Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

Abstrak : Rekonstruksi Model pelayanan akademik melalui penerapan dimensi pelayanan publik pada Fakultas Ekonomi dan Bisnis Universitas Negeri Gorontalo dilaksanakan dengan tujuan untuk mengkaji secara mendalam dan menyeluruh tentang bagaimana model pelayanan yang telah dilaksanakan selama ini dan bagaimana model pelayanan tersebut dikembangkan sesuai dengan tuntutan profesionalitas layanan akademik dan juga tuntutan mahasiswa akan efisiensi dan efektifitas pelayanan layanan akademik. Hasil yang ingin dicapai adalah adanya hasil pengembangan model pelayanan publik yang telah mempertimbangkan berbagai aspek yang mendukung maupun menghambat terciptanya pelayanan akademik yang lebih berkualitas pada fakultas Ekonomi dan Bisnis. Metode penelitian ini dilakukan mulai dari pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Disamping itu pula, untuk memperdalam hasil kajian, pada setiap tahapan penelitian ini akan dilaksanakan Focus Group Discussion (FGD) dengan seluruh stakeholders terkait. Penelitian ini diharapkan akan memberikan kontribusi positif dalam hal inovasi layanan akademik untuk menopang salah satu pilar perguruan tinggi yaitu quality assurance pada fakultas Ekonomi dan Bisnis Universitas Negeri Gorontalo.Kata Kunci : Quality Assurance dan Dimensi Pelayanan Abstract : The reconstruction of academic service model through the implementation of public service dimension at the faculty of Economic and Business, State University of Gorontalo aims at obtaining an in-depth and thorough discussion on how the service model is developed according to the professionalism of academic service, as well as the students’ need of efficiency and effectiveness of the academic service itself. The targeted result is a development of public service model by considering various supporting aspects and obstacles. The method of this research consists of data collection, data reduction, data display, and conclusion. In order for an in-depth result, there will be Focus Group Discussion (FGD) involving stakeholders in every stage of the research. This research is expected to have positive contribution to the academic service innovation, as the quality insurance is one of university pillars at the faculty of Economic and Business, State University of Gorontalo.Keywords : Quality Assurance and Service Dimension

Abstract

AbstrakBesarnya investasi yang ditanamkan dalam aktiva tetap menjadikan aktiva tetap perlu mendapatkan perhatian yang serius, tidak hanya pada penggunaan dan operasinya saja tetapi juga dalam perlakuan akuntansinya. Proses pengakuan, penyusutan, penurun, pelepasan, dan pengungkapan aktiva tetap sedianya berpedoman pada Pernyataan Standar Akuntansi Keuangan (PSAK) No.16 (revisi 2011) yang mengatur perlakuan akuntansi aktiva tetap. Penelitian ini bertujuan untuk mengetahui  perlakuan kebijakan akuntansi aktiva tetap dan penyusutan pada PT. Perkebunan Nusantara XIV Makassar (Unit Usaha Perkebunan Kelapa Sawit LUWU I). Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif yang memberikan gambaran secara jelas tentang perlakuan kebijakan akuntansi aset tetap berdasarkan PSAK No. 16 (Revisi 2011). Teknik pengumpulan data melalui wawancara, observasi dan telaah dokumen. Hasil penelitian menunjukkan bahwa kebijakan PT. Perkebunan Nusantara XIV Makassar (Unit Usaha Perkebunan Kelapa Sawit LUWU I) dalam perlakuan akuntansi aset tetap masih belum sepenuhnya sesuai dengan PSAK No.16 (revisi 2011). Hal ini ditunjukkan dengan tidak dilakukannya review atas nilai residu dan umur manfaat aset tetap pada setiap akhir tahun buku, dan tidak diakuinya keuntungan atau kerugian disposal aset  tetap. Oleh karena itu, guna menghasilkan laporan keuangan yang handal maka perlu dilakukan penyajian dan pengungkapan aset tetap secara terstandar sebagaimana diatur dalam PSAK No.16 (revisi 2011).Kata Kunci : Aset Tetap ,  Penyusutan, PSAK, Laporan Keuangan. AbstractThe amount invested in fixed assets made concern fixed assets, not only on the use and operation but also in the accounting treatment. The process of recognition, depreciation, disposals, and disclosure of fixed assets was due to be guided by the Statement of Financial Accounting Standard (IAS) 16 (revised 2011) which prescribes the accounting treatment of fixed assets. The research to determine the treatment of accounting policies and the depreciation of fixed assets at PT. Perkebunan Nusantara XIV Makassar (Unit Usaha Perkebunan Kelapa Sawit I). The method used is descriptive qualitative approach that gives a clear picture of the treatment of fixed asset accounting policies in accordance with SFAS No. 16 (Revised 2011). The technique of collecting data through interviews, observation and study of the document. The results showed that the policy of PT. Perkebunan Nusantara XIV Makassar (Unit Usaha Perkebunan Kelapa Sawit I) in plant and equipment is still not fully in accordance with IAS 16 (revised 2011). This is shown by not doing a review of the residual value and useful life of fixed assets at the end of each financial year, and no recognition of gain or loss on disposal of fixed assets. Therefore, in order to produce reliable financial statements it is necessary to the presentation and disclosure of fixed assets are standardized as set out in IAS 16 (revised 2011).Keywords: fixed assets, depreciation, IAS, financial Statement

