Abstract

This study aimed to analyze employee motivation at Mamuju Utara Departmen of Public Works. The method used was qualitative study. The method used in collecting data was interview, direct observation, and documentation.Based on the result, the employee motivation of Mamuju Utara Department of Public Works had been good, for the employees had been motivated to work well in serving people due to their willingness to fulfil their needs for achievement to gain recognition either from their employers or from their fellows. So was the indicator of self-actualization needs, some employees was motivated to work and to increase their knowledge in order to be promoted to higher position behind their service as public servants. Inspite of those indicators, for most of the employees, the social needs was not the motivation to improve their performance. The indicators of physiological needs and security needs had been running well, for cooperation relation had been harmonious in achieving the goals along with improvement of public service quality.

Abstract

This study aims to identify and analyze the management of public transport levy. This research uses qualitative descriptive, in the opinion of Huntington and Nelson (2004: 16-19), consists of political participation in electoral activities, the activities of the lobby, in the activities of the organization, in a search for connection activity, and the activity of violence. Based on the analysis concludes that low women's political participation in electoral activities, the activities of the lobby, in the activities of the organization, in a search for connection activity, and the activity of violence. Generally candidates (candidates) female Democrats in the 2014 election, is the candidate imposed simply to qualify for a quota of 30% in order to follow the elections. Democratic party leaders felt difficulty finding female candidates, including as a member of the board. All requirements as female candidates prepared by party officials to campaign activities. It made the women candidates of the Democratic party Parigi Moutong district did not follow her activities to facilitate obtaining a majority vote, unless one candidate with the most votes but did not win a seat, because he is a social activist than as early childhood teachers.

Abstract

This research aims at describing the rice for poor services in Maleni, Banawa District, Donggala. The methode used is descriptive qualitative research method and data collection techniques are observations , interviews, and documentattions. The Informanst were selected by using puposive sampling technique and seven informants were selected. The results show that the services is not optimal, although aspect reliability, responsivenees, assurance, Empathy have been good, but from the aspect of Tangibles has not not been good.

Abstract

This study was conducted to analyze the Effectiveness of Program Activity Report Drafting by Budget Absorption Evaluation Team at Central Sulawesi Board of Village Governance and Community Empowerment. This study used descriptive research type where the researcher was a key instrument, with snowball and purposive sampling. The analysis of data used in this study was inductive and qualitative, where it put more emphasis on meanings than on generalizations (Sugiyono, 2009: 15). Data was collected by means of interviews, observations, and documentations. The results show that  the effectiveness could be seen from two things, namely from the state of organization called organizational effectiveness and from the results achieved called work effectiveness, Both of these factors were important factors in determining the Effectiveness of Program Activity Report Drafting by Budget Absorption Evaluation Team at Central Sulawesi Board of Village Governance and Community Empowerment.

Abstract

This research aimed: first, to analyze the Indonesian Legistative Assembly performance at Municipal level Palu City’s in making provincial regulation (case study of provincial regarding local taxes). Second, to know the factors influenced the Indonesian Legistative Assembly performance at Municipal level Palu City’s in making provincial regulation (case study of provincial regarding local taxes). The research method used was descriptive qualitative, population of this research was all members os Special Committtee of the Indonesian Legistative Assembly performance at Municipal level Palu City’s, executives of NGO were 37 persons with the sample were 13 respondents determined by using sampling, the collected data was analyzed qualitatively by describing in systematically and analytically concerning the individual characteristics, facts, condition, or group. The research result sjowed the obtained scores of thr four indicators of this research were catagorized good. While the supporting factors for the the Indonesian Legistative Assembly performance at Municipal level Palu City’s were first, the willingness of members of special committee in communication involvement with related parties towards their duties, second, the members of special committee attitude and behavior, and third, the members of special committee  seriousness in doing their duties. While the restricting factors were first, the members of special committee dicipline in doing their duties, second, lack of the members of special committee ability in understanding leader’s instructions, third, limited capability of the members of special committee in using the available aquipments.

Abstract

The study aims to analyze :1) the DIPA budgeting system and procedure in the office of Religious Affairs, Palu city; 2) enabling and inhibiting factors of DIPA budget system and procedure to increase budget effectiveness in the office of Religious Affairs, Palu City. The research applies descriptive qualitative method to describe the system and procedure of budgeting in the office of Religious Affairs, Palu city and it explains the results with descriptive interpretive method. The results finds that the system and procedure of DIPA budgeting in the office of Religious, Palu city has been conducting effectively as it is started with planning based on the Government Rules no. 25 year 2004; budgeting is based on basic needs and functions by involving all the governmental working units based on the regulations. Even though the RKA-K/L preparation has not fully adjusted to the governmental laws no. 90 year 2010, but the supporting documents are sufficiently fulfilled the normative rule of budgeting. Some enabling factors in budgeting system and procedure include regulation on budgeting, cooperation, central government policy, funding, and information and technological advancement. Inhibiting factors include the incompetence of human resources, geographycal conditions, and time.

