Abstract

Kota Bukittinggi berada dipinggir jalur patahan yang dikenal dengan nama Ngarai Sianok. Selain karena kondisi geologi, Kota Bukittinggi sangat rentan terhadap bencana akibat aktivitas rumah tangga penduduknya, terutama yang bermukim di pinggiran Ngarai Sianok di Kelurahan Belakang Balok. Pemerintah telah menetapkan Kawasan Sempadan Ngarai Sianok yang tidak diperbolehkan untuk dibangun, namun kawasan tersebut sudah sejak dahulu sudah dibangun dan dihuni. Keterbatasan kajian ilmiah terkait gerakan tanah Ngarai Sianok dan dampaknya terhadap permukiman di kelurahan tersebut serta kebutuhan mendesak akan arahan tindakan penanganan permukiman tersebut menjadi dasar peneliti mengangkat topik ini. Penelitian ini bertujuan untuk merumuskan arahan tindakan penanganan permukiman yang berada di kawasan rawan bencana gerakan tanah Ngarai Sianok di Kelurahan Belakang Balok. Hasil penelitian menunjukkan tingkat risiko bencana gerakan tanah di keluraha ini berbeda-beda menurut tipologi permukimannya. Secara garis besar, arahan tindakan penanganan tersebut meliputi: relokasi; penguatan tebing melalui rekayasa teknik dan vegetasi; pembuatan RTH; permukiman dipertahankan dengan rekomendasi khusus.Kata Kunci: Sempadan Ngarai Sianok, Gerakan Tanah, Tipologi Permukiman Bukittinggi city located alongside the fault lines known as the Sianak Canyon. In addition to the geological conditions, Bukittinggi is very vulnerable to disasters due to the activity of the household population, particularly those living on the outer of the Sianak Canyon in the Belakang Balok Village. The government has set a border Sianak Canyon that are not allowed to be built, but the area had long ago been built and occupied. Limitations of scientific studies related to soil movement Sianok canyon and its impact on the urban settlements and the need for urgent remedial action directives will be the basis of the settlement of researchers raised this topic. This study aims to formulate remedial action directives settlements located in areas prone to ground movements in Sub Sianok Canyon Rear Beam. The results showed the level of risk to ground movements in this keluraha vary depending on the typology of settlement. The direction of the treatment measures include: relocation; strengthening engineering and climbing through vegetation; manufacture of green space; settlements maintained with specific recommendations.Keywords: Border Sianok Canyon, Land Movement, Settlement Typology

Abstract

Pembangunan fisik dan tindakan legal perencanaan selalumemberi dampak fiskal terhadap sistem pembiayaan daerah. Keterbatasan kemampuan keuangan daerah dan peningkatan kebutuhan layanan dan fasilitasnya bagi penduduk menyebabkan perumusan kebijaksanaan publik dihadapkan pada masalah beban dampak fiskal. Pertanyaannya: menjadi beban siapa dampak fiskal tersebut?Ada dua kategori dampak fiskal, yaitu pertama, delta fiskal masyarakat tak terhindarkan dan tak cukup jelas terumuskan; kedua, delta fiskal sosial terumuskan; keduanya terintegrasi dalam posisi eksternalitas (termasuk lingkungan). Dalam kaitannya dengan teori kebutuhan publik, maka delta fiskal sosial terumuskan yang memberi manfaat keuntungan eksklusif menjadi beban penerimanya, sedang lainnya menjadi beban masyarakat.Di lndonesia, pendekatan Rangkai Rasional (Rational Nexus) secara adil perlu digunakan dalam menentukan jenis dan besarnya dampak fiskal (penerimaan terhadap pengeluaran); serta siapa yang menanggung dikaitkan dalam Sistem Pembiayaan Daerah.Bila sigma penerimaan lebih besar sama dengan sigma pengeluaran, maka dampak llskal positif bagi Sistim Pembiayaan Daerah; di luar itu sebaliknya. Hal ini berlaku pada kondisi neraca dengan selengkap mungkin jenis dan besarnya dampak fiskal terumuskan secara satu kesatuan; sehingga penentuan dampak fiskal salah satu atau sebagian kecil elemen saja tidak bisa digunakan dan cenderung bias.

