Abstract

Cooperation between an autonomous city/regency government and third parties in this reformation era is unavoidable, due to many problems unsolvable by the government. The concept of city/regency cooperation is crucial since it is represented in an agreement under private law or contract law. On the other hands, the city/regency cooperation is in fact  has to be executed by a public official in the line with existing legality principles pursuant to the administrative law. In other words, in city/regency cooperation the contract law is not fully enforceable. The action taken by the city/regency government is under diffusion theory. The city/regency cooperation which is strongly affected by discretion entails many problems due to lack of observance as to when the state administration is involved in public law and when the private law is potential to lead to authority abuses.  The principle of no authority without accountability also affects to free authority or discretion by city/regency government. It was a normative research adopting law and conceptual approaches. The legal materials were analyzed by first collecting primary legal materials, secondary legal materials and non-legal materials. Next, the normative concepts in those materials were studied, analyzed, described, estimated and explained. Based on the results of the research, it was concluded that It was prohibited for a city/regency government to cooperate with central government and associate with other business entities.  The city/regency government simply needed to adopt the concept of official assistance or central government facilitation. The cooperation between a city/regency government and a third party and any other parties as provided in Article 363 Section (2) letter b of Law Number 23 Year 2014 about City/Regency Government providing that a city/regency government remains accountable and litigable both officially and individually in compliance with the principle of no authority without accountability.

Abstract

This research aims at analyzing the influence of emotional intelligence (self-awarenness, self-organizing, motivation, empathy, and social skill) of the staff toward the service quality of education and training participants at the Board of collected by using direct observation technique, and distributing questionnair, interview, and documentation. This research employed quantitative descriptive method. Data were analyzed by adopting simple linier regression. The result of this research showed that : (1) simultaneously and partially, emotional intelligence of the staff had strongly significant influence toward the service quality of participant; (2) simultaneously, it had strongly significant influence if the emotional intelligence of the staff increased, the service quality of education and training participants also increased; meanwhile, partially, it had significant influence that each emotional intelligence dimension  increased, so there was an factor of  emotional intelligence that had significant influence toward the service quality was self-awareness dimension and the smallest was motivation dimension.

Abstract

The aims of this research are: 1). To find out about general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 2) To explore simultaneous influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 3) To explore partial influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi. The research method is panel  data regression with software Eviews 9.0. Sample consist of 11 regencies/Cities in Central Sulawesi Province in 2012-2014. The results find that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have influenced regional expenditure 0f 95.37%, While the remaining influenced by factors that are not studied. It also finds that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have simultaneous influence on regional expenditure of regency/City in Central Sulawesi. Partially, general allocation funds and and local revenue have significant influence on regional expanditure in Central Sulawesi. This in indicated by the t-value higher than t-table or probability value is smaller than 5%.

Abstract

This research is aimed to acknowledge the following issues, the position of police institution in the system of Indonesian governance. Through normative research, using legal sources from written laws and literatures related to police issues. Based on the research, it is found that, The position of Indonesian police institution under the President’s ruling is not effective yet, because of the President himself has been very busy with his duties on governing. The constitution of 1945 doesn’t state anything about the position of police institution under the President. The recommendations from this research are: to revise on the clause of the position of police institution under the President as mentioned in article 8 (1) Act No.2/2002 about Indonesian Police, and to form a new ministry named the ministry of safety to lead the Indonesian police institution directly

Abstract

This study aims to identify and analyze the perception among users (Government, Society and Supervisor) regarding financial accountability and public accountability on the financial statements of the Government of Central Sulawesi Province. Statistical test results analysis using One-way ANOVA with SPSS 17.0 shows that a) There is a difference of perception between Government, Society and Supervisor regarding financial accountability on the financial statements of the Government of Central Sulawesi province. b) There is a difference of perception between Government, Society and Supervisor regarding public accountability on the financial statements of the Government of Central Sulawesi province.

