Abstract

This research is conducted in The Agency of Community Empowerment and Village Goverment of Central Sulawesi Province and aims to analyze the effectiveness and efficiency of budget execution and to identify contraints in budget execution in The Agency of community Empowerment and Village Goverment of Central Sulawesi Province with descriptive data analysis. Informants in this research are officials in The Agency of Community Empowerment and Village Goverment of Central sulawesi Province. The results identifie that the effectiveness ratio of programs from 2011 to 2015 in average had been high, means that programs effectively implemented. Yet, there were some programs in the year of 2013 and 2015 categorized “quite effective’ because some budgeted programs did not run very well. Efficiency ratio during that period of time shows that budget execution is quite efficient, especially in 2015. This means that programs are well executed despite some budget cuts; the minimum budgeting can produce good program performance.

Abstract

The problem is substansi punish to rights of performing rights of masterpiece of music or song and implementation of responsibility of collision of rights of performing rights of masterpiece of music or song in Palu City. Research Method use the research of empirical law using data of primary and later data sekunder presented in the form of inductive way of thinking that is from matter having the character of special go to the matter having the character of public. Result of research find that substansi punish the law and regulation of about Copyrights that is Number [Code/Law] 28 Year 2014, in the reality still not yet earned to give the protection to copyrights of music masterpiece, in its execution still be met by the collision in the form of somebody deed which is without permit from owner or- valid rights handle do duplication and announcement (performing rights) masterpiece of music or song at place of effort karaoke Palu City. Implementation is solving of collision performing rights masterpiece of music or song in Palu City also to showing that law not yet effective and over a barrel in fulfilling its expectations to can to give the protection to rights of performing rights, because lack of the understanding of society generally, composer and aparat enforcer punish to hit the rights of performing rights.

Abstract

This study aims to describe the implementation ofsocialwelfare program of children, especially negleted childredin Social offices of Palu Cityand to determineobstaclesfound in the implementation of this program. The research method used is qualitative. Informants were selected by purposive sampling and acquired as many as nine people. The results of the study have shown thatfrom 4 (four) variables studied on the theory ofpolicy implementation George Edward III, the all has not worked as that was expected between the facts and the theory.It could be showed: First, variable of communication, there were still familiesuninformed about the PKSA especially aboutnegleted childredso that the lack of understanding about the program targetin process of implementingPKSA program for negleted children. Second, the variable of resources, it was not running optimally becausethe terms of the financing are still not motivated entirely by the existing policy. Third, variable of disposition, it was not running wellbecause there were still parties not being honest, especially for fund donation for negleted childred. Fourth, variable ofbureaucracy structure, it was not running properly because the Social Offices of Palu Citywas less involving other parties both outside and inside of the bureaucracy and also lack ofmentorsof the programincompatible with their main tasks and functionsas a mentorof children. One of thesupporting factors of Social Welfare Program of Negleted Childred wasmentors' (sakti peksos) educational background social welfare understanding and knowinggoal of the programPKSA for negleted children. While the inhibiting factors were limited financial resources and the lack of cooperation Social Officeswith nonbureaucracy party.

Abstract

The research focused on the Effectiveness of Giving Additional Employee Income in Industry and Trade Office of Central Sulawesi Province. This study applied qualitative descriptive method with 7 informants selected on purpose. Theory applied was Gibson’s Effectiven ess theory consisted of some factors of effectiveness including Fulfilof Need, Attractiveness Closeness, Group’s Goal and Economic Reason. This research concluded that the Effectiveness of Giving Additional Employee Income in Industry and Trade Office of Central Sulawesi Province has not worked well. Satisfaction of Need has not been optimal. This was indicated by the assessment of work performance has not been in accordance with basic tasks and functions of works. The Additional Employee Income required responsibility. The Attractiveness Closeness has not been optimal caused by work assessment prioritized emotions, lack of work quality, also work quantity output and work time efficiency were still lacking. The Group’s Goal has not been optimal. In the Human Resource Assessment, the Additional Employee Income has not been based on workload and risk of work, it also happened with the discipline assessment which it was just for filling the attendance list not full time staying at the office.

Abstract

This study aims at determining the motivation, ability and opportunity in the Employee Performance Supervision Results at Inspectorate Office, Sigi Regency. This research is a case study with a qualitative approach. The location and the key informants of this research were chosen purposively. The data were analyzed in stages based on the information obtained through observations, interviews and documentations. The results show that from the three indicators proposed by the Robbins theory in relation to supervision namely, motivation, capability, and opportunity, the employees’ motivation and capability have run effectively but opportunity. The aspect of motivation runs appropriately in which the employees motivate and support each other in supporting the success of monitoring activities. At the aspect of capability, the employees’ could carry out the follow-up monitoring on time because the employees in secretariat section have the considerable ability and experience to carry out the activities. The aspect of opportunity did not run well, it can be seen from the lack of opportunity given by the leader to the employees of secretariat section in Inspectorate Office, Sigi district, for limited funds.