Abstract

This research was aimed at knowing and analyzing bureaucracy behaviors in running public service in Lambara, Tawaeli. Theories dealing with the bureaucracy behaviors comprising both individual and bureaucracy characteristic were taken from Miftah Thoha. This was qualitative. The research informants were selected by using a purposive sampling technique amd there were five informants determined. They were village chief. Cillage secretary, head of law and order section, and society. Next, the methods of gathering data were observation deep interview, and documents, while the tecnigue of data analysis comprised data reduction, data presentation, and verification. Based on the analisys, the research result showed that the the bureaucracy behaviors in running public service ini Lambara, Tawaeli have not shown his/her good characteristic. For example, the staff still have not had good ability, needs, and experience even thought they had good confidence and expectation. In addition, the bureaucracy characteristics have not shown maximum result in as much as the aspect aspects like hierarchy, duties, authority and responsibility still have not run well yet as expected. Only reward system and control system aspect have shown good result.

Abstract

The study aims to: 1) analyse simultaneous influence of compensation democratic leadership style, and motivation on the satisfaction of Sutan raja Hotel’s employees; 2) analize the influence of compensation on the satisfaction of Sutan Raja Hotel’s employees; 3) analyse the influence of democratic leadership style the satisfaction of Sutan Raja Hotel’s eemployees; 4) analyze the influence of motivation on the satisfaction of Sutan Raja Hotel’s Sample consists of 81 employees at Sutan Raja Hotel’s. Type of research is quantitative descriptive with technique of data analysis using multiple linear regression. The study result highlights that compensation, democratic leadership style, and motivation ssimultaneously influence the satisfaction of Sutan Raja Hotel’s employees significantly with sig-f value of 0.00< α value of 0.05. Partially, compensation (XI) significantly influence the satisfaction of Sutan Raja Hotel’s employees with sig-t value  of 0.00 <α value of 0.05; democratic leadership style (X2) significantly influence of satisfaction of Sutan Raja Hotel’s employees with sig-t value of 0.00 <α value of 0.05; motivation (X3) significantly influence the satisfaction of Sutan Raja Hotel’s employees with sig-f 0.003 <α value 0.05. In addition, the result of the adjusted R Square of 0.640 or 64% shows the influence of independent variables on the dependent variable, while the remaining of 36% is influenced by other variables that are not studied.

Abstract

This research aimed at knowing the basic authority of a Law Court Constitution in deciding regional leader election before the existence of Law Court Constitution authority decision number 97/PUU-XI/2013 and analyzing the authority of Law Court Constitution in deciding Regional Leader Election Lawsuit after the decision of Law Court Constitution number 97/PUU-XI/2013. This research was normative law research through ordinance, historical and conceptual approach. The result of the research concludes that: 1) the basic authority of a Law Court Constitution in deciding regional leader election before the existence of Law Court Constitution authority decision number 97/PUU-XI/2013 exists due to interpretation development of regional leader election that becomes a part of general election regime which is written in section 24C UUD NRI 1945, it explains that Law Court Constitution is authorized as to decide the lawsuit deriving from a general election. 2) The authority of Law Court Constitution in deciding Regional Leader Election Lawsuit result written in MK No 97/PUU-XI/2013 created in Undang-Undang No 8 Tahun 2015 is inconstutional or against the section 22E and section 24C UUD NRI 1945. This case derives from  the interpretation of law court constitution which states that regional leader election is no longer a part of general election regime in accordance with the law in section 22E UUD NRI 1945. The regulation in section 22E points out that general election is administrated to elect delegation of citizen council (DPR), regional delegation (DPD), President - vice president and delegation of regional council (DPRD). On the other side, Law section 24C UUD NRI 1945 mentions about related law court constitution without mentioning that regional leader election  is a part of authority given to law court constitution.

Abstract

This research aimed at improving and explaining the phenomenon of policy implementation of Regional Public Service Agency in Regional Hospital of Undata.  The main guided as theory analytic is a model of policy implementation developed by Edward III which consists of aspects of Communication, Resources, Implementers’ Attitude/Dispotition and Bureaucratic Structure. Informants of this research are determined purposively on Undata Hospital employees who are deemed to understand and know about aspects of this research. Research method used is a qualitative method with data colection technique conducted through observation, interviews and documentation. Data were analysed using the Interactive Model by Miles and Huberman namely data collection, data reduction and display and conclusion/verification. The research result shows that the implementation of policy public of regional public service agency policy implemantion on Undata Hospital of Central Sulawesi Province is generally in good enough categories. Of the four aspects investigated, aspect of communication with the dimension of size and objectives and policy target has not been achieved maximally. Then aspect of the resources with the dimension of amount employee reource, competency and skill of employee and facilities is effective enough. On dispotition aspect which consist of supporting, attitude and manner dimensions, has been shown good improvent. In bureaucracy structure with the dimension aspect of standard operational procedure, has been followed propoerly, but it only needs to increase the consistency with more strict rules.