Abstract

In the budget year of 2013-2015, the absorption of local government budgets in Palu City shows accumulation in the past three months. This condition can cause the loss of value for money in the governmental budget (BPKP, 2012). Performance-based budgeting can foster effective programs with an efficient use of funds to achieve the organizational goals (Young, 2003). Performance-based budgeting is designed to increase good governance such as transparency and accountability in making the decisions for resource allocation (Vian, 2013). Accountability will increase the responsibility of public officials in carrying out their duties based on the procedure in order to minimize inefficiency that leads to high cost and slowness of public services (Mardiasmo, 2009). This research applies quantitative approach with sample of 41 governmental units that selected through purposive sampling method. Data is analyzed with SEM-PLS method. The result show that: 1) the implementation of performance-based budgeting has a positive but insignificant influence on value for money performance; 2) performance-based budgeting has a positive and significant influence on good governance; 3) the application of good governance has a positive and significant influence on value for money performance; and 4) the implementation of performance-based budgeting has an indirect influence on value for money performance through good governance.

Abstract

This study aimed to determine the implementation of Village Fund Allocation Policy in Sioyong Village Dampelas District Donggala Regency. This study used qualitative research method, where data and information were collected by using Likert scale instruments and interviews with selected informants. The results showed that the implementation of Village Fund Allocation Policy in Sioyong Village had already been well in general, but there were still many things that must be considered by the government of Sioyong Village, among them were the rural development programs should involve the villagers so that the implementation of Village Fund Allocation Policy run effectively and improve the quality of village apparatuses to be able to do the best services to the community of Sioyong Village. The capacities of human resources as the implementers of Village Fund Allocation Policy in the field of education were still low indeed, thus affecting their ability to identify and resolve problems quickly, but however, they had the abilities to encourage people. It should be considered that the achievement of the village development goals besides the availability of quality human resources should also be supported by adequate facilities to help village apparatuses in carrying out any tasks assigned by the leadership. Therefore, the Village Head should be able to provide adequate facilities for the achievement of Sioyong Village development goals.

Abstract

The Community Empowerment Local Program Implementation in Palu City. This research aims at finding out the development of the community empowerment local program policy in Palu. This is a qualitative research with descriptive research method and the techniques of the data colletion are observations, interviews, and documentations. This research employs purposive technique and 6 informanst are chosen. The result of this research indicates that implementation of the program has been running well. The results showed under the community empowerment local program policy in Palu with Michal Goggin approach implementation model results show that is not optimal, it can be seen from several aspects which  influence it, such as : 1. The community empowerment local program Implementation in Palu City, from the aspect of supporting and upper and lower level, affected among others the availability of regulatory implementation of the program has been good, the availability of resources has not been adequately fund programs, social and political conditions of implementing the program is adequate. 2. The community empowerment local program Implementation in Palu City, from the aspect of resources and executive personnel at lower levels have not been adequate, especially with regard to infrastructure activities. 3. The community empowerment local program Implementation in Palu City from aspects already well heeling.

Abstract

The study aims to determine and analyze the influence of service quality, understanding of tax regulations, and tax penalties on the compliance of local taxpayers in Tojo Una-Una. Population consists of 646 taxpayers, and sample is 100 people. Data processed with program  statistical product and service solution (SPSS  18.0) with multiple linear regressions analysis. The results show that: 1) service quality, understanding of tax regulations, and tax penalties significantly influence the compliance of local taxpayers in Tojo Una-Una; 2) service quality insignificantly influences the compliance of local taxpayers in Tojo Una-Una; 3) understanding of tax regulations significantly influences the compliance of local taxpayers in Tojo Una-Una; 4) tax penalties significantly influence the compliance of local taxpayers in Tojo Una-Una.

Abstract

The problem in this research is the level of performance of agricultural extension is not maximized therefore the study aims to determine the results of the performance of the agricultural extension at the Institute of Agriculture Fisheries and Forestry Extension Siniu District of Parigi Moutong district. In this study used qualitative research methods. Where the results of such work can be related to the quality, quantity, effectiveness, timeliness and independence that emphasize the final result (come out) obtained in carrying out the work as agricultural extension activities. The fifth element of the appearance of the above characteristics related to the field of agricultural extension tasks mostly been shown in the implementation of their respective duties agricultural extension. But both elements are: quality and timeliness is not optimal implemented by most agricultural extension. Informants in this study were 8 people. Data analysis techniques as usual qualitative research, namely data reduction, data presentation, and conclusion. Results showed the five elements relative performance has been carried out, although there are two elements is still not optimal to run. This means we need a policy discipline lead in promoting agricultural extension in order to carry out tasks that emphasize on enhancing the quality of work extension, as well as in performing the task should be timely.
