Abstract

This research to know how the quality service handle of permission accuratuins cause stand up buildings to permission service body compact. Kind of appraisal that using are observation,interview,documentation, and triangulasi. The drawing technic informan using appraisal analist model qualitative. The theory that using is theory from Zethmal, Parasuraman and Berry, consist of five demention af are:tangibles,reliability,responsiveness,assurance and emphatyr.  Based on research that do it the quality service handle of permission accurations cause stand up building’s to permission service body compact. Is not maximal.First;Tangibles dimention is medium and infrastructure is not appropriate like less white waiting room and chair also is not appropriate with aplicate quantytas althought with public toilet. Second ; Realibility dimentionis appliance speed to give accurations service is not appropriate with hopeless society,because remedial of arbitrariness accurations there is in technic official. Third ; Responsiveness dimentoin is official respond to receiveapplicate complint is very good ,but the speed to finish accurations is not maximal. Fourth ; Assurance dimention is quarantee that given by official to aplicate is not on time, because less official respons hire of performar technic society accuration. Fifth ; Emphaty dimention is Accurationservice that official given not discriminatife and official always give respect full well manered oservice.

Abstract

The Research aims to test and analyze simultaneous and partial influences of local revenue and equalization funds on the economic growth in regencies/cities in Central Sulawesi. Population consist of 13 regencies/cities in Central Sulawesi. By using purposive sampling method, there are 11regencies/cities that meet the requirements the study. Data used is secondary data that ranges 4 year period from 2012-2015. Research method is descriptive with verificative approach. Analysis tool is multiple regression analysis. The study finds that local revenue, equalization funds, and economic growth in regencies/cities in Central Sulawesi show positive increases from year to year. Regression analysis shows that local revenue and equalization funds simultaneously have positive and significant influence on the regencies/cities in Central Sulawesi; local revenue has positive and significant on regencies/cities economic growth, while equalization funds has positive but insignificant influence on regencies/cities economic growth in Central Sulawesi.

Abstract

The aim of this study; (1) to determine the competence of the individual, orgnaisasi support, and management support simultaneously (synchronously) significantly affects the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (2) to determine the competence of the individual partial (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (3) to determine orgnaisasi partial support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (4) to determine partial management support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency. This type of research is descriptive and verification. This study population Tikke Raya subdistrict community numbering 4,039 were drawn using the formula so that the sample size of 98 respondents with proportional random sampling technique. Data collection techniques including observation, questionnaires, and documentation, and data analysis technique multiple linear regression. The results showed; (1) individual competence, orgnaisasi support, and management support simultaneously (synchronously) significantly affects the quality of public services in the Regional Disaster Management Agency of North Mamuju regency. The magnitude of these effects amounted to 89.6% at the level of the relationship between variables "very strong"; (2) Competence partially individuals (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (3) Support organization partially (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (4) The partial management support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency.

Abstract

This research aims to determine and analyze the simultaneous and partial influences of educations, finances technical training, and work experiences on the quality of financial report in Central Sulawesi. The test result show that education, finance technical training, and work experiences simultaneously have significant influence on the quality of financial report in Central Sulawesi by conducting f-test with R2 of 0,670. In other words, 67% of independent variable is influenced by the independent variables; the remaining is influenced by other variables that are not included in the study. Education significantly influences the quality of financial  report with t value of 0,276; financial technical training significantly influences the quality of financial report with t value of 0,166; work experience significantly influences the quality of financial report with tvalue of 0,255.

Abstract

The problem that often occurred in the implementation of early childhood education (ECE) was there were still many ECE apparatuses and institutions that were not aware of the ECE policy, so this study aimed to analyze the implementation of early childhood education policy in Central Sulawesi and it was expected to provide an overview of the implementation of the ECE policy. This study used qualitative research to find out the facts and phenomena that occurred associated with the implementation of the ECE policy. The author used the indicators of Edward III, namely: communication, implementer attitude, resources, and bureaucratic structure. Informants in this study were those deemed to know and be involved in the policy implementation.Data used were primary data which was obtained directly from the informants and secondary data which was obtained indirectly. Data were collected through interviews, observations, and documentation. Data analysis consisted of three phases: data reduction, data presentation, and conclusion. The results show that the implementation of the ECE policy in Central Sulawesi had not been optimal:from Communication aspect, there were still officials who did not know the contents of the ECE policy; from Attitude aspect, there was still discrimination from the employees; from Resources aspect, there were apparatus resourcesof Central Sulawesi Department of Education and Culture particularly of the Early Childhood, Non-Formal, and Informal (PendidikanAnakUsiaDini, Non-Formal, dan Informal – PAUDNI) Divisionwho hadskills and reliabilities, but not all had the same opportunity to be a reliable employees, although there were facilities provided by the Department. While its bureaucracy structure had been very good, but there were still employees who were not aware of their duties and functions as shown at the bureaucracy structure board.

