Abstract

 Penelitian ini meninjau generalisasi sejarah implementati konsep Garden City di Jepang. Dengan menggunakan metode analisis isi, penelitian ini menjelaskan, menginterpretasikan dan menemukan perubahan-perubahan fenomena tersebut dari berbagai literature. Implementasi konsep Garden City di Jepang berkaitan dengan sejarah terbukanya Jepang setelah Restorasi Meiji.Pelajaran yang dapat ditarik dari prinsip-prinsip Jepang seperti ‘Semangat Jepang Kuno’ dan ‘Memerintah untuk Kepentingan Masyarakat’ menjadi suatu alternatif untuk pembangunan sesuai dengan konteks Garden City di Jepang. Diawali dengan prinsip ruralisasi sebagai suatu solusi untuk masalah perkotaan dan perdesaan, konsep Garden City kemudian berkembang menjadi solusi untuk ketersediaan rumah sebagai akibat dari pembangunan kota. Tidak digunakannya lagi prinsip self contained-self sufficient berakibat pada tata guna lahan dan komunitas dengan karakter yang homogen.Kata kunci: sejarah, konsep Garden City concept, prinsip-prinsip perencanaan, Jepang This research reviews the generalization of the historical description of the Garden City concept implementation in Japan. By using content analysis method, this research explained, interpreted, and found its changes phenomena which found from many related literatures. The implementation of Garden City concept in Japan is related from the history of Japan’s opening after the Meiji Restoration. Lessons learned based on the Japan principle ‘Spirit of the Old Japan’ and ‘Rule For the Benefit of the People’ became the new form of knowledge in the context of alternative solution for development as it seen in the conceptualization development of the Garden City in Japan’s context. Started with the ruralization principle as a solution step for both the urban and rural problems, the Garden City concept then developed in to suburban settlement area as a solution for the housing availability caused by the city development. By no longer using the self contained-self sufficient principle, there was an impact in the land use and the community that formed with the homogeneous characteristic.Keywords: history, Garden City concept, planning principles, Japan.

Abstract

Jalan Prof. Dr. Satrio merupakan jalan perkotaan di DKI Jakarta yang saat ini memiliki aktivitas guna lahan samping jalan yang beragam serta tingkat kesibukan yang tinggi. Aktivitas guna lahan yang beragam tentunya menarik pergerakan melintasi Jalan Prof. Dr. Satrio yang secara langsung mempengaruhi kondisi arus lalu lintas pada ruas jalan dan berpotensi menimbulkan titik konflik yang menghambat arus pergerakan lalu lintas. Studi ini bertujuan untuk mengetahui bagaimana kinerja ruas Jalan Prof. Dr. Satrio saat ini, diukur berdasarkan derajat kejenuhan, kecepatan tempuh, waktu tempuh dan tingkat pelayanan (Level of Services). Kemudian setelah mengetahui kinerja ruas jalan maka diberikan alternatif penanganan untuk dapat meningkatkan kinerja ruas Jalan Prof. Dr. Satrio. Pada studi ini disimpulkan bahwa kinerja ruas Jalan Prof. Dr. Satrio, pada jam puncak hari kerja terutama, berada pada kondisi yang kurang baik. Untuk memperbaiki hal ini, serta menghindari bertambah buruknya kinerja ruas jalan tahun 2014, maka diperlukan penanganan berupa pengelolaan lalu lintas, regulasi pemberhentian angkutan umum, pembuatan jembatan penyeberangan, pemasangan road furniture untuk meningkatkan tingkat disiplin pengguna kendaraan serta peningkatan kapasitas jalan.Kata kunci: Kinerja Ruas Jalan, Derajat Kejenuhan, Tingkat Pelayanan, Kecepatan Tempuh, Waktu Tempuh Jalan Prof. Dr. Satrio is an urban street in Jakarta, which currently has a variety of function land beside the road activities with a high level of activity. Variety of function land activities would attract movements across Jalan Prof. Dr. Satrio that directly affects traffic flow condition on the roads and potential conflict points that impede the movement of traffic. This study aims to determine how the current performance of Jalan Prof Dr Satrio, measured by the degree of saturation, the travel speed, travel time and Level of Services. Then, after knowing the road segment performance, alternative treatments are given to improve the performance segment of Jalan Prof. Dr. Satrio. In this study concluded that the performance segment of Jalan Prof. Dr. Satrio, especially weekdays at peak hours, is in poor condition. To fix this, and to avoid the aggravation of the road performance in 2014, it would require the handling of traffic management, regulation of public transportation stops, the making of pedestrian bridge, installation of road furniture to increase the level of discipline motorists and road capacity.Keywords: Toll Road Performance, Degree of Saturation, Levels of Service, Actual Speed, Travel Time