Abstract

Urban areas, particularly metropolitan areas, throughout the world are increasingly faced environmental degradations (pollution squatter settlements, wastes) as well as economic and social problems (unemployment, violence, street children). Local governments, particularly in developing countries, have implemented various programs aimed to improve the quality of city in Brazilia, faced the same problems with other cities. The local government of Curitiba has been implementing various program in order to create a sustainable cities. The process of redesigning Curitiba focused on the transportation system in the city. Integration of traffic management, public transportation and land-use planning have successfully minimized the downtown traffic. It's also encouraging social interactions by providing more leisure areas (parks, open spaces, etc) and pedestrian zones in the city centre. Furthermore, the plan also encourages the use of public transport and recycling system in order to achieve an environmentally healthy city. Sustainable Curitiba has been achieved since it was supported by the strong leader, who has a long experience and a vision in urban planning, as well as supported by social capital of community participation. Curitiba now is the world's showcase ecocities and ecological capital of Brazil. Urban managers and planners from all over the world learn from the successfull of Curitiba's sustainable development.

Abstract

The relation between local government and urban development is dynamic and interactive. It is influenced by multinational relationship and global issues, but most of the impacts of multinational relationships and global issues are directly related to the role of national government and indirectly to the role of local government. Nevertheless, the role of local government in urban development cannot be simply explained by its position relative to the national government. Instead, it encompasses a complex set of behavior (Daland, ed.1969) and associated with other influences in formulating, deciding, and achieving general and specific goals of urban development. According to Sherwood (1969) “… the examination of the role of local government involves more than the structure of reporting or authority relationships. The concept of role is more dynamic, in that it essentially calls for specification of the ways in which the unit will participate in a given system” (Daland, ed.1969).This the role of local government is open to other influences and interdependence to other roles in a given system. This stand points needs further explanations and answers in both the normative and the empirical sides. As a consequence, the role of local government must deal with the value, the process, and the goals of urban development. In this sense, this paper is concerned with the role of local government in urban development in the context of developing countries.The role of local government raises both descriptive and normative questions. What does the theory say? Flow can we explain (he urban-national relationship? What the local governments in developing countries do to their urban development? Flow does the local government and its bureaucracy behave? What factors determine the interdependencies between local government and other parties that are involved in urban development? What should the local governments do in a particular political setting? How can we draw the boundaries among roles? In the context of urban development in developing countries, how is power o be shared among roles? In current situation, how are such power distributions reflected in terms of urban activities and resources? What can be learned from those experiences? What are the impacts of what they do? What criteria should he learned in evaluating those impacts? What are the obstacles when they are playing their role? Based on the literature review, this paper tries to find a critical research question, concerning the role that local governments can play in the future. Are there any factors that can be used to bridge from what was done to describe what should be done in the future?

Abstract

Keberadaan sampah sering menjadi permasalahan yang krusial di wilayah perkotaan baik dari segi lingkungan, sosial, maupun ekonomi. Peningkatan volume sampah ini tidak diimbangi dengan perbaikan sistem pengelolaan sampah, dimana kota-kota besar di Indonesia masih mendasarkan pada prinsip kumpul-angkut-buang dengan sistem open dumping. Kecamatan Cimahi Utara merupakan salah satu kota yang sedang fokus menangani permasalahan sampah. Kecamatan Cimahi Utara mencoba menerapkan pendekatan prinsip 3R (reduce, reuse, recycle) dalam sistem pengelolaan sampah berbasis masyarakat. Data karakteristik pemilahan sampah dan tingkat partisipasi masyarakat diperoleh melalui survey primer dengan penyebaran kuisioner kepada 100 rumah tangga di Kecamatan Cimahi Utara dan wawancara pengelola lokasi pengomposan, serta melalui survey data sekunder. Analisis dilakukan dengan metode statistik korelasi berbasis chi square serta uji keeratan hubungan untuk mengetahui faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pemilahan sampah. Hasil analisis menujukkan bahwa tingkat partisipasi masyarakat dalam kegiatan pemilahan sampah di Kecamatan Cimahi Utara masih rendah, dengan bentuk partisipasi terbatas pada partisipasi pada level individu.Kata kunci: Pengelolaan sampah, Pemilahan sampah, Partisipasi, Rumah Tangga The existence of waste is a crucial issue in urban areas in terms of environmental, social, and economic. Increase in waste volume is not balanced with the improvement of waste management systems, big cities in Indonesia are still based on the principle of get-haul waste with the open dumping system. North Cimahi District is one of the cities that are focusing dealing with waste issues. North Cimahi District tried to apply the principle of 3R (reduce, reuse, recycle) approach in community-based waste management systems. Data characteristics of waste segregation and the level of community participation obtained through the primary survey with questionnaire spreading to 100 households in the North Cimahi District and composting sites managers’ interview, as well as through secondary data survey. Analyses were conducted with the correlation-based method of chi square statistic and relationship closeness test to determine the factors that influence community participation in waste segregation. The analysis showed that the level of community participation in waste segregation activities in North Cimahi District still low, with participation limited to participation at the individual level.Keywords: waste management, waste segregation, Participation, Household

