Abstract

The study aims are to describe and analyze the management of non-tax revenues; the growth rate and effectiveness of non-tax revenues management; theobstacles faced in the management of non-tax revenues; and the offering alternative solution of non-tax revenues management. The study appliesqualitative method, with the case study approach. Informants are the officials who involve in the management of non-tax revenues atthe Land Office of Parigi Moutong Regency. The results show that non-tax revenues management is not optimal inthephase of planning and budgeting, implementation andadministration, supervision, reporting and accountability as well. The growth rate of non-tax revenues targets (2011-2015) tends to increase, but the realization growth fluctuates annually. The effectiveness (2011-2015) isnot effective due to the realization which does not reach the target. Obstacles faced in the management of non-tax revenues caused by the limited participation of budgeting preparation, lack of human resources both in terms of quality and quantity; weakness of system operational procedures and internal control system, lack of supervision in implementation, and financial report which is still as an administrative formality. Alternative solutions to overcome various obstacles faced, it needs participation in planning and budgeting, employee recruitment, utilization of information technology, increasing supervision on the implementation of system operational procedures, as well as continuous evaluation.

Abstract

This study aims at determining The Quality of Inpatient Services of Mokopido Regional Public Hospital Tolitolii. This study uses a qualitative research method, in which the data and the information were collected by using a Likert scale instrument and interviews with selected informants. The results show that Mokopido Public Hospital Tolitoli still lacks in the quality of service because of the research indicators of speed and timeliness of services must be improved so that patients and their families feel the optimum service from hospital personnel so as to provide effective services. Ease of service will be created if the availability of supporting facilities in health care but in fact Mokopido Public  Hospital still lacks of health facilities that can inhibit good services for patients and their families for example in the medical examination, the pharmacy facilities, the facilities of care room and etc. This is certainly going to disrupt the excellent services for patients. As well as providing a fair service without making a distinction between the service of underprivileged patients and patients who are in good economic condition. The quality of services should be improved to get a positive response from patients and their families so that the hope of achieving the satisfaction of health services at the hospital can be created. The provision of hospital health care facilities which are in direct contact to the needs of health services including the availability of drugs, hospital pharmacy facilities, and supporting facilities in medical examinations for patients.

Abstract

The objectives of this research are: 1) to determine and analyze positive and significant influence of organizational culture, individual characteristics, and communications on civil servants’ performance in The Agency of Disaster Management of Morowali Regency; 2) to determine and analyze the influence of organizational culture on civil servants’ performance, positively and significantly; 3) to determine and analyze the influence of individual characteristics on civil servants’ performance, positively and significantly; 4) to determine and analyze the influence of communications on civil servants’ performance, positively and significantly. The type of this research is causal descriptive to show the relationships between variables studied by involving 77 respondents who are selected through census method. Based on the test results, the study finds that: 1) organizational culture, individual characteristics, and communications simultaneously have positive and significant influence on civil servants’ performance in The Agency of Disaster Management of Morowali Regency; 2) organizational culture has positive and significant influence on civil servants performance; 3) individual characteristics has positive and significant influence on civil servants performance; 4) communications positively and significantly influence civil servants performance.

Abstract

The objectives of the study were to analyze the processing service of Electronic Identity Card at the Office of west Palu District Palu City and to determine the influencing factor. Informants in this study  amounted to 7 people, consisting of 4 employees and 3 people. The technique used in informant determination was purposive sampling, namely selecting or choosing informants, interviews, and documentations, namely selecting informants deliberately. Data were collected using observations, interview and documentation techniques. The type of research used in this study was qualitative descriptive research. The theory or concept used was the theory or concept of Parasurahman in Sinambela (2006:7). The results showed that the processing Service of KTP-el at of the office of West Palu District Palu City had not been performed well, based on the five indicator used as benchmark, namely Reliability, Tangibles, Responsiveness, Assurance and Empathy, only three factor that had been met well, namely (1) The Responsiveness indicator: there were desires from the District apparatuses to provide service responsively; (2) The assurance indicator: there were friendliness and responsibilities from the District apparatuses to any people complain related to KTP-el Processing; and (3) The Empathy indicator: there were concerns and appearances from the district apparatuses faced by the people in the service provision to the people. Meanwhile, the other two indicators, namely the reliability indicator: there were still people who do not receive service as promised; and the tangibles indicators: the workroom of KTP-el processing service was inadequate so it could inhibit the process of KTP-el processing.

