health in Palu (Study of Community Health Centres Birobuli), when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the bureaucratic structure, indicating that it is not effective, because there are still aspects that have not been adequate, namely communication, resources, disposition and bureaucratic structure which is still not running properly and optimally, it can be seen from the communication on policies SPM in Puskesmas Birobuli still have not touched understanding of the community as a user policy. Human resources still need to be improved in terms of quantity and budgetary resources are inadequate in implementing programs SPM as a whole, as well as in terms of disposition, which is still firmly in providing services according to the standard procedures and bureaucratic system of convoluted in the implementation of the program and budget financing in the Minimum Service Standards in Puskesmas Birobuli.

Abstract

The Problem raised within the society in the process of issuing building license (IMB) is what is the performance of the bureacracy apparatus in issuing the IMB. This research is aimed at analyzing the performance of the bureaucracy apparatus in issuing building license and it is expected to provide a description concerning the performance of the bureaucracy apparatus in issuing building license at the City Housing and Space Management Office of Palu. This research used qualitative method in order ti find out the evidences and phenomena in relation to the performance of bureaucracy apparatus in issuing the IMB. In order to measure the performance of the apparatus, the researcher uses five indicators suggested by Agus Dwiyanto, namely: productivity, service quality, responsiveness, responsibility, accountability. The informantsin this research are those who understand and are resposible for issuing the IMB. The primary data were taken directly from the informants and the secondary data were also used. Thetecniques of data collection were interview, observation, and documentation. The data were analyzed in the three stages: data reduction, data presentation, and drawing conclusions. It is found that doing observation, it showed that the performance of the bureaucracy apparatus of the City Housing and Space Management Office of Palu was not optimal. The apparatus productivity was not efficient and effectivity, the quality of service was little bit discriminative, the apparatus responsiveness was optimal, being ready and responsive in addresing the problem raised, the apparatus responsibility was carried out according to the regulations even though there were some difficulties, and the apparatus accountability ws low, meaning that the apparatus did not understandwell their jobs and the goverment policy for those who deal with the IMB seemed unfair.

Abstract

The purpose of this research are :1) to analyze the influence of product attributes on customers SIMPEDES’ satisfaction at BRI Branch Office Palu; 2) to analyze the influence of service quality on customers SIMPEDES’ satisfaction at BRI Branch Office Palu; 3) to analyze the influence of customers’ satisfaction on customer SIMPEDES’ loyalty at BRI Branch Office Palu; 4) to analyze the influence of service quality on customers SIMPEDES’ loyalty  at BRI Branch Office Palu; 5) to analyze the influence of customers’ satisfaction on customers SIMPEDES’loyalty at BRI Branch Office Palu. The sample consists of  200 respondents who serve as customers of SIMPEDES BRI Branch Office of Palu and method of analysis is Stuctural Equation Modeling (SEM).  The results indicate that: 1).product attributes has significant influence on customers’ satisfaction; 2.) service quality has significant influence on customers’ satisfaction; 3) product attributes has insignificant influence on customers’  loyalty; 4) service quality has insignificant influence on customers’ loyalty; 5) customers’ satisfaction has significant influence on their loyalty.
