Abstract

This study aimed to determine the quality of building permit services on the Sigi Regency Board of Investment and Integrated Licensing Services. This study used qualitative method. The research location was the Office of Sigi Regency Board of Investment and Integrated Licensing Services. Informants were selected using purposive sampling, i.e. the technique of determining informants with certain considerations by setting 7 (seven) informants. Data were collected through observations, interviews, and documentations. The theory used in this study was the theory of Zethmal, Parasuraman and Berry, consisting of 5 (five) dimensions: tangibles, reliability, responsiveness, assurance, and empathy.Based on the research results, it could be concluded that the quality of building permit services at Sigi Regency Board of Investment and Integrated Licensing Services had not been going well. First, tangibles dimension: the facilities and infrastructures of the Office were not adequate, the lounge area which must be addressed, and the toilets needed to be added; despite the Office status was only something owed. However, the apparatus neatness had been good. Second, reliability dimension: the quickness of the apparatus in providing services was not in accordance with the people’s expectations because there was no independence in the licensing process and the authority was still in the technical departments. Third, responsiveness dimension: the apparatus who had been serving the applicants had been good, but the quickness in completing the issuance of licenses was not maximized because there was no Standard Operational Procedures. Fourth, assurance dimension: the guarantee given by the apparatus to applicants had not been timely because of the delay in the process at the technical services. Fifth, emphaty dimensions: the services provided by the apparatus of the Board were not discriminatory and always be polite and courteous.

Abstract

This research aimed to analyze the Propertu Zakat Service at Amil Zakat Agency (BAZ) Palu Central Sulawesi Tengah Province. This research was conducted for 3 (three) months from March to June 2012, it’s location was on the office of Amil Zakat Agency (BAZ) Palu Central Sulawesi Province. Informants in this research were 13 persons consisted of 3 employees of BAZ Palu, 3 persons as obligatory zakat or muzakki in Palu Timur District, 3 persons as obligatory zakat or muzakki in Palu Barat district, 2 persons as zakat recipient or mustahik in Palu Timur distric, 2 persons as zakat recipient or mustahik in Palu Barat distric. Selecting sample used purposive sampling technique where the 13 persons selected as informants. Techniques of data collection in this research used observation, interview, and documentation. Data analysis used descriptive qualitative. This research used the theory of zeithaml who mentioned some indicators in service consisted of reliability, responsiveness, empathy, and tangibles. The results of the research showed the property zakat service at amil zakat agency (BAZ) Palu central Sulawesi province has not been running effectively.it can be seen from the service included socialization, human resources, more facilities showed ineffectiveness of the indicators were chosen as questions of interview guideline.

Abstract

The purpose of this study was to determine the effects of competence on employees working performance at the technical implementation units (TIUs) of Tadulako University, consisting of Motive (X1), Personality (X2), Self-Concept (X3), Knowledge (X4), and Skill (X5) on Performance (Y). This study used multiple linear regression analysis with saturation sampling technique. The respondents in this study were amounting to 37 people. Through partial test, it was found that the Motive (X1), Personality (X2), Self-Concept (X3), Knowledge (X4), and Skill (X5) variables had significant influences on employees working performance in the TIUs of Tadulako University. Simultaneous test results show that the regression coefficients of the Motive (X1) and Personality (X2) independent variables had negative signs, meaning that any enhancement of the Motive and Personality values would not boost employees working performance; while the regression coefficients of the Self-Concept (X3), Knowledge (X4) and Skill (X5) independent variables had positive signs, meaning that any enhancement of the Self-Concept, Knowledge, and Skill values would boost employees working performance; the effeck of simultaneously competence on the performance of employees working in UPT. Tadulako university libraries at 0,678. The magnitude of the partial competence to competence in general are at 0,537 that influence is strong enogh.

Abstract

This study aims to formulate a development strategy of tourism management of Saluopa Water Fall in Poso. This research was conducted in the village of Wera Pamona Puselemba in Poso Regency. The data were collected through direct interview with the key informants and observations. The data is then analyzed by SWOT analysis. The results show that the highest of strenght factor is the object of the waterfall itself with a score of 0.7. While, the potential of natural resources of flora and fauna have not been optimally utilized with a score of 0.696667. It is categorised as the highest of weakness factor. In addition, the waterfall is located close to the cocoa plantations so that it is an opportunity for developing agro-tourism package and it may employee the local people. The score for this opportunity is 0.926829. However, the security issue is the highest threat of Wera Saluopa waterfall management. The reason for this is that the area has still been affected by the trauma of social conflict with a score of 0.893023. The results of SWOT analysis strategy show that the development of Wera Saluopa management is a strategy that supports the aggressive growth. Therefore, the potential attractions around the waterfall area and the utilization of cacao plantations should be maintained and preserved because the area can developed as agro-tourism package and has conomic value added for local communities.