Abstract

AbstrakPengadaan pegawai yang baik akan membantu terwujudnya tujuan organisasi. Oleh karena itu penting melakukan perekrutan dan seleksi untuk memperoleh dosen dan koordinator lapangan (Korlap) yang sesuai dengan kebutuhan, baik dari segi kualitas maupun kuantitas. Oleh karena itu, tujuan penelitian ini adalah untuk menganalisis perekrutan dan seleksi dosen dan Korlap pada Undana II Bajawa. Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif. Teknik pengumpulan data dengan wawancara, telaah dokumen dan observasi dengan informan sebanyak lima orang terdiri dari Ketua Pengelola, Kepala Seksi Sarana dan Prasarana, Dosen Terbang dan Dosen Kontrak, serta Korlap yang dianggap mampu memberikan informasi seputar pengadaan dosen dan Korlap pada Undana II Bajawa. Hasil penelitian ini menunjukkan bahwa: 1) Aspek Perekrutan belum sesuai standar perekrutan tenaga kependidikan karena masih dipengaruhi oleh kekuatan politik dan hubungan kekerabatan. Juga, perekrutan calon dosen tetap masih mengutamakan putra daerah. Namun secara umum, proses perekrutan sudah sangat baik karena dilaksanakan secara terbuka dan transparan. Selanjutnya 2 proses penyeleksian dosen/ tenaga kependidikan, sudah sesuai dengan standard dan prosedur yang ada, dimana dosen/ tenaga kependidikan tetap memasukkan syarat yang sudah ditetapkan oleh Undana dan juga mengikuti serangkaian tes, baik tertulis maupun tidak tertulis (wawancara).Kata Kunci: Perekrutan, Seleksi, Dosen, Koordinator Lapangan, Universitas Nusa Cendana II                       BajawaAbstractGood employee recruitment can contribute to the attainment of organizational goals. Therefore it is important to carry out recruitment and selection processes in an attempt to obtain lecturers and field coordinators (Korlap) based on needs in terms of quality and quantity. Therefore, the purpose of this research is to analyze the recruitment and selection of lectures and field coordinators at Undana II Bajawa. The method used is a qualitative descriptive study. Data collection employed interviews, document review and observation techniques. Five informants were involved, consisting of the Chief Manager, Chief Infrastructures, Contract and Fellow Lecturers, as well as field coordinator members who were considered able to provide information about recruitment of lecturer and field coordinator at Undana II Bajawa. The results of this study show that: 1) aspect of recruitment has not conformed to the standards of education personnel recruitment as it is influenced by political forces and kinship. Furthermore, recruitment of candidates for tenured faculty still give a positive discrimination towards “Putra Daerah” (those who were born in the disstrict) In general, however, the process of recruitment has been excellent as it is openly and transparent. Abstract

