Abstract

Climate change, an increasingly apparent phenomena, has the potential to affect the tourism industry. This exploratory paper was created to (1) look at the possible impacts of climate change, particularly sea-level rise, on a selected Manila-Bay area hotel; (2) explore possible changes in the operational systems of the selected hotel and propose changes into these systems; and (3) propose possible monitoring programs and policies aimed at mitigating the impact of climate change, particularly in the most vulnerable areas to climate change like the Philippines. The researcher employed a case-study method for this exploratory research. Data were then analyzed using the Climate Lens Model, in conjunction with the systems model. It was found out that storm surges, one of the indirect impacts of climate change caused by stronger typhoons, brought about changes in the operational system of the hotel. Yet, even if there were measures undertaken, these measures were only short-term, which in a climate change standpoint is inadequate due to the fact that climate change is very dynamic. It was recommended that the hotel establishment take into account a diverse range of technological, managerial, educational, policy and behavioral adaptations to deal with climate variability, based on the recommendation set by the Davos Declaration of the UNWTO.

Abstract

Indonesia is a multi-islands, multi-ethnics and multi-disasters country. Each etnic has a set of culture which is adapted into its environment, including in anticipating the pontential disaster around its area. The culture which is transmited or inherited from one generation to the next, has been proved its superiority, known as local wisdom. Local wisdom, in the form of life philosophy, attitude, and behavior guidance, will help the society to survive from various threats that distrupt their existance from natural disaster and life dynamics. Sundanese people, particularly in Kampung Naga Tasikmalaya, has a local wisdom which can protect their enviroment. This is very important in mitigating  disaster, such as landslide, drought, and polution. This society has been realized that disater will occured if their ennvironment is damaged. Local wisdom in disaster mitigation can be seen in the form of architecture, landuse zoning, land management for sustainable enviroment. This value of local wisdom is very important to be transmited and transformed to both domestic and international tourist through ecotourism. Ecotourism is known as sustainable tourism, green tourism, and edutourism because it has the vision of enviromental sustainable, activity without pollution, conservation, society empowerment, and appreciation for nature and society culture. The shift of tourism paradigm (from travel package and mass tourism to individual and small scale; from psikosentris to alosentris; from  foreign investment to own  society; and from European stypes to the natives) become a potential for Kampung Naga to be an ecotourism destination which has educational tourism. Besides, the potencies of Kampung Naga to be tourism destination also can be seen from strategic access from Bandung-Tasikmalaya-Pangandaran; openess in accepting the tourist; beautiful nature, various souvenirs, and tracking. Moreover, the approciation for Kampung Naga's society in preserving their enviroment and mitigating disaster become the other visions of making Kampung Naga as education tourism destination

Abstract

The development of tourism sector is closely related to the improvement of hotel and restaurant industry. Its contributions to PDRB, employment, and the increasing business entity show that the economic activity in this sector remains high and becomes superior in Bandung city. Nevertheless, the problem existed is related with the mismatch between the competence owned by the human resource and the industry requirement. The aim of the study are (1) developing strategy to improve the human resource competence in hotel and restaurant sector based on gap analysis between the required human resource competence profile and provided human resource competence profile.(2) Mapping and analyzing the role of 'triple helix' system (industry, government, and academician) in constructing human resource competence development model. The result of the study in front office, housekeeping, waiter, and cook show that the competence owned have not fulfilled the SKKNI standard in Hotel and Restaurant. Strategies proposed by this study are: (1) Improving training institution capacity. (2) Developing human resource competence through training and (3) Developing human resource through certification and standardization. Developing human resource competence is determined by three factors: industry, government policy, and education institution. Mapping and analyzing the role of 'triple helix' system (industry, government, and academician) will develop human resource competence development model in hotel and restaurant sector