Abstract

This purpose of this research was to find out how big the contribution of variable motivation, education, training, and work condition and to find out the effect of each variable toward the performance of staff of Muhammadiyah University, Palu. To analyse the data, double linear regression with SPSS 16,0 (Statistical Program for Social Science) was employed. The number of respondent was 135 persons. The result of test showed that the variable of motivation, education, training and work condition, partially, had significant effect toward the performance as indicated the value of probability < 0,05. The effect of motivation, education, training and work condition toward the performance of staff contributed to F-Counted of 5,001 with the degree of probability 0,000 (significant) which meant that motivation, education, training and work condition, stimultanously, had significant effect toward the performance of staff of Muhammadiyah University, Palu.

Abstract

The study is aimed to explore simultaneous and partial influences of work discipline, motivation, and career development on officials’ performance in the Agency of Women Empowerment and Family Oplanning in Central Sulawesi. Type of research is desciptive causal. As many 60 respondents werre selected through census method. Instrumen of data collection is questionnaire and method of analysis is multiple linear regressions. The results concludes that work discipline, motivation, and career development simultaneously and partially have positive and significant influence on officials’ performance in The Agency Of Women Empowerment And Family Planning In Central Sulawesi.

Abstract

This research is aimed to analyze financial ratios and the implementation of discriminant analysis in predicting bangkruptcy on coal companies on Indonesian Stock Exchange (IDX) from 2009 to 2013. The method of analysis is Multivariate Discriminant Analysis (MDA) with Simultaneous Estimation method. The research is deskriptif and uses purposive random sampling to determine seven companies. the results reveals that five financial ratios as independent variables have significant value of < 0.05, which means that all variables can be used to predict whether the company is bankrupt or not. The Z-score estimation of coal companies In Indonesia Stock Exchange indicates that four companies are bangkrupt and the other three companies are not bankrupt.

Abstract

The purposes of this study were: (1) To determine and analyze the influence of career development partially on employee satisfaction at Palu City Department of Public Works; (2) To determine and analyze the influence of organizational climate partially on employee satisfaction at Palu City Department of Public Works; and (3) To determine and analyze the influence of career development and organizational climate simultaneously on employee satisfaction at Palu City Department of Public Works. The type of this research was descriptive and verificative with survey, while the process of this research was quantitative with associative causal approach, namely quantitative research that aims to determine the causal relationship among the three variables, which serves to explain, predict, and control a symptom, with correlation and regression analysis. The samples of this research amounted to 86 respondents out of the researcher,  the Head of, and the Secretary of Palu City Department Public Works using saturated sampling technique (census), i.e. the sampling technique that makes the entire population to become samples (Sugiyono, 2007: 65). Data were analyzed using multiple linear regression analysis with the results showed that the career development variable significantly influenced employee performance with tcount amounting to 4.934 > t-table at 2,000 or the Sig-t of 0,000 < α value of 0.05; the organizational climate significantly influence employee performance with tcount 5.333 >  t-table of 2,000 or the Sig-t of 0,000 < α value of 0.05; and the variables of career development and organizational climate simultaneously had significant influence on employee performance, with Fcount value of 68.401 > F-table at 2.37 or the Sig-F of 0.000 < α value of 0.05.

Abstract

Accountability and transparency are two of the fundamental problems government accountabilities. The communities have not got clear information concerning the policies taken by the govrnment. Therefore, through transparent government, the communities are supposed to be well exposed to the policies to be taken by government. The government is supposed to stress on the accountability aspects in governmental bureaucratic reformation. In addition, government tranparency will certainly encourage the communities to address feedback to policies taken by the government. The thesis studied about how to adopt accountability and rtansparency in governmental affairs to create clean local governments and the constraints to adoption of accountability and transparency in clean local government. It was a normative legal research. It conseptualizet and reviewed laws as norms, rules and principles or dogmas adopted for discussing the fundamentals question addressed based on legal materials due to the characteristics of the law. It was concludec that the government accountability of Poso Regency was adopted on law Number: 32 Year 2004 about Local Government and State Regulation Number: 3 Year 2007 about Reporting by Local Government to National Government. At present the information about Local Government Reporting to Communities refers to Law Number: 23 Year 2014 about Local Government.
