Abstract

This study aims to analyze: 1) Poverty level in Amasara Village, Baito District, South Konawe Regency; 2) Influence between poverty levels and village funds (DD) in Amasara Village, Baito District, South Konawe Regency; 3) Factors that influence the causes of poverty in Amasara Village, Baito District, South Konawe Regency; and 4) Poverty alleviation plan in Amasara Village, Baito District, South Konawe Regency. The study uses quantitative and qualitative approaches. The sample (informants) of the study were 39 people who were determined purposively.The data analysis technique in the study was carried out quantitatively, 0.6 eview multiple linear regression and ordinary least squares (OLS) and qualitative descriptive analysis. The results showed that the poverty level in Amasara Village, Baito District, South Konawe Regency was at a moderate level, meaning that poverty could still be done by alleviation through various plans for policy and program approaches. In aggregate, poverty in Amasara Village, Baito District, Konawe Selatan District has a significant effect on the allocation of village funds (DD) of 87.99%.Partially, the allocation of village funds through the construction of facilities and infrastructure and community empowerment has a significant effect on poverty in Amasara Village, while the allocation of village funds (DD) for community development does not significantly influence poverty in Amasara Village. The main factors that influence the causes of poverty in Amasara Village, Baito District, Konawe Selatan District are; a) Low land ownership; b) Limited capital access; and c) Basic needs are limited. Poverty in Amasara Village is also supported by factors; a) Low education; b) Unemployment; c) Still traditional economic management; and d) Culture of saving that has not been developed. The poverty alleviation plan in Amasara Village, Baito Subdistrict, Konawe Selatan District for a short scale (priority) is: a) Hold entrepreneurial education and training and the like; b) Providing / facilitating the formation of new employment opportunities through capital assistance; c) Providing creative venture capital and business development assistance; d) Providing assistance for basic household needs that have not received food assistance and others from the central government; and e) Counseling (community development) and facilitating community financial management by saving money. While the long-term plan is a) Provision of business areas (temporary rights or property rights) for agricultural or plantation activities; and b) Counseling (guidance) on community financial management.Keywords: Poverty and Village Funds

Abstract

The purpose of the study is 1) Analyze the development of regional infrastructure before and after division. 2) Analyze public service performance before and after regional combustion. 3) Analyze regional economic growth before and after division. This research is descriptive qualitative and quantitative. The variables used in this study are regional infrastructure including roads, education, health, economy. While economic growth includes Gross Regional Domestic Product (GRDP) and per capita GRDP. Based on the results of the study it can be concluded that expansion has a positive impact on improving regional infrastructure. Public service performance before and after regional expansion where the average ratio of availability of educational facilities to elementary school level, Junior high school and high school, for elementary school level that is equal to 53 schools, Junior high school 54 and 40 high school. Whereas after the expansion there was an increase namely for the elementary school level of 60 schools, Junior high school 68 schools, and 42 high school levels. The availability of health facilities before the expansion of the area namely 16 health facilities and after the expansion has increased amounting to 19 health facilities. Economic growth before was 3.78 percent and after expansion of 5.80 percent, it’s show that was an increase in the economic sector by 2.1 percent. Key Words: Impact expansion, infrastructure performance

Abstract

The problem that is being faced in the development of education in Kolaka Regency is education infrastructure which is adequate in terms of quantity and quality. Based on BPS data in 2016, the population of Kolaka Regency amounts to 246,918 people, with the number of Senior High School level as many as 26 school units. This means that the ratio of each one school serves ± 9496 people, while according to Ministerial Regulation No. 24 of 2007, the ideal ratio for Senior High School level is that one school serves 6000 people. Therefore, this is one of the quantity problems in education in Kolaka Regency. In planning these facilities and infrastructures, then there are a number of things that need special attention, namely about the education facilities in Kolaka Regency. The purpose of this study was to identify the availability of the Educational Facilities at Junior and Senior High School Levels in Kolaka Regency and to analyze the needs and the distribution of the Educational Facilities at Junior and Senior High School Levels in Kolaka Regency. The study was conducted in qualitative and quantitative descriptive using the approach of the spatial analysis. Based on the results of this research conducted, the results of the assessment of the Educational Facilities at Junior and Senior High School Levels consist of the needs of the population and the capacity of schools in Kolaka regency, namely the needs of the age population at Junior and Senior High School Levels are good whereas the capacity of Junior High Schools is also good, but the capacity of Senior High Schools is in the less category. Analysis of education facilities at Junior High Schools in Kolaka Regency in 2027 is still needed to add 236 study groups to maximize the capacity of each school and does not need for additional schools. While at Senior High Schools as many as 188 study groups are needed and there is one sub-district that does not need the additional school in the next 10 years, namely the Tanggetada Sub-District.  Keywords: Spatial Analysis, Distribution of Educational Facilities

