Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. Abstract

Circumstances that accompany urban development could be explained by ecological system. Urban environment as a system could be separated into social and ecological system. Among them took place input and output flows as energy, material, and information creating a certain internal dynamic in each components and determining urban characteristics as whole. An outstanding mechanism in the ecologically urban system was homeostasis. Such mechanism was highly important to sustain the system against any conflicts beyond a demand and supply gap under a finite urban space. Such process was also to build social capital in which government, private sector, and people (three partiet) perform a high interrelationship to operate economic activities and to yield a high output and steady state. Recommended policies lead by homeostasis mechanism should be directed: (1) to improve urban economic productivity which is integrated into regional and rural development, (2) to increase productivity of urban poor people through improvement of social infrastructure and widening employment, (3) to avoid environment degradation as well as others consequences around poor people areas, and (4) to build an equal perception about urban development and related problems among stakeholders: government, private sectors, and people.

Abstract

Abstract. Place identity is associated with the common ways of recognizing and remembering certain places different from others by the public. Batik and lurik culture in Klaten could serve as a local identity because of its historic tradition and is socially formed by society. An existing problem is that the development of batik and lurik in Klaten is more oriented to economic aspects and not for preserving cultural aspects. This study aims to analyze the role of batik and lurik in forming a local identity in Klaten Regency based on community perceptions. The study used mixed methods including the qualitative approach to understand the history and culture of batik and lurik, as well as to understand place branding efforts which support forming local identity, and the quantitative approach which attempts to understand community perceptions associated with batik and lurik in forming local identity. The result shows that lurik is more influential in forming local identity in Klaten Regency compared with batik. The result also shows that there has been an interaction between place and community, i.e. the community recognizes lurik from Klaten, has visited the location of local lurik production, and buys and wears local lurik products from Klaten. Variables that determined the forming of local identity are physical urban elements associated with lurik, shown by the accessibility and concentration of lurik showrooms near the city center, and strong attachment to the local people to lurik products shown by their pride in wearing local lurik products.Keywords. Batik, lurik, Klaten, local identityAbstrak. Identitas tempat berhubungan dengan kesamaan pemikiran masyarakat dalam mengenali dan mengingat tempat berbeda dari tempat lain. Budaya batik dan lurik di Klaten dapat menjadi identitas daerah karena memiliki sejarah dan dibentuk oleh masyarakat. Permasalahan yang muncul adalah pengembangan batik dan lurik di Klaten lebih berorientasi pada aspek ekonomi, tidak bertujuan untuk mempertahankan aspek budaya. Penelitian ini bertujuan untuk menganalisis peranan batik dan lurik dalam pembentukan identitas daerah di Kabupaten Klaten menurut persepsi masyarakat. Metode studi yang digunakan adalah metode campuran yaitu dengan pendekatan kualitatif untuk memahami sejarah dan budaya batik dan lurik, memahami upaya place branding yang mendukung pembentukan identitas daerah, pendekatan kuantitatif untuk memahami persepsi masyarakat terkait batik dan lurik sebagai pembentuk identitas daerah. Hasil analisis menunjukkan bahwa lurik berperan dalam pembentukan identitas daerah di Kabupaten Klaten dibandingkan dengan batik. Hal tersebut menunjukkan bahwa telah terjadi interaksi antara tempat dan masyarakat yaitu masyarakat mengenal adanya potensi lurik di Klaten, pernah mengunjungi lokasi sentra lurik di Klaten, kemudian membeli dan menggunakan produk lurik Klaten. Variabel yang mempengaruhi pembentukan identitas daerah meliputi elemen fisik kota terkait lurik yang ditunjukan dengan aksesibilitas sentra lurik yang dekat pusat kota dan letaknya saling berdekatan sehingga mudah dijangkau, serta keterikatan masyarakat terhadap produk lurik di Klaten yang ditunjukan dengan masih tingginya minat masyarakat untuk membeli dan menggunakan produk lurik Klaten.Kata kunci. Abstract