Abstract

Since its early history , city planning has dealt with different models of city. At the turn of the twentieth century, it was a discipline of design that focused on how to design the ideal-city. By the mid 1930s, city planning became a discipline of social science that focused on how to pursue the rational comprehensive city. By the early 1960s, on one side, city planning became a discipline of urban process and outcome. By the early 1980s, city planning became a discipline of management science that focused on how to use public money efficiently and effectively for the desired future city. By the early 1990s, city planning became a discipline of information technology that focused on how to provide information for social interaction and social future. By the early 2000s, city planning became a discipline of scientific design that focused on how to design the new urbanism. This paper deals with these different models, and analyzes whether city planners can make the model of the city they want.

Abstract

The growing demand on land, while the supply is limited, is the reason for the sharp increase in the value of land in urban area. On the one hand, the provision of urban infrastructure services using land as the bases of activities are forced to fulfill the ever growing demand of human needs. On the other hand, the improvements of infrastructure services are responsibility of the government.The accumulation of that condition resulted in the degradation of the urban environmental quality, such as the spread of slum area, the increase in traffic congestion, and poor utility services.

Abstract

Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perdesaan merupakan program pembangunan yang mengedepankan pentingnya partisipasi masyarakat untuk ikut berperan langsung mulai tahap perencanaan sampai tahap evaluasi, dan pemeliharaan (bottom-up planning). Mekanisme pemberdayaan masyarakat ini bertujuan untuk mempercepat penanggulangan kemiskinan dan memperluas kesempatan kerja di perdesaan. Artikel bertujuan untuk mengevaluasi manfaat PNPM mandiri perdesaan dalam pemberdayaan masyarakat desa di Kabupaten Bandung Barat. Beberapa indikator yang digunakan dalam studi ini adalah sasaran penerima, partisipasi masyarakat, dan manfaat yang diterima masyarakat. Berdasarkan hasil pengamatan di lapangan dan pengolahan data diperoleh bahwa pertama, untuk indikator sasaran penerima, kelompok masyarakat desa yang paling mendapatkan keuntungan dari PNPM Mandiri Perdesaan adalah masyarakat pedagang. Kedua, untuk indikator partisipasi masyarakat, diperoleh bahwa partisipasi masyarakat masih dikategorikan dalam kategori partisipasi sedang. Ketiga, untuk indikator manfaat yang diterima, diperoleh bahwa manfaat di bidang keterampilan, pengetahuan, kesehatan, dan pendapatan yang diterima masyarakat desa masih dikategorikan dalam kategori sedang.Kata Kunci: pemberdayaan, perdesaan, partisipasi, program Self-National Program for Community Empowerment (PNPM) of Rural Areas is a development program that emphasizes the importance of community participation to participate directly from the planning stage until the stage of evaluation, and maintenance (bottom-up planning). Empowerment mechanism aims to accelerate poverty reduction and expanding employment opportunities in rural areas. Based on this, and then conducted a study to evaluate the benefits of self PNPM in empowerment of rural areas in the district of West Bandung. Some of the indicators used in this study are the target beneficiaries, community participation, and benefits received by the community. Based on field observations and processing the data obtained that the first indicator, the target beneficiaries, most rural communities benefit from the self PNPM of rural areas is the merchant. Secondly, the indicators of community participation found that public participation is still being considered in the category of modest participation. Thirdly, the indicators of benefits received, the benefits obtained in the areas of skills, knowledge, health, and income received by the villagers still being considered in the category of a modest increase.Keywords: empowerment, rural areas, participation, program