Abstract

Abstrak : Penelitian ini bertujuan untuk (1) menganalisis kebutuhan air bersih pada PDAM Tirta Tampanama di Kabupaten Kolaka Utara, (2) menganalisis evaluasi spasial pelayanan PDAM Tirta Tampanama di Kabupaten Kolaka Utara, (3) menganalisis strategi peningkatan pelayanan PDAM Tirta Tampanama di Kabupaten Kolaka Utara. Sampel ditetapkan secara purpossive sampling dengan sampel 1 SPAM Ibukota dan 13 SPAM IKK. Data dalam penelitian ini adalah jumlah penduduk, kapasitas produksi dan distribusi air, sumber air baku, dan wilayah pelayanan. Metode pengumpulan data dalam penelitian ini adalah pengamatan lapangan dan wawancara langsung. Analisis data yang digunakan dalam penelitian ini adalah analisis proyeksi, pemetaan spasial, dan analisis SWOT.Hasil analisis menunjukkan bahwa besar kebutuhan air bersih di Kabupaten Kolaka Utara pada tahun 2019 mencapai 6.567.326.776 ltr/tahun dan pada tahun 2038 mencapai 8.977.322.706 ltr/tahun atau meningkat sebesar 73,16%, Evaluasi Spasial pelayanan PDAM Tirta Tampanama (1) Tingkat kualitas (keluhan) air PDAM Tirta Tampanama, dari 13 SPAM IKK dan 1 SPAM Ibukota di lokasi penelitian sebanyak 11 SPAM IKK memenuhi syarat kualitas air dan 2 SPAM IKK tidak memenuhi syarat kualitas air, (2) Kontinuitas pelayanan air PDAM bagi pelanggan rata-rata pelayanan air mengalir setiap hari 18,5 jam, (3) Kapasitas produksi PDAM Tirta Tampanama sebesar 3.946.204.800 ltr/tahun, total air yang distribusikan 3.555.015.840 ltr/tahun atau hanya sekitar 50,7% yang distribusikan ke pelanggan dari total produksi setiap tahunnya, dan total kebocoran sebesar  1.802.698.840 ltr/tahun. (4) Pemenuhan kebutuhan air bersih pada tahun 2019 tidak terpenuhi - 803.570.246 ltr/tahun, dan pada tahun 2038 juga tidak terpenuhi total kekurangan mencapai -3.133.612.300 ltr/tahun..                                                          Kata Kunci : Evaluasi, Air Bersih, Pelayanan.

Abstract

Sungai Langkapa merupakan sumber air baku yang digunakan untuk memenuhi kebutuhan air bersih untuk penduduk Kabupaten Bombana. Penelitian ini bertujuan untuk menganalisis dan menetapkan status mutu air Sungai Langkapa  sebagai sumber air baku Perusahaan Daerah Air Minum (PDAM) Kabupaten Bombana. Metode yang digunakan yaitu (1) analisis indeks pencemaran. Hasil penelitian ini yaitu pada stasiun I diperoleh nilai indeks pencemaran sebesar 3,01, stasiun II sebesar 2,97 dan pada stasiun III sebesar 2,75. Beberapa parameter yang tidak memenuhi baku mutu kelas 1 yaitu DO dan BOD. Sehingga status mutu air Sungai Langkapa masuk klasifikasi cemar ringan. Kata Kunci ; Air, Sungai, Pencematan

Abstract

ABSTRACT Slum areas are always a concern because of the quality of the environment that is not healthy. The method used is descriptive analysis and quantitative analysis. The results of this research are the existing conditions of slum areas in Boepinang Bajo Barat and Bajo Timur, namely: (1) the area of the slum area reaches 10.32 hectares with (a) the area of the West Bajo slum area is 4 Ha; (b) the area of the slum area of East Bajo is 6.32 Ha. Slum areas in Boepinang (East Bajo) and West Boepinang (West Bajo) Villages are included in priority scale one (1). Need attention in settlement management.Keywords ; West Bajo, East Bajo, Slum, SettlementsABSTRAK Permukiman kumuh selalu menjadi perhatian karena dari segi kualitas lingkungan yang tidak sehat. Tujuan dari penelitian ini yaitu untuk mengetahui kondisi eksisting Kawasan Kumuh Boepinang Kumuh Bajo Barat dan Bajo Timur dan untuk mengidentifikasi klasifikasi tingkat kekumuhan di Kawasan Kumuh Boepinang Kumuh Bajo Barat dan Bajo Timur. Metode yang digunakan yaitu analisis deskriptif dan analisis kuantitatif. Hasil penelitian ini yaitu Kondisi eksisting Kawasan kumuh di Boepinang Bajo Barat dan Bajo Timur sebagao berikut : (1) luas kawasan kumuh mencapai 10,32 Ha dengan (a) luas Kawasan kumuh Bajo Barat 4 Ha; (b) luas Kawasan kumuh Bajo Timur 6,32 Ha. Kawasan kumuh di Kelurahan Boepinang (Bajo Timur) dan Boepinang Barat (Bajo Barat) masuk skala prioritas satu (1). Abstract