Metropolitan Jakarta merupakan kawasan perkotaan terbesar di Indonesia bahkan di Asia Tenggara, kawasan ini memiliki peran dan fungsi yang penting dalam mendukung perekonomian nasional salah satunya ialah sebagai Pusat Kegiatan Nasional dan Ibukota Negara Indonesia. Namun hingga saat ini kajian mengenai Metropolitan Jakarta masih sangat terbatas, oleh sebab itu dibutuhkan suatu penjelasan karakteristik dan tahapan perkembangan kawasan tersebut. Penelitian ini bertujuan untuk menjelaskan tahapan perkembangan Kawasan Metropolitan Jakarta, yang didasari oleh karakteristik perekonomian. Hasil dari penelitian ini merupakan suatu penjelasan mengenai tahapan perkembangan Kawasan Metropolitan Jakarta sejak tahun 1985 yang diindikasikan merupakan tahap awal pembentukkan metropolitan, serta perkiraan kondisi perkembangannya saat ini hingga pada masa yang akan datang. Hasil penelitian ini dapat digunakan sebagai referensi dalam melakukan antisipasi perencanaan kawasan, yang diharapkan dapat meminimalisir persoalan yang mungkin terjadi serta mengoptimalkan fungsi dan peran yang dimilikinya pada masa yang akan datang.Kata Kunci: kawasan metropolitan, tahapan perkembangan, ekonomi metropolitan. Metropolitan Jakarta is the largest urban areas in Indonesia, even in Southeast Asia, this region has an important role and function in supporting the national economy, which is the National Events Centre and the State Capital of Indonesia. But the study of Metropolitan Jakarta is still very limited, and therefore requires a description of the characteristics and stages of development of the region. This study aimed to describe the stages of development of Jakarta Metropolitan Region, which is based on the characteristics of the economy. Results from this study is a description of the stages of development of the Jakarta Metropolitan Region since 1985, which indicated an early stage of the formation of metropolitan, and estimated to condition the current developments in the future. The results of this study can be used as a reference in anticipation of the planning area, which is expected to minimize problems that may occur and to optimize function and its role in the future.Keywords: metropolitan areas, stages of development, the metropolitan economy

Abstract

The objective of development is to improve the standard, status, quality, and welfare of the society; therefore, development should be perceived as a series of continuous changes to achieve that objective. The effectiveness of development at the local level is very strategic since it determines the effectiveness of regional development to achieve the objective of national development. The strengthening of development institution at the local level in an effort to achieve regional autonomy and also an effort to improve the interconnection among various levels in planning mechanism and the implementation of development programs. The strengthening of  local institution is a way to implement the three directions of regional development: society empowerment, solidify regional autonomy, and modernization through natural structural changes

Abstract

While in general planning concerns with social criteria and objectives, the implementation of planning often involves the introduction of new technology to regional/local communities. An important question for  successful  planning  implementation would  then  be  how  those  social criteria  and objectives  be integrated  into  technology  selection  process.  This  question  leads  us  to  a  technology governance/steering problem within the context of planning. This article addresses this problem within the context of public sector planning, by arguing for a socio-technical co-evolutionary approach. By employing the notion of translation that is central in actor-network theory, a model for empirical studies is proposed. Empirical cases are presented from which normative principles for technology governance in public sector planning can be drawn.

Abstract

In  the past, developing  curricula  for  planning  education  in  developing countries  could  mean  asking  for  assistance  from  the  western universities to set up a degree program, using western planning tools to be  put  into  social  and  cultural  specific  of  the  developing  countries. Most  of  such  collaboration  would  ignore  the  potency  of  knowing  the two  different  worlds.  Those  view  is  no  longer   appropriate  as globalisation  in  planning  discipline  is  inescapable,  dualistic  views  on the planning in rich and poor countries has to be seen as a strong point for  planning  education  especially  because  education  itself   is  now globalising.  The  trend  for  global  education  is  visible,  collaboration between  developed  and  developing  countries  universities  are everywhere  not  only  for  the  financial  reasons  but  also  because economic, environment, social and cultural development are now cross border,  and  this  often  involving  conflict  and  a lliance  across  ethno national.  Within  the  above framework,  this  paper  discusses  the development  of  curricula  of  the  Department  of  City  and  Regional Planning of the Institute Teknologi Bandung, since the department was set  up with  the  help  of  the  United  Nation  in  1959;  the  development  of  Master  degree  programme  with  the  assistance  of  the  DevelopmentPlanning  Unit,  University  College  London;  and  the  development  of Double Master Degree Programme in collaboration with the Faculty of Spatial  Sciences,  RUG.  It  is  argued  that  the  curricula  has  been developed in  response to the  changing planning  context in national as well as international level and that planning education has to be able to enrich  students  not  only  with  the  analytical,  tech nical  and  socio political knowledge of local content of developing countries but also the content  of  developed  countries  as  these  two  knowledge  will  enhance understanding of global development problems.