AbstrakPermasalahan yang dianalisis dalam penelitian ini adalah bagaimana mutu pelayanan Pos Pelayaan Terpadu (Posyandu) lanjut usia (lansia). Penelitian ini bertujuan untuk mengetahui mutu pelayanan kesehatan Posyandu lansia di Kelurahan Tammua Kecamatan Tallo Kota Makassar. Penelitian ini menggunakan metode survei dengan pendekatan kuantitatif dan dianalisis menggunakan program SPSS versi 23. Survei dilakukan di Kelurahan Tammua Kecamatan Tallo Kota Makassar yang termasuk dalam wilayah kerja Puskesmas Rappokalling. Populasi dalam penelitian ini adalah 1.662 lansia yang telah mendapat pelayanan kesehatan di Posyandu lansia. Penetapan sampel dengan menggunakan metode nonprobability sampling dengan teknik purposive sampling, diperoleh 94 lansia yang terpilih untuk berpartisipasi sebagai responden dalam penelitian ini. Hasil penelitian ini menunjukkan bahwa aspek struktur (input) yang mencakup: kemampuan petugas, ketersediaan peralatan kesehatan, ketersediaan obat-obatan, kelengkapan sarana penunjang, akses posyandu lansia, dan kenyamanan posyandu lansia dengan nilai rata-rata 4,68 (ketegori bermutu). Aspek proses yang mencakup: hubungan interpersonal, kecepatan pelayanan, pemeriksaan kesehatan, penjelasan petugas, dan pencatatan dengan nilai rata-rata 4,69 (ketegori bermutu). Sedangkan aspek outcome yang mencakup kepuasan lansia dengan nilai rata-rata 4,83 (kategori puas) dan jumlah kunjungan sebanyak 107 (Mei 2015) meningkat menjadi 115 (Mei 2016). Namun, ketersediaan peralatan pemeriksaan gula darah dan hubungan interpersonal harus ditingkatkan. Secara keseluruhan, pelayanan kesehatan Posyandu lansia dapat memenuhi harapan lansia.Kata Kunci: Mutu Pelayanan Kesehatan, Lanjut Usia (Lansia), Pos Pelayanan Terpadu (Posyandu).AbstractThe problem analysed in the study was about service quality integrated services point (Posyandu) for elderly. The objective of the study was to understand the quality of health care at Posyandu for elderly in Tammua village Tallo district of Makassar city. The study applied a survey method with a quantitative approach and analyzed using SPSS version 23. The survey was undertaken in Tammua village of Tallo sub-district of Makassar city, which was service area of Rappokalling public health centre (Puskesms). Population of the study was 1.662 elderly had received health care in elderly Posyandu. Using non-probably sampling with a purposive sampling technique, 94 elderly were selected to participate as respondents in the study. The results of the study showed that the structure aspect (inputs) consisting of staff ability, availability of health facilities, availability of medicines, availability of supporting facilities, access to the elderly Posyandu, and the comfort of the Posyandu scored 4.68 (categorised as qualify). The process aspect consisting of interpersonal relation, speed of service, medical check, explanations officers, and documentation scored 4,69 (categorised as quality). While the outcome aspect consisting of elderly satisfaction scored 4.83 (categorised as satisfied). The number of elderly visit was 107 (May 2015) increased to 115 (May 2016). However, the availability of facility for blood sugar and interpersonal capability of staff should be improved. In overall, the health care at elderly Posyandu could meet the elderly expectation.Keywords: Quality of Health Care, Elderly, Integrated Services Point (Posyandu).