ABSTRACT This study aims to calculate the level of waste volume that will be generated at Ranomeeto Sub-district, South Konawe Regency, to determine the existing conditions of of Waste Disposal at Ranomeeto Sub-district, South Konawe Regency, and to analyze the management strategy of Waste Disposal at Ranomeeto Sub-district South Konawe Regency. The sample of this study used  6 respondents consisting of 2 people from the government, 2 experts, and 2 people from the community. Data analysis of this study used the analysis of the level of waste volume, qualitative analysis, SWOT analysis, and AHP analysis. The results of this study were (1) Overall, the amount of garbage in the District of Ranomeeto averages 12,036.49 kg per day, with the largest number of waste producers from the market waste of 4,500 kg so that every year in the District of Ranomeeto produces 4,393,318.85 kg of waste; (2) The existing condition of Waste Disposal at Ranomeeto, located approximately 2 km south of Ranomeeto Urban Village or approximately 15 km from Kendari City. Waste Disposal is located at Ranooha Village with a distance of 3 km from the main road and has an area of 10 hectares. Waste Disposal supporting facilities are 4 Garbage Disposal Sites, 1 garbage transport vehicle with 4 personnel and 1 driver; (3) Management strategy of Waste Disposal at Ranomeeto sub-district construction of facilities and infrastructure by optimizing the operation of of Waste Disposal and construction of the new Waste Disposal and upgrading of facilities and  infrastructure is in the first rank with the composting program. Keywords: Waste Management, Integrated Waste Management, Strategy.

Abstract

The phenomenon of increasing thermal in urban areas has become an important issue in recent decades and is a serious issue because it is the most important factor causing global warming and climate change. Changes in Land Cover (LC) as an effect of accelerated urbanization have a significant impact in influencing urban surface surface temperature (LST). The purpose of this study is to mapping LC changes and determine its effect on the LST distribution pattern in Kendari City. The approach in this study is to use multi-temporal Landsat-7 ETM + and Landsat-8 OLI satellite imagery data in 2001, 2014, and 2019 where the distribution of LSTs were analyzed through the thermal infrared band sensor (TIRS) and operational land imager (OLI), while the LC changes use the supervised classification method with the maximum likelihood algorithm. As a result, LC types in the study area were dominated by: mixed vegetation, tree vegetation, built-up, bare soil and water body, respectively. While LST values in various LCs from highest to lowest sequentially include: built-up area, bare soil, water body, mixed vegetation and tree vegetation.Keywords: Landsat-7, Landsat-8, LC, dan LST

Abstract

Infrastruktur jaringan  jalan, memiliki keterkaitan dengan pertumbuhan ekonomi suatu wilayah. Tujuan penelitian ini yaitu menganalisis dampak peningkatan kualitas jalan kabupaten terhadap perubahan pendapatan, menganalisis dampak peningkatan kualitas jalan kabupaten terhadap peningkatan aksesibilitas masyarakat, dan menganalisis dampak peningkatan kualitas jalan Kabupaten terhadap peningkatan nilai jual lahan di Kecamatan Mataoleo. Metode yang digunakan yaitu uji wilcoxon, indeks aksesibilitas dan uji chi square. Hasil dari penelitian ini yaitu adanya peningkatan  pendapatan masyarakat dari tahun 2014 hingga tahun 2018 terhadap peningkatan kualitas jalan. Nilai indeks aksesibilitas dari tahun 2014 hingga tahun 2018 tidak terdapat perubahan namun terjadi peningkatan waktu tempuh perjalanan. Ini terjadi karena tidak ada penambahan pembukaan jalan baru. Nilai jual lahan terjadi peningkatan pada tahun 2014 ke tahun 2018. Kata Kunci : Kesejahteraan, Kualitas jalan, Peningaktan

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui sebaran Ruang Terbuka Hijau (RTH) dan Luasan RTH dengan menggunakan Aplikasi Sistem Informasi Geografi (SIG), Aplikasi Tiga Dimensi dan Aplikasi Office.Teknik analisis yang digunakan dalam penelitian ini adalah analisa spasial dengan cara Overlay (tumpang tindih) menggunakan Citra Spot 6&7 tahun 2018 yang selanjutnya di analisis menggunakan aplikasi Sistem Informasi Geografis (SIG) di padukan dengan aplikasi tiga dimensi (3D), Peta hasil overlay citra Spot 6&7, data ruang terbuka hijau dan DEM disatukan dalam aplikasi Tiga Dimensi sehingga tampilan peta digital berbentuk gambar peta 3D,Animasi 3D dan Simulasi Banjir.Tingkat Kesiapan Teknologi (TKT) dalam penelitian ini adalah pembuata peta Ruang Rerbuka Hijau (RTH) dengan menggunakan aplikasi pemetaan yang bisa menghasilakan peta sebaran RTH, Peta 3d sebaran RTH dan Simulasi Banjir pada DAS WangguHasil dari penelitian ini adalah Peta Sebaran Ruang Terbuka Hijau (RTH) dan luasan RTH Kota Kendari, dari hasil analisis diperoleh luasan sebesar  8.29,31 Ha, atau 31,02 % dari luas wilayah Kota Kendari 26.737 Ha, hal ini sesuai dengan Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang dimana ditetapkan paling sedikit 30 %Kata Kunci: Peta 3D, Ruang Terbuka Hijau