Abstract

This article recommends the themes that fit to be the syllabus of teaching urban public finance. They are derived from the standard literatures in pubiic finance. Five themes are identifird namely microeconomic rational of urban public finance, public choice of fiscal policy, fiscal federalism, urban policy revenue resources, and budgeting and financial analysis. While financing development is a sin qua non theme for developing countries, adjustment will be needed to fit the context of the countries.Keywords: urban, public finance, classic readings

Abstract

Perumahan dan permukiman merupakan salah satu kebutuhan dasar manusia dan merupakan faktor penting dalam peningkatan harkat dan martabat manusia. Dalam rangka memenuhi kebutuhan tersebut, perlu diperhatikan kebijaksanaan umum pembangunan perumahan dan permukiman, masalah pertanahan, pembiayaan, kelembagaan, dan unsur-unsur penunjang pembangunan perumahan dan permukiman lainnya.Kebijaksanaan umum pembangunan perumahan dan permukiman, kebijaksanaan pertanahan, pembiayaan, kelembagaan, serta riset perumahan dan permukiman pada PJPT ll perlu mengacu pada perkembangan dan pengalaman yang terjadi selama PJPT l. Peraturan perundangan di bidang perumahan dan permukiman yang telah ada pada PJPT ! sejauh mungkin perlu dijadikan acuan dalam merumuskan kebijaksanaan pembangunan perumahan dan permukiman pada Pelita VI dan PJPT ll.Tulisan ini mengamati kebijaksanaan dan strategi nasional perumahan pada Pelita V dan membahas kesimpulan Lokakarya Nasional Perumahan dan Permukiman 1992, selanjutnya diharapkan dapat dijadikan masukan dalam perumusan Kebijaksanaan dan Strategi Nasional Perumahan dan Permukiman pada Pelita VI dan PJPT ll.

Abstract

Overloading in freight transport has caused great concern to a number of transport authorities in many countries. A number of efforts, including to intensify load enforcement, deploy load permit scheme, and increase penalty for overloading offences, have been taken. Nevertheless, an optimistic outcome has not showed up to deter such offence to the moment. This paper tried to view another approach in tackling overloading by integrating multistakeholders‟ perspectives in optimising load. It seems that overloading can be explained through the supply and demand concept. However, due to poor previous exploration upon this concept, a number of challenges might have to be faced to deploy the concept properly.Keywords: multi-stakeholders, overloading, freight transport

Abstract

The Government of Indonesia has pursued the strategy of dispersed development to address the issue of environmental degradation, to reduce the concentration of development in one major center, in order to achieve a sustainable urban form. The effectiveness of this strategy is being questioned, since the “deconcentration” of development fails to achieve its objective due to the absence of sound implementation tools and the market forces. The expansion of urban areas not only has characterized the development of Java in the last couple decades, bitt at the same time the decrease of rural areas and rural lives are also taking place, that spurs the physical integration process of major urban centers, especially on the northern coast of Java. The consequence of this process to the larger area, that is the rural hinterland, highlights the mega urban region hypothesis. Meanwhile, the issue of poverty also highlights the condition of rural Java, where spatially it has corresponding patterns with the formation of extended metropolitan regions. Recognizing the dual ism of development trajectory and the uneven spatial distribution of development in Java, this paper would argue that the focus of local government policies ought to be directed towards the promotion of rural regional development in order to achieve a balanced development towards its lagging regions. A new strategy needs to be invented along with its implementation framework, with a goal to achieve sustainability in both urban and rural areas. The new form of decentralized local governments could be the basis for promoting the regional network strategy as the framework for sustainable regional development.Keywords:  decentralization policy, urban development, rural poverty

Abstract

Indonesia is an archipelago country with thousand of islands. Sea transportation has an important and strategic function, in particular, the national shipping. It is called ‘Conditio Sinequa Non’ due to its major role from the beginning of Indonesian national development in many aspect of lives: politics, economy, culture, social and defense. All of these aspects would be effective and efficient if sea transportation could realize the functions within itself and act exactly in the way it should be.Sea transportation still does not have the right pattern for its routine operation (i.e, accomplishing its mission functions), particularly because of merely focusing in economic aspect. As the result, an inequitable trips distribution occured. In order to overcome these, we should anticipate appropriate and suitable ways with the hope to prevent our shipment companies and industries from a non-healthy business climate. In return, it will bring positive impact to our social, economy, politic and defence lives.We have to develop a new network of traffic of shipment that could connect every supply and demand points. Based on this, we will be able to arrange new routes in order to get all of people and cargo well distributed including the capability to anticipate all of changes in the distribution pattern that might happen.There are steps to be made in making routes arrangements, but first we have to get origin-destination matrix. Within this matrix we analyze the generation pattern of all dominant ports. After that, we could arrange cargo generation pattern in macro and hierarchy term. The port hierarchy will then determine which ones are going to be the main routes and which are the second routes.In order to make the new proposed routes working more effectively and to assure the continual existing of our national shipping, further study needs to be taken. This study will be about the need for using ‘cobotage’ principle.