Abstract

AbstrakDi era globalisasi teknologi menjadi kebutuhan utama dalam memenangkan persaingan. Khususnya di bidang kesehatan menurut World Health Organization (WHO) salah satu building blocks pembangunan adalah sistem informasi kesehatan merupakan poin kelima dari kerangka kesehatan yang bertujuan untuk meningkatkan kesehatan, tanggap, proteksi resiko keuangan, serta meningkatkan efisiensi. Oleh karena itu penelitian ini bertujuan untuk mengetahui efektivitas e-Puskesmas sebagai sarana peningkatan kualitas pelayanan dan kinerja pada Puskesmas Kassi Kassi Kota Makassar. Penelitian ini menggunakan metode deskriptif kualitatif dengan informan yaitu: Pegawai bidang Perencanaan Dinas Kesehatan Kota Makassar, Kepala Puskesmas, Pegawai yang melakukan penginputan data serta pelayanan kepada Pasien, Admin, dan Masyarakat Pengguna e-Puskesmas Kassi Kassi Kota Makassar. Hasil penelitian menunjukkan bahwa efektivitas e-Puskesmas ditinjau dari segi input sumber daya manusia masih belum maksimal, baik dari SDM (Sumber Daya Manusia) Petugas maupun Masyarakat yang menggunakan e-Puskesmas. Namun dari segi sarana prasarana serta dana sudah cukup efektif. Ditinjau efektivitas dari segi proses, penggunaan fitur dalam e-Puskesmas belum efektif karena belum semua fasilitas digunakan hanya fitur seperti loket pendaftaran, poli rawat jalan, apotik, laboratorium. Belum adanya sistem pelaporan online ke Dinas Kesehatan Kota Makassar pada e-Puskesmas oleh karena itu disarankan untuk mengkoneksikan e-Puskesmas kepada pihak penerima laporan yang ada di Dinas Kesehatan Kota Makassar. Pada aspek output, belum adanya pemanfaatan e-Puskesmas oleh masyarakat, oleh karena itu disarankan untuk melakukan sosialisasi dan pembelajaran kepada Masyarakat yang lebih gencar tentang cara pemanfaatan e-Puskesmas.Kata kunci: e-Puskesmas, input, proses, dan output, Puskesmas Kassi-Kassi.Abstract In the era of globalization, technology becomes a prime need in order to lead the competition. Particularly in health, according to the World Health Organization (WHO) one of the building blocks health development is the health information system is the fifth point of the health framework that aims to improve health, responsiveness, financial risk protection, and improve efficiency. Therefore, this study aims to determine the effectiveness of e-Puskesmas as a means of improving service quality and performance at Kassi Kassi Puskesmas Makassar. This research uses qualitative description method with informants that are: Planning Officers of Health Office of Makassar City, Head of Puskesmas, Officers that performing data entry and service to Patient, Admin Officers, and Community of e-Puskesmas Kassi Kassi Makassar. The results showed that the effectiveness of e-Puskesmas, in terms of human resource input, is still not fully applied, both from Officers as well as the Community that use e-Puskesmas, but in terms of infrastructure and funds are quite effective. In terms of process effectiveness, the use of features in e-Puskesmas has not been effective because not all facilities are used, only several features such as registration booths, outpatient, pharmacies, laboratories. The absence of an online reporting system to the Health Office of Makassar City in e-Puskesmas is therefore recommended to connect e-Puskesmas to the report recipients in the Health Office of Makassar. In the aspect of output, the lack of utilization of e-Puskesmas by the community, therefore it is advisable to socialize and to inform the Community more vigorous about how to use e-Puskesmas.Keywords: e-Puskesmas, input, process, and output, Kassi-Kassi Puskesmas.

Abstract

AbstrakPenelitian ini membahas dukungan Sistem Aplikasi Pelayanan Kepegawaian (SAPK) online dalam pengelolaan kepegawaian pada Badan Kepegawaian Daerah Kabupaten Barru. Metode kualitatif deskriptif digunakan dengan mengumpulkan data melalui pengamatan, wawancara dan telaah dokumen. Hasil penelitian mengungkapkan beberapa hal antara lain: pendataan pegawai secara keseluruhan melalui SAPK sejak diterapkannya belum pernah dilakukan, namun segala urusan kepegawaian tetap berproses secara inkremental melalui SAPK dan database yang disempurnakan melalui data PUPNS; pengolahan data belum berjalan dengan baik; prosedur dan tata kerja belum dilakukan tepat waktu; SDM pengelola SAPK belum pernah mengikuti pelatihan. Teknologi Informasi sudah cukup baik karena sudah dilengkapi komputer dan juga jaringan internet walaupun dengan bandwidth yang masih rendah. Hal tersebut menunjukkan bahwa Dukungan SAPK online pada BKD Kabupaten Barru belum  optimal.Kata Kunci : Pendataan Pegawai, Pengolahan Data, Prosedur, SDM, Teknologi Informasi.AbstractThe problem analyzed in the study was about supportting a Computerised Personnel Management Service System (SAPK) at the Local Personnel Board (BKD) of Barru Regency. This study applied a descriptive method with a qualitative approach. Data was gathered using observation, interview and document analysis.The results of the study revealed several findings, such as: a comprehensive employee data entry through SAPK had not been performed yet, though all personnel data transactions were performed incrementally through SAPK, and database was updated through PUPNS; data processing had not been well-executed; work procedures had not been done on time, and employees managing SAPK had not ever been trained yet. The Information Technology was adequate as it had been equipped with computers and networks, although with quite low bandwidth. This showed that support of online SAPK at BKD of Barru Regency had not been optimum.Keywords :Data entry, data processing, work procedures, human resources and information teknology.