Abstract

The regulation of finance Minister 156/PMK/.07/2008 is the guideline in implementing De-concentration Budget Management and the supporting duty Budget. Therefore, this research aims to analyze the implementation of de- concentration budget management policy at the Regional Education Office of Central Sulawesi Province. This research employed qualitative method. To measure the implementation of that policy, the researcher adopted four indicators based on the theory of Edward III, namely communication, resources, disposition, and bureaucracy structure. The informants of this research were people who were involved in implementing the de-concentration budget management. Data consisted of primary and secondary data. Technique of data collection was interview, observation, and documentation. The data analysis dealt with three steps: data reduction, presentation, and conclusion. Based on data collection and analysis, this research result shows that the implementation of de-concentration budget management policy at the Regional Education Office of Central Sulawesi Province was not effective yet. In relation to  four aspects as the measurement instruments, the aspect of communication still had inadequate channels used to implement the policy, and inadequate the branches of bureaucracy structure. Besides, the regulation was still general, so the budget organizer should adopted another specific one. There was still unequal interest of each Ditjen; therefore, the consistence of the policy implementation was neglected. In the aspect of resources, the number of the staff was enough, but a few number of them had enough skill in organizing the budget. This was caused by the less opportunity of the staff to join education and training and their specific education background for budget management

Abstract

The study aims to determine and analyze simultaneous and partial impact of certification funds and specific allocation funds and student’s learning outcomes.Sample consists of 31 schools in Palu City that selected through purposive sampling method based on the researcher’s judgment. Method of analysis is quantitative and multiple linear regressions. The results find that one unit increase of certification funds and specific allocation funds will also increase student’s learning outcomes. The test shows that certification funds and specific allocation funds have simultaneously have impact on student’s learning outcomes in 31 schools in Palu. Partial test also shows that certification funds and specific allocation funds have significant impactson student’s learning outcomes in 31 junior middle schools in Palu City.Determinant coefficient of adjusted R-square of 0,293 indicates that 29,30 % of student’s learning outcomes is impacted by certification funds and specific allocation funds, while 70,70 % belongs to variables that are not studied.

Abstract

Palu City has some commodities that become core competency. It is not only at the local level but to the provincial and national level even penetrate the international market. The development of small and medium industries is one effort that must be done immediately, as a guide in formulating the planning and implementation of development, and to promote economic growth in the era of regional autonomy. According to Kuncoro, (2003) in Choirunnisa (2012), as an effort to accelerate economic development, industrialization is one of the strategies undertaken by the Government.  Based on the results of this research among 12 small and medium industries in the Palu City, the types of products produced by small and medium industries ranging from wood processing, furniture and forest products and fried onions. This study takes the object of industrial small and medium industries in the city of Palu as the population, and purposive sampling is used in this study because all sample are not involved, but focused on the research targets.This study uses data analysis with SWOT and GIS approach.The results show that the conditions of industrial development in the Palu City, on the side of human resources, technology, capital and marketing are still in bad condition. Based on the SWOT analysis, the small and medium industries in the Palu City is located in quadrant IV. Based on the  Geographic Information System (GIS), the location of the industry can be identified. Therefore, North Palu sub-districts is located for wood processing and furniture, and the District of South Palu is located for fried onion processing.

Abstract

This research aims to know the implementation of disaster mitigation Policies in Parigi Moutong Regency, usefulness in the study as reference material to the development of science in the science of public administration in particular, in this research uses qualitative research methods. To perform the data collection techniques by conducting in-depth interviews, observation and documentation. Researchers conduct interviews with 5 (five) the informant was selected by asking questions related to the 6 (six) the variable policy implementation model of Van Meter and Van Horn in Agustino. As for the stages in a State of disaster: before the disaster, while disaster and after the disaster. The research results indicate (1) the implementation of disaster mitigation Policies in the Regency Parigi Moutong that targets, standards and policies that existed for this has not been effective so that the need for improvements in accordance with the policy objectives. Human resources is in compliance with the mechanism just yet effective, whereas the implementing agent characteristics sometimes policy has not been in accordance with the needs of the community since it has yet to match the standard work procedures or Standard Operating Procedures (SOP), communication between the associated organisations is still less so that the submission of information to the implementing policy on what the standards and goals are not uniform and consistent so that the occurrence of mis of communications at the time of the disaster with disaster relief coordinator between relevant parties.

Abstract

The research aimed at finding out and analyzing the competence of the section head in Tadulako University. The population of this research was 20 people as head of sections in Tadulako University. 4 of them were then  selected as samples or informants and the head of personnel (BAUK) of Tadulako University was selected as the key informants. This was a qualitative research which data were collected through interview and documentation technique. The data were analyzed through (1) data editing, (2) data grouping, (3) meaning interpretation of the data, and (4) conclusions drawing and suggestions. The result showed the (1) The competence of the section head in motive factors, was not running properly, (2) The competence of the section head in traits factors had run properly, (3) The competence of the section head in factor of self-concept head run properly, (4) The competence of the section head in knowledge factor was not running properly. (5) The competence of the section head in skill factor had run properly.

Abstract

Curbing livestock is an attempt to make the control of the maintenance of livestock are not grounded and live roam in public places. The aim of research to uncover why the policy of curbing livestock in the district Parigi Parigi district Moutong not implemented effectively and efficiently?. This type of research is used qualitative selection techniques and the number of informants purposively selected informants 8 people. The theory used evaluation model William N Dunn with aspects: effectiveness, efficiency, adequacy, grading, responsiveness and accuracy. The results showed that the evaluation policy Animal Control in Sub Parigi Parigi district Moutong not deliver maximum results for its implementation has not been effective due to a lack of socialization and animal enforcement activities since the issuance of the regulations in 2005; inefficient due to the lack of operational funds allocated adequate control of cattle in each of the implementing agencies; but from the aspect of responsiveness and accuracy of that where regulation is appropriate and highly expected by the community because of the benefits that can be perceived by the public.
