Abstract

The aims of this study: (1) to determine the simultaneous influence of  Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu, (2) to determine the partial influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the State Senior High School 1 of Palu. Policy implementation used the theory developed by Edward III (Riant Nugroho, 2008: 447), while the effectiveness used the theory of Steers in Jamin (1985: 45). The type on this study was quantitative research with explanatory survey approach. Population in this study was the students of the State Senior High 1 of Palu amounted to 1087 students, and drawn using random sampling to 92 students. The data collection techniques of this study were observations, questionaires, and documentation, while the techniques of data analysis was the multiple linear regression. The results showed: (1) the simultaneous influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu, with the indicators of communication, resource, disposition and bureaucratic structure, had influence number amounted to 0,505 and was at “medium” influence level, (2) the partial influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu seen from the dimension of communication was at “medium” influence level amounted to 0,436, the dimension of resources was at “medium” influence level amounted to 0,578, the dimension of disposition was at “medium” influence level amounted to 0,468, while only dimension of bureaucratic structures whose significantly influence the effectiveness of media literacy, that is a “strong” influence level amounted to 0,736.

Abstract

This research aims at finding out whether the performance of the Parliament Secretariat employees at Sigi Regency in carrying out their duties and functions has been categorized well. This is a qualitative research in term of case study. The setting and the informants were chosen purposively. The data were analyzed gradually based on the information which were obtained from observations, interviews, and documentations. This research employs five indicators of Agus Dwiyanto’s theory to measure the employees’ performance in public service, namely productivity, service quality, responsiveness, responsibility, and accountability. Of those five performance indicators, productivity, service quality, and accountability are not running as expected and still categorized as unsatisfying. While responsiveness and responsibility indicators are tolerably good because the responsiveness indicator has given a description of the ability in recognizing the public desire and the priority programs organizing which would be accomplished.  The responsibility is also categorized as good because the programs have run based on administration principles and based on the real principles. Therefore, the parliament secretariat employees can perform their duties and functions effectively and efficiently in improving public service.

Abstract

The goal of this research is to investigate and analyze the effectiveness of the implementation of the national exam in 2014 the level of school SMA Negeri (SMAN) by the Department of Education and the city of Palu. In the discussion of this study the effectiveness of using the theory being addressed by Robbins, consists of the application (1) The principle of suitability requirements, (2) The principle of the right target, and (3) The principle of benefit. This research is research that uses qualitative descriptive method approach. This study focused on the Department of Education and the city of Palu, addition this study conducted in several schools as representatives of State Senior High School in the city of Palu, SMAN 1 Palu, SMAN 3 Palu, and SMAN 5 Palu. In this study, other research informants purposively determined that as many as 5 people. Data collection techniques used were observation, interview, and documentation. The data analysis was performed with data reduction procedures, presentation of data and draw conclusions. The results of this study concluded that the effectiveness of implementation of the National Examination Level Senior High School by the Department of Education and Teaching Palu of Central Sulawesi Province, from 3 (three) element used in the present study, only elements of the principle of suitability needs not yet been reached with the good, because although National Examination budget already in budgeted but still feels less impacting on the lack of supporting infrastructure. Targeted principle has been reached with the good, although not yet reached the graduation of 100%, the implementation of the National Examination SMA has been done by purpose. And the principle has been reached with the good benefits, to improving the quality of output from every school in the Palu city and competence of existing educators.

Abstract

This study aims to determine the effect of capital, labor and the cost of the clove farm household income. The research method of survey is used and the sample is notified by simple random. The results shows that the independent variables which are include capital, labor, expense, have simultaneous affect on the clove farm income (Y) in Salumpaga village, North Tolitoli Sub-district-Tolitoli Regency. Meanwhile, the capital variable (X1) has partial positive relationship on the clove farm household income (Y). The labor variables (X2) has negative effect ans significant on the clove farm household revenue (Y). Following that, the cost variable (X3) has negative and significant effect on the clove farm household income (Y). The land area variable (X4) has positive and significant impact on the clove farm household income (Y). The farming experience variable (X5) has positive and significant impact on the clove farm household revenue  (Y). The number of trees variable (X6) has positive and significant impact on the clove farm house hold income (Y). In addition, the education variable (D1) has positive and significant impact on the clove farm household income (Y) in the village of Salumpaga,  North Tolitoli sub district- Tolitoli Regency. Furthermore, this study found that the average of the clove farm household income in the village of Salumpaga is more than Rp 1.000.000-.Therefore, the comparison between the revenue and expenditure of the clove farm in the village of Salumpaga, North Tolitoli sub district is feasible to be developed.

Abstract

This study aimed to determine the implementation of Corn Integrated Crop Management Application Movement Policy in Tikke Raya District, North Mamuju Regency, West Sulawesi Province. The author used the theory of Edward III to determine the factors influencing the implementation of the policy, such as the factors of communication, resources, disposition, and bureaucratic structure. This study used qualitative research, with descriptive method. Based on the results, it was concluded that Implementation of Corn Integrated Crop Management Application Movement Policy in Tikke Raya District North Mamuju Regency had been running well, this was evidenced by the theoretical approach of Edward III by looking at four (4) indicators, namely communication, resources, disposition, and bureaucratic structure. The communication aspect in this program ran well so that the whole implementers and target groups knew their tasks and responsibilities. The resources needed were adequate, the disposition of the parties involved was very supportive for the smooth implementation of the policy. The bureaucratic structure had been structured well and technical guidelines also ran well, but coordination between the implementing agencies was still needed to be improved

