Abstract

The purpose of research, to find out how the registration of health policy implementation in Central Sulawesi provincial health department and the factors that influence the policy. This study analyzed four factors that affect the implementation of policies according to the theory of George C. Edward III, namely: communication, resources, disposition, and Bureaucratic Structure. The method used is descriptive qualitative determination of informants snowball while a key informant was the section head bimdal registration and accreditation. Data collection techniques by observation, interviews, and documentation. The results showed all four factors in the analysis, 1) Communication in the bureaucracy as well as to the applicant has been pretty good. 2) Resources of facilities that are not adequately support the implementation of the policy influence. 3) Disposition of the policy implementers from honest attitude and commitment both indicated that pelaksan policy strongly supports the policy. 4) The bureaucratic structure is already quite good in terms of uniformity in the operation of the organization operationally because the implementers refers Permenkes.

Abstract

This research aims to determine the effectiveness of the integrated youth service post program in Beka Village, Marawola District, Sigi Regency. Using theory from Sutrisno (2007: 125-126) which consists of 5 indicators. The method used in this research is descriptive qualitative. The data collection techniques used were interview observation and documentation. There were five informants in this study using purposive sampling techniques. Based on the results of the research obtained, it can be concluded that the effectiveness of the youth integrated service post program in Beka Village, Marawola District, Sigi Regency is not effective because the people who are the target of the program apparently still do not understand the aims of the program that will be implemented because the community's lack of understanding is impressed. It doesn't matter, on the other hand, the cadres still lack training or technical guidance regarding the program that will be implemented so that there are still children under the age of 10 to 18 years and above who participate and the implementation is still not on time or inconsistent, sometimes the program is not implemented so that In the end, this makes the youth community less and less concerned with the implementation of the youth posyandu. It should be necessary to have a fixed schedule so that the implementation is more regular, which will then have an impact on achieving the goals of the program and is still lacking in bringing about real change because there are still some who cannot implement a healthy lifestyle. accustomed to an unhealthy lifestyle

Abstract

Green Open Space (RTH) is one of the important elements in urban development that functions to improve the quality of the environment and urban life. This study aims to analyze the role of RTH in supporting the balance of urban ecosystems and to evaluate the adequacy and distribution of RTH in spatial governance in Palu City. The methods used in this study are a qualitative approach with the purposive sampling method and Snowball Sampling with a total of 3 informants. The data used consisted of secondary data obtained from the Palu City Environmental Agency, as well as primary data obtained through direct observation and direct interviews with informants. Data analysis is carried out by data collection, data condensation, data display and conclusion drawing/verification. The results of the study show that Palu City has an RTH area that is still below the standards set by laws and regulations, which is at least 30% of the total city area. The uneven distribution of RTH between the downtown areas is due to the lack of perspective from OPD, lack of resources, and minimal community involvement in the implementation of this policy. This research also identifies potential areas that can be developed into new RTH to improve environmental quality and residents' welfare. Therefore, this study suggests the need for more effective policies in the management and planning of green open spaces in the future as well as the involvement of the role of the community that must be maximized.

Abstract

This study aims to analyze and determine what actions were taken by the Environmental Service in the process of formulating Palu City Mayor Regulation Number 40 of 2021. The research method is a qualitative research method. The location of this research is at the Environmental Service. In this study, the analysis used is the Cobb and Elder theory which states 5 Agenda Setting concepts including Private Problems, Public Problems, Political Issues, Systemic Agendas, and Institutional Agendas. There were 2 informants in this study. The conclusion of this study is that research on waste management in Palu City shows that this problem has transformed from a personal issue to an urgent public issue. The increase in the amount of waste after a natural disaster requires the government to take more serious action. Active community participation through education programs and waste management has been the key to success in overcoming this problem. Although the policies that have been implemented show progress, challenges in the consistency of implementation and public understanding still need to be considered. With a systematic and collaborative approach, it is expected that waste management in Palu City can be more effective and sustainable.

Abstract

This study aims to find out how effective the implementation of the Electronic Traffic Law Enforcement System in Palu City. The basis for this application uses a qualitative research basis with a descriptive approach, while data collection techniques are carried out by observation, interviews, and documentation. The determination of informants in this study uses purposive by assigning 4 (people) informants. The data analysis in this study is data collection, data condensation, data display, and conclusion drawn. As for the theory used in this study, namely the theory by Duncan, there are 3 aspects that need to be considered, namely 1) Goal achievement, 2) Integration, 3) Adaptation. Based on the results of the research obtained, it can be concluded that the factor that causes the implementation of electronic tickets in the city of Palu is still a lack of public awareness of the existence of electronic tickets because there are still many traffic violations in locations where ETLE cameras are installed, in addition to that there is still a lack of budget in its implementation so that there are still many locations prone to traffic violations that have not been installed ETLE cameras so that there are still There are many traffic violations in Palu City.