Abstract

This study intends to analyze the influence of local revenue, general allocation funds, and specific allocation funds on total expenditure of Poso Government. Population consists of 58 governmental working units andeight of them selected as the sample. The study uses time series data for 5 years from 2011-2015. Sample method is purposive research method is verificative with quantitative approach by using multiple linear regressions. The result find that: 1) local revenue, general allocation funds, and specific allocation funds simultaneously have significant influence on total expenditure of Poso Government; 2) local revenue has insignificant influence on total expenditure of Poso Government; 3) general allocation funds have significant influence on total expenditure of Poso Government; 4) Specific allocation funds have significant influence on total expenditure of Poso Government. Based on the results, it is recommended to the local government to increase local revenues by extending the base of tax and retribution, increasing the performance of regional-owned enterprises, intensification and extension of taxes, and the procurement for taxation in potential fields.

Abstract

Poverty is a complex problem that occurs in almost every country, especially in a developing country like Indonesia. Data of Susenas showed that the poor in are in rural areas and majority of them depend on agriculture for their livelihood with relatively low incomes compared to residents who live in urban areas. This research intends to identify and to analyze the poverty conditions based on consumption spending on food and non-food commodities in Labuan Toposo village Labuan sub-district Donggala Regency. Method used was descriptive analysis using quantitative approach where the sample was taken trough Slovin formula. Data analysis method used was a poverty line calculation that was designed so as not to be separated from the actual BPS calculations. The result of this research revealed that the majority of the populations in Labuan Toposo village Labuan sub-district Donggala Regency still live below the poverty line.

Abstract

This study aims to determine the extent of implementation of the Village Fund allocation policy in District Marawola Sigi using Theory of Edward III, namely Communications, Disposition, Bureaucratic Structure and Resources. This study used a qualitative approach. Location research and key informants conducted purposive. data were analyzed in stages based on the data information from the informant obtained through observation, interviews and documentation.The results showed that the Village Fund Allocation Policy Implementation in District Marawola Sigi running less effective. This is seen in the Dimensions of Communication where aspects of policy dissemination Village Fund Allocation In District Marawola Sigi less implemented by the Village. Inadequate Resources dimensional fine views of human resources and infrastructure. Dimensions disposition in this case managers and community commitment in the implementation of the Village Fund Allocation going well, because the proposal is not based on people's needs. Bureaucratic structures seen on the dimensions of the mechanism of managing the implementation of a whole series of stages of the management of the Village Fund Allocation going well, because the preparation of development programs financed by the Village Fund Allocation prepared by the sub-district instead of the village.

Abstract

The purpose of this study was to determine the effect of motivation and work environment on employee performance. This research uses explanatory research type pattern in explaining the relationship between the variables under study, involving 36 Employees Plantation Office North Mamuju taken with census techniques. The problems of this study: 1) To determine and analyze the influence of motivation and work environment simultaneously positive and significant impact on employee performance; 2) To determine and analyze the influence of motivation partially positive and significant impact on employee performance; 3) To know and analyze the influence of the working environment is partially positive and significant impact on employee performance. Based on test results using multiple regression analysis Adjust R-Square value of 0.638 or 63.80% dependent variable is affected by the three independent variables. Based on test results using multiple regression analysis, concluded: 1) motivation and environment kerjasecara simultaneous positive and significant impact on employee performance; 2) motivasisecara partial positive and significant effect on employee performance; 3) The work environment is partially positive and significant impact on employee performance

Abstract

Kusriyawanto. The effects of provincial government revenue and expenditure on economicgrowth before and after the regional autonomy were investigated. The methodology used is panel regression of 28 provinces in Indonesia during 1994-2010.   The empirical evidence showed that there is differences in economic growth before and after the regional autonomy were applied. From the revenue side, the regional autonomy has negative effect on economic growth. After the regional autonomy, the provincial GRDP were decrease by 0.11 percent. However, increased in tax, retribution, and non-tax revenue could increasethe GDRP which in turn increase economic growt. The empirical evidence also showed that the provincial dependency toward Central Government Transfer were decrease. From the expenditure side, the regional autonomy has positive effects on economic  growth.  After  the  regional  autonomy,  the  provincial  GRDP  were  increase  by  0.20 percent. Expenditure on transportation such as for road etc has positive and significant effects on GDRP. While expenditure for education and health have no significant effects on GDRP.

Abstract

This study aimed to examine the effect of independent variable interpersonal communication on employees performance. The data in this study were collected by the method of observation, questionnaires and documentations. Data analysis techniques used multiple regression analysis. The population in this study is all employees in Departement of Education and Cultural of Central Sulawesi Province as many as 182 people. The sampling technique used is proportional random sampling, which took samples of the number of respondents as many as 125 employees. The theory used the principle of interpersonal communication from Devito, while the performance used Mathis and Jackson theory. The results of this study partially showed the dominant dimension of interpersonal communication significantly affect to the performance of employees in Departement of Education and Cultural of Central Sulawesi Province is Postiveness (X1.4), while the lowest determination partial are Emphaty (X1.2) and Equality (X1.5) Simultaneously, a positive and significant relationship between communication interpersonal and employee performance by 0.322 or 32,2% with the level of the relationship amounted to 56,8% which means included in the category of Low influence. This case suggests that interpersonal communication is not the main aspect that affect the performance on the employees of departement of education and culture of Central Sulawesi Province, there are 67,8 %  or 0,678 the effect of other variables not included in this study.