Abstract

Palu Bay as an important role in the growth area of the city and affect the chain of elements of economic growth so as to have a very strong appeal and the number of dense population and very diverse. Palu Bay Area region is a strategic region in the context of the development of Central Sulawesi province, especially the town of Palu, the economic sectors that supported the trade, hotel and restaurant sector that contributed the most to the economy of the city. This study aims to conduct a study on the economic evaluation of the use of public open space Palu Bay to find out; economic income of small businesses in the utilization of Palu bay open spaces,  factors that affect the utilization of public spaces and improving the local economy; and to investigate the potential and contribution to the economic communities on the use of Palu bay  public space. This research is descriptive qualitative rationalistic paradigm. Qualitative approaches in research that by outlining the potential for community efforts on public space bridge coast of Besusu Barat, population / labor and quantify the contribution of space utilization for increasing people's income which is the object of research. The results showed that (1) children's games rental business as the largest contributor to economic income communities that reaches Rp1.117.580.000 / month, (2) Of the trades, types of eateries a contributor to economic potential reach Rp30.500.000 per month, then the souvenir sales and other businesses with revenues of Rp27.450.000 per month, as well as business mix and beverage kiosk with monthly income of Rp14.450.000. (3) For services business / profession is a kind of business people who are not significantly contributed to the regional economy accounted for only the opinion of Rp11.500.000 per month, comprising of photographers at Rp4.500.000, businesses sbesar Rp2.000.000 security, and business services parking Rp5,000,000 per month.

Abstract

This study aimed to understand and analyze the simultaneous effect of compensation, work discipline,  and  work  environment  on  employee’s  performance  at  Bina  Marga  Agency  in  the Province of Central Sulawesi. It also analyzed partial effect of compensation on employee’s performance, work discipline on employee’s perfomance and work environment on employee’s perfomance at Bina Marga Agency in Central Sulawesi Province, The sample of the study was 115 employees which were scattered on each woork unit within Bina Marga Agency. Study utilized descriptive-verification reseacrh method with multiple linear regressions. Study results show that the variables namely compensation, work discipline, and work environment simultaneously have significant effect on employee’s performance. Each dependent variable has also significant effect on employee’s performance.

Abstract

The purpose of this study to determine changes in the income level of farmers before and after the conversion of agricultural land into oil palm plantations in the village Pakawa. The research area village of Bamba Apu, Lala, Kumu and Mandar Dua (Salu Apu). With the selection of the sample proportional random sampling as many as 68 families, consisting of 22 families Bunggu Tribe, 22 families Bugis tribe and 24 families Mandar tribe. The results showed that the income level of farmers from the three tribes (Bunggu, Bugis and Mandar) greater after land conversion than before land conversion, socio-economic characteristics of the three tribal farmers are classified in socio-economic conditions are adequate.

Abstract

The purpose of this study is to reveal and describe the performance of teachers of SMK Alkhairaat Parigi who studied based on the theory of Stephan Robbin using three concepts / factors: 1) knowledge (knowing to do) focuses on the knowledge of a teacher in carrying out his duties as an educator, 2) skills (the ability to do) focuses on the skills of a teacher in designing a learning so interesting and not boring, to him it must have good skills when they wanted to teach, and 3) motivation (motivation to do) focuses on teacher motivation in their activities in school or while teaching in the classroom. Motivation is the internal motivation and external motivation. This type of research is qualitative research with selected informants making 5 people (the foundation, principals, supervisors, teachers and students of SMK Alkhairaat Parigi. The results showed that the performance of teachers smk Alkhairaat Parigi can already be said to be good, although with all the limitations of human resources in terms of quantity, but the quality is good enough. They also suggest the need for a comprehensive understanding of the performance improvement of teachers especially productive field.

Abstract

Officials at The Secretariate of Regional Parliasment should show a good performance, in the sense of really mastering their job, because they have to support the assignments of the local  legislators. Performance is the ability of employees in completing tasks assigned to him. An employee is capable of high performance if they have high motivation. Motivation is a process that directs employees to work better to complete work as expected. The study aims to determine and analyze simultaneous and partial influence of commitment, motivation, and public services on officials’ performance at The Secretariate of Regional Parliament of Tojo Una-Una District. Population consists of 35 respondents who selected through census method. Tool of analysis is multiple linear regressions. The study finds that commitment, motivation, and public services simultaneously and partially influence officials’ performance at The Secretariate of Regional Parliament of Tojo Una-Una District.