Abstract

This study aims to identify and analyze the accountability of officials of the environment watchdog use descriptive research qualitative approach, to measure accountability based on the opinions Sedarmayanti (2004: 12), which states that the accountability is: control environment in accordance with transparent, monitoring environmental efficient and effective and responsive environmental monitoring. The collection of data through observation, interview, and documentation, dianlisis through the stages of data reduction, data display, and conclusion. The study concluded that, officials of the Environment (PPLH) at the Environment Agency Sigi not accountable in carrying out its duties. It can be seen from liability in accordance with provisions of environmental monitoring and transparency, has not been implemented properly in addition to not have a standard operating procedure (SOP), the supervision of compliance with the environment, not in accordance with the provisions and less transparan.Pertanggungjawaban on environmental monitoring has not menerepkan principle the efficiency and effectiveness of the well based on the provisions in force and use the standard operating procedures (SOP). The task of inspecting the observance, collecting documents and testify against the evidence that was found had not been effective, because the environment watchdog officials have not been able to maintain the accuracy and quality assurance monitoring results during an inspection or investigation of business and / or activity. Similarly, supervisory accountability environment that is responsive, generally the environmental watchdog officials have not responded well to the aspirations of society as a feedback to maximize the task. Not to akuntabelnya environmental watchdog official duty stints environmental surveillance, due to limited funds/operating budget travel to conduct regular supervision and inspection.

Abstract

This research aims at identifying the differences in the learning achievement  between students who were taught by using the ASSURE learning model to those whom were taught by using conventional learning model; interaction between learning model and learning motivation; the difference between learning achievement of high and low motivated students. The sample of this research is Chairil Anwar VIII grade consisted of 28 students as the control class. The design of this research is quasi experiment 2 x 2. The treatment variable is learning model and the attribute variable is learning motivation, while the dependent variable is the learning achievement of Social Sciences subject. The hypothesis was tested through ANAVA two ways with different cells to significant level of 5%. The result of the differences between ASSURE model learning achievement and conventional proven by the score of statistic test where Fcounted = 7.084 and Ftable = 5.79 or Ho is rejected. It means that there is difference between learning achievement of ASSURE class to the conventional class. The score of statistic test where Fcounted = 25.27 and Ftable = 5.79 or Ho is rejected. It means that there is difference between group of high motivated students and group of low motivated students. The score of statistic test between motivation and learning model where Fcounted = 0.010 and Ftable = 5.79 or Ho is accepted. It means that there is no interaction and affect to the learning achievement between learning model to learning motivation.

Abstract

The purpose of this study was to determine the implementation of District Integrated Administrative Services (Pelayanan Administrasi Terpadu Kecamatan - PATEN) policy in West Palu District Palu City in supporting integrated administrative services, and to examine problems deeply and to find solutions from every division and sub-division at the Office of West Palu District Palu City. The type of research used in this study was descriptive qualitative research, with purposive sampling method. The researcher assigned informants based on their knowledge, participations, and professions. The informants in this study were the Head of West Palu District, the Secretary of West Palu District, a Division Head of West Palu District, and 2 people who were dealing in that Office. The location of this research was the Office of West Palu District in Palu City. Data collection was done through interviews, observations, and documentations. The results conclude that the implementation of the PATEN policy in West Palu District Palu City based on the Theory of Edward III in Tangkilisan (1997: 24) had already been good as expected in terms of the communication aspect as well as the other aspects, namely the bureaucratic structure that had been in accordance with existing regulations and the service that had been running well. However, the resources aspect, especially the human resources had not been met so that an error occurred in job descriptions, functions, and working procedures, for not being based on the organizational structures. Therefore, the people could not feel the success effects of the PATEN policy implementation, particularly the satisfaction with the administrative services. The other inhibiting factor was the disposition aspect in terms of attitudes and behaviors of the PATEN policy implementing apparatuses/implementors at the Office of West Palu District that had not showed good attitudes, responsibilities, and behaviors; and had not been in accordance with the rules of procedure and professional attitudes of employees/apparatuses in providing public service.

Abstract

This study aimed to describe the implementation practice of public disclosure policy at Central Sulawesi Police. This study used qualitative research method. Informants in this study were Head of Public Relations Unit of Central Sulawesi Police, the people, and the media. Data collection techniques in this study were observations, interviews, and documentations. The result shows that the implementation of public disclosure policy at Public Relations Unit of Central Sulawesi Police had not been going well, seen from the public implementation indicators of Edward III. The Communication aspect had not worked, in which not all work units had been providing information to the information and documentation management officers (pejabat pengelola informasi dan dokumentasi – PPID) as well as people had not yet known that Central Sulawesi Police had been implementing public disclosure policy. Similarly, the aspect of Resources to implement this policy had many limitations. There were 24 personnels at the Public Relations Unit, none of which had the educational qualification of Communication. The aspect of Bureaucracy Structure had still not supporting also. It can be seen from the structure of the PPID which had no patron to assert its position to the Work Units of Central Sulawesi Police, which had some of the PPID’s functions.

Abstract

This research aims to know and analyze the effects of leadership style, human resource development and job discipline on personnel’s performance at Regional People Representative Secretariat, Central Sulawesi Province. Sample of this research involves 81 personnel at Regional People Representative Secretariat, Central Sulawesi Province which have been regression. Based on data analysis, it indicates regression equation Y=1,651 + 0,265X1 + 0,208X2 + 0,186X3. The result show that leadership style, human resource development and job discipline perform positive and significant effect on personnel’s performance. Determination test indicates that the value of adjusted R square is 0,623 which means that 62,30% personnel development and job discipline. Meanwhile, 37,70% is affected by other variables which are not investigated in this research.