Abstract

Emergency nurses are those who interact firstly with patients who need continuous care from healthcare providers. With high numbers of patients, high level of workload, and also high-paced and stressful  working environment, these nurses are demanded to be professional. Unfortunately, literature discussing the nurses’ experiences regarding emergency care has been lacking. This study used qualitative method with phenomenology research design. The data was obtained through in-depth interview, by which interview guidance was used as primary instrument. This study involved 6 (six) nurses from emergency department of the hospital that consisted of one chief nurse and five charging nurses. This study resulted in three themes, including emergency room nurses experience, interpersonal relationships of nurse-patient/ family, and also emergency nurses hopes. The first theme resulted in subthemes: (1) emergency nurses felt uniqueness, (2) satisfying experience and motivated, (3) unpleasant experiences. The second theme included subthemes: (1) interpersonal relationships between nurses and patients/ families were important, (2) all respondents lack of knowledge regarding Peplau’s Theory of Interpersonal Relationship. The third theme resulted in subthemes: (1) Hopes related to prosperity or salary, and (2) wishes regarding continuous education and trainings. This study recommended revision of operational standard of patient reception in emergency room, provision of reporting sheet regarding violence to helatcare providers, complaint management training, endeavors to increase nurses’ salary, and continuous education training for emergency nurses.

Abstract

Taxpayer compliance is one of the determining factors in achieving tax revenue. The government has made efforts to improve taxpayer compliance. One of the efforts is by issuing Government Regulation Number 23 of 2018. This study aims to determine the effect of the tax rate changes, the application of the principle of tax fairness and tax socialization application on taxpayer compliance in the Bulukumba Tax Office after the implementation of Government Regulation Number 23 of 2018. The number of samples/respondents in this study are 120 taxpayers at Bulukumba Tax Office, which determined by cluster random sampling technique from three districts in the Bulukumba Tax Office Area. This study used questionnaire as data collection instrument. For Data analysis, researcher used multiple linear regression analysis with partial and simultaneous hypothesis tests. The results indicate that tax rates, the principle of tax fairness and tax socialization had a positive and significant effect on taxpayer compliance. This means that taxpayer compliance at Bulukumba Tax Office after the implementation of Government Regulation Number 23 of 2018 generally influenced by the tax rate changes, the application of the principle of tax fairness and tax socialization and the others influenced by other factors not included in this research model

Abstract

Corona Virus Diasease-2019 or COVID-19 is infectious disease that spreads. Government has responded and issued pathways as guidance. During the implementation of the pathways, several obstacles have been encountered by healthcare workers and government taskforce in Bulukumba. This study aimed at evaluating the implementation of the COVID-19 patients treatment performed by the workers and the taskforce. This study used qualitative approach with cse study design. The data of this study was obtained through structured interview and document review. There were 12 informants, consisting of healthcareworkers from Bulukumba public hospital and Health Department of Bulukumba. The data was analyzed through Miles & Huberman approach and thematic analysis. The study showed that the pathway of COVID-19 patient treatment has not been implemented optimally due to lack of dissemination. Inconsistent between central and local governments and negative stigma by communities became obstacles in its implementation. Lesson learnt from the implementation included coordination across sectors and facilities/equipment are crucially needed. This study recommended the obedience to pathways by healthcareworkers and any taskforces, government concistency, coordination and cooperation in handling similar communicable diseases in the future.

Abstract

The purpose of this study is to evaluate the implementation of additional civil servant income in the North Toraja District Education and Training Personnel Agency with a focus on evaluating the implementation of additional civil servant income in terms of policies and supporting infrastructure. The research method used in this study is a qualitative method with the type of case study research to provide a written description of how the implementation of providing additional income for Civil Servants at the North Toraja District Education and Training Personnel Agency, so that the implementation is in accordance with the stated objectives. The results showed that: (1) The provision of TPP although the amount is very small but can increase the income of civil servants (72% PNS on BKPP agreed); (2) Measurement and assessment of work performance of the working target element is not optimal; (3) Electronic attendance equipment has not been integrated with the system so that the realization of work behavior (presence) of PNS is not objective; (4) The policy in this case the Bupati regulation as the basis for the provision of TPP should be revised in order to contain weight reduction for the late and returning civil servants.
